General Secretary Xi Jinping, at the Symposium on Cultural Heritage and Development, profoundly elaborated on upholding fundamental principles and breaking new ground in cultural construction: “Upholding fundamental principles means upholding the fundamental system of Marxism’s guiding position in the realm of ideology, upholding the fundamental requirements of the ‘Two Integrations,’ and upholding the Chinese Communist Party’s cultural leadership and the cultural subjectivity of the Chinese nation.” [1]1 The “Two Integrations” refers to integrating the basic tenets of Marxism with China’s specific realities and with fine traditional Chinese culture. This is a major innovative viewpoint put forward by General Secretary Xi Jinping based on a deep summation of the Party’s historical experience and an insight into the general trend of the times. It demonstrates a profound understanding of the status and role of culture in the New Era and a scientific grasp of the Party’s ideological work, providing a strong political guarantee and powerful spiritual strength for the entire Party and the people of all ethnic groups in the country to forge ahead toward the grand goal of building a strong country and achieving national rejuvenation.

Since the 18th National Congress of the CPC, General Secretary Xi Jinping has clearly put forward the principle of upholding the Party’s cultural leadership, profoundly elucidating the extreme importance of Party leadership for propaganda, ideology, and cultural work, and elevating the Party’s comprehensive leadership over propaganda, ideology, and cultural work to a new historical height.

文化关乎国本、国运。中国共产党历来高度重视运用文化引领前进方向、凝聚奋斗力量，团结带领全国各族人民不断以思想文化新觉醒、理论创造新成果、文化建设新成就推动党和人民的事业向前发展。党的十八大以来，习近平总书记鲜明提出坚持党的文化领导权，深刻阐明了党的领导对于宣传思想文化工作的极端重要性，把党对宣传思想文化工作的全面领导提升到一个新的历史高度。

Upholding the Party’s cultural leadership is a major political advantage of our Party’s continuous growth and strengthening. Establishing and consolidating cultural leadership is of vital importance to a political party. Marx and Engels emphasized that the proletarian party, as the most reliable leader of the proletariat, must not only continuously strengthen its “dominant economic power” but also persistently consolidate its “dominant spiritual power.” [2]2 This is a paraphrase of a concept from Marx and Engels’ *The German Ideology*, where they argue that the ruling class’s ideas are the ruling ideas of the age. Throughout the various historical periods of revolution, construction, and reform and opening up, our Party has always placed the construction of cultural leadership in an important strategic position and has consistently been the advocate and leader of advanced culture. The first resolution passed at the First National Congress of the CPC stated: “The publication of all books, newspapers, slogans, and leaflets shall be subject to the supervision of the Central Executive Committee or the Provisional Central Executive Committee.” [3]3 The First National Congress of the CPC was held in July 1921, marking the founding of the Party. Comrade Mao Zedong pointed out that ideological and political work is the lifeline of economic work and all other work. Comrade Deng Xiaoping proposed that we must not only build a high level of material civilization but also a high level of cultural-ethical progress, “grasping both links and grasping both links firmly.” [4]4 This is a well-known slogan from Deng Xiaoping’s speeches in the 1980s, emphasizing the equal importance of material and cultural-ethical progress. In the process of exploring the construction of socialist culture with Chinese characteristics, our Party’s understanding of the laws of cultural construction has continuously deepened, and its grasp of the Party’s cultural leadership has become more conscious, more proactive, and more resolute. Facts have fully proven that the development and growth of our Party are inseparable from effective propaganda, ideology, and cultural work.

坚持党的文化领导权，是我们党不断发展壮大的一大政治优势。确立和巩固文化领导权，对一个政党来说至关重要。马克思、恩格斯强调，无产阶级政党作为无产阶级最可靠的领导者，既要不断强化“占统治地位的经济力量”，也要坚持巩固“占统治地位的精神力量”。在革命、建设、改革各个历史时期，我们党始终把坚持文化领导权建设放在重要战略地位，一直是先进文化的倡导者和引领者。党的一大通过的党的第一个决议即提出：“一切书籍、日报、标语和传单的出版工作，均应受中央执行委员会或临时中央执行委员会的监督。”毛泽东同志曾指出，思想政治工作是经济工作和其他一切工作的生命线。邓小平同志则提出，我们不仅要建设高度的物质文明，还要建设高度的精神文明，“两手抓，两手都要硬”。在探索中国特色社会主义文化建设过程中，我们党对文化建设规律的认识不断深化，对党的文化领导权的把握更加自觉、更加主动、更加坚定。事实充分证明，我们党的发展和壮大，与卓有成效的宣传思想文化工作密不可分。

Upholding the Party’s cultural leadership is an inevitable requirement for adhering to the soul vein of Marxism and the root vein of fine traditional Chinese culture. The Chinese Communist Party is not only a firm believer and practitioner of Marxism and a loyal inheritor and promoter of fine traditional Chinese culture, but also the leading force that continuously advances the “Two Integrations” and consolidates cultural subjectivity. For over a hundred years, our Party has unwaveringly upheld Marxism’s guiding position in the realm of ideology, unswervingly inherited and promoted fine traditional Chinese culture, promoted the “Two Integrations,” and through “integration” solidified the foundation of the path, opened up space for innovation, and consolidated cultural subjectivity. On the one hand, Marxism, with the light of truth, has activated the genes of Chinese civilization, led China into the modern world, and promoted the renewal and modern transformation of Chinese civilization. On the other hand, fine traditional Chinese culture has enriched the cultural life of Marxism, promoted Marxism to achieve new leaps in adapting Marxism to the Chinese context and the needs of the times, and displayed increasingly distinct Chinese style and Chinese manner. It is precisely by upholding the Party’s cultural leadership that the root vein of fine traditional Chinese culture has regained its luster and the soul vein of Marxism has flourished with vitality.

Since the 18th National Congress of the CPC, changes unseen in a century have accelerated, the great rejuvenation of the Chinese nation has entered a critical period, cultural diversity, plurality, and variability have become more prominent, and cultural exchange, interaction, and confrontation have become increasingly frequent. To achieve ideological unity and solidarity within the entire Party and society, and to fundamentally ensure that socialism with Chinese characteristics does not change its nature or color, it is necessary to uphold the Party’s cultural leadership. The “Two Consolidations,” the “Nine Persistences,” the “Fourteen Emphases,” the “Seven Efforts,” [5]5 These are numbered lists of principles and tasks for propaganda and ideological work, formulated under Xi Jinping’s leadership. The “Two Consolidations” refers to consolidating Marxism’s guiding position and the common ideological foundation of the Party and people. The “Nine Persistences,” “Fourteen Emphases,” and “Seven Efforts” are specific policy guidelines for cultural and ideological work. Xi Jinping Thought on Culture, and the series of important expositions and major decisions and deployments made by General Secretary Xi Jinping on propaganda, ideology, and cultural work have consistently highlighted upholding and strengthening the Party’s comprehensive leadership, ensuring that the entire Party marches forward in unison, promoting historic achievements in the cause of propaganda, ideology, and culture in the New Era, and bringing about overall and fundamental changes in the situation in the realm of ideology. 全面落实意识形态工作责任制。要坚持党对文化的领导权，在面对社会思想观念和价值取向日趋活跃、主流和非主流同时并存、社会思潮纷纭激荡中，巩固和增强马克思主义在意识形态领域的指导地位，巩固和增强全党全国各族人民团结奋斗的共同思想基础，加快建设社会主义文化强国、增强文化软实力、提高中国在国际上的话语权。完善意识形态工作责任制，健全用党的创新理论武装全党、教育人民、指导实践工作体系，完善党委（党组）理论学习中心组学习制度，完善思想政治工作体系。严格执行党对意识形态工作全面领导的制度安排，推动全党动手抓宣传思想工作，守土有责、守土负责、守土尽责，敢抓敢管、敢于斗争，旗帜鲜明反对和抵制各种错误观点。加快构建中国自主的知识体系，推进中国特色哲学社会科学学科体系、学术体系、话语体系建设，立足中华民族伟大历史实践和当代实践，用中国道理总结好中国经验，把中国经验提升为中国理论，实现精神上的独立自主。加强国际传播能力建设，发挥好新兴媒体作用，增强对外话语的创造力、感召力、公信力，构建更有效力的国际传播体系。

Adhering to the guidance of the Party’s innovative theories in the direction of cultural development, continuously enhancing the quality and capability to shoulder the new cultural mission, and building a propaganda, ideology, and cultural work team that dares to shoulder the mission and responsibility are important foundations for doing a good job in cultural work. It is necessary to adhere to the scientific guidance of Xi Jinping Thought on Culture, deepen the understanding of the laws of cultural construction, and consciously implement them in all aspects and the entire process of propaganda, ideology, and cultural work. Deeply promote the reform and innovation of propaganda, ideology, and cultural work, with a focus on innovation in concepts, means, and grassroots work. Build a working mechanism and evaluation system adapted to all-media production and dissemination, promote the systematic transformation of mainstream media, fully utilize new technologies and new applications to innovate media dissemination methods, and occupy the commanding heights of information dissemination. Accelerate the cultivation and building of a propaganda work team that is politically reliable, highly skilled, realistic and innovative, and capable of winning battles, continuously improve professional standards, and strive to open up a new situation in propaganda, ideology, and cultural work in the New Era.

增强担负起新的文化使命的素质本领。坚持用党的创新理论指导文化发展方向，不断增强担负起新的文化使命的素质本领，打造勇担使命责任的宣传思想文化工作队伍，是做好文化工作的重要基础。要坚持习近平文化思想的科学指引，深化对文化建设的规律性认识，并自觉贯彻落实到宣传思想文化工作各方面和全过程。深入推进宣传思想文化工作改革创新，重点要抓好理念创新、手段创新、基层工作创新。构建适应全媒体生产传播工作机制和评价体系，推进主流媒体系统性变革，充分运用新技术新应用创新媒体传播方式，占领信息传播制高点。加快培养造就一支政治过硬、本领高强、求实创新、能打胜仗的宣传工作队伍，不断提高业务水平，奋力开创新时代宣传思想文化工作新局面。

Uphold and improve the systems and mechanisms for the Party’s leadership over cultural development. To uphold the Party’s cultural leadership, it is necessary to focus on forming a working mechanism with clear responsibilities and joint management under the unified leadership of Party committees (Party leadership groups), and build a “grand propaganda” pattern covering the entire Party and the whole society. Improve the public opinion guidance mechanism with correct orientation, establish and improve the working mechanism for the integrated management of traditional media and emerging media, build a mainstream public opinion pattern that integrates online and offline, and links internal and external propaganda, and establish an all-media communication system based on content construction, supported by advanced technology, and guaranteed by innovative management. Improve and innovate positive propaganda, perfect the mechanism for guiding major public opinion and the coordination mechanism for responding to public opinion, and establish and improve a comprehensive system for online governance. Improve the management system and mechanism for state-owned cultural assets that organically combines the supervision of Party committees and governments with the effective leadership of propaganda departments, establish and improve the cultural creation and production system and mechanism that puts social效益 first and unifies social效益 and economic效益. Improve the public cultural service system, establish a mechanism for high-quality cultural resources to reach the grassroots directly, perfect the mechanism for social forces to participate in public cultural services, and promote the reform of separating ownership and use rights of public cultural facilities. Deepen the reform of state-owned and state-controlled enterprises in the cultural field, promote the deepening of internal reforms of cultural institutions by category, and perfect the mechanism for the construction and development of art troupes and academies. Perfect the volunteer service system, improve the long-term mechanism for integrity construction, and educate and guide the whole society to consciously abide by the law and follow public order and good customs.

坚持和完善党领导文化发展的体制机制。坚持党的文化领导权，要着力形成在党委（党组）统一领导下的职责明确、齐抓共管的工作机制，构建起覆盖全党全社会的“大宣传”格局。完善正确导向的舆论引导机制，建立健全传统媒体和新兴媒体一体化管理的工作机制，构建网上网下一体、内宣外宣联动的主流舆论格局，建立以内容建设为根本、先进技术为支撑、创新管理为保障的全媒体传播体系。改进和创新正面宣传，健全重大舆情引导机制和舆情应对协同机制，建立健全网络综合治理体系。完善党委和政府监管有机结合、宣传部门有效主导的国有文化资产管理体制机制，建立健全把社会效益放在首位、社会效益和经济效益相统一的文化创作生产体制机制。完善公共文化服务体系，建立优质文化资源直达基层机制，健全社会力量参与公共文化服务机制，推进公共文化设施所有权和使用权分置改革。深化文化领域国资国企改革，分类推进文化事业单位深化内部改革，完善文艺院团建设发展机制。健全志愿服务体系，完善诚信建设长效机制，教育引导全社会自觉遵守法律、遵循公序良俗。
