It is very necessary to offer ideological and political theory courses in a progressive and spiraling manner in universities, middle schools, and primary schools. It is an important guarantee for cultivating generation after generation of socialist builders and successors. It is necessary to give full play to the role of universities as highlands for scientific research and theoretical interpretation, continuously establish and improve a philosophical and social science discourse system with Chinese characteristics, and create high-quality, distinctive, and replicable “golden courses” of ideological and political education. Strengthen the ability to use digital technology, break the physical barriers and technical barriers between the integration of ideological and political courses in universities, middle schools, and primary schools, and realize the co-construction and sharing of educational and teaching resources. Accurately analyze the ideological dynamics and emotional changes of young people, scientifically depict the factor map affecting their ideological and moral level, optimize the design of course content and teaching methods in universities, middle schools, and primary schools, and further enhance the practical effectiveness of ideological and political education.

深入推进大中小学思想政治教育一体化建设。习近平总书记强调，“坚持改革创新，推进大中小学思想政治教育一体化建设，提高思政课的针对性和吸引力”。思想政治教育的主体涉及社会、学校、教师、家庭等，高质量推进大中小学思想政治教育一体化建设并非各学段工作的简单叠加，而是一项目标统一、要素共振、衔接精密、成风化人的系统工程。在大中小学循序渐进、螺旋上升地开设思想政治理论课非常必要，是培养一代又一代社会主义建设者和接班人的重要保障。必须发挥大学科学研究与理论阐释高地作用，不断建立健全具有中国特色的哲学社会科学话语体系，打造高质量、有特色、可推广的思政金课。强化运用数字技术本领能力，打破大中小学思政课一体化之间的物理隔阂与技术壁垒，实现教育教学资源共建共享。精准分析青少年思想动态与情感变化，科学刻画影响其思想品德水平的要素图谱，优化大中小学课程内容设计与教学方式，进一步提升思想政治教育的实践效度。

High-quality advancement of the reform and innovation of “great ideological and political courses.” Accelerating the extension from “small ideological and political classrooms” to “big social classrooms” is inseparable from building a high-quality resource platform that draws on the strengths of all, has clear functions, complementary advantages, and digital empowerment. It is necessary to make full use of carriers such as the National Smart Education Public Service Platform, actively organize experts and scholars in various aspects of ideological and political work, jointly develop an integrated educational resource library, and effectively broaden the coverage of integrated educational resources for great ideological and political courses. Closely follow the field areas where young people’s ideological activities are currently more active, keep a close watch on contradictions and problems, have the courage to struggle against erroneous trends of thought, and improve the mechanism for the joint management of ideal and belief education for young people. Pay attention to using successful cases of great changes in the New Era, and transform the tremendous changes that have occurred in various regions and fronts across the country since the New Era into vivid cases that strengthen the ideological and political guiding force. Red resources are the precious spiritual wealth accumulated by the Communist Party of China during the periods of revolution, construction, and reform. It is necessary to deeply explore red resources, actively create high-quality boutique courses, extensively carry out propaganda and education on socialism with Chinese characteristics and the Chinese Dream, promote the national spirit and the spirit of the times, strengthen education on patriotism, collectivism, and socialism, guide the broad masses of young people to firmly establish ideals and beliefs and supplement their spiritual calcium, and truly and consciously integrate patriotic feelings, the aspiration to strengthen the country, and the action of serving the country into the great practice of comprehensively advancing the construction of a strong country and the great cause of national rejuvenation.

高质量推进“大思政课”改革创新。加快推动“思政小课堂”向“社会大课堂”的延伸，离不开打造博采众长、功能清晰、优势互补、数字赋能的高质量资源平台。必须充分利用国家智慧教育公共服务平台等载体，积极组织各方面思想政治工作专家学者，共同开发一体化教育资源库，有力拓宽大思政课一体化育人资源覆盖范围。紧跟当下青少年思想活动较为活跃的场域范围，盯紧矛盾问题，勇于斗争错误思潮，完善青少年理想信念教育齐抓共管机制。注重运用新时代伟大变革成功案例，将新时代以来全国各地各条战线发生的巨大变化，转化成强化思政引领力的鲜活案例。红色资源是中国共产党在革命、建设、改革时期积淀下来的宝贵精神财富。必须深挖红色资源，积极打造高质量精品课程，广泛开展中国特色社会主义和中国梦宣传教育，弘扬民族精神和时代精神，加强爱国主义、集体主义、社会主义教育，引导广大青少年坚定理想信念、补足精神之钙，真正把爱国情、强国志、报国行自觉融入全面推进强国建设、民族复兴伟业的伟大实践之中。
