Advancing Chinese-Path Modernization Must Follow the Path of High-Quality Development

General Secretary Xi Jinping pointed out in the report to the 20th National Congress of the CPC that “high-quality development is the primary task in building a modern socialist country in all respects”; at the First Session of the 14th National People’s Congress, he further emphasized that “on the new journey of building a strong country and achieving national rejuvenation, we must unswervingly promote high-quality development.” History and reality prove that high-quality development is both an essential requirement of Chinese-path modernization and a path choice for advancing it. The two are mutually representational and unified in the historical process of realizing the great rejuvenation of the Chinese nation. On the new journey of the New Era, only by clarifying the logical connection and internal consistency between Chinese-path modernization and high-quality development, and by grasping the scientific methodology of advancing Chinese-path modernization through high-quality development, can we steadily realize the great dream of building a strong country and achieving national rejuvenation.

习近平总书记在党的二十大报告中指出，“高质量发展是全面建设社会主义现代化国家的首要任务”；在十四届全国人大一次会议上进一步强调，“在强国建设、民族复兴的新征程，我们要坚定不移推动高质量发展”。历史和现实证明，高质量发展既是中国式现代化的本质要求，也是推进中国式现代化的路径选择。二者互为表征，统一于实现中华民族伟大复兴的历史进程。在新时代新征程上，明确中国式现代化与高质量发展之间的逻辑关联与内在一致性，把握好以高质量发展推进中国式现代化的科学方法论，才能稳步实现强国建设、民族复兴的伟大梦想。

I. High-Quality Development Is an Essential Requirement of Chinese-Path Modernization

一、高质量发展是中国式现代化的本质要求

As socialism with Chinese characteristics entered the New Era, the Party Central Committee with Comrade Xi Jinping at its core scientifically analyzed the new historical conditions of China’s development, profoundly grasped the changes and laws in China’s modernization drive, and made the major judgment that “China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development.” It set forth important discussions on why high-quality development is needed, what high-quality development is, and how to promote it; put forward the new development philosophy of “innovation, coordination, green, openness, and sharing”; pointed out the fundamental direction and overall thinking for high-quality development; and clarified the key requirements and strategic tasks of Chinese-path modernization in the fields of economy, politics, culture, society, and ecological civilization construction.

中国特色社会主义进入新时代，以习近平同志为核心的党中央科学分析我国发展新的历史条件，深刻把握我国现代化建设中的变化和规律，作出“我国经济已经由高速增长阶段转向高质量发展阶段”的重大判断，对为什么要高质量发展、什么是高质量发展以及如何推动高质量发展作出重要论述，提出“创新、协调、绿色、开放、共享”的新发展理念，指明了高质量发展的根本方向和总体思路，明确了中国式现代化在经济、政治、文化、社会以及生态文明建设各个领域的重点要求与战略任务。

General Secretary Xi Jinping emphasized: “High-quality development is not only an economic requirement, but a general requirement for all aspects of economic and social development; it is not only a requirement for economically developed regions, but a requirement that must be implemented in the development of all regions; it is not a requirement for one time or one matter, but a requirement that must be adhered to for a long time.” The “Resolution on the Major Achievements and Historical Experience of the Party’s Centenary Struggle” adopted at the Sixth Plenary Session of the 19th Central Committee of the CPC pointed out that “we cannot simply judge success or failure by the growth rate of gross domestic product; we must achieve high-quality development in which innovation becomes the primary driving force, coordination becomes an endogenous feature, green becomes a universal form, openness becomes the only path, and sharing becomes the fundamental goal,” further revealing the profound connotation of high-quality development. The report to the 20th National Congress of the CPC clearly stated that “we must adhere to taking high-quality development as the theme,” designing the main theme and main line of China’s future development from the top level, and pointing out the goal and direction of advancing Chinese-path modernization through high-quality development.

习近平总书记强调：“高质量发展不只是一个经济要求，而是对经济社会发展方方面面的总要求；不是只对经济发达地区的要求，而是所有地区发展都必须贯彻的要求；不是一时一事的要求，而是必须长期坚持的要求。”党的十九届六中全会通过的《中共中央关于党的百年奋斗重大成就和历史经验的决议》指出，“不能简单以生产总值增长率论英雄，必须实现创新成为第一动力、协调成为内生特点、绿色成为普遍形态、开放成为必由之路、共享成为根本目的的高质量发展”，进一步揭示了高质量发展的深刻内涵。党的二十大报告明确提出，“我们要坚持以推动高质量发展为主题”，从顶层高度设计了我国未来发展的主题主线，指明了以高质量发展推进中国式现代化的目标方向。

To advance Chinese-path modernization, we must follow the path of high-quality development, and the key is to adhere to the new development philosophy of “innovation, coordination, green, openness, and sharing.” The new development philosophy is a concentrated expression of development ideas, development directions, and development priorities; it has major guiding significance for solving development difficulties, enhancing development momentum, and strengthening development advantages. To advance Chinese-path modernization, we must rely on innovative development to provide impetus, rely on coordinated development to solve the problem of unbalanced and inadequate development, respond to the inherent requirements of Chinese-path modernization with green development, deepen the pattern and development space of modernization with open development, and realize the value pursuit of modernization with shared development. This further explains that advancing Chinese-path modernization and promoting high-quality development are closely linked; both must follow the new development philosophy of “innovation, coordination, green, openness, and sharing,” and be continuously advanced and expanded through the implementation of this new development philosophy.

推进中国式现代化，必须走高质量发展之路，关键是要坚持“创新、协调、绿色、开放、共享”的新发展理念。新发展理念是发展思路、发展方向、发展着力点的集中体现，对破解发展难题、增强发展动力、厚植发展优势，具有重大指导意义。推进中国式现代化，必须坚持依靠创新发展提供动力，依靠协调发展解决不平衡不充分的问题，以绿色发展回应中国式现代化的内在要求，以开放发展深化现代化的格局与发展空间，以共享发展实现现代化的价值追求。这就进一步说明了推进中国式现代化与推动高质量发展紧密相联，都要遵循“创新、协调、绿色、开放、共享”的新发展理念，并通过贯彻落实新发展理念得以不断推进和拓展。

II. High-Quality Development Manifests the Connotative Features and Unique Advantages of Chinese-Path Modernization

二、高质量发展彰显中国式现代化的内涵特征和独特优势

General Secretary Xi Jinping emphasized: “Without high-quality development, there can be no talk of socialist modernization.” This scientific thesis fully explains the internal consistency between Chinese-path modernization and high-quality development. Chinese-path modernization has Chinese characteristics based on its own national conditions, namely, “modernization of a huge population,” “modernization of common prosperity for all the people,” “modernization of material civilization and cultural-ethical progress in harmony,” “modernization of harmony between humanity and nature,” and “modernization of following the path of peaceful development.” These five connotative features also manifest the unique advantages of Chinese-path modernization. From these five aspects of features and advantages, it is not difficult to see that each of these features and advantages contains inherent requirements for high-quality development.

习近平总书记强调，“没有高质量发展，就谈不上社会主义现代化”。这一科学论断充分说明了中国式现代化与高质量发展的内在一致性。中国式现代化具有基于自己国情的中国特色，即“人口规模巨大的现代化”，“全体人民共同富裕的现代化”，“物质文明和精神文明相协调的现代化”，“人与自然和谐共生的现代化”，“走和平发展道路的现代化”。这五个内涵特征同时彰显了中国式现代化的独特优势。从这五个方面的特征和优势中不难看出，其中的每一个特征和优势都蕴含着对高质量发展的内在要求。

Facts have proven that only through high-quality development, creating abundant material and spiritual wealth, can we better meet the material and cultural life needs of a super-large-scale population and solve the challenges faced by the modernization of a huge population; only by making the “cake” bigger through high-quality development and at the same time solving the problem of unbalanced and inadequate development through high-quality development can we enable the people to enjoy a better and higher-quality life and realize the modernization of common prosperity for all the people; only through high-quality development can we, while achieving material abundance, continuously enrich people’s spiritual life, promote the comprehensive enrichment of things and the comprehensive development of people, and realize the modernization of material civilization and cultural-ethical progress in harmony; only by promoting growth with high output, high efficiency, low emissions, and low pollution through high-quality development, adhering to respecting, conforming to, and protecting nature, and making lucid waters and lush mountains become mountains of gold and silver, can we realize the modernization of harmony between humanity and nature and avoid following the development path of Western developed countries that pollute first and treat later in the process of modernization; only by promoting the orderly development of the Belt and Road Initiative through high-quality development, enhancing the linkage between domestic and international markets in high-level opening up, and strengthening the forces for maintaining world peace and development, can we avoid following the old path of Western countries that achieved modernization through war, colonization, plunder, and other means, and realize the modernization of following the path of peaceful development. In short, the connotative features and unique advantages of Chinese-path modernization inevitably require following the path of high-quality development; this is the only correct path for advancing and expanding Chinese-path modernization.

事实证明，只有通过高质量的发展，创造出丰富的物质和精神财富，才能更好满足超大规模人口的物质文化生活需求，解决人口规模巨大的现代化所面临的挑战；只有通过高质量发展做大“蛋糕”，同时以高质量发展解决好发展不平衡不充分问题，才能让人民群众享有更加美好、更有品质的生活，实现全体人民共同富裕的现代化；只有通过高质量发展才能在实现物质富足的同时，不断丰富人们的精神生活，促进物的全面丰富和人的全面发展，实现物质文明和精神文明相协调的现代化；只用通过高质量发展推进高产出、高效益、低排放、低污染的增长，坚持尊重自然、顺应自然和保护自然，让绿水青山成为金山银山，才能实现人与自然和谐共生的现代化，避免走西方发达国家现代化进程中先污染后治理的发展道路；只有通过高质量发展推动“一带一路”有序发展，在高水平对外开放中增强国内国际两个市场的联动，增强维护世界和平与发展的力量，才能避免走西方国家通过战争、殖民、掠夺等方式实现现代化的老路，实现走和平发展道路的现代化。总之，中国式现代化的内涵特征和独特优势必然要求走高质量发展之路，这是推进和拓展中国式现代化的唯一正确道路。

Unifying the adherence to high-quality development with the advancement of Chinese-path modernization, emphasizing that advancing Chinese-path modernization must achieve high-quality development, and that achieving high-quality development can manifest the connotative features and unique advantages of Chinese-path modernization—this is the understanding and grasp of the laws of Chinese-path modernization by the Chinese Communists in the New Era, and it is an enrichment and innovation of the Marxist view of development. It scientifically judges the opportunities and challenges facing China’s economic and social development in the New Era, further clarifies the deep logical relationship between high-quality development and Chinese-path modernization, and marks the inevitability and regularity of advancing Chinese-path modernization through high-quality development.

把坚持高质量发展与推进中国式现代化有机统一起来，强调推进中国式现代化必须实现高质量发展，实现高质量发展才能彰显中国式现代化的内涵特征和独特优势，这是新时代中国共产党人对中国式现代化的规律性认识与把握，是对马克思主义发展观的丰富和创新。它科学研判了新时代我国经济社会发展面临的机遇与挑战，进一步明确了高质量发展与中国式现代化之间深层逻辑关系，标注了以高质量发展推进中国式现代化的必然性和规律性。

III. Grasping the Scientific Methodology of Advancing Chinese-Path Modernization Through High-Quality Development

三、把握以高质量发展推进中国式现代化的科学方法论

The report to the 20th National Congress of the CPC points out: “The essential requirements of Chinese-path modernization are: upholding the leadership of the Communist Party of China, adhering to socialism with Chinese characteristics, achieving high-quality development, developing whole-process people’s democracy, enriching the people’s spiritual world, realizing common prosperity for all the people, promoting harmony between humanity and nature, promoting the building of a community with a shared future for mankind, and creating a new form of human civilization.” As one of the essential requirements of Chinese-path modernization, high-quality development, together with the other requirements, forms an organic, unified, and interconnected whole. Chinese-path modernization must, under the leadership of the Communist Party of China, uphold and develop socialism with Chinese characteristics, comprehensively promote the all-round development of the economy, politics, culture, society, and ecological civilization, and through high-quality development, realize common prosperity for all the people. Only in this way can this path become broader and broader.

党的二十大报告指出：“中国式现代化的本质要求是：坚持中国共产党领导，坚持中国特色社会主义，实现高质量发展，发展全过程人民民主，丰富人民精神世界，实现全体人民共同富裕，促进人与自然和谐共生，推动构建人类命运共同体，创造人类文明新形态。”高质量发展作为中国式现代化的本质要求之一，与其他几个方面的要求是一个有机统一、相关贯通的整体。中国式现代化，必须在中国共产党的领导下，坚持和发展中国特色社会主义，统筹推进经济、政治、文化、社会、生态文明的全面发展，通过高质量发展，实现全体人民共同富裕。惟其如此，这条道路才得以越走越宽阔。

Advancing Chinese-path modernization through high-quality development is a great and arduous systemic project that must follow a series of major principles. These are: upholding and strengthening the Party’s overall leadership, resolutely safeguarding the authority and centralized, unified leadership of the Party Central Committee, implementing Party leadership in all areas, aspects, and links of the Party and state undertakings, ensuring the correct direction of China’s socialist modernization, and gathering the mighty force of unity of purpose and overcoming difficulties together; upholding the path of socialism with Chinese characteristics, neither taking the old path of closed-door rigidity nor the evil path of changing the flag [1]1 “Changing the flag” (改旗易帜) is a Chinese political idiom referring to abandoning socialism and adopting a capitalist system., insisting on placing the development of the country and the nation on the basis of our own strength, and firmly grasping the destiny of China’s development and progress in our own hands; adhering to a people-centered development philosophy, continuously realizing development for the people, development relying on the people, and development achievements shared by the people, so that the fruits of modernization benefit all the people more and more fairly; adhering to deepening reform and opening up, striving to resolve deep-seated institutional and mechanistic obstacles, continuously highlighting the institutional advantages of socialism with Chinese characteristics, continuously enhancing the driving force and vitality of socialist modernization, and better transforming China’s institutional advantages into national governance effectiveness; adhering to carrying forward the spirit of struggle, coordinating development and security, striving to overcome all predictable and unpredictable difficulties and challenges on the path forward, and ensuring that advancing Chinese-path modernization through high-quality development proceeds steadily and far.

以高质量发展推进中国式现代化，是一项伟大而艰巨的系统工程，必须遵循一系列重大原则。这就是：坚持和加强党的全面领导，坚决维护党中央权威和集中统一领导，把党的领导落实到党和国家事业各领域各方面各环节，确保我国社会主义现代化建设正确方向，集聚起万众一心、共克时艰的磅礴力量；坚持中国特色社会主义道路，既不走封闭僵化的老路，也不走改旗易帜的邪路，坚持把国家和民族发展放在自己力量的基点上，坚持把中国发展进步的命运牢牢掌握在自己手中；坚持以人民为中心的发展思想，不断实现发展为了人民、发展依靠人民、发展成果由人民共享，让现代化建设成果更多更公平惠及全体人民；坚持深化改革开放，着力破解深层次体制机制障碍，不断彰显中国特色社会主义制度优势，不断增强社会主义现代化建设的动力和活力，把我国制度优势更好转化为国家治理效能；坚持发扬斗争精神，统筹发展和安全，全力战胜前进道路上可以预料和难以预料的各种困难和挑战，确保以高质量发展推进中国式现代化行稳致远。

Advancing Chinese-path modernization through high-quality development must fully, accurately, and comprehensively implement the new development philosophy, organically combine the implementation of the strategy of expanding domestic demand with deepening supply-side structural reform, accelerate the construction of a new development pattern with domestic circulation as the mainstay and domestic and international circulations reinforcing each other, actively implement the innovation-driven strategy, cultivate new regional growth points, and accelerate the construction of a modernized economic system. The urgent task is to accelerate the construction of a high-level socialist market economy system, build a modern industrial system, comprehensively promote rural revitalization, promote coordinated regional development, and advance high-level opening up to the outside world, in accordance with the strategic deployment of the 20th National Congress of the CPC.

以高质量发展推进中国式现代化，必须完整、准确、全面贯彻新发展理念，把实施扩大内需战略同深化供给侧结构性改革有机结合起来，加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局，积极实施创新驱动战略，培育新的区域增长点，加快建设现代化经济体系。当务之急，是要按照党的二十大战略部署，加快构建高水平社会主义市场经济体制，建设现代产业体系，全面推进乡村振兴，促进区域协调发展，推进高水平对外开放。

Advancing Chinese-path modernization through high-quality development must firmly establish correct thinking and consciousness. There must be systematic thinking, scientifically carrying out overall construction, doing a good job of top-level design at the macro level, from the new development philosophy to the domestic economic system, and then to opening up to the outside world, constructing an overall layout covering the economy and extending to politics, culture, society, ecology, and all other aspects, providing fundamental guidance for advancing Chinese-path modernization. There must be dialectical thinking, scientifically grasping the several major relationships that need to be handled well in advancing Chinese-path modernization, including the relationship between top-level design and practical exploration, the relationship between strategy and tactics, the relationship between upholding fundamental principles and breaking new ground [2]2 “Upholding fundamental principles and breaking new ground” (守正与创新) is a key concept in contemporary Chinese political discourse, meaning maintaining core socialist principles while innovating in practice., the relationship between efficiency and fairness, the relationship between vitality and order, and the relationship between self-reliance and opening up to the outside world. At the same time, special attention must be paid to handling the relationship between quality and quantity well, both shifting the foothold of development to effective improvement in quality, and on this basis maintaining a reasonable increase in quantity over the long term, thereby further releasing the vitality of social development and continuously advancing Chinese-path modernization. We must always adhere to problem awareness, take problems as the orientation, focus on new problems encountered in practice, deep-seated problems in reform, development, and stability, and the urgent and difficult problems of the people, continuously solve the problems of unbalanced and inadequate development, and meet the people’s growing needs for a better life with the achievements of high-quality development and modernization.

以高质量发展推进中国式现代化，要牢牢树立正确的思维意识。要有系统性思维，科学进行整体构建，在宏观层面做好顶层设计，从新发展理念到国内经济体系，再到对外开放，构建起涵盖经济，延伸到政治、文化、社会、生态等全方面的整体布局，为推进中国式现代化提供根本遵循。要有辩证性思维，科学把握推进中国式现代化需要处理好的若干重大关系，包括顶层设计与实践探索的关系、战略与策略的关系、守正与创新的关系、效率与公平的关系、活力与秩序的关系、自立自强与对外开放的关系等。同时，还要特别注意处理好质和量的关系，既把发展的立足点转移到质的有效提升上来，又要在此基础上长期保持合理的量的增长，从而进一步释放社会发展活力，持续推进中国式现代化。要始终坚持问题意识，以问题为导向，聚焦实践遇到的新问题、改革发展稳定存在的深层次问题、人民群众急难愁盼问题，不断破解不平衡不充分发展难题，以高质量发展和现代化成果满足人民日益增长的美好生活需要。

In the New Era, we must comprehensively study and understand Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively and systematically grasp the basic viewpoints and scientific system of this thought, grasp the worldview and methodology of this thought, adhere to and apply the positions, viewpoints, and methods running through it, base ourselves on the new historical orientation, adhere to advancing Chinese-path modernization through high-quality development, and strive to realize the dream of the great rejuvenation of the Chinese nation.
