Intensifying and deepening the activation and utilization of red resources in the education of Party cadres in the New Era, and promoting Party cadres to better fulfill their duties and shoulder their missions, is an important topic in the education of Party cadres in the New Era. General Secretary Xi Jinping emphasized: “We must do a good job of studying the Party’s history and the history of New China, make good use of red resources, enhance the effectiveness of Party spirit education, and enable the vast number of Party members and cadres to uphold their original aspiration and founding mission and shoulder their responsibilities while receiving red education, and vigorously advance the great cause for which the revolutionary martyrs fought and sacrificed.” [1]1 This is a quotation from General Secretary Xi Jinping, often cited in Party education materials. Since the 18th National Congress of the CPC, the Party Central Committee has attached great importance to deepening the activation and utilization of red resources. The “Regulations on the Work of Party History Study and Education” issued on February 5, 2024, made institutional provisions for this. [2]2 The “Regulations on the Work of Party History Study and Education” is an intra-Party regulation issued by the Central Committee of the CPC, institutionalizing the study of Party history.

加大和深化红色资源在新时代党员干部教育中的活化利用，推动党员干部更好履职尽责和肩负使命，是新时代党员干部教育的重要课题。习近平总书记强调：“要抓好党史、新中国史的学习，用好红色资源，增强党性教育实效，让广大党员、干部在接受红色教育中守初心、担使命，把革命先烈为之奋斗、为之牺牲的伟大事业奋力推向前进。”党的十八大以来，党中央高度重视深化红色资源的活化利用，2024年2月5日印发的《党史学习教育工作条例》对此作了制度性规定。

Red resources are the precious wealth formed by the Communist Party of China in leading revolution, construction, and reform. They include revolutionary sites, memorial venues, cultural relics and documents, as well as the heroic deeds and lofty spirit of martyrs and model figures. They possess rich historical connotations and contemporary value in the education of Party cadres. Vigorously strengthening the protection, utilization, and research of red resources will provide richer and more diverse educational resources for the education of Party cadres in the New Era.

红色资源是中国共产党领导革命、建设和改革过程中形成的宝贵财富，包括革命遗址、纪念场馆、文物文献以及先烈英模的英勇事迹、崇高精神等，在党员干部教育中具有丰富的历史内涵和时代价值。大力加强对红色资源的保护、利用和研究，将为新时代党员干部教育提供更加丰富和多样的教育资源。

I. Expand the Function of Red Resources in Ideological and Political Education for Party Cadres

一、拓展红色资源在党员干部教育中的思想政治教育功能

Red resources are a vivid vehicle for carrying out ideological and political education. Intensifying and deepening the activation and utilization of red resources in the education of Party cadres can further promote the ideological and political education of Party cadres. Through in-depth study of red resources, Party cadres can not only understand the content of the Communist Party of China’s ideological line, political line, and organizational line, and deeply grasp the Party’s theoretical system and ideological essence, but also gain an in-depth understanding of the Party’s glorious history and fine traditions. They will deeply recognize that the red political power was hard-won, that New China was hard-won, and that socialism with Chinese characteristics was hard-won, and deeply understand why the Communist Party of China “can,” why Marxism “works,” and why socialism with Chinese characteristics “is good.” This profound recognition can strengthen Party cadres’ consciousness and initiative, firm their beliefs, and enhance their confidence.

红色资源是开展思想政治教育的生动载体。加大和深化红色资源在党员干部教育中的活化利用，可以进一步推动党员干部的思想政治教育。通过深入学习红色资源，党员干部不仅可以了解中国共产党的思想路线、政治路线、组织路线等方面的内容，深入领会党的理论体系和思想精髓，而且能够深入了解党的光辉历程和优良传统，深刻认识到红色政权来之不易、新中国来之不易、中国特色社会主义来之不易，深刻理解中国共产党为什么“能”、马克思主义为什么“行”、中国特色社会主义为什么“好”。这种深刻认识能够强化党员干部的自觉意识和主动精神，坚定信仰、增强信心。

弘扬革命精神，锤炼党性修养。红色资源中蕴含的艰苦奋斗、勇于牺牲、无私奉献等革命精神，是锤炼党员干部党性修养的重要教材。通过学习红色资源，党员干部能够深刻感受到先烈英模的崇高理想和坚定信念，自觉传承红色基因，从中汲取精神养分，增强党性观念，提高政治觉悟，不断锤炼忠诚干净担当的政治品格。

The large number of vivid cases concerning Party-mass relations and military-civilian relations in red resources provides fresh teaching materials for Party cadres to strengthen their sense of purpose and maintain close ties with the masses. By studying these resources, Party cadres can deeply understand the fundamental purpose of “serving the people wholeheartedly,” more consciously practice the mass line, effectively solve the fundamental questions of “for whom, relying on whom, and who I am,” better listen to the voices of the masses, care about their hardships, solve their difficulties, and further strengthen Party-mass relations.

强化宗旨意识，密切联系群众。红色资源中大量关于党群关系、军民关系的生动案例，为党员干部强化宗旨意识、密切联系群众提供了鲜活教材。通过学习这些资源，党员干部能够深刻理解“全心全意为人民服务”的根本宗旨，更加自觉地践行群众路线，切实解决好“为了谁、依靠谁、我是谁”的根本问题，更好地倾听群众呼声、关心群众疾苦、解决群众困难，进一步密切党群关系。

Establish correct values and lead social trends. The core socialist values advocated by red resources provide important guidance for Party cadres to establish a correct worldview, outlook on life, and value system. By utilizing red resources to carry out study, Party cadres can deeply understand the profound connotation and practical requirements of the core socialist values, thereby consciously practicing them in daily life, achieving consistency in words and deeds, and unity of inner thought and outer behavior. At the same time, the exemplary and leading role of Party cadres can also drive the entire society to form good moral trends and value pursuits.

树立正确价值观，引领社会风尚。红色资源所倡导的社会主义核心价值观，为党员干部树立正确的世界观、人生观、价值观提供了重要指引。通过利用红色资源开展学习，党员干部能够深刻理解社会主义核心价值观的深刻内涵和实践要求，从而在日常生活中自觉践行，做到言行一致、表里如一。同时，党员干部的示范引领作用还能带动整个社会形成良好的道德风尚和价值追求。

II. Optimize the Practical Function of Red Resources in the Education of Party Cadres

二、优化红色资源在党员干部教育中的实践功能

Red resources are spiritual symbols in the process of the Communist Party of China leading the people to create miracles on earth. Intensifying and deepening the activation and utilization of red resources in the education of Party cadres can deeply promote the practical training of Party cadres. The practical experience contained in red resources and its corresponding spiritual expression are important references for the practical training of Party cadres in the New Era. Through zero-distance contact with red resources, Party cadres can truly understand the practical process of the Communist Party of China and its experiences and lessons, and deeply grasp the specific application and implementation effects of the Party’s line, principles, and policies in practice. At the same time, the methods of thinking contained in red resources, such as hard struggle, emancipating the mind, and seeking truth from facts, can also provide methodological inspiration and spiritual strength support for the practical training of Party cadres.

红色资源是中国共产党带领人民群众创造人间奇迹过程中的精神标志，加大和深化红色资源在党员干部教育中的活化利用，可以深入推动党员干部的实践锻炼。红色资源中所蕴含的实践经验及其相应的精神表达，是新时代党员干部实践锻炼的重要参考。通过零距离接触红色资源，党员干部可以真切了解中国共产党的实践历程及其经验教训，深入领会党的路线方针政策在实践中的具体运用和实施效果。同时，红色资源中蕴含的艰苦奋斗、解放思想、实事求是等思想方法，也可以为党员干部的实践锻炼提供思维方法启示和精神力量支撑。

Innovate methods and approaches to improve educational effectiveness. Innovating the methods and approaches of using red resources in the education of Party cadres is conducive to improving the effectiveness of education. On-site teaching can be carried out through field visits to revolutionary sites, memorial venues, etc., allowing Party cadres to immerse themselves in the spiritual outlook of the martyrs and model figures who sacrificed their lives, advanced wave upon wave, struggled hard, and selflessly dedicated themselves. Using historical events and character stories from red resources, scenario simulation teaching can be designed, allowing Party cadres to respond to various challenges and difficulties in a simulated environment, exercising their decision-making ability, adaptability, and teamwork ability. Using the internet and integrated media platforms, distance education and self-study can be carried out by offering red culture courses and producing red culture film and television works. Red culture elements can be integrated into Party lessons, lectures, and other activities for thematic education. These diverse educational methods can enhance Party cadres’ sense of immersion and situational awareness, stimulate their learning interest and motivation, and improve the pertinence and effectiveness of education.

创新方式方法，提高教育实效。在党员干部教育中创新运用红色资源的方式方法，有利于提高教育的效果。可通过实地参观革命遗址、纪念场馆等方式开展现场教学，让党员干部身临其境地感受先烈英模们舍生忘死、前赴后继、艰苦奋斗、无私奉献的精神风貌；利用红色资源中的历史事件和人物故事，设计情景模拟教学，让党员干部在模拟的环境中应对各种挑战和困难，锻炼他们的决策能力、应变能力和团队协作能力；利用互联网和融媒体平台开设红色文化课程、制作红色文化影视作品等方式进行远程教育和自主学习；将红色文化元素融入党课、讲座等活动中进行专题教育。这些多样化的教育方式能够增强党员干部的代入感、情境感，激发他们的学习兴趣和动力，提高教育的针对性和实效性。

Advocate volunteer service and practice the red spirit. Advocating Party cadres to actively participate in volunteer services for the development and utilization of red resources and practice the red spirit is an important part of the education of Party cadres in the New Era. Party cadres are encouraged to drive and influence their family members and those around them to actively participate in red culture volunteer service activities, such as serving as red culture docents or red culture communication volunteers, to practice and comprehend the red spirit through concrete actions and inherit red culture. This type of volunteer service activity not only allows Party cadres to grow their talents, temper their character, display their image, and mobilize the masses in service, but also further deepens their understanding and identification with red culture.

倡导志愿服务，践行红色精神。倡导党员干部积极参与开发利用红色资源的志愿服务，践行红色精神，是新时代党员干部教育的重要内容。鼓励党员干部带动影响家人和身边人积极参与红色文化志愿服务活动，如担任红色文化讲解员、红色文化传播志愿者等角色，以实际行动践悟红色精神，传承红色文化。这种志愿服务活动不仅能够让党员干部在服务中增长才干、锤炼品格、展示形象、带动群众，还能够进一步加深他们对红色文化的理解和认同。

Promote integrated development and expand practice platforms. By building high-quality red tourism routes, creating red culture IPs, and other means, the development of red resources can be combined with red culture education. Party cadres can be organized to carry out in-depth red culture study tours, encouraging them to consciously pay attention to and promote local red resources. At the same time, Party cadres are encouraged to use the educational function of red tourism scenic spots to carry out Party spirit education, revolutionary tradition education, and the inheritance of good family traditions and family values, creating a “red classroom at the doorstep” and a “red stage that never ends.” This integrated development model can not only expand the influence and coverage of red culture but also provide richer and more vivid educational resources and practice platforms for the education of Party cadres nearby.

推动融合发展，拓展实践平台。可以通过建设红色旅游精品线路、打造红色文化IP等方式，将红色资源开发与红色文化教育相结合，组织党员干部开展红色文化深度游学活动，激励党员干部自觉关注和宣传本地红色资源。同时，鼓励党员干部利用红色旅游景区的育人功能开展党性教育、革命传统教育、传承优良家风家教等活动，打造“家门口的红色课堂”“永不落幕的红色舞台”。这种融合发展模式不仅能够扩大红色文化的影响力和覆盖面，还能够为党员干部教育就近提供更加丰富、生动的教育资源和实践平台。

III. Enrich the Cultural Dissemination Function of Red Resources in the Education of Party Cadres

三、丰富红色资源在党员干部教育中的文化传播功能

Red resources not only have rich historical value but also high cultural value. Intensifying and deepening the activation and utilization of red resources in the education of Party cadres can enhance Party cadres’ historical and cultural literacy and cultural dissemination ability. By exploring red resources, Party cadres can not only understand the Communist Party of China’s history of unremitting struggle, history of fearless sacrifice, history of theoretical exploration, history of benefiting the people, and history of self-construction, and deeply recognize the original aspiration and founding mission of the Communist Party of China, but also help them pay more attention to humanistic care and cultural inheritance in their work, promoting the flourishing development of socialist culture.

红色资源不仅具有丰富的历史价值，还具有很高的文化价值。加大和深化红色资源在党员干部教育中的活化利用，可以增强党员干部的历史文化素养、文化传播能力。通过探究红色资源，党员干部不仅可以了解中国共产党的不懈奋斗史、不怕牺牲史、理论探索史、为民造福史、自身建设史，深刻认识中国共产党的初心和使命，而且有助于在工作中更加注重人文关怀和文化传承，推动社会主义文化繁荣发展。

Inherit excellent culture and enhance cultural grounding. On the one hand, red resources are the precious spiritual wealth accumulated by the Communist Party of China in long-term practice, containing rich historical and cultural information and revolutionary spirit. On the other hand, red resources are the product of the organic integration of China’s excellent traditional culture and revolutionary culture, embodying the spiritual pursuits and value orientations of the Chinese nation. Through systematic study and in-depth exploration of red resources, Party cadres can greatly enrich their cultural horizons, continuously enhance their own cultural grounding in the process of understanding history and inheriting culture, and thereby deeply comprehend the great spirit of firm faith, courageous sacrifice, and selfless dedication of the martyrs and model figures, so as to internalize these excellent traditions in the mind and externalize them in action.

传承优秀文化，提升文化底蕴。一方面，红色资源是中国共产党在长期实践中积累的宝贵精神财富，蕴含着丰富的历史文化信息和革命精神。另一方面，红色资源是中华优秀传统文化和革命文化有机结合的产物，蕴含着中华民族的精神追求和价值取向。通过系统学习和深入探究红色资源，党员干部能够极大丰富文化视野，在理解历史、传承文化的过程中不断提升自身的文化底蕴，进而深刻领会先烈英模们坚定信仰、勇于牺牲、无私奉献的伟大精神，从而将这些优秀传统内化于心、外化于行。
