Focusing on the educational mission of the New Era and the new journey, we should give full play to the political guidance, value leadership, and educational functions of ideological-political courses, write a new chapter in the connotative development of ideological-political course construction with the spirit of upholding fundamental principles and breaking new ground, and continuously open up new prospects for ideological-political education in the New Era.

On the New Era and the new journey, ideological-political course construction faces new situations and new tasks. Only by upholding the fundamental truth of Marxism can we avoid losing our way and committing subversive errors, distinguish right from wrong, good from evil, and consolidate the foundation for the connotative development of ideological-political course construction.

新时代新征程，思政课建设面临新形势新任务，只有守马克思主义真理之正，才能不迷失方向、不犯颠覆性错误，才能明辨是非善恶，夯实思政课建设内涵式发展根基。

Adhering to the correct political direction. Schools are the front line of ideological work. Ideological-political course construction must uphold the guiding position of Marxism, uphold the fundamental system of Marxism’s guiding position in the ideological domain, unswervingly use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to forge souls and educate people, comprehensively implement the Party’s educational policy, firmly grasp the political attributes of education, and safeguard national ideological security. In the New Era, upholding the fundamental truth of Marxism requires adhering to the correct political direction, giving full play to the political guidance function of ideological-political courses, deepening students’ political identity, especially their identification with the Party and the state; guiding students to comprehend Marxism, especially the power of adapting Marxism to the Chinese context and the needs of the times and the wisdom of the Chinese Communist Party in governing the country; guiding students to learn the worldview and methodology contained in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and to integrate them thoroughly, using them to enhance their own ability to solve problems. Use truth to arm the mind, guide practice, and truly master the fundamental skills of Marxism.

坚持正确的政治方向。学校是意识形态工作的前沿阵地，思政课建设必须坚持马克思主义指导地位，坚持马克思主义在意识形态领域指导地位的根本制度，坚定不移用习近平新时代中国特色社会主义思想铸魂育人，全面贯彻党的教育方针，牢牢把握教育的政治属性，维护国家意识形态安全。新时代守马克思主义真理之正，就必须坚持正确的政治方向，充分发挥思政课的政治引导功能，深化学生的政治认同，尤其是对党和国家的认同；引导学生感悟马克思主义，尤其是中国化时代化马克思主义的力量和中国共产党治国理政的智慧；引导学生学习习近平新时代中国特色社会主义思想所蕴含的世界观和方法论并能融会贯通，运用其提升自身解决问题的能力。用真理去武装头脑，指导实践，把马克思主义看家本领真正学到手。

The Chinese Communist Party has always attached great importance to ideological and political work and ideological work, making many important deployments for ideological and political work in various historical periods of revolution, construction, and reform and opening up. The series of regular understandings and successful experiences formed by the Party in ideological and political work over a long period provide important guidance for upholding fundamental principles and breaking new ground in ideological-political course construction in the New Era. In the New Era, upholding the fundamental truth of Marxism requires adhering to the Party’s overall leadership over ideological-political course construction. Party committees (Party groups) at all levels should place ideological-political course construction on their important agendas, regard ideological-political course construction as the top priority in educational work, and take strengthening and improving ideological-political courses as the political responsibility of Party organizations at all levels.

坚持党对思政课建设的全面领导。“办好中国的事情，关键在党”，坚持党对思政课建设的全面领导是推动思政课建设内涵式发展的根本保证。中国共产党历来高度重视思想政治工作和意识形态工作，在革命、建设和改革各个历史时期都对思想政治工作作出许多重要部署。党长期以来在思想政治工作中形成的一系列规律性认识和成功经验，为新时代思政课建设守正创新提供了重要遵循。新时代守马克思主义真理之正，就必须坚持党对思政课建设的全面领导，各级党委（党组）应把思政课建设摆上重要议程，将思政课建设作为教育工作的重中之重，把加强和改进思政课作为各级党组织的政治责任。

Ideological-political courses are key courses for implementing the fundamental task of fostering virtue and nurturing people. Ideological-political courses play the role of the main channel and main front in solving the fundamental question of “what kind of people to cultivate, how to cultivate them, and for whom to cultivate them.” Ideological-political courses should not only focus on the output of theoretical knowledge but also attach importance to value leadership, embedding values in knowledge transmission, condensing knowledge foundations in value dissemination, and strengthening value guidance in knowledge transmission. In the New Era, upholding the fundamental truth of Marxism requires adhering to the value orientation of fostering virtue and nurturing people, promoting the normalization and institutionalization of ideal and belief education, and improving the institutional mechanism for cultivating and practicing the core socialist values. By giving full play to the value leadership function of ideological-political courses, we should strengthen students’ ideals and beliefs, cultivate their feelings for the family and the country, shape students’ moral qualities and value orientations with the core socialist values, and strive to cultivate more new-era talents who reassure the Party, are patriotic and dedicated, and bear the heavy responsibility of the great rejuvenation of the Chinese nation.

坚持以立德树人根本任务为导向。思政课是落实立德树人根本任务的关键课程。思政课在解决好“培养什么人、怎样培养人、为谁培养人”这一根本问题上发挥着主渠道、主阵地的作用。思政课既要注重理论知识的输出，还要重视价值引领，寓价值观于知识传授中，在价值传播中凝聚知识底蕴，在知识传授中强化价值引导。新时代守马克思主义真理之正，就必须坚持立德树人价值导向，推动理想信念教育常态化制度化，完善培育和践行社会主义核心价值观制度机制。通过充分发挥思政课的价值引领功能，坚定学生的理想信念，厚植学生的家国情怀，用社会主义核心价值观塑造学生的道德品质和价值取向，努力培养出更多让党放心、爱国奉献、担当民族复兴重任的时代新人。

Promoting reform and innovation in ideological-political courses should adhere to the “Eight Unities”[n] as the guide, continuously enhance the ideological nature, theoretical nature, affinity, and pertinence of ideological-political courses, turn ideological-political courses into high-quality courses that forge souls, educate people, foster virtue, and nurture people, and use the reform and innovation of ideological-political courses to help continuously improve course quality.

推动思政课改革创新，应坚持以“八个相统一”为导向，不断增强思政课的思想性、理论性和亲和力、针对性，把思政课办成铸魂育人、立德树人的优质课程，以思政课的改革创新助力课程质量的不断提升。

Advancing in sync with the Party’s innovative theories, deepening content interpretation. Ideological-political course construction should not only follow the general laws of course construction, building a course and textbook system with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the core content, but also advance in sync with the Party’s theoretical innovation and its armed education. Using the latest achievements of the Party’s innovative theories to arm young students is an inherent requirement for implementing the task of fostering virtue and nurturing people. Therefore, it is necessary to continuously promote the comprehensive penetration and organic integration of the Party’s innovative theories into ideological-political classrooms, leading ideological-political course teaching to keep pace with the times, and using the Party’s innovative theories to promote the constant renewal of ideological-political courses, such as deeply promoting the integration of the spirit of the Third Plenary Session of the 20th Central Committee of the CPC into ideological-political courses. The essence of ideological-political courses is to explain principles. Principles must be explained deeply, thoroughly, and vividly, strengthening the academic interpretation of the Party’s innovative theories, insisting on combining explaining principles with telling stories, combining abstract concepts with vivid cases, telling China’s stories well, telling the Chinese Communist Party’s stories well, telling the New Era’s stories well, and giving full play to the key role of ideological-political courses in forging souls and educating people.

推进与党的创新理论同步，深化内容阐释。思政课建设既要遵循课程建设的一般规律，构建以习近平新时代中国特色社会主义思想为核心内容的课程教材体系，又要与党的创新理论武装同步推进。用党的创新理论最新成果武装青年学生，是落实立德树人任务的应有之义。因此，必须持续推进党的创新理论全面贯穿、有机融入思政课堂，引领思政课教学与时俱进，以党的创新理论推进思政课常讲常新，如深入推动党的二十届三中全会精神融入思政课。思政课的本质是讲道理，要把道理讲深讲透讲活，加强对党的创新理论的学理阐释，坚持讲道理与讲故事相结合、抽象概念与生动案例相结合，讲好中国故事、讲好中国共产党故事、讲好新时代故事，充分发挥好思政课铸魂育人的关键作用。

Expanding new online fronts, innovating teaching methods. Focusing on the reform and innovation of school ideological-political courses, it is necessary to actively adapt to the trend of networking and informatization, using network information technology to empower the reform and innovation of ideological-political courses. Ideological-political course teachers should change their teaching concepts and methods, use new media, new technologies, and new tools to tap high-quality online teaching resources, continuously enrich ideological-political teaching resources, and strengthen the construction of online ideological-political fronts. In teaching practice, digital technologies such as augmented reality (AR), virtual reality (VR), and mixed reality (MR) should be integrated into ideological-political classrooms, presenting vivid stories and scenes before students’ eyes. By creating more immersive ideological-political classrooms, the vividness and effectiveness of ideological-political courses can be improved.

拓展网络新阵地，创新教学方式。聚焦学校思政课改革创新，必须主动适应网络化、信息化的时代趋势，利用网络信息技术赋能思政课改革创新。思政课教师应转变教学理念和教学方式，运用新媒体、新技术、新工具挖掘优质网络教学资源，不断丰富思政教学资源，加强网络思政阵地建设。在教学实践中，将增强现实（AR）、虚拟现实（VR）、混合现实（MR）等数字技术融入思政课堂，使一个个鲜活的故事、场景展现在学生眼前，通过打造更多沉浸式思政课堂，提高思政课堂的生动性和实效性。

Optimizing new teaching relationships, giving play to the main role. Promote the transformation of teaching relationships from the traditional teacher-centered model to the unity of teacher leadership and student subjectivity. Ideological-political course teachers should give full play to students’ subjective role, stimulate students’ endogenous motivation for learning and growth, strengthen students’ political identity, ideological identity, theoretical identity, and emotional identity, and enhance students’ autonomy and initiative in participating in the classroom. Change the past situation where one-way knowledge transmission and value indoctrination could not fully meet students’ learning needs. Ideological-political course teachers should attach importance to heuristic education, guide students to discover problems, analyze problems, and think about problems, so that students’ learning methods change from passive listening to active thinking and observation, enhancing students’ sense of gain in ideological-political courses.

优化教学新关系，发挥主体作用。推动教学关系由传统的教师主体转向教师主导与学生主体相统一。思政课教师应充分发挥学生的主体性作用，激发学生学习成长的内生动力，强化学生的政治认同、思想认同、理论认同、情感认同，提升学生参与课堂的自主性和能动性。改变过去单向的知识传授和价值灌输并不能完全满足学生学习需求的状况，思政课教师应重视启发式教育，引导学生发现问题、分析问题、思考问题，使学生的学习方式从被动听讲变为主动思考观察，增强学生在思政课中的获得感。

On the basis of following the laws of ideological and political work, laws of education and teaching, laws of disciplinary development, laws of student growth, and laws of talent cultivation, ideological-political course construction should also continuously strengthen problem awareness, enhance the academic value of the ideological and political education discipline, shape a disciplinary interpretation system with originality and explanatory power, continuously deepen the theoretical support for ideological-political courses, enhance the educational confidence and disciplinary confidence of ideological-political courses, and promote the high-quality development of the ideological and political education discipline.

遵循发展新规律，增强学科自信。思政课建设在遵循思想政治工作规律、教育教学规律、学科发展规律、学生成长规律和人才培养规律的基础上，还要不断强化问题意识，以提升思想政治教育学科的学术含金量，塑造具有原创性和解释力的学科阐释体系，不断深化思政课的学理支撑，增强思政课的育人底气和学科自信，推动思想政治教育学科高质量发展。

构建“大思政课”育人新格局，开辟思政课建设内涵式发展新境界

Promoting the connotative development of ideological-political course construction by upholding fundamental principles and breaking new ground should combine the characteristics of the New Era, take education as the center, involve close cooperation among multiple subjects and coordinated efforts from multiple aspects. Party committees (Party groups) at all levels should establish a new model of Party committee leadership and joint management, use “Grand Ideological-Political Courses” to expand a new pattern of comprehensive education, and achieve all-staff, whole-process, all-round education.

守正创新推动思政课建设内涵式发展应结合新时代特点，以育人为中心，多主体密切合作、多方面协同发力，各级党委（党组）建立起党委领导、齐抓共管的新模式，以“大思政课”拓展全面育人新格局，实现全员全程全方位育人。

Adhering to running ideological-political courses with an open door, building a new educational environment. Build “traditional small classrooms + online new classrooms + social big classrooms,” constructing a comprehensive educational new environment that coordinates in-class and out-of-class activities, links inside and outside schools, and integrates online and offline. It is necessary to promote the integration of ideological-political course practice teaching with student social practice activities, volunteer service activities, and campus cultural construction, offering “walking ideological-political courses,” and also make full use of new online education platforms to enhance the ability of ideological-political courses in practical education and online education. Allow students to achieve learning, thinking, comprehension, and practice through personal experience, guiding students to shift from “knowledge and intention” to “knowledge, emotion, intention, and action.”

坚持开门办思政课，构筑育人新环境。搭建“传统小课堂+网络新课堂+社会大课堂”，构筑课内课外协同、校内校外联动、线上线下融合的全面育人新环境。既要推动思政课实践教学与学生社会实践活动、志愿服务活动、校园文化建设结合，上好“行走的思政课”，又要充分利用好网络育人新平台，提升思政课实践育人和网络育人的能力。让学生在亲身体验中实现学思践悟，引导学生从“知、意”转向“知、情、意、行”。

Advance integrated construction and forge a new synergy for education. Adhere to the combination of vertical articulation and horizontal integration, promote the integrated reform and innovation of ideological and political courses in universities, middle schools and primary schools, advance the construction of an integrated community for ideological and political courses in universities, middle schools and primary schools, and accelerate the connotative development of ideological and political courses in universities, middle schools and primary schools. Offer ideological and political courses in a progressive and spiraling manner across universities, middle schools and primary schools, pay attention to the characteristics of students at different stages, follow the growth patterns of students at different stages, truly teach students in accordance with their aptitude and individual circumstances, and make ideological and political courses more targeted. Strengthen communication and exchange among teachers of ideological and political courses at different stages, pay attention to the distribution and differences of knowledge points in textbooks for different stages, accurately grasp the relationship between the content and logic of textbooks for different stages, clarify the functions of teachers at each stage, and thus effectively form a new synergy for education.

推进一体化建设，凝聚育人新合力。坚持纵向衔接与横向贯通相结合，推进大中小学思政课一体化改革创新，推动大中小学思政课一体化共同体建设，加快大中小学思政课内涵式发展。在大中小学循序渐进、螺旋上升地开设思政课，注重不同学段学生的特点，遵循不同学段学生的成长规律，真正做到因材施教、因人施教，使思政课更具针对性。加强不同学段思政课教师的交流沟通，关注不同学段教材在知识点上的分布与差异，准确把握不同学段教材内容与逻辑的关系，明确各学段教师职能，以切实形成育人新合力。

Tap into ideological and political resources and expand new horizons for education. On the basis of firmly grasping the main front and main channel of ideological and political courses, ideological and political courses should focus on extending the classroom and broadening the horizons of education. First, based on the actual conditions of each locality, comprehensively tap into and integrate local historical and cultural resources with ideological and political elements, highlight regional characteristics, and make ideological and political courses more "down-to-earth"; second, tap into ideological and political resources from other courses and teaching methods, promote the alignment and coordinated education of professional courses and ideological and political courses, such as adhering to the combination of ideological and political courses plus course-based ideological and political education [3]3 "Course-based ideological and political education" (课程思政) refers to the integration of ideological and political education elements into all non-specialized courses, as distinct from dedicated "ideological and political courses" (思政课).; third, tap into ideological and political resources from social life, integrate vivid and lively stories of the times into daily teaching, and continuously enhance the appeal and attractiveness of ideological and political courses.

挖掘思政资源，拓展育人新视野。思政课应在抓好思政课主阵地主渠道的基础上，注重课堂延伸，拓宽育人视野。一是立足各地实际，全方位挖掘、整合各地历史文化资源与思政元素，突出地域特色，使思政课更加“接地气”；二是从其他课程和教学方式中挖掘思政资源，推动专业课与思政课同向同行、协同育人，如坚持思政课程+课程思政相结合；三是从社会生活中挖掘思政资源，将鲜活生动的时代故事融入日常教学，持续提升思政课的感染力和吸引力。

Strengthen the construction of the teaching force and enhance new capabilities for education. "The key to running ideological and political courses well lies in the teachers." The enthusiasm, initiative and creativity of teachers of ideological and political courses directly determine the quality of the connotative development of ideological and political course construction and the effect of comprehensive education. The "Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese-Path Modernization" [4]4 This decision was adopted at the Third Plenary Session of the 20th Central Committee of the CPC in July 2024. proposes: enhance teachers' ability to teach and educate, improve the long-term mechanism for the construction of teacher ethics and professional conduct, and deepen the reform of the education evaluation system. On the one hand, teachers of ideological and political courses themselves should speak of Marxism when in the field of Marxism, speak of the Party when in the Party, firmly uphold the Marxist faith, enhance their ability to educate, both comprehensively improve their own professional quality to become "classroom teachers" (经师) who impart knowledge and truth, and become "human teachers" (人师) who cultivate moral character. On the other hand, relevant departments should improve the management mechanism for the team of ideological and political course teachers. Highlight a teaching-first evaluation system, improve the training and cultivation mechanism for the team of ideological and political course teachers, establish project funding platforms, encourage and support teachers to actively participate in social practice, and continuously improve teachers' teaching level and comprehensive ability.

加强教师队伍建设，强化育人新本领。“办好思政课关键在教师”。思政课教师的积极性、主动性和创造性直接决定着思政课建设内涵式发展的质量和全面育人的效果。《中共中央关于进一步全面深化改革、推进中国式现代化的决定》提出：提升教师教书育人能力，健全师德师风建设长效机制，深化教育评价改革。一方面，思政课教师自身应在马言马，在党言党，坚定马克思主义信仰，增强育人本领，既要全面提升自身的专业素养，做传道授业的“经师”，又要做涵养德行的“人师”。另一方面，相关部门应健全思政课教师队伍管理机制。突出教学优先的评价体系，完善思政课教师队伍培养培训机制，创设项目资助平台，鼓励并支持教师积极参与社会实践，不断提高教师的教学水平和综合能力。
