As the main battlefield for talent cultivation, institutions of higher learning must vigorously cultivate and promote core socialist values, train batch after batch of good youth of the New Era who have ideals, dare to take responsibility, can endure hardship, and are willing to struggle, and provide strong talent support for comprehensively advancing the great cause of building a strong country and national rejuvenation through Chinese-path modernization.

注重文化浸润实现内化于心。办大学就是办氛围。所谓氛围，就是优秀的校园文化。要构建弘扬社会主义核心价值观的校园文化体系，坚持以文化人、以文育人，注重发挥文化的浸润、感染、熏陶作用，在潜移默化中实现春风化雨、润物无声的效果。要不断加强示范引领，引导学生积极向革命烈士、英雄人物、先进模范学习，发挥榜样作用，带动青年学生崇尚英雄、争作先锋。高校要通过校史博物馆、科学家精神展演、大师精神传承作品等方式，引导师生从前辈的奋斗事迹和学科的发展历程中汲取智慧和力量。发挥好校园内先进群体、先进人物的示范作用，用身边人讲身边事、用身边事教育身边人，积极营造崇德向善、见贤思齐的良好氛围，实现“点亮一盏灯，照亮一大片”的辐射带动效果。要营造良好的校风学风。优良的校风学风是一种强大的精神力量，能够产生无形的感染力和约束力。高校要深入开展文明校园建设，用好校史校训校歌等育人资源，以良好的学风、教风、校风引领社会风气。以社会主义核心价值观为引领，加强校园文化建设，打造一批有特色、有内涵的文化品牌活动，加强文化教育熏陶，增强认同感与使命感。要凝练独具特色的大学精神品格，有机融入开学典礼、毕业典礼、开学第一课等典礼活动和日常行为中，成为师生的共同价值追求和精神支撑，营造积极向上的校园氛围。要大力弘扬中华优秀传统文化。培育和弘扬社会主义核心价值观，离不开中华优秀传统文化的丰富滋养。要发挥自身优势，围绕“把马克思主义基本原理同中华优秀传统文化相结合”、建设中华民族现代文明、中华优秀传统文化相关理论等做好研究阐释，探索面向未来的理论和制度创新。充分挖掘中华优秀传统文化资源，建设传统文化传承基地，开展传承优秀传统文化活动，让“文脉”在校园里、在青年学生身上不断延续。在日常教育管理中积极融入中华优秀传统文化和传统美德教育，开展经典诵读、知识竞赛等活动，用文化滋养师生心灵、涵育师生德行。

Practice itself is a powerful educational force, not only generating cognition but also being the source of cultivating human nature and shaping social ideals. It is necessary to carry out educational practice on a regular basis, and promote the transformation of young students’ emotional identification with core socialist values into behavioral habits. It is necessary to deeply carry out civic morality and integrity education, vigorously promote moral education, strengthen the construction of academic integrity, create a good academic environment, guide students to abide by academic ethics and norms, and promote academic ethics and scientific research ethics. It is necessary to deeply promote the construction of network civilization. The construction of online space morality is an important part of civic morality construction in the New Era. It is necessary to guide young students to improve their network civilization quality and ability to distinguish right from wrong, create healthy and uplifting network cultural products, and contribute to creating a clear and bright network space. Continue to carry out volunteer service activities, vigorously promote the spirit of labor, struggle, dedication, creativity, diligence and thrift, and regard volunteer service as a practical classroom for cultivating and promoting core socialist values. Build a long-term mechanism for volunteer service, continuously expand resources, platforms, and carriers, integrate volunteer service into the entire process and all links of education and teaching, so that every student can contribute to society and gain growth in volunteer service. 做好实践养成推动外化于行。习近平总书记指出，“一种价值观要真正发挥作用，必须融入社会生活，让人们在实践中感知它、领悟它”。实践本身是一种强大的教育力量，不仅产生认知，更是涵养人性和塑造社会理想的源泉。要常态化开展教育实践，推动青年学生将对社会主义核心价值观的情感认同转化为行为习惯。要深入开展公民道德和诚信教育，大力推动德育教育，加强学术诚信建设，营造良好学术环境，引导学生遵守学术道德规范，弘扬学术道德和科研伦理。要深入推动网络文明建设。网络空间道德建设是新时代公民道德建设的重要组成部分。要引导青年学生提高网络文明素质和明辨是非的能力，创作健康向上的网络文化产品，为营造天朗气清的网络空间贡献力量。持续开展志愿服务活动，大力弘扬劳动精神、奋斗精神、奉献精神、创造精神、勤俭节约精神等，把志愿服务作为培育和弘扬社会主义核心价值观的实践课堂。构建志愿服务长效机制，不断拓展资源、平台、载体，把志愿服务融入教育教学全过程、各环节，让每个学生都能够在志愿服务中奉献社会、收获成长。要做好就业教育，引导学生树立正确的就业观，毕业后主动选择到基层一线，到祖国和人民最需要的地方去，让青春在服务国家重大战略需求中得到淬炼，在为党和人民奉献中收获成长。

培育社会主义核心价值观是一项“在头脑中建大厦”的工作，是一个持续深化的过程，不能一蹴而就。高校要把培育和弘扬社会主义核心价值观作为基础性工程、战略性任务，做到常态化开展、制度化推进，在师生中构建共同的思想大厦。要充分发挥家庭、学校、社会、政府等育人主体的作用，加强工作协同，不断完善工作制度和体制机制，做好支撑保障。

加强党的领导，挺立“主心骨”。党的领导是中国特色社会主义最本质特征和最大优势，也是学校培育和弘扬社会主义核心价值观的根本保证。要充分发挥学校党委领导核心作用，把握方向、制定政策、营造氛围，尤其要把好政治方向、舆论导向、价值取向，做到政治有底线、宣传有纪律、活动有规范。要建立健全培育和弘扬社会主义核心价值观的领导体制和工作机制，加强统筹协调、组织实施、督促落实。各院系党组织和基层党支部要提高工作组织力和思想引领力，引导党员领导干部不断提升思想觉悟和道德水平，承担起“领唱”责任，在弘扬和践行社会主义核心价值观方面以身作则、率先垂范，以人格力量感召群众、引领风尚。

It is necessary to promote an excellent culture of teacher ethics, establish and improve the honor system for faculty and staff, guide teachers to improve their own moral cultivation, influence and drive students with exemplary behavior, and become great masters for students in learning, doing things, and being human. It is necessary to continuously improve and perfect the evaluation system and evaluation system, comprehensively promote the comprehensive reform of the personnel system, construct a teacher professional development system oriented toward “Four-Hao” teachers, [8]8 “Four-Hao” teachers refers to teachers who have “ideals and convictions, moral sentiments, solid knowledge, and a benevolent heart,” a standard proposed by Xi Jinping. and guide teachers to consciously integrate core socialist values into the entire process of talent cultivation.

抓好队伍建设，激发“动力源”。要把学生培养成什么样的人，就要有一支什么样的教师队伍。在高校，培育和弘扬社会主义核心价值观离不开广大教师。要大力加强师德师风建设，以教育家精神为引领，使教师既精通专业知识、做好“经师”，又涵养德行、成为“人师”，帮助学生“系扣子”“指路子”。要弘扬优秀师德文化，建立健全教职工荣誉体系，引导教师提高自身道德修养，以模范行为影响和带动学生，做学生为学、为事、为人的大先生。要不断改进和完善评价制度与评价体系，全面推进人事制度综合改革，构建以“四有”好老师为导向的教师职业发展体系，引导教师自觉将社会主义核心价值观融入人才培养全过程。

Strengthen the construction of the ideological and political work system, adhere to the “trinity” of value shaping, ability cultivation, and knowledge transmission, deeply carry out the comprehensive reform of talent cultivation through “Three-Whole Education” and “Five-Education Simultaneously,” [9]9 “Three-Whole Education” refers to all-staff, whole-process, and all-round education. “Five-Education Simultaneously” refers to the simultaneous development of moral, intellectual, physical, aesthetic, and labor education. promote the integrated construction of ideological and political education in universities, middle schools, and primary schools, integrate core socialist values into the main channel of education and teaching, into the main positions of students’ daily study and life such as the construction of “one-stop” student communities, and promote all-staff, whole-process, and all-round education. Integrate core socialist values into the school’s legal propaganda and education, into the construction of systems such as university charters, school rules and discipline, student codes, class conventions, and dormitory regulations, establish long-term mechanisms, and strive to transform institutional norms into educational effectiveness, and further into the conscious action and spiritual motivation of young students.

注重融会贯通，下好“一盘棋”。社会主义核心价值观不是孤立的，高校要将社会主义核心价值观融入人才培养的全过程，融入学校事业发展的“大棋局”。加强思政工作体系建设，坚持价值塑造、能力培养和知识传授“三位一体”，深入开展“三全育人”“五育并举”人才培养综合改革，推进大中小学思想政治教育一体化建设，将社会主义核心价值观融入教育教学这一主渠道、融入“一站式”学生社区建设等学生日常学习生活主阵地，推动全员、全过程、全方位育人。将社会主义核心价值观融入学校普法宣传教育，融入大学章程、校规校纪、学生守则、班级公约、寝室规章等制度建设，建立长效机制，努力把制度规范转化为育人效能，进而转化为青年学生的行动自觉与精神动力。

It is necessary to strengthen the coordination between the first and second classrooms, relying on major projects and platforms to build “Qingma Project” [10]10 “Qingma Project” is short for the Young Marxists Training Project, a program to cultivate Marxist theory backbones among young students. education and practice bases, fully leveraging the synergistic effects of integration, embedding, and infiltration. Comprehensively implement the “Teacher-Friend Mentor” plan, continuously improve the incentive system for graduate supervisors and class advisors, form a long-term mechanism for the linkage of various educational teams, and provide a solid guarantee for cultivating a new generation of the era with core socialist values.

推动工作协同，打造“共同体”。家庭是人生的第一所学校，社会是人生的大课堂和终身教科书。要推动构建学校、家庭、政府、社会协同的育人机制，让学校教师的辛勤施教、家中父母的身体力行、政府部门的统筹协调、社会力量的支持配合等，都能够为培育和弘扬社会主义核心价值观贡献力量，以实现“1＋1﹥2”的效果。要加强校内工作协同，形成思想政治工作者、管理人员、专业教师等校内各支队伍联动的长效机制。要加强一二课堂协同，依托大项目大平台建设“青马工程”教育实践基地，充分发挥融入式、嵌入式、渗入式的协同效应。全面实施“师友导师”计划，不断完善研究生导师、班主任激励制度，形成各育人队伍工作联动的长效机制，为用社会主义核心价值观培育时代新人提供坚实保障。
