The Third Plenary Session of the 20th Central Committee of the CPC proposed deepening comprehensive reform of education, “improving the mechanism for fostering virtue and nurturing people, and advancing the integrated reform and innovation of ideological and political courses in schools at all levels from primary school through university.” [1]1 A remark by Xi Jinping, emphasizing the requirement for ideological and political course teachers to possess firm political beliefs themselves. The construction of ideological and political courses, as a political, strategic, and foundational undertaking in education, is the top priority of the Party’s leadership over educational work. 建立学校党政领导带头抓思政课工作机制。坚持和加强党对思想政治课改革创新的组织领导，首先要落实学校党委的主体责任。习近平总书记在学校思想政治理论课座谈会上指出，“学校党委书记、校长要带头走进课堂，带头推动思政课建设，带头联系思政课教师。”必须切实发挥党委、党员干部的模范带头作用，将思政课建设摆上学校事业发展的突出战略位置，做好思政课改革创新的顶层设计与系统谋划工作，保障党的思政课改革创新的方针、政策得到有效贯彻落实。落实学校各级党组织齐抓思政课的工作格局，在学校党委领导下，形成校党委、院系分党委、党支部三级组织一起抓思政课建设的工作机制，形成推动思政课建设立体系统联动的工作格局、增强思政课建设的工作合力，切实发挥党对思政课改革创新的核心引领作用。落实思政课改革创新成效的监督机制，学校党委要把思政课建设情况纳入学校党建工作考核，围绕党中央对思政课改革创新要求的落实情况抓监督，围绕制约思政课改革创新突出问题抓监督，充分发挥监督保障执行作用，探索思政课建设监督长效机制。

Grasp the key link of building the team of ideological and political theory course teachers. The key to teaching ideological and political theory courses well and running them well lies in the teachers of these courses. To strengthen the Party’s organizational leadership over ideological and political theory course construction, it is necessary to leverage the Party’s organizational leadership advantages to equip and build a strong team of ideological and political theory course teachers, clearly establish the standards for ideological and political theory course teachers, firmly grasp the selection, management, and assessment of ideological and political theory course teachers, strictly check in multiple aspects such as politics, teacher ethics, and professional competence, strengthen the comprehensive quality and capacity building of ideological and political theory course teachers, and strive to build a team of ideological and political theory course teachers who are politically strong, have deep feelings, think innovatively, have broad vision, are strict in self-discipline, and have upright personality. On this basis, promote the reform and innovation of the work evaluation mechanism for ideological and political theory course teachers. Resolutely break the ideological concepts and institutional mechanism drawbacks that hinder the reform and innovation of ideological and political theory courses, improve the evaluation system that prioritizes teaching, perfect the mechanism for ensuring teachers’ status and treatment, and increase the attractiveness of the position of ideological and political theory course teachers. Continuously enhance the professional identity, sense of honor, and sense of responsibility of ideological and political theory course teachers, effectively mobilize their enthusiasm, initiative, and creativity, and activate ideological and political theory course teachers to become the key force driving the reform and innovation of ideological and political theory courses.

抓实思政课教师队伍建设的关键环节。讲好思政课、办好思政课的关键在思政课教师。加强党对思政课建设的组织领导，必须通过发挥党的组织领导优势，配齐建强思政课教师队伍，旗帜鲜明地确立好思政课教师的标准，牢牢把握思政课教师的选用、管理和考核各环节，在政治、师德、业务等多方面严格把关，加强思政课教师综合素养和能力建设，着力建设一支政治强、情怀深、思维新、视野广、自律严、人格正的思政课教师队伍。在此基础上，推动思政课教师工作评价机制改革创新。坚决破除阻碍思政课改革创新的思想观念和体制机制弊端，健全突出教学优先的评价体系，完善教师地位和待遇保障机制，提高思政课教师岗位的吸引力。不断增强思政课教师的职业认同感、荣誉感、责任感，有效地调动思政课教师的积极性、主动性、创造性，激活思政课教师成为推动思政课改革创新的关键力量。

Gather forces from all sides to promote the construction of a grand pattern of collaborative education. General Secretary Xi Jinping pointed out, “School ideological and political work is not simply a single-line task, but should be all-encompassing.” To promote the integration of ideological and political work into the talent cultivation system, it is necessary to leverage the synergistic effect of fostering virtue through education in an integrated, embedded, and infiltrative manner. The school Party committee should leverage the Party’s organizational leadership advantages to form a working pattern where relevant departments coordinate and act in concert, and the whole society cooperates to empower and assist ideological and political theory course construction and reform and innovation. Solve the problem of precise alignment between ideological and political theory courses and students at different educational stages, and coordinate the promotion of the integrated construction of ideological and political theory courses in universities, middle schools, and primary schools; solve the problem of mutual coordination between other courses and ideological and political theory courses, and realize the collaborative education of ideological and political theory courses and curriculum-based ideological and political education; solve the problem of mutual complementarity between other school staff and ideological and political theory course teachers, and strengthen exchanges and interactions between ideological and political theory course teachers and other teachers; solve the problem of effectively utilizing social resources for ideological and political theory courses, and focus on home-school cooperation, school-enterprise cooperation, etc. It is necessary, under the unified leadership of the Party, to realize the rational allocation and efficient utilization of resources in multiple fields inside and outside the school, establish a working pattern of unified leadership by the Party committee, joint management by the Party and government, respective responsibilities of relevant departments, and cooperation by the whole society, and gather strong forces from all sides to promote the construction of a grand pattern of collaborative education.

汇聚各方力量推动构建协同育人大格局。习近平总书记指出，“学校思想政治工作不是单纯一条线的工作，而应该是全方位的”。推动思想政治工作贯通人才培养体系，必须发挥融入式、嵌入式、渗入式的立德树人协同效应。学校党委要发挥党的组织领导优势，形成相关部门协同联动、全社会共同配合为思政课建设、思政课改革创新工作赋能助力的工作格局。解决好思政课与不同学段学生的精准对接问题，统筹推进大中小学思政课一体化建设；解决好其他课程与思政课相互配合的问题，实现思政课程与课程思政的协同育人；解决好学校其他教职工与思政课教师相辅相成的问题，加强思政课教师与其他教师的交流互动；解决好思政课有效利用社会资源的问题，注重家校合作、校企合作等。必须在党的统一领导下，实现校内外多领域资源的合理配置与高效利用，建立党委统一领导、党政齐抓共管、有关部门各负其责、全社会协同配合的工作格局，汇聚各方的强大合力推动构建协同育人大格局。
