A common ideological foundation is the fundamental prerequisite for the existence and development of a party, a country, and a nation. For a party, a country, and a nation to survive and develop, a common ideological foundation is indispensable. Without a common ideological foundation, the Party would disintegrate, society would be thrown into turmoil, and the country would split. Building a socialist ideology with strong cohesion and leading power, so that the entire people are closely united in their ideals, convictions, values, and moral concepts, and providing a solid ideological guarantee, a powerful spiritual force, and favorable cultural conditions for comprehensively building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation — this is the essence of our Party's propaganda, ideology, and cultural work.

人民有信仰，国家有力量，民族有希望。共同的思想基础是一个党、一个国家、一个民族赖以存在和发展的根本前提。一个党、一个国家、一个民族要生存和发展，离不开共同的思想基础。没有共同的思想基础，党就会瓦解、社会就会动荡、国家就会分裂。建设具有强大凝聚力和引领力的社会主义意识形态，使全体人民在理想信念、价值理念、道德观念上紧紧团结在一起，为全面建设社会主义现代化国家、全面推进中华民族伟大复兴提供坚强思想保证、强大精神力量、有利文化条件，是我们党宣传思想文化工作的本质所在。

Propaganda, ideology, and cultural work is an extremely important task for our Party and a powerful weapon for educating, organizing, and mobilizing the broad masses to strive for their own interests. One important reason why our Party has been able to unite and lead the people of all ethnic groups across the country, gather the mighty force to propel revolution, construction, and reform, and create one historical miracle after another, is precisely the continuous effort to adapt Marxism to the Chinese context and the needs of the times, persistently arming the entire Party with the Party's innovative theoretical achievements, and consolidating Marxism's guiding position in the ideological domain. Before the founding of the Communist Party of China, Comrade Mao Zedong already recognized the importance of doctrine, pointing out: "Doctrine is like a flag; once the flag is raised, people have something to look to and know where to go." Our Party has always attached great importance to ideological and political work and is adept at using it to advance the cause of the Party and the state. Over the more than 100 years since the founding of the Communist Party of China, the more than 70 years since the founding of New China, the more than 40 years of reform and opening up, and especially since the 18th National Congress of the CPC, our ideological and political work front has consistently implemented the central authorities' requirements, kept pace with the times, shared the destiny of the people, traversed an extraordinary journey, accumulated valuable experience, and played an irreplaceable and important role in the various historical periods of revolution, construction, and reform.

宣传思想文化工作是我们党一项极端重要的工作，是教育、组织和动员广大群众为实现自身利益而奋斗的强大武器。我们党之所以能够团结带领全国各族人民，凝聚起推动革命、建设和改革的磅礴之力，创造一个又一个历史奇迹，其中一个重要方面就是不断推动马克思主义中国化时代化，坚持不懈用党的创新理论成果武装全党，巩固马克思主义在意识形态领域的指导地位。在中国共产党成立前，毛泽东同志就认识到主义的重要性，他指出：“主义譬如一面旗子，旗子立起了，大家才有所指望，才知所趋赴。”我们党历来高度重视思想政治工作，善于运用思想政治工作推动党和国家的事业发展。中国共产党成立100多年来，新中国成立70多年来，改革开放40多年来，特别是党的十八大以来，我们的思想政治工作战线始终贯彻中央要求，与时代同步伐、与人民共命运，走过了不平凡历程，积累了宝贵经验，在革命、建设和改革各个历史时期发挥了不可替代的重要作用。

The profound lessons of the world socialist movement warn us that we must always attach great importance to propaganda, ideology, and cultural work, and in particular, we must not relax or weaken ideological work for even a moment. A country, without a common social ideal, is essentially without a soul and will lose its cohesion and vitality. The collapse of a political power often begins in the ideological sphere; political upheaval and regime change may occur overnight, but ideological evolution is a long-term process. Once the ideological defense line is breached, other defense lines are difficult to hold. An important reason for the collapse of the Soviet Communist Party was its abandonment of Marxism's guiding position in the ideological domain, losing the common ideal that could consolidate the soul and unite the people. Only with a common ideal can the entire people have the spiritual motivation for common struggle, and only through a common ideal can the strength and wisdom of the entire people be gathered. Facing the complex situation of reform, development, and stability, the diversity and multiplicity of social thought, and the profound changes in the media landscape, while concentrating efforts on economic construction, we must not relax or weaken ideological work for even a moment. The leadership, management, and discourse power of ideological work must be firmly held in our hands and never allowed to fall into others' hands at any time; otherwise, we will make irreparable historical mistakes.

世界社会主义运动的深刻教训告诫我们，要始终高度重视宣传思想文化工作，特别是一刻也不能放松和削弱意识形态工作。一个国家，如果没有共同的社会理想，就等于没有灵魂，就会失去凝聚力和生命力。一个政权的瓦解往往是从思想领域开始的，政治动荡、政权更迭可能在一夜之间发生，但思想演化是个长期过程。思想防线攻破了，其他防线就很难守住。苏共倒台的一个重要原因，就是放弃了马克思主义在意识形态领域的指导地位，失去了凝心铸魂的共同理想。只有有了共同理想，全体人民才有共同奋斗的精神动力，也只有通过共同理想才能凝聚全体人民的力量和智慧。面对改革发展稳定复杂局面和社会思想意识多元多样、媒体格局深刻变化，在集中精力进行经济建设的同时，一刻也不能放松和削弱意识形态工作，必须把意识形态工作的领导权、管理权、话语权牢牢掌握在手中，任何时候都不能旁落，否则就要犯无可挽回的历史性错误。

Only by being adept at turning the Party's propositions into the conscious actions of the broad masses, and adept at reflecting the wishes of the broad masses in the Party's principles and policies, can the Party's foundation, bloodline, and strength be deeply rooted among the people, and can the Party's goals and tasks be achieved. This requires us to deeply study propaganda, ideology, and cultural work under the new situation, and profoundly grasp the laws governing the development of socialist culture with Chinese characteristics. Only through exchange and mutual learning with other civilizations, learning from each other's strengths to compensate for weaknesses, can a civilization maintain vigorous vitality." Human civilizations have continued to this day; each civilization has its historical rationality, its progressive significance for the times, and its unique advantages. "Difference" and "diversity" are inevitable in social development and are even more a hallmark of the progress of modern civilization. As an ancient Chinese saying aptly puts it, "Harmony generates new things; sameness leads to stagnation." [1]1 "和实生物，同则不继" (hé shí shēng wù, tóng zé bù jì) is a classical Chinese aphorism from the *Guoyu* (Discourses of the States), a historical text compiled around the 4th–5th century BCE. It argues that the harmonious combination of different elements generates new things, whereas mere uniformity leads to stagnation and an inability to continue. The development of any single civilization ultimately has its limitations; only by achieving inclusiveness, being open to learning from and drawing on the beneficial achievements of other civilizations, can one better realize one's own development.

我们要更好担负起新的文化使命，就必须秉持开放包容。习近平总书记指出：“交流互鉴是文明发展的本质要求。只有同其他文明交流互鉴、取长补短，才能保持旺盛生命活力。”人类文明延续至今，每一种文明都有其历史合理性，都有其时代进步性，都有着独特的优势。“不同”“多元”是社会发展的必然，更是现代社会文明进步的标志。中国有句古话说得好，“和实生物，同则不继”。一种文明发展终有其局限，只有做到兼容并蓄，开放学习借鉴其他文明的有益成果，才能更好实现自身的发展。

We must deeply excavate and draw on the essence of fine traditional Chinese culture, integrate the ideological essence of Marxism with the essence of fine traditional Chinese culture, and connect it with the common values that the people use daily without conscious awareness. By upholding fundamental principles and breaking new ground, we will build a new cultural dynamism for China and invigorate the vitality of Chinese civilization, striving to forge the modern civilization of the Chinese nation, thereby providing a deeper cultural foundation and powerful spiritual strength for Chinese-path modernization.

Propaganda, ideology, and cultural work face new situations and new tasks, requiring new dynamism and new achievements. We must deeply comprehend the decisive significance of the Two Establishments [3]3 The Two Establishments refer to establishing Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era., strengthen the Four Consciousnesses [4]4 The Four Consciousnesses are the consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership., fortify the Four Confidences [5]5 The Four Confidences are confidence in the path, theory, system, and culture of socialism with Chinese characteristics., and achieve the Two Upholds [6]6 The Two Upholds refer to upholding Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and upholding the authority and centralized, unified leadership of the Party Central Committee.. We must continuously strengthen the study, research, and interpretation of Xi Jinping Thought on Culture, and consciously implement it in all aspects and throughout the entire process of propaganda, ideology, and cultural work. Adhere to leading cultural construction with core socialist values, establish leadership amidst plurality and diversity, seek consensus amidst exchange and integration, and maintain consistency amidst change and flux, promoting a dynamic situation where there is both national unified will and individual ease and liveliness, both tolerance of diversity and forceful resistance to various erroneous trends and decadent ideas, and both adherence to basic social morality and advancement toward higher goals.

新时代新征程，应对新挑战，抓住新机遇，各级党委（党组）要把做好宣传思想文化工作作为重大政治责任扛在肩上，确保党中央关于文化建设的决策部署落到实处。紧紧围绕学习贯彻习近平文化思想，围绕贯彻党的二十大关于文化建设的战略部署，切实增强做好新时代新征程宣传思想文化工作的责任感使命感，推动各项工作落地见效。坚持不懈用习近平新时代中国特色社会主义思想凝心铸魂，在真学真懂真信真用、深化内化转化上下功夫。巩固壮大奋进新时代的主流思想舆论，以强信心为重点加强正面宣传，提高舆论引导能力。广泛践行社会主义核心价值观，改进创新精神文明建设工作。促进文化事业和文化产业繁荣发展，推动中华优秀传统文化保护传承。加强和改进对外宣传工作，增强中华文明传播力影响力。坚决有效防范化解意识形态风险，敢于亮剑、敢于斗争。加强党对宣传思想文化工作的全面领导，落实政治责任，勇于改革创新，强化法治保障，建强干部人才队伍，为担负起新的文化使命提供坚强政治保证。要以钉钉子精神把各项任务要求落到实处，不断增强工作能力本领，提高工作质量效能，在建设社会主义文化强国、建设中华民族现代文明的奋斗实践中展现新气象新作为。

Great times give birth to great theories, and great thoughts lead great journeys. We are engaged in a great struggle with many new historical features, facing unprecedented challenges and difficulties. We must persist in consolidating and strengthening mainstream public opinion, promoting the main melody, spreading positive energy, and stimulating the powerful force of the whole society to unite and strive forward. This urgently requires us to adhere to the guidance of Xi Jinping Thought on Culture, further strengthen propaganda, ideology, and cultural work, clearly explain major theoretical issues of right and wrong, continuously enhance confidence in the path, theory, system, and culture of socialism with Chinese characteristics, guide social trends with core socialist values, persist in inspiring Party members, cadres, and the people with the common ideal of socialism with Chinese characteristics, maximize the formation of social ideological consensus, unify the thoughts and actions of over 1.4 billion people with the decisions and deployments of the central authorities, and gather wisdom and strength into the great practice of advancing Chinese-path modernization and realizing the great rejuvenation of the Chinese nation.

伟大时代孕育伟大理论，伟大思想引领伟大征程。我们正在进行具有许多新的历史特点的伟大斗争，面临的挑战和困难前所未有，必须坚持巩固壮大主流思想舆论，弘扬主旋律，传播正能量，激发全社会团结奋进的强大力量。这就迫切要求我们坚持以习近平文化思想为指导，进一步加强宣传思想文化工作，讲清楚重大理论是非问题，不断增强中国特色社会主义的道路自信、理论自信、制度自信、文化自信，以社会主义核心价值观引领社会思潮，坚持用中国特色社会主义共同理想激励广大党员、干部和人民群众，最大限度地形成社会思想共识，把14亿多人民群众的思想和行动统一到中央的决策和部署上来，把智慧和力量凝聚到推进中国式现代化、实现中华民族伟大复兴的伟大实践上来。
