Since the 18th National Congress of the CPC, General Secretary Xi Jinping has attached great importance to strengthening the ideological and political education of university students, repeatedly emphasizing the importance of ideological and political education, thereby pointing the way forward and providing fundamental guidance for effectively carrying out the ideological and political education of university students in the New Era. Ideological and political courses are the central link and key curriculum in the育人 work of universities. Promoting the construction of "grand ideological and political courses" is an important lever for universities in the New Era to implement the fundamental task of fostering virtue through education and to cultivate new generations for the times. As an important front for talent cultivation, universities bear the crucial mission of cultivating socialist builders and successors who are well-developed morally, intellectually, physically, aesthetically, and labor-wise. They should continuously advance the construction of "grand ideological and political courses," comprehensively enhance the effectiveness of ideological and political education, expand a new pattern of comprehensive education, and cultivate new generations of the times capable of shouldering the great rejuvenation of the Chinese nation.

党的十八大以来，习近平总书记高度重视加强大学生思想政治教育工作，多次强调思想政治教育的重要性，为新时代切实做好大学生思想政治教育工作指明了前进方向、提供了根本遵循。思政课是高校育人工作的中心环节和关键课程。推动“大思政课”建设，是新时代高校办学，落实立德树人根本任务、培养时代新人的重要抓手。高校作为人才培养的重要阵地，肩负着培养德智体美劳全面发展的社会主义建设者和接班人的重要使命，应持续推进“大思政课”建设，全方位提升思政育人成效，拓展全面育人新格局，培育担当民族复兴大任的时代新人。

Important meetings such as the National Conference on Ideological and Political Work in Universities and the Symposium for Teachers of Ideological and Political Theory Courses in Schools have profoundly answered a series of major questions concerning the high-quality development of ideological and political courses. It is necessary to deeply recognize the core position of the Party's leadership in the construction and development of ideological and political courses, uphold the guiding role of Marxism, implement the Party's leadership throughout the entire process and all aspects of the construction of "grand ideological and political courses," ensure that the construction of "grand ideological and political courses" always proceeds in the correct political direction, and consolidate the strength of all-staff education in "grand ideological and political courses."

Advancing the construction of "grand ideological and political courses" requires building a team of high-quality teachers, fully leveraging their initiative, creativity, and proactivity. Efforts should be made to enhance teachers' comprehensive competencies. Regularly organize ideological and political course teachers to carry out ideological and political learning activities, deeply study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, profoundly understand the decisive significance of the Two Establishments, enhance the Four Consciousnesses, strengthen the Four Confidences, and achieve the Two Upholds, guiding teachers to be loyal to the Party's educational cause. Support ideological and political course teachers in participating in various academic exchanges, teaching seminars, collective lesson preparation, basic teaching skills demonstrations, and other activities, as well as in social practice activities, to continuously broaden their horizons, enrich teaching content, update knowledge structures, and enhance the appeal and persuasiveness of teaching. Continuously optimize the evaluation mechanism for ideological and political course teachers, improve performance evaluation and incentive systems based on the actual situation of ideological and political course teaching work, increase the proportion of teaching and teaching research in evaluations, and guide teachers to focus their main energy on educating and cultivating people. At the same time, actively explore incorporating guidance for students in social practice into the work evaluation system, to enhance the enthusiasm for expanding practical activities in ideological and political courses.

University students are in a critical stage of forming moral values. Promoting the deep integration of the small classroom of ideological and political courses with the big classroom of society helps establish lofty ideals and firm beliefs that align with the times, enhances identification with the path, theory, and emotions of socialism with Chinese characteristics, and guides them to grow into new generations of the times capable of shouldering the great rejuvenation of the Chinese nation. Fully leverage the main channel role of the "first classroom." Build a curriculum group for ideological and political courses, offer high-level courses on the introduction to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and, based on actual conditions, offer selective compulsory courses, using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to arm students' minds. At the same time, follow the laws of ideological and political course teaching and student growth, master the learning situation based on thorough investigation and research, innovate classroom teaching methods and approaches, comprehensively use forms such as "one course, multiple teachers" and "teachers and students on the same stage," and adopt methods such as group discussions, topic research, scenario presentations, and classroom debates to stimulate students' learning interest, increase student participation, and enable students to enhance their comprehensive competencies through autonomous learning. Use the remarkable achievements of socialism with Chinese characteristics as content support, and use fine traditional Chinese culture, revolutionary culture, and advanced socialist culture as the foundation of strength, to explain principles deeply, thoroughly, and vividly.

推进“大思政课”建设，要深化课程教学改革，把思政小课堂同社会大课堂结合起来。大学生处在道德价值观念形成的关键阶段，推动思政小课堂与社会大课堂深度融合，有助于树立起大学生与时代同心同向的远大理想和崇高信念，增强中国特色社会主义道路认同、理论认同、情感认同，引导其成长为担当中华民族伟大复兴大任的时代新人。充分发挥“第一课堂”主渠道作用。打造思政课课程群，高水平开好习近平新时代中国特色社会主义思想概论课，结合自身实际，开设选择性必修课程，用习近平新时代中国特色社会主义思想武装学生头脑。同时，要遵循思政课教学规律、学生成长规律，在充分调查研究的基础上掌握学情，创新课堂教学方式方法，综合运用“一课多师”“师生同台”等形式，采用小组讨论、课题研讨、情景展示、课堂辩论等方法，激发学生的学习兴趣，提高学生参与度，让学生在自主学习中提升综合素养。要以中国特色社会主义取得的举世瞩目成就为内容支撑，以中华优秀传统文化、革命文化和社会主义先进文化为力量根基，把道理讲深讲透讲活。

Additionally, organize students to carry out activities such as social surveys, productive labor, and volunteer services, allowing students to step out of the classroom and into society, feel the pulse of the times through personal experience, better understand national conditions and public sentiment, more deeply comprehend the content learned in ideological and political courses, achieve an organic combination of theory and practice, and educate and guide students to translate their life aspirations into down-to-earth practical actions, combining the specific goals of learning and struggle with the great goal of national rejuvenation, setting lofty aspirations and becoming strivers.

提升“第二课堂”效果。思政课不仅应该在课堂上讲，也应该在社会生活中来讲。要突出实践教学，加快构建实践教学工作体系，落实思政课实践教学学时学分。同时，要整合社会实践资源，拓展实践平台，联合政府机关、企事业单位、城市社区、农村乡镇、爱国主义教育场所等，建立如红色教育基地、乡村振兴实践点、公益服务站点等固定的社会实践基地。另外，要组织学生开展社会调查、生产劳动、志愿服务等活动，让学生走出教室，走进社会，在亲身体验中感受时代脉搏，更好地了解国情民情，更加深刻地理解思政课所学内容，实现理论与实践的有机结合，教育引导学生把人生抱负落实到脚踏实地的实际行动中来，把学习奋斗的具体目标同民族复兴的伟大目标结合起来，立鸿鹄志，做奋斗者。

In today's digital era, technology is changing people's lifestyles and learning methods at an unprecedented speed. Today's university students, having grown up with technological products such as the internet and smartphones, are more active and diverse in their thinking, have a strong curiosity and high acceptance of new things, and are accustomed to obtaining information and expressing emotions through the internet. Advancing the construction of "grand ideological and political courses" should also keep pace with the times, fully utilize technological means, and accurately diagnose the educational targets. "Grand ideological and political courses" possess the essential attributes and functions of ideological and political courses, facing not abstract people but concrete students. To enhance the educational effectiveness of "grand ideological and political courses," it is necessary to deeply understand students' ideological dynamics. Use technological means such as cloud computing and big data to clearly observe the dynamic changes in students' hot topics of concern, ideological confusions, and value orientations, "portray" students' needs and preferences, and improve the targeted nature of ideological and political courses.

The internet contains vast high-quality resources, such as various authoritative academic lecture videos, vivid historical documentaries, and in-depth commentary on current affairs. We should rely on technologies such as generative artificial intelligence to enrich the educational resources for ideological and political courses. By employing technical means such as search engine optimization and intelligent recommendation, we can precisely screen and push to students resources relevant to the teaching content of ideological and political courses, enabling them to access richer and more targeted learning materials, thereby achieving “precise drip irrigation” of ideological and political content. Through digital technology, we can enrich the ways and means for diverse subjects to participate in the construction of “grand ideological and political courses” both online and offline, breaking through temporal and spatial limitations and information barriers, promoting cross-regional, cross-departmental, and cross-institutional information flow and coordinated collaboration, reducing work costs, and improving work efficiency. We should innovate in scene reconstruction, using emerging technologies such as virtual simulation, holographic imaging, and the metaverse to create more realistic and vivid teaching scenarios, allowing students to immerse themselves in situations such as historical events and social phenomena, thereby further enhancing the appeal and attractiveness of ideological and political courses.

互联网上蕴藏着海量的优质资源，如各类权威的学术讲座视频、生动的历史纪录片、深度解读的时事评论等。我们应依托生成式人工智能等技术，丰富思政课教育资源，借助搜索引擎优化、智能推荐等技术手段，精准筛选出与思政课教学内容相关的资源推送给学生，让他们能够接触到更丰富、更具针对性的学习内容，实现思政内容的“精准滴灌”。通过数字技术手段，丰富多元主体线上线下参与“大思政课”建设的方式和途径，打破时空限制和信息壁垒，促进跨区域、跨部门、跨校际的信息流动和联动协同，降低工作成本，提高工作效率。创新场景再造，利用虚拟仿真、全息影像、元宇宙等新兴技术，创设出更加逼真、生动的教学场景，让学生可以身临其境地参与到历史事件、社会现象等情境中，进一步增强思政课的感染力和吸引力。
