General Secretary Xi Jinping pointed out in his speech at the symposium commemorating the 130th anniversary of Comrade Mao Zedong’s birth: “Comrade Mao Zedong was a great Marxist, a great proletarian revolutionary, strategist, and theorist, a great pioneer in adapting Marxism to the Chinese context, and a great founder of China’s socialist modernization cause.” In the practice of uniting and leading the Chinese people in revolution and construction, the Chinese Communists, with Comrade Mao Zedong as their chief representative, explored and practiced the cause of China’s cultural construction. This exploration and practice embodied a distinct Chinese style, Chinese manner, and Chinese characteristics, charting the path, laying the foundation, and establishing the confidence for the Communist Party of China (CPC) in the New Era to shoulder new cultural missions and lead socialist cultural construction. It constitutes an important source for the formation of Xi Jinping Thought on Culture.

Adhering to Marxism and Establishing the Direction of China’s Cultural Construction

At the historical juncture when the nation was humiliated, the people suffered, and civilization was covered in dust, the Chinese Communists, with Comrade Mao Zedong as their chief representative, firmly chose to be guided by Marxism, anchoring the direction of change and development for China’s “new culture.” Comrade Mao Zedong, based on the realistic premise of China’s specific conditions and in light of the objective historical conditions of China’s revolution and construction, correctly treated traditional Chinese culture, absorbed the diverse cultures of other nations, and led the great practice of China’s new cultural construction. General Secretary Xi Jinping pointed out in his speech at the symposium commemorating the 130th anniversary of Comrade Mao Zedong’s birth: “Comrade Mao Zedong led the people in opening the historical process of adapting Marxism to the Chinese context. Without revolutionary theory, there can be no revolutionary practice. The basic tenets of Marxism possess universal applicability, but they can only demonstrate their powerful truth when combined with the concrete realities of each country.”

During the period of the New Democratic Revolution, Comrade Mao Zedong recognized that the innovative development of Chinese culture could not be separated from the guidance of scientific theory, so he insisted on using Marxism to direct the orientation of China’s cultural construction. Comrade Mao Zedong scientifically analyzed the imperialist culture and semi-feudal culture existing in Chinese society during the New Democratic Revolution, calling them “very intimate brothers” and stating that “this kind of reactionary culture serves imperialism and the feudal class and must be overthrown.” [1]1 Mao Zedong, “On New Democracy” (January 1940), *Selected Works of Mao Zedong*, Vol. 2, p. 695. For Chinese culture to be reborn, “without overthrowing this kind of thing, no new culture can be established.” [2]2 Ibid. While contemplating and exploring what kind of culture China should build and how to build it, Comrade Mao Zedong also clearly stated in *On New Democracy*: “Because the politics, economy, and culture of New Democracy are all led by the proletariat, they all contain socialist factors, and these are not ordinary factors but decisive ones.” [3]3 Ibid., p. 704. Faced with the constant interweaving and collision of various cultural trends in old China, Comrade Mao Zedong had already clearly recognized that the leader of China’s cultural construction would inevitably be the advanced organization of the proletariat—the CPC—and the guiding ideology for China’s cultural construction would inevitably be the scientific theory of the proletariat—Marxism.

After the founding of New China, the national, scientific, and mass culture led by the proletariat was gradually established and consolidated its dominant position in the field of Chinese culture. Comrade Mao Zedong explicitly emphasized the need to guard against the influence of various non-Marxist ideologies on China’s cultural construction, arguing that “poisonous weeds, non-Marxist and anti-Marxist things, can only be placed in a position of being ruled.” [4]4 Mao Zedong, “Speech at the Chinese Communist Party’s National Conference on Propaganda Work” (March 1957), *Selected Works of Mao Zedong*, Vol. 5, p. 412. Faced with certain erroneous tendencies existing among intellectuals, Comrade Mao Zedong proposed that “it is very necessary to advocate the study of Marxism among intellectuals.” [5]5 Ibid., p. 408.

Comrade Mao Zedong scientifically analyzed the relationship between Marxism and Chinese culture. Marxism does not replace Chinese culture but guides its creative transformation and innovative development. In *The German Ideology*, Marx and Engels pointed out: “History is nothing but the succession of the separate generations, each of which exploits the materials, capital funds, and productive forces handed down to it by all preceding generations; thus, on the one hand, each generation continues the inherited activity under completely changed circumstances, and, on the other hand, modifies the old circumstances by a completely changed activity.” [6]6 Karl Marx and Friedrich Engels, *The German Ideology* (1845–1846), *Marx Engels Collected Works*, Vol. 5, p. 50. Comrade Mao Zedong absorbed and applied this law and principle of historical development. In a conversation with British journalist Gunther Stein, he pointed out: “Inheriting China’s past thought and accepting foreign thought does not mean unconditional copying, but must be adopted according to specific conditions to make them suitable for China’s reality.” [7]7 Mao Zedong, “Interview with Gunther Stein” (July 1944), *Selected Works of Mao Zedong*, Vol. 3, p. 192.

History has proven that the CPC has always stood on the Marxist position, inheriting and developing the fine traditional Chinese culture. This has enabled traditional culture to be thoroughly transformed, to continue developing in line with the needs of the times, and has enabled Marxism to be localized in a way that fits the connotations and characteristics of Chinese culture, providing theoretical support and practical guidance at the source for realizing Chinese-path modernization.

Responding to the Call of the Times and Shouldering the Historical Mission of Advancing China’s Cultural Construction

Comrade Mao Zedong actively participated in the debates of China’s New Culture Movement. [8]8 The New Culture Movement (mid-1910s to 1920s) was an intellectual and cultural movement in China that promoted modernisation, science, democracy, and vernacular literature, criticising traditional Confucian values. Following the successive failures of revolutions led by the peasantry, the landlord class, and the bourgeoisie to save the nation from subjugation and ensure its survival, China’s advanced intellectuals began to gradually push the Chinese revolution from the level of material instruments to the level of institutions and then to the deeper level of culture. Faced with the constraints imposed by China’s old feudal culture on its development, Comrade Mao Zedong pointed out incisively that the old culture “has been passed down for five thousand years to the present day, its roots are deep, its knots are firm, and without great force it is difficult to uproot and clear it away.” [9]9 Mao Zedong, “Letter to Xiao Zisheng” (July 1917), *Mao Zedong’s Early Manuscripts*, p. 73. Comrade Mao Zedong eagerly hoped to replace the old culture with a new culture to save the nation and its people from dire straits. When he initiated the Cultural Book Society in Hunan, he stated: “Not only Hunan, but the whole of China still lacks a new culture.” [10]10 Mao Zedong, “Manifesto of the Cultural Book Society” (July 1920), *Mao Zedong’s Early Manuscripts*, p. 498. Therefore, when editing the inaugural issue of the *Xiangjiang Review*, he stated clearly at the outset: “This newspaper takes propagating the latest trends of thought as its main purpose.” [11]11 Mao Zedong, “Inaugural Statement of the *Xiangjiang Review*” (July 1919), *Mao Zedong’s Early Manuscripts*, p. 292. From his youth, Comrade Mao Zedong began to devote himself to the revolution of criticizing old ideas and propagating new culture, awakening the people’s consciousness, and “fundamentally transforming the thought of the entire nation.” [12]12 Mao Zedong, “Letter to Li Jinxi” (August 1920), *Mao Zedong’s Early Manuscripts*, p. 554.

In the process of China’s revolution and construction, Comrade Mao Zedong led the CPC to shoulder the historical mission of cultural construction, clearly stating: “Establishing a new culture for the Chinese nation—this is our goal in the cultural field.” [13]13 Mao Zedong, “On New Democracy” (January 1940), *Selected Works of Mao Zedong*, Vol. 2, p. 706. He actively promoted cultural construction not only among Communists but also among intellectuals and the masses. Faced with the remnants of old ideas among intellectuals, Comrade Mao Zedong demanded that “literary and artists probably also need to go through a process of tempering” [14]14 Mao Zedong, “Talks at the Yan’an Forum on Literature and Art” (May 1942), *Selected Works of Mao Zedong*, Vol. 3, p. 866. and that cultural creations should be “good works, truly Marxist, truly socialist realist works.” [15]15 Ibid., p. 870. Comrade Mao Zedong deeply understood that the essence of cultural construction is to serve the people, to make cultural education serve the revolutionary war and class struggle, to link education with labor, and to enable the broad masses of the Chinese people to become people who enjoy civilization and happiness.

Comrade Mao Zedong’s theoretical innovations and practical creations in cultural construction during China’s revolutionary and construction periods not only promoted the continuous innovation, creation, and progress of Chinese culture, established the development path of adapting Marxism to the Chinese context, and opened up a path for China’s new cultural construction, but also demonstrated a rich development of Marxist cultural theory. Their distinct Chinese style and Chinese manner, overall, clarified the thinking and laid the foundation for the continuous enrichment and development of China’s socialist cultural theory.

The CPC, as the representative of the direction of advanced culture, continuing to promote cultural prosperity, build a strong cultural country, and build the modern civilization of the Chinese nation from a new starting point is the Party’s new cultural mission in the New Era. The new cultural mission and the tasks of cultural construction highlight the Party’s historical responsibility to promote the prosperity of Chinese culture and create a new form of human civilization.

Achieving the “Three Adherences” and Opening Up the Practical Path for China’s Cultural Construction

The Chinese Communists, with Comrade Mao Zedong as their chief representative, adhered to “serving the people and serving socialism,” adhered to “letting a hundred flowers bloom and a hundred schools of thought contend,” and adhered to “creative transformation and innovative development,” thereby opening up the practical path for China’s cultural construction.

Comrade Mao Zedong distinctly proposed that China’s new culture must serve the masses of the people. During the period of the New Democratic Revolution, he explicitly stated that the New Democratic culture “should serve the more than 90 percent of the toiling masses of workers and peasants in the whole nation and gradually become their culture,” and further pointed out that the new culture both serves the people and originates from the people; only when culture is closely integrated with the masses can it obtain the driving force for continuous development, for “the masses are the inexhaustible source of revolutionary culture.” [16]16 This passage is from Mao Zedong’s “On New Democracy” (1940), where he elaborates on the class character and mass orientation of the new culture.

Comrade Mao Zedong put forward important guidelines for China’s cultural construction. After the founding of New China, in order to uphold and develop Marxism and promote the flourishing of socialist culture, he proposed the important guideline of “letting a hundred flowers bloom and a hundred schools of thought contend.” [17]17 “Letting a hundred flowers bloom and a hundred schools of thought contend” (the “Two Hundreds” guideline) was a policy announced by Mao in 1956 to encourage diversity in artistic and academic expression, though its implementation was later curtailed during political campaigns. In April 1956, at an enlarged meeting of the Political Bureau of the CPC Central Committee, he proposed: “Letting a hundred flowers bloom” in matters of art and “letting a hundred schools of thought contend” in matters of scholarship should become the guideline for developing science and enriching literature and art in our country. He believed: “The guideline of letting a hundred flowers bloom and a hundred schools of thought contend is not only a good method for developing science and art, but, by extension, it is also a good method for carrying out all our work.” The “Two Hundreds” guideline provided a broad stage for China’s cultural construction, continuously promoted the emancipation of people’s ideas and concepts, and provided a steady stream of intellectual support and spiritual sustenance for China’s socialist construction.

The practical path of Comrade Mao Zedong’s cultural construction consistently implemented and applied the Marxist stand, viewpoint, and method, conforming to the objective laws of China’s cultural development. It not only developed Marxist cultural theory but also enabled us to break free from the shackles of outdated traditions, escape the constraints of rigid models, and find a new, independent path for developing socialist culture with Chinese characteristics suited to China’s national conditions. Through Comrade Mao Zedong’s exploration and pioneering efforts, Marxism became the scientific guiding ideology that revitalized and energized fine traditional Chinese culture, guiding the progress and innovation of China’s cultural construction.

Promoting the Integration of Theory and Practice, Laying the Foundation for Confidence in China’s Cultural Construction

Comrade Mao Zedong’s theoretical and practical contributions to China’s cultural construction took root and developed in the fertile soil of fine traditional Chinese culture, were achieved through the scientific guidance of Marxist theory and the great practice of the Communist Party of China, and have been continuously carried forward in the historical process of socialism with Chinese characteristics and the great rejuvenation of the Chinese nation, forming a basic, extensive, and profound confidence in cultural construction. Comrade Mao Zedong insisted that China’s cultural construction must be deeply rooted in the national soil and always maintained firm confidence in the national culture. He not only recognized that the innovative development of the old culture required the guidance of Marxism as a scientific theory but also explicitly proposed that cultural construction must adhere to national characteristics; the universal truth of Marxism can only be useful “when it is combined with the specific characteristics of the nation and given a certain national form,” and “Chinese culture should have its own form, that is, the national form.”

With a high degree of cultural confidence, Comrade Mao Zedong fully absorbed and integrated all achievements of human civilization, enriching and promoting China’s cultural construction. He believed that regarding foreign cultures, “whatever is useful to us today should be absorbed,” taking foreign progressive culture “as raw material for our own cultural food.” At the same time, he opposed the advocacy of “wholesale Westernization,” noting that “in the past, China suffered greatly from the formalistic absorption of foreign things.” China’s contemporary new culture also developed from the old culture of ancient times; it is necessary to respect history and traditional culture, rather than severing the country’s own history and its own national traditional culture.

Comrade Mao Zedong’s confidence in and scientific attitude toward Chinese culture laid the profound foundation and fine tradition of the Communist Party of China’s cultural confidence. The CPC’s cultural confidence has been consistently upheld and has grown ever stronger through more than a century of struggle, becoming a profound cultural force driving China’s development.

On the new journey of the New Era, General Secretary Xi Jinping, focusing on the new situations, new circumstances, and new problems in the field of propaganda, ideology, and culture, has made a series of important expositions from an overall and strategic perspective, guiding historic achievements in propaganda, ideology, and cultural work in the New Era and forming Xi Jinping Thought on Culture. [18]18 Xi Jinping Thought on Culture is a component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, formally articulated at a national conference on propaganda, ideology, and culture in October 2023. This marks that our Party’s understanding of the laws governing the construction of socialist culture with Chinese characteristics has reached a new height, indicating that the Party’s historical confidence and cultural confidence have reached a new height. General Secretary Xi Jinping pointed out in his speech at the opening ceremony of the Tenth National Congress of the China Federation of Literary and Art Circles and the Ninth National Congress of the China Writers Association: “Strengthening cultural confidence is a major issue concerning the rise and fall of the nation’s fortunes, cultural security, and the independence of the national spirit.” Strengthening cultural confidence, building a culturally strong country, advancing the development of modern Chinese culture, and creating a new form of human civilization are the cultural consciousness that the Communist Party of China must possess.

General Secretary Xi Jinping pointed out in his speech at the symposium commemorating the 130th anniversary of Comrade Mao Zedong’s birth: “The best way to commemorate Comrade Mao Zedong is to continue to advance the cause he pioneered.” The CPC’s series of pioneering explorations in China’s cultural construction have not only provided powerful ideological weapons and scientific action guides for promoting the cultural prosperity of socialism with Chinese characteristics and building a culturally strong country but have also provided strong spiritual motivation and intellectual support for Chinese-path modernization, becoming an inexhaustible civilizational force for building the modern civilization of the Chinese nation and realizing the great rejuvenation of the Chinese nation.
