Shouldering the New Cultural Mission with a High Degree of Cultural Consciousness

Since the 18th National Congress of the CPC, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core and under the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, propaganda, ideology, and cultural work have achieved historic accomplishments and undergone historic transformations. Comrade Xi Jinping has put forward a series of new ideas, viewpoints, and judgments on cultural construction in the New Era, forming Xi Jinping Thought on Culture, which provides a powerful ideological weapon and a scientific guide for action to carry out propaganda, ideology, and cultural work on the new journey of the New Era and to shoulder the new cultural mission. On June 2 this year, at the Symposium on Cultural Heritage and Development, Comrade Xi Jinping proposed that “continuing to promote cultural prosperity, build a strong cultural country, and build the modern civilization of the Chinese nation from a new starting point is our new cultural mission in the New Era.” [1]1 Xi Jinping, "Speech at the Symposium on Cultural Heritage and Inheritance," *Qiushi*, 2023, no. 14. Recently, Comrade Xi Jinping issued important instructions on propaganda, ideology, and cultural work, once again emphasizing “centering on the new cultural mission of continuing to promote cultural prosperity, build a strong cultural country, and build the modern civilization of the Chinese nation from a new historical starting point, strengthening cultural confidence, upholding openness and inclusiveness, and adhering to integrity and innovation.” [2]2 The "seven focuses" (七个着力) refer to the seven key tasks outlined by Xi Jinping in his instruction on propaganda, ideology, and cultural work, as quoted in paragraph [P1]. On the new journey, we must deeply study and implement Xi Jinping Thought on Culture, grasp the scientific connotation of the new cultural mission in the New Era, clarify the goals and requirements of cultural construction in the New Era, innovate the paths and methods of cultural construction, more effectively promote the construction of the modern civilization of the Chinese nation, and shoulder the new cultural mission with a high degree of cultural consciousness.

党的十八大以来，在以习近平同志为核心的党中央坚强领导下，在习近平新时代中国特色社会主义思想科学指引下，宣传思想文化工作取得历史性成就、发生历史性变革。习近平总书记在新时代文化建设方面提出了一系列新思想新观点新论断，形成了习近平文化思想，为做好新时代新征程宣传思想文化工作、担负起新的文化使命提供了强大思想武器和科学行动指南。今年6月2日，习近平总书记在文化传承发展座谈会上提出，“在新的起点上继续推动文化繁荣、建设文化强国、建设中华民族现代文明，是我们在新时代新的文化使命”。近日，习近平总书记对宣传思想文化工作作出重要指示，再次突出强调“围绕在新的历史起点上继续推动文化繁荣、建设文化强国、建设中华民族现代文明这一新的文化使命，坚定文化自信，秉持开放包容，坚持守正创新”。新征程上，我们要深入学习贯彻习近平文化思想，把握新时代新的文化使命的科学内涵，明晰新时代文化建设的目标与要求，创新文化建设的路径和方法，更有力地推进中华民族现代文明建设，以高度文化自觉担负起新的文化使命。

A High Degree of Cultural Consciousness and Sense of Responsibility Based on the Requirements of the Times

The major theoretical judgments and strategic decisions of the Chinese Communists are all established on an objective basis of the times and reality, and the same applies to the new cultural mission in the New Era. Comrade Xi Jinping pointed out: “On the new journey of the New Era, changes unseen in a century are accelerating, the great rejuvenation of the Chinese nation has entered a critical period, strategic opportunities and risks and challenges coexist, and propaganda, ideology, and cultural work face new situations and new tasks, which must be met with new atmospheres and new achievements.” [3] This important judgment profoundly elucidates that the new cultural mission in the New Era arises from the task requirements of the New Era of socialism with Chinese characteristics and is proposed based on the reality of the accelerating changes unseen in a century and the critical period of the great rejuvenation of the Chinese nation.

The new cultural mission in the New Era is directly related to the historical juncture of the New Era and its task requirements. The entry of socialism with Chinese characteristics into the New Era is a major event of great practical significance and profound historical significance for the cause of the Party and the people. In this New Era, we must continue to win the great victory of socialism with Chinese characteristics, comprehensively build a modern socialist country, gradually achieve common prosperity for all the people, strive to realize the great rejuvenation of the Chinese nation, and continuously make greater contributions to humanity. The completion of each of these tasks is inseparable from cultural construction. In the New Era, the principal contradiction in Chinese society has been transformed into the contradiction between the people’s ever-growing needs for a better life and unbalanced and inadequate development. The people’s pursuit of a better life also includes spiritual and cultural aspects. The reality is that, in terms of the supply and satisfaction of public cultural resources and the coordinated development of material and cultural-ethical progress, the problem of unbalanced and inadequate development is still relatively prominent. This requires that we must attach great importance to cultural construction in the New Era and better promote the well-rounded development of people and the overall progress of society.

新时代新的文化使命同新时代的历史方位及其任务要求直接相关。中国特色社会主义进入新时代，是对党和人民事业具有重大现实意义和深远历史意义的大事。在这个新时代，要继续夺取中国特色社会主义伟大胜利、全面建设社会主义现代化强国、逐步实现全体人民共同富裕、奋力实现中华民族伟大复兴、不断为人类作出更大贡献，其中每一项任务的完成都离不开文化建设。新时代我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾，人民对美好生活的追求中也包含着精神文化等方面的内容。现实情况是，在公共文化资源的供给和满足、物质文明和精神文明的协调发展等方面，不平衡不充分发展的问题还较为突出，这就要求必须高度重视新时代文化建设，更好地推动人的全面发展和社会全面进步。

Currently, changes unseen in a century are accelerating, profound changes are taking place in the world’s political and economic landscape, world multipolarity, economic globalization, social informatization, and cultural diversification are developing in depth, and ideologies and cultures are interacting and contending on a global scale, bringing many risks and challenges to China’s ideology and cultural security. This requires that we must, with creative and scientific ideological theories and major cultural achievements, respond to various uncertainties from a strategic height and ideological depth, and answer various new questions of the world and of the times.

当前，世界百年未有之大变局正在加速演进，世界政治经济格局发生深刻变化，世界多极化、经济全球化、社会信息化、文化多样化深入发展，世界范围内思想文化相互激荡，给我国的意识形态和文化安全带来诸多风险挑战。这就要求我们必须以创造性的、科学的思想理论和重大文化成果，从战略高度和思想深度上去应对各种不确定性因素，回答各种新的世界之问、时代之问。

At the same time, the great rejuvenation of the Chinese nation has entered a critical period. The report of the 20th National Congress of the CPC pointed out: “From now on, the central task of the Chinese Communists is to unite and lead the people of all ethnic groups across the country to comprehensively build a modern socialist country, achieve the Second Centenary Goal, and comprehensively advance the great rejuvenation of the Chinese nation through Chinese-path modernization.” [4] Realizing the Chinese Dream of the great rejuvenation of the Chinese nation means achieving national prosperity, national rejuvenation, and people’s happiness, which places many new tasks and requirements on cultural construction. Chinese-path modernization must not only achieve material prosperity for the people but also spiritual prosperity for the people; it must not only create abundant material wealth but also create precious spiritual wealth. All of this is inseparable from the flourishing development of culture.

同时，中华民族伟大复兴进入关键时期。党的二十大报告指出，“从现在起，中国共产党的中心任务就是团结带领全国各族人民全面建成社会主义现代化强国、实现第二个百年奋斗目标，以中国式现代化全面推进中华民族伟大复兴”。实现中华民族伟大复兴的中国梦，就是要实现国家富强、民族振兴、人民幸福，这就对文化建设提出了更多新的任务和要求。中国式现代化不仅要实现人民物质生活富裕而且要实现人民精神生活富裕，不仅要创造雄厚的物质财富而且要创造宝贵的精神财富，这都离不开文化的繁荣发展。

The times have raised new questions and new requirements. Whether we can consciously grasp these questions and requirements and formulate correct strategic countermeasures to complete the tasks is a major test for the Chinese Communists in the New Era. Comrade Xi Jinping, conforming to the general trend of historical development and grasping the pulse of the progress of the times, clearly proposed “continuing to promote cultural prosperity, build a strong cultural country, and build the modern civilization of the Chinese nation from a new historical starting point,” fully reflecting the high degree of cultural consciousness and sense of responsibility of the Chinese Communists in the New Era.

To build the modern civilization of the Chinese nation, it is necessary to inherit and continue the root of fine traditional Chinese culture. The modern civilization of the Chinese nation did not emerge out of thin air; it is deeply rooted in the fertile soil of Chinese civilization. Fine traditional Chinese culture contains many important elements that together shape the prominent continuity, innovation, unity, inclusiveness, and peacefulness of Chinese civilization, accumulating a profound cultural foundation and providing rich wisdom and nourishment for the modern civilization of the Chinese nation. Chinese culture has a long and continuous history, and Chinese civilization is extensive and profound. General Secretary Xi Jinping pointed out, "Only by comprehensively and deeply understanding the history of Chinese civilization can we more effectively promote the creative transformation and innovative development of fine traditional Chinese culture, more forcefully advance the construction of socialist culture with Chinese characteristics, and build the modern civilization of the Chinese nation." To undertake the new cultural mission of the New Era, we must follow the inherent requirements of cultural development, strengthen cultural confidence, uphold openness and inclusiveness, and adhere to upholding fundamental principles and breaking new ground. Strengthening cultural confidence means adhering to self-confidence and self-reliance, achieving spiritual independence, unswervingly following our own path, and upholding and developing socialism with Chinese characteristics. We must enhance confidence in the path, confidence in the theory, confidence in the system, and confidence in the culture, enhance historical confidence and historical initiative, form an autonomous theoretical system with a high degree of cultural subjectivity, and construct a discourse system of philosophy and social sciences with Chinese characteristics. We must vigorously promote the great spirit of struggle, and bravely wage resolute struggles against various interferences from external forces. Upholding openness and inclusiveness means inheriting and developing fine traditional Chinese culture, promoting the localisation of foreign cultures, and continuously cultivating and creating socialist culture with Chinese characteristics for the New Era. Chinese civilisation has a prominent characteristic of inclusiveness, which fundamentally determines the historical orientation of the Chinese nation's interactions, exchanges, and integration, and its open-mindedness to embrace diverse cultures. Adapting Marxism to the Chinese context and the needs of the times is an organic integration based on respecting differences and exploring compatibility, that is, the integration of the basic tenets of Marxism with China's specific realities and with fine traditional Chinese culture. The flourishing development of culture in the New Era must inherit valuable experience, adopt an open and inclusive attitude to connect civilisations past and present, Chinese and foreign, and create new forms of civilisation. Adhering to upholding fundamental principles and breaking new ground means highlighting the strong resolve of Chinese Communists in the New Era, adhering to the fundamental system of Marxism's guiding position in the ideological domain, adhering to the fundamental requirement of the "Two Integrations," adhering to the Party's overall leadership over cultural construction, and adhering to the cultural subjectivity of the Chinese nation; fully unleashing the innovative spirit of Chinese Communists in the New Era, opening up new practices, forming new ideas, refining new viewpoints, exploring new mechanisms, and creating new achievements in cultural construction, adhering to dialectical selection and elimination, achieving innovation through discarding the outdated, and opening up new realms for the development of Chinese civilisation.

We must uphold and strengthen the Party's overall leadership over propaganda, ideology, and cultural work, adhere to the fundamental system of Marxism's guiding position in the ideological domain, advance the adaptation of Marxism to the Chinese context and the needs of the times, and build a socialist ideology with strong cohesion and leading power; adhere to serving the people and serving socialism, adhere to the principle of letting a hundred flowers bloom and a hundred schools of thought contend, and adhere to creative transformation and innovative development; adhere to being guided by the core socialist values, so that the entire people are closely united in ideals, values, and moral concepts, and raise the level of social civility; develop advanced socialist culture, promote revolutionary culture, inherit fine traditional Chinese culture, strengthen the protection and utilisation of cultural relics and the preservation and inheritance of cultural heritage, safeguard the Chinese cultural lineage, and let Chinese culture display its enduring charm and contemporary style; accelerate the construction of philosophy and social sciences with Chinese characteristics, take China's actual conditions as the starting point for research, interpret the Chinese path, explain Chinese practice, and construct Chinese theories; enhance the communication, guidance, influence, and credibility of news and public opinion, promote the main theme and spread positive energy, consolidate and strengthen the mainstream ideological and public opinion that strives forward in the New Era; adhere to a people-centered approach, flourish and develop cultural undertakings and cultural industries, meet the people's growing spiritual and cultural needs, consolidate the common ideological foundation for the united struggle of the entire Party and the people of all ethnic groups across the country, forge a strong sense of community for the Chinese nation, and build a shared spiritual home for the Chinese nation; continuously enhance the country's cultural soft power and the influence of Chinese culture, strengthen international communication capacity, tell China's stories well, and promote Chinese culture to better reach the world; promote the common values of all humanity, promote exchanges and mutual learning among civilisations, and enrich the garden of world civilisations.
