In the autumn of 2013, General Secretary Xi Jinping proposed the Belt and Road Initiative. Over the past decade, from laying foundations, setting up pillars and beams, to taking root and achieving sustained development, the Belt and Road Initiative has yielded tangible and substantial achievements, forging a path of peace, prosperity, openness, green development, innovation, and civilization through extensive consultation, joint contribution, and shared benefits. Along with the Belt and Road Initiative, China has opened its door ever wider, explored new pathways to promote common development, and achieved mutual benefit and win-win outcomes with partner countries. The report of the 20th National Congress of the CPC stated: “Promote high-quality development of the Belt and Road Initiative.” [1]1 The 20th National Congress of the CPC was held in October 2022. Its report outlined the Party’s policy directions for the next five years and beyond. China will work with all countries to consolidate the achievements of connectivity and cooperation, expand new space for international cooperation, and steadily achieve new results in promoting high-quality development of the Belt and Road Initiative.

The Belt and Road Initiative is an international public good that China, in the New Era, has contributed to the world, focusing on promoting connectivity, facilitating practical cooperation, and enhancing the joint efforts of all countries to address global challenges. Over the past decade, the Belt and Road Initiative has forged ahead with enterprise and perseverance, with continuous practical progress and accumulating achievements, playing a symphony of “hard connectivity” in infrastructure, “soft connectivity” in rules and standards, and “people-to-people connectivity” with the people of partner countries, becoming a widely welcomed international public good and platform for international cooperation.

作为世界和平的建设者、全球发展的贡献者、国际秩序的维护者，中国在致力于自身发展的同时，积极向世界提供中国智慧和中国方案。共建“一带一路”是新时代的中国着眼推进互联互通、促进务实合作，增强各国应对全球性挑战合力，向世界贡献的国际公共产品。10年来，共建“一带一路”开拓进取、砥砺前行，实践不断推进、成果不断积累，奏响基础设施“硬联通”、规则标准“软联通”、同共建国家人民“心联通”的交响乐，成为深受欢迎的国际公共产品和国际合作平台。

Converging consensus on cooperation and development. Development is the common pursuit of humanity, and the aspirations and desires of people in all countries for development remain constant. As of the end of June 2023, China had signed over 200 Belt and Road cooperation documents with more than 150 countries and over 30 international organizations, covering areas such as infrastructure construction, production capacity cooperation, economy and trade, and finance, with significant development-driven effects. Content related to the Belt and Road Initiative has been included in the outcome documents of important international mechanisms such as the United Nations, BRICS, ASEAN-China (10+1) cooperation, the Forum on China-Africa Cooperation, the Shanghai Cooperation Organization, and the Asia-Europe Meeting. We fully respect the development levels, resource endowments, political systems, and religious cultures of partner countries and regions, focus on strengthening policy communication to achieve complementary advantages, and align the Belt and Road Initiative with the development strategies of various countries, as well as with the development and cooperation plans of international and regional organizations such as the United Nations, ASEAN, the African Union, the European Union, and the Eurasian Economic Union. From the Eurasian continent to Africa, the Americas, and Oceania, the Belt and Road Initiative has broadly converged consensus on development and cooperative forces, providing important support for the recovery of the world economy.

汇聚合作发展共识。发展是人类的共同追求，各国人民对发展的期盼与渴望始终如一。截至2023年6月底，中国同150多个国家、30多个国际组织签署了200多份共建“一带一路”合作文件，涵盖基础设施建设、产能合作、经贸、金融等领域，发展带动效应显著。联合国、金砖国家、中国—东盟（10+1）合作、中非合作论坛、上海合作组织、亚欧会议等重要国际机制的成果文件中，都写入了共建“一带一路”内容。我们充分尊重共建国家和地区发展水平、资源禀赋、政治体制和宗教文化，注重加强政策沟通、实现优势互补，共建“一带一路”同各国发展战略对接，同联合国、东盟、非盟、欧盟、欧亚经济联盟等国际和地区组织的发展和合作规划对接。从亚欧大陆到非洲、美洲、大洋洲，共建“一带一路”广泛汇聚发展共识、合作力量，为世界经济复苏提供了重要支撑。

Advancing infrastructure improvement. Infrastructure is a bottleneck for the development of many developing countries. The Global Infrastructure Outlook report released by the G20 states that there will still be a funding gap of approximately $15 trillion for global infrastructure investment by 2040. The Belt and Road Initiative promotes global infrastructure construction, injecting tremendous momentum into global connectivity. Projects such as the China-Europe Railway Express and the China-Laos Railway have been successfully completed, key projects like the Budapest-Belgrade Railway and the China-Thailand Railway are progressing steadily, and the construction of the space information corridor is flourishing. According to a report released by the World Bank, the Belt and Road Initiative will reduce global freight time by an average of 1.2% to 2.5% and boost real income for the population.

推进基础设施完善。基础设施是许多发展中国家发展面临的瓶颈。二十国集团发布的《全球基础设施展望》报告称，到2040年全球基础设施投资仍存在约15万亿美元的资金缺口。共建“一带一路”推进全球基础设施建设，为全球互联互通注入巨大动能。中欧班列、中老铁路等一批工程取得成功，匈塞铁路、中泰铁路等重点项目稳步推进，空间信息走廊建设方兴未艾。据世界银行发布的报告，共建“一带一路”将使全球货运时间平均减少1.2%—2.5%，促进民众实际收入增长。

Promoting global trade development. In recent years, unilateralism and protectionism have risen internationally, impacting global trade. The Belt and Road Initiative focuses on unimpeded trade, promoting trade and investment liberalization and facilitation, and reducing economic and trade costs. From 2013 to 2022, the total import and export volume between China and partner countries reached $19.1 trillion. Overseas economic and trade cooperation zones built by Chinese enterprises in partner countries have created 421,000 local jobs. Officials from the United Nations Conference on Trade and Development believe that the Belt and Road Initiative brings more trade opportunities, partially offsetting the negative impact of trade protectionism and maintaining global trade prosperity.

推动全球贸易发展。近年来，国际上单边主义、保护主义抬头，全球贸易受到冲击。共建“一带一路”以贸易畅通为着力点，推动贸易和投资自由化便利化，降低了经贸成本。2013—2022年，中国与共建国家进出口总额累计19.1万亿美元。我国企业在共建国家建设的境外经贸合作区已为当地创造了42.1万个就业岗位。联合国贸易和发展会议官员认为，“一带一路”带来更多的贸易机会，部分抵消了贸易保护主义的消极影响，维护了全球贸易繁荣。

Promoting international financial integration. Whether it is infrastructure connectivity or the continuous smooth flow of economic and trade cooperation, substantial financial integration is required. China initiated the establishment of the Asian Infrastructure Investment Bank and the Silk Road Fund. These new financial mechanisms, each with its own focus, complement traditional multilateral financial institutions such as the World Bank and financial institutions in partner countries. The Belt and Road Initiative has gradually formed a multi-layered and three-dimensional financial cooperation network. We have also formulated the “Guiding Principles on Financing the Development of the Belt and Road” and released the “Debt Sustainability Framework for Participating Countries of the Belt and Road Initiative,” providing guidance for financing cooperation under the Belt and Road Initiative. Adhering to the principles of equal participation, benefit sharing, and risk sharing, we strive to build a stable, sustainable, and risk-controllable financial system to smooth the flow of capital for promoting economic development.

促进国际资金融通。无论是基础设施的互联互通，还是经贸合作的不断畅通，都需要大量的资金融通。中国倡导成立亚洲基础设施投资银行、丝路基金，这些新型金融机制同共建国家金融机构、同世界银行等传统多边金融机构各有侧重、相互补充，共建“一带一路”逐步形成多层次立体化的金融合作网络。我们还制定了《“一带一路”融资指导原则》，发布了《“一带一路”债务可持续性分析框架》，为共建“一带一路”融资合作提供指南。按照平等参与、利益共享、风险共担的原则，努力建设稳定、可持续、风险可控的金融体系，为促进经济发展畅通血脉。

Deepening mutual learning among civilizations. State-to-state relations thrive when there is close people-to-people contact, and close people-to-people contact thrives when hearts are connected. The Belt and Road Initiative coordinates economic cooperation and people-to-people exchanges, using economic cooperation as a prerequisite for people-to-people exchanges and using people-to-people exchanges to consolidate public support for economic cooperation. Over the past decade, think tanks, media, civil organizations, enterprises, and people from partner countries have created a series of platforms and mechanisms for people-to-people exchanges, carrying out diverse and wide-ranging activities to connect people’s hearts. The Silk Road Think Tank Network, the Silk Road NGO Cooperation Network, and the Belt and Road News Alliance have actively played their roles. Exchanges and cooperation in areas such as poverty reduction, health and hygiene, education and training, science and technology, sports, and tourism have been rich and diverse, forming a multi-dimensional and interactive pattern of people-to-people exchanges under the Belt and Road Initiative, effectively enhancing mutual understanding and mutual respect among the people of partner countries.

深化文明交流互鉴。国之交在于民相亲，民相亲在于心相通。共建“一带一路”统筹推进经济合作和人文交流，以经济合作为人文交流提供前提，以人文交流为经济合作夯实民意基础。10年来，共建国家的智库、媒体、民间组织、企业和民众创建了一系列人文交流平台和机制，开展了形式多样、领域广泛的民心相通活动。“一带一路”智库合作联盟、丝绸之路沿线民间组织合作网络、“一带一路”新闻合作联盟等积极发挥作用，减贫减困、卫生健康、教育培训、科技、文体、旅游等领域的交流合作亮点纷呈，形成了多元互动的“一带一路”人文交流格局，有力增进了共建国家民众间的相互理解、相互尊重。

Its important contemporary value and far-reaching international influence are increasingly evident.
