A Marxist political party has lofty political ideals, noble political pursuits, pure political qualities, and strict political discipline. The cohesion and application of its strength lie in scientific organization. Only by being organized and forming a tight organizational system can strength be multiplied; this is the strength and power of a Marxist political party. The Party’s overall leadership and all the Party’s work must rely on the Party’s strong organizational system to be realized. Our Party is a Marxist political party organized by revolutionary ideals and iron discipline, consisting of the Party’s central organization, local organizations, and primary-level organizations to form a tight organizational system. The Party’s central organization decides the Party’s line, principles, and policies, and must uphold the authority of the Party Central Committee and its centralized and unified leadership. Local organizations firmly implement the Party Central Committee’s line, principles, and policies, ensuring their resolute implementation. Primary-level Party organizations play a role as战斗堡垒 in implementing the Party Central Committee’s line, principles, and policies. Party members are the cells of the Party’s body. For our Party to always be the strong leading core of the cause of socialism with Chinese characteristics, we must build our Party membership contingent well. The strength and role of a Marxist political party depend not only on the number of Party members but, more importantly, on the quality of Party members. Since the 18th National Congress of the CPC, Party organizations have strictly controlled the entry point, placed political standards first, seriously conducted political life within the Party, strictly managed and educated Party members on a daily basis, raised their consciousness, and strengthened their Party spirit. The vast majority of Party members are recognizable in ordinary times, stand out at critical moments, and step forward in times of crisis. They have delivered excellent answers in major tests such as winning the battle against poverty, the COVID-19 pandemic prevention and control, flood disasters, and earthquake emergencies, allowing the Party flag to fly high on the front lines of the pandemic. Since the New Era, the role of primary-level Party organizations as战斗堡垒 and the vanguard and exemplary role of Communist Party members have been fully demonstrated, and the Party’s political and organizational advantages have been continuously transformed into advantages in securing victory.

Political attribute is the fundamental attribute of Party organizations, and political function is the basic function of Party organizations; organizational function serves political function and is the foundation and guarantee for giving play to the political function of Party organizations. The two complement each other and are internally unified. Only when both “functions” are enhanced can the Party’s political and organizational advantages be fully brought into play. The 20th National Congress of the CPC made comprehensive deployments and put forward clear requirements for enhancing the political and organizational functions of Party organizations. We must deeply understand, accurately grasp, and resolutely implement them.

Primary-level Party organizations, as the "last kilometer" in implementing the decisions and deployments of the Party Central Committee, must adhere to the clear orientation of focusing on primary-level work, insist that all Party work goes through the branch, comprehensively strengthen the building of primary-level Party organizations in all fields, and become strong fighting bastions that propagate the Party's propositions, implement the Party's decisions, lead primary-level governance, unite and mobilize the masses, and promote reform and development.

We must adhere to the principle of the Party managing cadres. Those who are politically unqualified or seek to infiltrate the Party for personal gain must not be accepted at all. "Party members in name only, even if given for free, we do not want." Focus on developing Party members among workers, do a good job of developing Party members among peasants, and attach importance to developing Party members among young workers, peasants, and intellectuals, optimizing the structure of the Party membership contingent. Strictly enforce inner-Party organizational life, and strictly manage and educate Party members. Improve the management of mobile Party members, improve the inner-Party incentive, care, and assistance mechanism, build a work system for Party members to contact and serve the masses, and enhance the vitality of the Party membership contingent. Clear the exit for the Party membership contingent, strictly enforce Party member standards, and promptly handle unqualified Party members. Deal with and punish Party members who violate laws and discipline as appropriate, show no mercy to corrupt elements, and resolutely expel them from the Party. 把党员队伍建设得坚强有力。党员是党的肌体的细胞和党的活动的主体，党员队伍建设是党的建设的基础工程。习近平总书记指出：“党的基层组织建设和党员队伍建设在党的整个组织工作中具有十分重要的地位,任何时候都必须高度重视,自觉抓紧抓好。”高度重视始终不渝地加强党员队伍建设，对不断增强党的创造力、凝聚力、战斗力具有重要而深远的意义。要严把发展党员入口关，把政治标准放在首位，对那些政治上不合格、想混入党内捞好处的人，一个都不能要。“徒有其名的党员，就是白给，我们也不要”。着力在工人中发展党员，做好在农民中发展党员工作，重视从青年工人、农民、知识分子中发展党员，优化党员队伍结构。严肃党内组织生活，严格党员教育管理。改进对流动党员的管理，健全党内激励关怀帮扶机制，构建党员联系和服务群众工作体系，增强党员队伍生机活力。疏通党员队伍的出口，严格党员标准，及时处置不合格党员。对违法乱纪的党员该处理的处理、该处分的处分，对腐败分子毫不手软，坚决清除出党。广大党员、干部，无论在什么时候、什么地方、什么场合，都要始终牢记自己是一名共产党员，都要始终发挥先锋模范作用，都要始终坚持和维护党的领导、维护党的团结统一。
