Several Focal Points for Advancing New Industrialization

The 20th National Congress of the CPC [1]1 The 20th National Congress of the CPC was held in October 2022, setting the strategic direction for the next five years and beyond under inaugurated a new journey of comprehensively advancing the great rejuvenation of the Chinese nation through Chinese-path modernization, clarified the goal of "basically realizing new industrialization" by 2035, and made major deployments around building a modern industrial system and advancing new industrialization. General Secretary Xi Jinping recently issued an important directive on advancing new industrialization: "On the new journey of the New Era, using Chinese-path modernization to comprehensively advance the building of a strong country and the great cause of national rejuvenation, realizing new industrialization is the key task. It is necessary to fully, accurately, and comprehensively implement the new development concept, coordinate development and security, deeply grasp the basic laws of advancing new industrialization on the new journey of the New Era, actively adapt to and lead the new round of scientific and technological revolution and industrial transformation, apply the requirements of high-quality development throughout the entire process of new industrialization, and organically combine building a manufacturing powerhouse with developing the digital economy and industrial informatization, thereby building a solid material and technological foundation for Chinese-path modernization." Specifically, new industrialization should be advanced by focusing on upgrading traditional industries, moving strategic industries toward the high end, promoting integrated development of advantageous industries, fostering clustered development of emerging industries, and scientifically laying out future industries.

党的二十大开启了以中国式现代化全面推进中华民族伟大复兴的新征程，明确了到2035年“基本实现新型工业化”的目标，围绕建设现代化产业体系、推进新型工业化等作出重大部署。习近平总书记前不久就推进新型工业化作出重要指示：“新时代新征程，以中国式现代化全面推进强国建设、民族复兴伟业，实现新型工业化是关键任务。要完整、准确、全面贯彻新发展理念，统筹发展和安全，深刻把握新时代新征程推进新型工业化的基本规律，积极主动适应和引领新一轮科技革命和产业变革，把高质量发展的要求贯穿新型工业化全过程，把建设制造强国同发展数字经济、产业信息化等有机结合，为中国式现代化构筑强大物质技术基础。”具体来看，应以推动传统产业升级、战略产业向高端迈进、优势产业融合发展、新兴产业集群发展和科学布局未来产业为着力点，推进新型工业化。

First, promote the upgrading of traditional industries to enhance competitiveness. Traditional industries are the foundation for building a new industrialization industrial system. Currently, traditional industries are transforming and upgrading toward high-end, intelligent, digital, clustered, and green development. It is necessary to promote the scientific storage, intensive supply, and digital distribution of raw materials, leverage data resource advantages, and improve the precision of raw material supply; promote the high-end, intelligent, and green transformation of production equipment, install and equip factories with high-end production equipment featuring digital control, intelligent operation, and green emissions, and realize the digital transformation and upgrading of production equipment in traditional industries; promote scientific production management, activate the momentum of various factors such as technology, equipment, and capital, and continuously improve enterprises' total factor productivity; promote the digital integration of traditional industries, build and operate digital quality assurance monitoring and marketing distribution platforms for the entire product lifecycle, create new digital consumption scenarios and intelligent consumption models, and realize the digital circulation, intelligent distribution, and green consumption of production and daily-use goods.

一是推动传统产业升级，提升竞争力。构建新型工业化产业体系，传统产业是基础。当前，传统产业正向高端化、智能化、数字化、集群化和绿色化转型升级。应推动原材料科学化储备、集约化供应、数字化分配，发挥数据资源优势，提高原材料供应的精准度；推动生产设备高端化、智能化、绿色化改造，在工厂安装配备数字控制、智能运转、绿色排放的高端生产设备，实现传统产业生产设备的数字化改造升级；推动生产管理科学化，激活技术、设备、资金等各个要素的动能，不断提升企业全要素生产率；推动传统产业数字化融合，建设和运营产品全生命周期数字化质保监控和营销分销平台，建设新型数字化消费场景和智能化消费模式，实现生产生活用品的数字化流通、智能化分配和绿色化消费。

Second, advance strategic industries toward the high end to gain the commanding initiative. Strategic industries mainly include basic industries, leading industries, and pillar industries. They concern national development and security and are the pillar industries of new industrialization. Basic industries cover a wide range of categories and involve many fields. For basic industries, it is necessary to systematically advance multi-end innovation and breakthroughs in multiple fields and directions, including basic algorithms, gene technology, internet root servers, a new generation of biopharmaceuticals, and new materials research and development. For leading industries, it is necessary to systematically advance independent innovation in new materials, new algorithms, new equipment, new energy, and new technologies, realize the original manufacturing, independent manufacturing, and integrated manufacturing of high-end equipment, and achieve high-value-added production, high-value product development, low energy consumption, and low pollution emissions in leading industries. For pillar industries, it is necessary to further strengthen, supplement, and extend the chain, leverage the leading role of chain-leading enterprises, gather innovation resources from society, universities, and enterprises, focus on advancing innovation breakthroughs in key areas from multiple dimensions such as talent, technology, equipment, and market, and drive high-end project breakthroughs through high-end product manufacturing.

二是推进战略产业向高端迈进，掌握主导权。战略产业主要包括基础产业、主导产业和支柱产业，事关国家发展和安全，是新型工业化的支柱产业。基础产业涵盖门类广、涉及领域多，对于基础产业，需系统推进基础算法、基因技术、互联网根服务器、新一代生物制药、新材料研制等多个领域、多个方向实现多端创新与突破。对于主导产业，应系统推进新材料、新算法、新装备、新能源、新技术的自主创新，实现高端装备的原创制造、自主制造和整体制造，实现主导产业的高附加价值生产、高价值产品开发和低能源消耗、低污染排放。对于支柱产业，应进一步强链、补链、延链，发挥链主企业带头作用，集合社会、高校、企业创新资源，重点从人才、技术、设备、市场等多个维度推进重点领域创新突破，以高端产品制造带动项目高端突破。

Third, promote the integrated development of advantageous industries to form a superposition effect. Advantageous industries are the drivers of new industrialization. It is necessary to promote the intelligent integrated development of advantageous industries, realize intelligent production, sales, and services, and extend advantageous industries toward intelligence. It is necessary to promote the digital transformation of advantageous industries, realize the deep integration of the entire chain from product production, purchase, use, and service with digital technology; establish high-end integrated digital platforms, realize digitalization throughout the entire process of product production, sales, use, and service; establish enterprise digital resource databases, integrate data resources from enterprise operation, management, and development, connect cross-market, cross-industry, and cross-regional external data resources, and realize the intelligent application of digital resources. It is necessary to promote the integration of advantageous industries with the international market, build domestic advantageous industrial chains, closely track industry frontier trends, absorb international advantageous resources, learn from international advanced technologies, draw on international advanced experience, actively explore the international market, and promote the international development of advantageous industries.

三是推进优势产业融合发展，形成叠加效应。优势产业是新型工业化的推动器。应推动优势产业智能化融合发展，实现智能化生产、销售和服务，推动优势产业向智能化延伸。应推动优势产业数字化转型，实现产品从生产、购置、使用和服务等全链条与数字技术深度融合；建立高端一体化数字平台，在产品的生产、销售、使用、服务全过程中实现数字化；建立企业数字资源库，融合企业经营、管理和发展的数据资源，融通跨市场、跨行业、跨地域的外部数据资源，实现数字资源智能化运用。应推动优势产业与国际市场融合，打造国内优势产业链，紧盯产业前沿趋势，吸纳国际优势资源、学习国际先进技术、借鉴国际先进经验，积极开拓国际市场，推动优势产业国际化发展。

Fourth, promote the clustered development of emerging industries to strengthen the scale effect. Emerging industries represented by new energy and new materials are the leading sectors of new industrialization. They require support in terms of policy, planning, capital, resources, and mechanisms, as well as mutual collaboration among enterprises to integrally advance the integrated innovation and clustered development of emerging industries. Emerging industries have characteristics such as high technological content, strong innovation capabilities, and new development models. It is necessary to gather scientific and technological innovation talents from interdisciplinary directions, establish cross-industry scientific and technological innovation platforms and collaborative research mechanisms, and promote cross-disciplinary, cross-field, and cross-technology integrated innovation. Among emerging industries, industries such as new energy and new materials have a high degree of correlation, coupling, and complementarity. In terms of talent, technology, market, resources, platforms, and services, it is necessary to establish cross-industry information and resource platforms to realize cross-industry integrated development. It is necessary to connect enterprise points into industrial chains, forge industrial chains into industrial clusters, gather industrial clusters into industrial belts, do a good job in planning main functional zones, and promote cross-regional cluster collaboration among main functional zones.

四是推进新兴产业集群发展，强化规模效应。以新能源、新材料等为代表的新兴产业是新型工业化的龙头，既需要政策、规划、资金、资源、机制等方面支持，也需要企业相互协作，一体化推进新兴产业融合式创新、集群式发展。新兴产业具有科技含量高、创新技术强、发展模式新等特点，需汇集跨学科方向的科技创新人才，建立跨产业的科技创新平台和协作攻关机制，推动跨学科、跨领域、跨技术的交叉融合创新。在新兴产业中，新能源、新材料等产业间存在着高度的关联性、耦合性和互补性，在人才、技术、市场、资源、平台和服务等方面，需建立跨产业信息与资源平台，实现跨行业融合发展。应把企业点连成产业链，把产业链打造成产业群，以产业群汇聚成产业带，做好主体功能区规划，推进主体功能区之间跨区域集群协作。

Fifth, scientifically lay out future industries to seize the commanding heights of development. Future industries represented by brain-like intelligence, quantum computing, and aerospace information are the navigation beacons for advancing new industrialization. Future industries are the products of the industrialization of major frontier scientific and technological innovation achievements, with innovation as their distinctive feature. It is necessary to establish a linkage mechanism for education, talent, platforms, and technology, strengthen basic research, enhance original innovation capabilities, promote original breakthroughs and forward-looking applications of science and technology, and proactively seize the commanding heights of scientific and technological innovation in future industries. It is necessary to master the formulation of standards for future industries, establish a standard system including technical standards, product standards, market standards, and emission standards based on mature technology, complete products, and standardized markets. Future industries represent the direction of the new round of scientific and technological revolution and industrial transformation, and have become key areas with highly concentrated scientific and technological innovation and where major powers compete to carry out strategic layouts. It is necessary to leverage the advantages of the new nationwide system for mobilizing resources [2], achieve disruptive scientific and technological innovations in multiple fields, and seize the commanding heights of scientific and technological innovation with new products, new industries, and new business forms.

五是科学布局未来产业，抢占发展制高点。以类脑智能、量子计算、空天信息等为代表的未来产业，是推进新型工业化的航向标。未来产业是重大前沿科技创新成果产业化的产物，创新是其显著特征。应创建教育、人才、平台、科技联动机制，加强基础研究，增强原始创新能力，推动科学技术的原创性突破、前瞻性应用，主动抢占未来产业科技创新制高点。应掌握未来产业标准的制定权，以成熟的技术、完善的产品和规范的市场确立包括技术标准、产品标准、市场标准、排放标准在内的标准体系。未来产业代表着新一轮科技革命和产业变革的方向，已成为科技创新高度密集、大国竞相开展战略布局的重点领域。应发挥新型举国体制优势，在多领域实现颠覆性科技创新，以新产品、新产业和新业态抢占科技创新制高点。
