On the 20th anniversary of the implementation of the Project of Marxist Theoretical Research and Development, General Secretary Xi Jinping issued important instructions on the Project of Marxist Theoretical Research and Development in the New Era, fully affirming the project’s great significance, important status, and important role, and clarifying the direction, goals, basic principles, and major tasks for innovating the project in the New Era, thereby pointing the way forward and providing fundamental guidance for us. As an important front for implementing the Project of Marxist Theoretical Research and Development in the New Era, institutions of higher education possess outstanding advantages in compiling classic works, researching and interpreting theory, studying major issues, building disciplinary and textbook systems, and cultivating talent teams. We must thoroughly study and implement the spirit of General Secretary Xi Jinping’s important instructions, leverage the advantages of higher education institutions, and promote the high-quality development of the Project of Marxist Theoretical Research and Development in the New Era through upholding fundamental principles and breaking new ground.

在马克思主义理论研究和建设工程实施20年之际，习近平总书记对新时代马克思主义理论研究和建设工程作出重要指示，充分肯定工程的重大意义、重要地位和重要作用，明确了新时代创新工程的方向目标、基本原则、重大任务，为我们指明了前进方向，提供了根本遵循。高校作为实施新时代马克思主义理论研究和建设工程的重要阵地，在经典著作编译、理论研究阐释、重大问题研究、学科和教材体系建设、人才队伍培养等方面具有突出优势。我们要深入学习贯彻习近平总书记的重要指示精神，发挥高校优势，在守正创新中推动新时代马克思主义理论研究和建设工程高质量发展。

加强学科建设，夯实理论根基

General Secretary Xi Jinping pointed out: “Marxism is the fundamental guiding ideology for our Party and our country, and it is also the brightest background color of our universities.” The discipline of Marxist theory is a powerful support for higher education institutions in fulfilling the fundamental task of fostering virtue and nurturing people and in cultivating builders and successors of socialism. It is necessary to accelerate the construction of a disciplinary system, academic system, and discourse system for philosophy and social sciences with Chinese characteristics, and continuously enhance ideological leadership, theoretical originality, and academic influence.

习近平总书记指出：“马克思主义是我们立党立国的根本指导思想，也是我国大学最鲜亮的底色。”马克思主义理论学科是高校落实立德树人根本任务、培养社会主义建设者和接班人的强力支撑，要加快构建中国特色哲学社会科学学科体系、学术体系、话语体系，持续增强思想引领力、理论原创力、学术影响力。

The development of the Marxist theory discipline in higher education institutions must firmly adhere to the guiding position of Marxism, and persist in arming the mind, guiding practice, and promoting work with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It is necessary to strengthen the overall development of the first-level discipline of Marxist theory, establish relevant second-level disciplines, uphold systematic thinking, properly handle the relationships among various disciplines, consolidate the guiding position of Marxism in the ideological domain, and effectively play the leading role of the Marxist theory discipline.

高校马克思主义理论学科建设必须牢牢坚持马克思主义的指导地位，坚持用习近平新时代中国特色社会主义思想武装头脑、指导实践、推动工作。加强马克思主义理论一级学科整体建设，设置相关二级学科，秉持系统思维，处理好各学科的关系，巩固马克思主义在意识形态领域的指导地位，切实发挥马克思主义理论学科的引领作用。

Vigorously advancing the development of the Marxist theory discipline in the New Era lies in upholding fundamental principles and emphasizes breaking new ground. Higher education institutions must adhere to the correct direction of developing the Marxist theory discipline, and integrate the basic tenets of Marxism with China’s specific realities and with the best of traditional Chinese culture. In line with the trends of the times and combined with China’s current national conditions, they must continuously promote the reform and innovation of courses related to Marxist theory, enhance the timeliness and systematicity of textbooks, fully leverage the synergistic role of classroom, social, and online learning environments, and provide students with more channels to absorb ideological nourishment.

新时代大力推进马克思主义理论学科建设，贵在守正，重在创新。高校要坚守马克思主义理论学科建设的正确方向，把马克思主义基本原理同中国具体实际相结合、同中华优秀传统文化相结合。顺应时代发展潮流，结合我国当下国情，不断推进马克思主义理论相关课程改革创新，提升教材的时代性和系统性，充分发挥学校课堂、社会课堂和网络课堂的协同作用，为学生汲取思想营养提供更多渠道。

Highlight research on major theoretical and practical issues. Centering on the major theoretical and practical issues of further deepening reform comprehensively and advancing Chinese-path modernization, strengthen the theoretical research and interpretation of adapting Marxism to the Chinese context and the needs of the times. Effectively strengthen the academic rationality of research and teaching, support Marxist theory teaching with academic research, and continuously strengthen the ability of the Marxist theory discipline to forge souls and cultivate people with original theories. Enhance the disciplinary consciousness and academic awareness to actively respond to major theoretical and practical issues, conduct strategic, forward-looking, and systematic research on major theoretical and practical issues, and accelerate the construction of an independent knowledge system for Chinese philosophy and social sciences.

突出重大理论和实践问题研究。围绕进一步全面深化改革、推进中国式现代化的重大理论和实践问题，加强马克思主义中国化时代化理论研究和阐释。切实加强研究和教学的学理性建设，用学术研究支撑马克思主义理论教学，以原创性理论持续强化马克思主义理论学科的铸魂育人能力。增强积极回应重大理论和现实问题的学科自觉和学术意识，对重大理论和现实问题进行战略性、前瞻性、系统性研究，加快构建中国哲学社会科学自主知识体系。

习近平总书记指出：“思政课是落实立德树人根本任务的关键课程，思政课作用不可替代，思政课教师队伍责任重大。”着力建设一支“政治要强、情怀要深、思维要新、视野要广、自律要严、人格要正”的高素质教师队伍，能够激发起新时代马克思主义理论研究和建设工程高质量发展的内生动力。

Enhance teachers’ political literacy, so that those with faith speak about faith. The belief in Marxism and the conviction in socialism and communism can only blossom and bear fruit in students if they first take root in the hearts of teachers. Strive to enhance teachers’ professional literacy and strengthen their ability to interpret theory. Consolidating the theoretical foundation and strengthening the ability to interpret theory are the fundamental ways to improve the professional literacy of Marxist theory researchers in the New Era. Marxist theory researchers in higher education institutions should focus on researching and interpreting the principled theoretical achievements of our Party’s innovative theories, further strengthen disciplinary support and academic expression, and highlight the truth and scientificity contained therein. They should systematically master the history of the Party, the history of New China, the history of reform and opening up, the history of socialist development, and the history of the development of the Chinese nation, deeply understand the Party’s basic line, principles, and policies, and at the same time expand their study of other humanities, social sciences, and natural sciences knowledge. Through methods such as analyzing learning conditions, integrating current affairs hotspots, and innovating teaching methods, they should attend to both inside and outside the classroom, and adopt both online and offline approaches, to enhance the ideological nature, theoretical nature, and targetedness of teaching in relevant courses.

着力提升教师业务素养，加强理论阐释能力。夯实理论基础、强化理论阐释能力是提高新时代马克思主义理论研究者业务素养的根本途径。高校马克思主义理论研究者要重点研究阐释我们党的创新理论中的原理性理论成果，进一步强化学科支撑和学术表达，彰显其蕴含的真理性和科学性。系统掌握党史、新中国史、改革开放史、社会主义发展史、中华民族发展史，深刻理解党的基本路线、方针政策，同时拓展学习其他人文社会科学知识与自然科学知识。通过学情分析、结合时事热点、创新教学方法等方式，课堂内外兼顾、线上线下并举，增强相关课程教学的思想性、理论性和针对性。

Strive to enhance teachers’ moral literacy, and cultivate and promote the spirit of educators. Teachers should take the spirit of educators as their conscious pursuit. 强化社会服务，彰显实践价值

A strong problem consciousness and profound concern for reality are important characteristics of Marxist theory. Higher education institutions should strengthen the social service function of the Project of Marxist Theoretical Research and Development, continuously transform the disciplinary and professional advantages of Marxism into effective driving forces for serving social development, and contribute to the great rejuvenation of the Chinese nation by responding to problems, conducting theoretical propaganda, and offering suggestions and advice.

强烈的问题意识和深切的现实关怀是马克思主义理论的重要特征。高校要强化马克思主义理论研究与建设工程的社会服务功能，不断将马克思主义学科优势、专业优势转化为服务社会发展的有效动力，通过回应问题、理论宣讲、建言献策为实现中华民族伟大复兴贡献力量。

Adhere to a problem-oriented approach. Marxist theory is produced and developed in the process of constantly facing, answering, and solving problems; answering and guiding the solution of problems is the fundamental task of theory. In the New Era, comprehensively deepening reform is planned and advanced against the backdrop of China’s reform entering a critical period and deep water zone, involving a wide range of areas, touching upon deep interests, facing great difficulty in overcoming obstacles, and having strong interconnectedness and linkage, urgently requiring us to submit answers from the combination of theory and practice. We should deeply study the great social transformations in contemporary China, summarize and refine new concepts with timeliness, new categories with distinctiveness, new practices with regularity, and new theories with originality, solidly carry out investigation and research, grasp the urgent, difficult, anxious, and expectant problems of the masses, and propose new ideas and new methods that can truly solve problems.

坚持问题导向。马克思主义理论是在不断面对问题、回答问题、解决问题中产生发展的，回答并指导解决问题是理论的根本任务。新时代全面深化改革，是在我国改革进入攻坚期和深水区的背景下谋划并推进的，涉及范围广、触及利益深、攻坚难度大、关联性联动性强，迫切需要我们从理论与实践的结合上提交答案。应深入研究当代中国的伟大社会变革，概括提炼出具有时代性的新概念、标识性的新范畴、规律性的新实践、原创性的新理论，扎实开展调查研究，把握群众关切的急难愁盼问题，提出能够真正解决问题的新思路新办法。

Carry out theoretical propaganda. Doing a good job in propagating the Party’s innovative theories is an important mission that Marxist theory workers in higher education institutions must shoulder. We must continuously expand the propaganda fronts for Marxist theory, use easy-to-understand language to propagate and explain the Party’s innovative theories and the major decisions and deployments of the Party Central Committee, clearly and unequivocally tell China’s stories well, spread China’s voice well, explore various forms, and make theoretical propaganda more down-to-earth, warmer, and more spirited.

开展理论宣传。做好党的创新理论宣传工作，是高校马克思主义理论工作者必须肩负的重要使命。要不断拓展马克思主义理论宣传阵地，以通俗易懂的语言宣传宣讲党的创新理论和党中央重大决策部署，旗帜鲜明地讲好中国故事，传播好中国声音，探索多种形式，让理论宣传更接地气、更有温度、更见神采。

Play the role of providing advice for governance. Fully leverage the advantages of teachers in research and consulting, organize teachers to participate in the demonstration of major decisions by Party committees and governments, major risk prevention and control work, and participate in decision-making consulting for enterprises and institutions, combine theory with practice, and highlight the important value of Marxist theory in governance advisory services, social governance, and policy formulation. Continuously enrich the platforms and carriers for the Marxist theory discipline in higher education institutions to serve society, and provide effective policy support and institutional guarantees in terms of funding support, evaluation systems, etc.

发挥资政作用。充分发挥教师调研咨询方面的优势，组织教师参与党委和政府重大决策论证、重大风险防控等工作，参与企事业单位决策咨询，将理论与实践相结合，彰显马克思主义理论在资政服务、社会治理、政策制定等方面的重要价值。不断丰富高校马克思主义理论学科服务社会的平台载体，从经费支持、评价体系等方面提供有效的政策支持和制度保障。
