Chinese-path modernization is a modernization in which material progress and cultural-ethical progress are coordinated. The *Decision of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese-Path Modernization*[n] focuses on building a socialist cultural powerhouse, comprehensively deploying major strategic measures to deepen the reform of the cultural system and mechanisms, thereby providing a firm ideological guarantee, a powerful spiritual force, and favorable cultural conditions for comprehensively advancing the building of a strong country and the great rejuvenation of the Chinese nation.

中国式现代化是物质文明和精神文明相协调的现代化。《中共中央关于进一步全面深化改革、推进中国式现代化的决定》聚焦建设社会主义文化强国，全面部署深化文化体制机制改革的重大战略举措，为全面推进强国建设、民族复兴伟业提供坚强思想保证、强大精神力量、有利文化条件。

Improving the Responsibility System for Ideological Work

完善意识形态工作责任制

Ideological work is an extremely important task for the Party; it is work that establishes the spiritual foundation for the country and the soul for the nation. The responsibility system for ideological work is a significant manifestation of upholding and strengthening the Party's overall leadership over ideological work. Since the 18th National Congress of the CPC, the situation in China's ideological sphere has undergone a comprehensive and fundamental transformation, but the struggle in the ideological field remains acute, and the internal and external environment facing ideological work has become more complex. It is therefore necessary to further improve the responsibility system for ideological work, unwaveringly uphold the principle that the Party manages propaganda and the Party manages ideology, and firmly grasp the leadership, management, and discursive power over ideological work.

意识形态工作是党的一项极端重要的工作，是为国家立心、为民族立魂的工作。意识形态工作责任制是坚持和加强党对意识形态工作全面领导的重要体现。党的十八大以来，我国意识形态领域形势发生全局性、根本性转变，但意识形态领域的斗争仍然尖锐，意识形态工作面临的内外环境更趋复杂，必须进一步完善意识形态工作责任制，旗帜鲜明坚持党管宣传、党管意识形态，把意识形态工作的领导权、管理权、话语权牢牢掌握在手中。

Marxism is the fundamental guiding ideology for founding the Party and the country, and for rejuvenating the Party and the country. We must uphold the fundamental institution of Marxism's guiding position in the ideological sphere, improve the work system for arming the entire Party, educating the people, and guiding practice with the Party's innovative theories, perfect the study system of the theoretical study center groups of Party committees (leading Party members' groups), and unremittingly use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to solidify the soul and gather strength. Philosophy and social sciences are the theoretical foundation of ideology. We must innovate the project of studying and developing Marxist theory, implement an innovation project for philosophy and social sciences, advance innovation in knowledge, theory, and methods, and construct an independent knowledge system for Chinese philosophy and social sciences. We must build a production and dissemination mechanism and evaluation system adapted to all-media production, promote systematic changes in mainstream media, strengthen mainstream values, mainstream public opinion, and mainstream culture, and improve the guidance mechanism for public opinion and the coordination mechanism for responding to public sentiment.

马克思主义是我们立党立国、兴党兴国的根本指导思想。要坚持马克思主义在意识形态领域指导地位的根本制度，健全用党的创新理论武装全党、教育人民、指导实践工作体系，完善党委（党组）理论学习中心组学习制度，坚持不懈用习近平新时代中国特色社会主义思想凝心铸魂。哲学社会科学是意识形态的理论根基所在。要创新马克思主义理论研究和建设工程，实施哲学社会科学创新工程，推进知识创新、理论创新、方法创新，构建中国哲学社会科学自主知识体系。构建适应全媒体生产传播工作机制和评价体系，推进主流媒体系统性变革，壮大主流价值、主流舆论、主流文化，完善舆论引导机制和舆情应对协同机制。

Promote the institutionalization and normalization of ideal and belief education. For a country and a nation to advance with one heart and one mind, they must be supported by common ideals and beliefs. Core values are an important stabilizer for a country. We must improve the institutional mechanisms for cultivating and practicing the core socialist values, give full play to the role of role models, optimize the mechanisms for publicizing and learning from heroes and model figures, innovate mechanisms for organizing patriotic education and various mass-themed activities, and improve working mechanisms for cultivating civilized behavior, practicing civility, and creating civilized models, so that the core socialist values are internalized as people's spiritual pursuits and externalized as their conscious actions. Implement a project to build civilized rural customs, promote the formation of civilized rural customs, good family traditions, and simple folkways, construct a system for inheriting traditional Chinese virtues, tap into the ideological and moral resources contained in fine traditional Chinese culture, improve the institutional mechanisms for building social ethics, professional ethics, family virtues, and personal morality, and improve the long-term mechanism for building integrity, continuously raising the ideological awareness, moral standards, and cultural-ethical attainment of the people, and enhancing the level of social civility. At the same time, form a mechanism for the differentiated and targeted implementation of online ideological and moral education, establish and improve a mechanism for the coordinated governance of prominent issues in the moral domain, and educate and guide the whole society to consciously abide by the law and follow public order and good customs.

推动理想信念教育常态化制度化。一个国家，一个民族，要同心同德向前进，必须有共同的理想信念作支撑。核心价值观是一个国家的重要稳定器，要完善培育和践行社会主义核心价值观制度机制，充分发挥榜样的作用，优化英模人物宣传学习机制，创新爱国主义教育和各类群众性主题活动组织机制，改进创新文明培育、文明实践、文明创建工作机制，使社会主义核心价值观内化为人们的精神追求、外化为人们的自觉行动。实施文明乡风建设工程，推动形成文明乡风、良好家风、淳朴民风，构建中华传统美德传承体系，挖掘中华优秀传统文化蕴含的思想道德资源，健全社会公德、职业道德、家庭美德、个人品德建设体制机制，健全诚信建设长效机制，不断提升人民思想觉悟、道德水准、文明素养，提高社会文明程度。同时，形成网上思想道德教育分众化、精准化实施机制，建立健全道德领域突出问题协同治理机制，教育引导全社会自觉遵守法律、遵循公序良俗。

Promote the standardization and equalization of basic public cultural services, establish a mechanism for high-quality cultural resources to reach the grassroots directly, optimize the allocation of urban and rural cultural resources, improve the mechanism for social forces to participate in public cultural services, advance the reform separating ownership and use rights of public cultural facilities, raise the level of equalization of basic public cultural services between urban and rural areas, and safeguard the basic cultural rights and interests of the people. Enhance the vitality of state-owned cultural enterprises and cultural institutions, deepen the reform of state-owned assets and enterprises in the cultural sector, promote the deepening of internal reforms in cultural institutions by category, improve the mechanisms for the construction and development of art troupes, and enable the people to enjoy a richer, more varied, and higher-quality spiritual and cultural life.

Improve cultural economic policies, explore effective mechanisms for integrating culture and technology, accelerate the development of new cultural business forms, deepen the reform of the administrative approval and filing system in the cultural field, strengthen supervision during and after the event, deepen comprehensive governance in the entertainment sector, and build a unified, open, efficient, standardized, and orderly competitive cultural market. Improve the institutional mechanisms for the deep integration of culture and tourism, adhere to shaping tourism with culture and highlighting culture through tourism. Improve the public service system for national fitness, and reform and improve the management system and operational mechanism for competitive sports.

The internet is increasingly becoming the main battlefield, the main front, and the forefront of ideological struggle. To firmly grasp the leadership of ideological work, the key is to occupy the online battlefield and win the dominant power online. To this end, it is necessary to deepen the reform of the network management system, resolutely implement the principle that the Party manages the internet, strengthen the rule of law in cyberspace, and create a clean and righteous cyberspace.

互联网日益成为意识形态斗争的主阵地、主战场、最前沿，牢牢掌握意识形态工作领导权，关键要占领网上阵地、赢得网上主导权。为此，必须深化网络管理体制改革，坚决贯彻党管互联网原则，加强网络空间法治建设，营造风清气正的网络空间。

Cyberspace is virtual, but the subjects who use it are real. It is necessary to clarify the rights and obligations of all parties, integrate the functions of online content construction and management, and form a comprehensive network governance pattern involving the participation of multiple entities, including leadership by Party committees, management by the government, fulfillment of responsibilities by enterprises, supervision by society, and self-discipline by netizens, combined with various means such as economic, legal, and technological measures. Grasp the timing, intensity, and effect of online public opinion guidance, promote the integrated management of news propaganda and online public opinion, attach importance to the construction and innovation of communication means, use the laws of network communication, promote the main theme, stimulate positive energy, and widely gather upward and virtuous forces. Artificial intelligence is an important driving force for the new round of technological revolution and industrial transformation. We should grasp the development trends of digitalization, networking, and intelligence, improve the development and management mechanisms for generative artificial intelligence, strengthen the management of new network technologies and applications, and ensure that the internet is manageable and controllable.

网络空间是虚拟的，但运用网络空间的主体是现实的，要明确各方的权利和义务，整合网络内容建设和管理职能，形成党委领导、政府管理、企业履责、社会监督、网民自律等多主体参与，经济、法律、技术等多种手段相结合的综合治网格局。把握好网上舆论引导的时、度、效，推进新闻宣传和网络舆论一体化管理，重视传播手段建设和创新，运用网络传播规律，弘扬主旋律，激发正能量，广泛汇聚向上向善力量。人工智能是新一轮科技革命和产业变革的重要驱动力量，应把握数字化、网络化、智能化发展趋势，完善生成式人工智能发展和管理机制，加强网络新技术新应用的管理，确保互联网可管可控。

A clear and bright cyberspace with a good ecosystem is in the interests of the people. Cyberspace is not a "place beyond the law." We must make governing the internet according to law a fundamental means to ensure the healthy operation of the internet on the track of the rule of law. Cultivate a positive and healthy online culture, improve the long-term mechanism for online ecological governance, and enhance the quality and level of positive online publicity through innovation in concepts, content, forms, methods, and means. Improve the work system for the protection of minors online, and build online platforms where young people gather.

网络空间天朗气清、生态良好，符合人民利益。网络空间不是“法外之地”，要把依法治网作为基础性手段，确保互联网在法治轨道上健康运行。培育积极健康的网络文化，健全网络生态治理长效机制，通过理念、内容、形式、方法、手段等的创新，提高网上正面宣传的质量和水平。健全未成年人网络保护工作体系，建设好青少年聚集的网络平台。

Building a More Effective International Communication System

构建更有效力的国际传播体系

International discursive power is an important component of a country’s cultural soft power. At present, we sometimes find ourselves in the international public opinion arena in a situation where we have sound arguments but cannot articulate them, or where what we say fails to spread; there exist problems such as a “deficit” between information inflow and outflow, a “contrast” between China’s real image and the West’s subjective impression, and a “gap” between soft power and hard power. We must strengthen the capacity for international communication, accelerate the construction of a Chinese discourse and Chinese narrative system, continuously raise the level of cultural openness, form an international discursive power commensurate with our comprehensive national strength and international status, and present to the world a credible, lovable, and respectable image of China.

国际话语权是国家文化软实力的重要组成部分。当前，我们在国际舆论场有时还处于有理说不出、说了传不开的境地，存在着信息流进流出的“逆差”、中国真实形象和西方主观印象的“反差”、软实力和硬实力的“落差”等问题。要加强国际传播能力建设，加快构建中国话语和中国叙事体系，不断提高文化开放水平，形成同我国综合国力和国际地位相匹配的国际话语权，向世界展现可信、可爱、可敬的中国形象。

We must comprehensively enhance the effectiveness of international communication, innovate the modes of expression in foreign discourse, create new concepts, new categories, and new formulations that connect China and the rest of the world, use Chinese theory to explain Chinese practice, and use Chinese practice to elevate Chinese theory, so as to present more fully and more vividly Chinese stories and the ideological and spiritual strength behind them, and to display the three-dimensional image of China as a major civilized country, a major Eastern country, a responsible major country, and a major socialist country. We must advance the restructuring of the international communication landscape, grasp the trends toward mobilization, socialization, and visualization in the field of international communication, deepen the reform and innovation of mainstream media’s international communication mechanisms, accelerate the construction of a multi-channel, three-dimensional external communication framework, make Chinese stories a topic of concern in international public opinion, and enable China’s voice to win understanding and recognition from the international community.

Human history is a magnificent picture scroll of different civilizations exchanging, learning from each other, and integrating. The diversity of human civilizations endows this world with a riot of colors; diversity brings exchange, exchange nurtures integration, and integration produces progress. We must establish a mechanism for implementing the Global Civilization Initiative [2]2 The Global Civilization Initiative (全球文明倡议) is a foreign policy concept proposed by Xi Jinping in 2023, calling for respect for the diversity of civilizations, common values of humanity, the importance of cultural heritage and innovation, and robust international people-to-people exchanges., break down barriers to exchange, promote the flourishing of different civilizations through the principle of “a hundred schools of thought contending and a hundred flowers blooming” [3]3 “A hundred schools of thought contending and a hundred flowers blooming” (百家争鸣、百花齐放) is a classic Chinese phrase originally referring to the flourishing of diverse philosophical schools in the Spring and Autumn and Warring States periods; it was later adopted by Mao Zedong in 1956 as a policy to encourage diversity in arts and sciences., promote a view of civilization based on equality, mutual learning, dialogue, and inclusiveness, advance the harmonious coexistence and mutual achievement of different civilizations, and carry forward the torch of human civilization. Deepening people-to-people and cultural exchanges and mutual learning is an important way to eliminate estrangement and misunderstanding and to promote mutual understanding and affinity between peoples. We must facilitate the management of “going global” and “bringing in” [4]4 “Going global” (走出去) and “bringing in” (请进来) are standard Chinese policy terms for outward and inward international exchange, originally used in economic contexts (e.g., Chinese enterprises investing abroad vs. attracting foreign investment) and later extended to cultural and educational exchanges., build bridges for different civilizations to learn from each other, deeply carry out people-to-people and cultural cooperation in fields such as education, science, culture, sports, tourism, health, and archaeology, and form a pattern of diverse and interactive people-to-people and cultural exchanges.

人类历史就是一幅不同文明相互交流、互鉴、融合的宏伟画卷。人类文明多样性赋予这个世界姹紫嫣红的色彩，多样带来交流，交流孕育融合，融合产生进步。要建设全球文明倡议践行机制，打破交流壁垒，促进不同文明百家争鸣、百花齐放，弘扬平等、互鉴、对话、包容的文明观，推动不同文明和谐共处、相互成就，赓续人类文明的薪火。深化人文交流互鉴是消除隔阂和误解、促进民心相知相通的重要途径，要推动走出去、请进来管理便利化，架设不同文明互学互鉴的桥梁，深入开展教育、科学、文化、体育、旅游、卫生、考古等各领域人文合作，形成多元互动的人文交流格局。
