The report of the 20th National Congress of the CPC made the major deployment of “advancing cultural confidence and self-reliance, forging a new brilliance in socialist culture” and put forward the requirement of “enhancing the communication and influence of Chinese civilization.” In October 2023, General Secretary Xi Jinping issued important instructions on propaganda, ideology, and cultural work, emphasizing “making great efforts to strengthen international communication capacity building and promote exchanges and mutual learning among civilizations.” General Secretary Xi Jinping’s important expositions on enhancing the communication and influence of Chinese civilization point the way for us to strengthen cultural confidence, enhance national cultural soft power, and the influence of Chinese culture. In foreign relations, it advocates amity and good-neighborliness, and harmony among all nations. It is necessary to further improve the education system, discipline system, and research system for the international communication profession, carry out interdisciplinary and cross-disciplinary collaborative research, strengthen systematic research on cultural communication paradigms, cognitive communication laws, top-level institutional design, and basic communication theories, and establish a stable, robust, and scientific professional knowledge system for the international dissemination of Chinese civilization. It is necessary to build a platform for the dissemination of Chinese civilization with international influence, deepen exchanges, cooperation, and collaborative innovation between Chinese and foreign cultural communication think tanks, provide strong policy support and planning guidance for research on the dissemination of Chinese civilization from aspects such as platform construction, team formation, project setting, and award incentives, strengthen the construction of a two-way communication interaction mechanism of "going global" and "bringing in," and form a systematic, integrated grand communication pattern.

推进国际传播专项智库建设和专业教育发展。提升中华文明国际传播力影响力，需要一支强大的国际传播人才队伍。要不断完善中华文明国际传播专项智库建设的区域布局，进一步整合高等院校、科研院所和媒体机构等传播专业人才资源，强化文化传播特别是国际文化传播领域高层级人才储备。要进一步完善国际传播专业的教育体系、学科体系与研究体系建设，开展跨学科与交叉学科的合作攻关，强化对文化传播范式、认知传播规律、顶层制度设计、传播基础理论的系统研究，建立稳定、强劲与科学的中华文明国际传播专业知识体系。要打造具有国际影响力的中华文明传播平台，深化中外文化传播智库之间的交流合作与协同创新，从平台建设、团队组建、项目设置、奖项激励等方面为中华文明传播研究提供有力的政策支持和规划引导，强化“走出去”与“引进来”的双向传播互动机制建设，形成系统性、一体化的大传播格局。
