The Third Plenary Session of the 20th Central Committee of the Communist Party of China, which has drawn national attention and global focus, convened in Beijing from July 15 to 18.

举国关注、举世瞩目的中国共产党第二十届中央委员会第三次全体会议，7月15日至18日在北京召开。

This plenary session focused on studying the issues of further deepening reform comprehensively and advancing Chinese-path modernization, and deliberated the “Decision of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese-Path Modernization.” This fully reflects the historical initiative of the Party Central Committee with Comrade Xi Jinping at its core to improve and develop the system of socialism with Chinese characteristics and to modernize the national governance system and governance capacity, as well as its firm resolve to open up broad prospects for Chinese-path modernization through further deepening reform comprehensively.

这次全会，重点研究进一步全面深化改革、推进中国式现代化问题，审议《中共中央关于进一步全面深化改革、推进中国式现代化的决定》，充分体现了以习近平同志为核心的党中央完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化的历史主动，以进一步全面深化改革开辟中国式现代化广阔前景的坚强决心。

Reform and opening up is a crucial magic weapon that has enabled the cause of the Party and the people to catch up with the times at a great pace. The current and future period is a critical juncture for comprehensively building a strong country and advancing the great rejuvenation of the Chinese nation through Chinese-path modernization. Faced with complex and volatile international and domestic situations, a new round of technological revolution and industrial transformation, and the new expectations of the people, we must continue to push reform forward. Further deepening reform comprehensively is both a practical continuation of the comprehensive deepening of reform since the Third Plenary Session of the 18th Central Committee and a new chapter of the times in advancing Chinese-path modernization on the new journey.

改革开放是党和人民事业大踏步赶上时代的重要法宝。当前和今后一个时期是以中国式现代化全面推进强国建设、民族复兴伟业的关键时期。面对纷繁复杂的国际国内形势，面对新一轮科技革命和产业变革，面对人民群众新期待，必须继续把改革推向前进。进一步全面深化改革，这既是党的十八届三中全会以来全面深化改革的实践续篇，也是新征程推进中国式现代化的时代新篇。

“After the 20th National Congress of the CPC, I have been pondering the issue of further deepening reform comprehensively. Since reform and opening up, each Third Plenary Session of the Party Central Committee has studied reform. This time, reform will closely follow the theme of advancing Chinese-path modernization.” Focusing on the central task and making good use of the crucial magic weapon, General Secretary Xi Jinping has thought deeply and planned pragmatically regarding further deepening reform comprehensively and advancing Chinese-path modernization.

“党的二十大之后，我一直在思考进一步全面深化改革问题。改革开放后，党的历届三中全会都是研究改革。这一次改革，我们将紧扣推进中国式现代化主题。”着眼中心任务，用好重要法宝，习近平总书记对进一步全面深化改革、推进中国式现代化，思考得很深、谋划得很实。

In October 2022, in the report to the 20th National Congress of the CPC, the General Secretary listed “persisting in deepening reform and opening up” as one of the major principles that must be firmly grasped on the path forward, and made major strategic deployments for comprehensively deepening reform in the New Era and on the new journey. Subsequently, at the First Plenary Session of the 20th Central Committee, the General Secretary emphasized “strengthening the systemic integration and coordinated efficiency of reform” and “achieving new breakthroughs in important areas and key links.”

2022年10月，在党的二十大报告中，总书记把“坚持深化改革开放”列为前进道路上必须牢牢把握的重大原则之一，并对新时代新征程全面深化改革作出重大战略部署；随后，在党的二十届一中全会上，总书记强调“加强改革系统集成、协同高效”，“在重要领域和关键环节取得新突破”。

In February 2023, at the Second Plenary Session of the 20th Central Committee, the General Secretary made important deployments for deepening the reform of Party and state institutions and modernizing the national governance system and governance capacity. In April, at the first meeting of the Central Committee for Deepening Reform Comprehensively under the 20th Central Committee, the General Secretary emphasized that “comprehensively deepening reform must be taken as the fundamental driving force for advancing Chinese-path modernization and as an important lever for stabilizing the overall situation, responding to changes, and opening up new prospects.”

2023年2月，在党的二十届二中全会上，总书记对深化党和国家机构改革、推进国家治理体系和治理能力现代化作出重要部署；4月，在二十届中央全面深化改革委员会第一次会议上，总书记强调“要把全面深化改革作为推进中国式现代化的根本动力，作为稳大局、应变局、开新局的重要抓手”。

In March 2024, at the National Two Sessions, the General Secretary emphasized the need to “plan major measures for further deepening reform comprehensively.” In April, the General Secretary presided over a meeting of the Political Bureau of the Central Committee, which stressed that “reform must be consciously placed in a more prominent position, closely centering on advancing Chinese-path modernization to further deepen reform comprehensively.” In May, at a symposium with enterprises and experts, the General Secretary pointed out that “further deepening reform comprehensively must closely follow the theme of advancing Chinese-path modernization.” In June, the General Secretary presided over a meeting of the Political Bureau of the Central Committee, which clarified the overall goals, principles, and fundamental guarantees for further deepening reform comprehensively.

2024年3月，总书记在全国两会上强调，“要谋划进一步全面深化改革重大举措”；4月，总书记主持召开中央政治局会议，会议强调，“必须自觉把改革摆在更加突出位置，紧紧围绕推进中国式现代化进一步全面深化改革”；5月，总书记在企业和专家座谈会上指出，“进一步全面深化改革，要紧扣推进中国式现代化这个主题”；6月，总书记主持召开中央政治局会议，明确了进一步全面深化改革的总目标、原则、根本保证等。

All great achievements are the result of continuous struggle; all great causes need to be advanced by carrying forward the past and opening up the future.

一切伟大成就都是接续奋斗的结果，一切伟大事业都需要在继往开来中推进。

Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has made the major strategic decision to comprehensively deepen reform, advancing it with unprecedented resolve and intensity. Many tough bones have been gnawed, many treacherous rapids have been crossed, and comprehensive deepening of reform has continuously advanced in breadth and depth. Using the “Chinese system” to advance “Chinese governance,” it has continuously injected strong momentum into Chinese-path modernization.

党的十八大以来，以习近平同志为核心的党中央作出全面深化改革的重大战略决策，以前所未有的决心和力度推进全面深化改革，啃下了很多硬骨头，闯过了很多急流险滩，全面深化改革不断向广度和深度进军，以“中国之制”推进“中国之治”，为中国式现代化持续注入强劲动力。

— Economic system reform has firmly grasped the core issue of handling the relationship between the government and the market, making comprehensive efforts and achieving breakthroughs in multiple areas. The socialist market economy system has been continuously improved, and the endogenous momentum and vitality for high-quality development have been steadily enhanced.

——经济体制改革牢牢抓住处理好政府和市场关系这个核心问题，全面发力、多点突破，社会主义市场经济体制不断完善，高质量发展的内生动力和活力持续增强。

— Major strides have been made in democratic and rule-of-law reform. Whole-process people’s democracy has been developed, the institutionalization, standardization, and proceduralization of socialist democratic politics have been continuously advanced, and the socialist rule-of-law system with Chinese characteristics has been increasingly perfected.

——民主法治改革迈出重大步伐，发展全过程人民民主，不断推进社会主义民主政治制度化、规范化、程序化，中国特色社会主义法治体系日益完善。

— Cultural system reform has been deeply advanced. Firmly grasping the forward direction of socialist advanced culture, the creative transformation and innovative development of fine traditional Chinese culture have been promoted, continuously forging new brilliance in Chinese culture, and gathering the powerful spiritual strength for building a strong country and advancing national rejuvenation.

— The foundation of the livelihood security system has been continuously consolidated. New progress has been made in ensuring childcare, education, employment, medical care, elderly care, housing, and support for the vulnerable. The people’s sense of gain, happiness, and security has been continuously enhanced.

——民生保障制度基础不断巩固，持续推进幼有所育、学有所教、劳有所得、病有所医、老有所养、住有所居、弱有所扶取得新进展，人民群众的获得感、幸福感、安全感不断增强。

— The ecological civilization institutional system has been basically established. Adhering to strict prevention at the source, strict management in the process, and strict punishment for consequences, the quality of the ecological environment has been continuously improved through determined efforts. Green development has become a distinctive feature of Chinese-path modernization.

——生态文明制度体系基本建立，坚持源头严防、过程严管、后果严惩，以攻坚之举推动生态环境质量持续改善，绿色发展成为中国式现代化的显著特征。

— Historic breakthroughs have been made in the reform of the Party building system and the discipline inspection and supervision system. Party leadership has been implemented in all areas, aspects, and links of national governance. The system for comprehensive and strict governance of the Party has been increasingly improved, and the Party’s governing foundation has been continuously consolidated.

——党的建设制度和纪检监察体制改革取得历史性突破，党的领导落实到国家治理各领域各方面各环节，全面从严治党体系日益健全，党的执政根基不断巩固。

— A new situation has been opened up in national defense and military reform. The strategy of strengthening the military through reform has been fully implemented, with the restructuring and reconstruction of the military leadership command system, the modern military force system, and military policy systems, injecting strong momentum into the cause of building a strong military.

— The leadership system and working mechanisms of the Party for foreign affairs have been improved. Top-level design for foreign work and strategic planning for major-country diplomacy with Chinese characteristics have been strengthened, promoting the building of a new type of international relations and advancing the building of a community with a shared future for mankind.

The level of modernization of the national governance system and governance capacity has continuously improved. Looking at the world, no other country or political party possesses such political courage and historical responsibility to dare to make bold, self-targeted, and self-revolutionary reforms. Nor has any other country or political party been able to promote such a wide-ranging, large-scale, and forceful reform in such a short period of time. Since the 18th National Congress of the CPC, comprehensive deepening of reform has driven historic achievements and historic transformations in various undertakings of the Party and the state. Reform and opening up is always a work in progress, never a finished task. Reform and opening up has already traversed thousands of mountains and rivers, yet it still must scale peaks and ford streams.
