Advancing the High-Quality Integration of the Spirit of the 20th National Congress of the CPC into Ideological and Political Theory Courses in Universities, Middle Schools and Primary Schools

The spirit of the 20th National Congress of the CPC is rich in content and significant in meaning; it is the crystallization of the wisdom of the Party and the people. Studying, propagating and implementing the spirit of the 20th National Congress of the CPC is the primary political task for the entire Party and the whole country for the current period and a period to come, and it is even more the top priority in the teaching of ideological and political theory courses (hereinafter referred to as “ideological and political courses”) in universities, middle schools and primary schools. To accurately understand and grasp the spirit of the 20th National Congress of the CPC and to advance its high-quality integration into ideological and political courses in universities, middle schools and primary schools, we need to accurately understand and grasp the content to be integrated, scientifically apply methods, and effectively enhance the practical results of the spirit of the 20th National Congress of the CPC entering textbooks, entering classrooms, and entering students’ minds.

党的二十大精神内涵丰富、意义重大，是党和人民智慧的结晶。学习宣传贯彻党的二十大精神是当前和今后一个时期全党全国的首要政治任务，更是大中小学思想政治理论课（以下简称“思政课”）教学的重中之重。准确理解把握党的二十大精神并高质量推进其融入大中小思政课，我们需准确理解把握融入内容，科学运用方法，切实提升党的二十大精神进教材、进课堂、进学生头脑的实际成效。

I. What to Integrate: The Main Content of the Integrated Integration of the Spirit of the 20th National Congress of the CPC into Ideological and Political Courses in Universities, Middle Schools and Primary Schools

一、以何融入：党的二十大精神一体化融入大中小学思政课的主要内容

“Ideological and political courses are the key courses for carrying out the fundamental task of fostering virtue through education.” [1]1 This is a quotation from a speech by Xi Jinping at a symposium for teachers of ideological and political theory courses in schools, held on March 18, 2019. To advance the high-quality integration of the spirit of the 20th National Congress of the CPC into ideological and political courses in universities, middle schools and primary schools, and to interpret and transmit the Party’s latest theoretical achievements to young students in a timely manner, teachers of ideological and political courses bear a heavy responsibility and have an unshirkable duty. However, for the student groups in universities, middle schools and primary schools, what should be taught and what should be emphasized should differ to some extent from other learning groups. Combining the report of the 20th National Congress of the CPC, the important expositions of General Secretary Xi Jinping, and the relevant requirements of the Central Committee on studying, propagating and implementing the spirit of the 20th National Congress of the CPC, as well as factors such as the educational goals of universities, the stages of student growth and cognitive abilities, the main content should include the following eight aspects.

“思政课是落实立德树人根本任务的关键课程。”[1]高质量推进党的二十大精神融入大中小学思政课，为广大青年学生第一时间解读、传递党的最新理论成果，思政课教师责任重大，责无旁贷。但对大中小学在校学生群体，应该讲什么、重点讲什么应与其他学习群体存在一定差异。结合党的二十大报告、习近平总书记的重要论述以及中央关于学习宣传贯彻党的二十大精神相关要求，以及高校育人目标、学生成长阶段和认知能力等要素，主要应包括以下八方面的内容。

(1) The Great Significance of the 20th National Congress of the CPC

The spirit of the 20th National Congress of the CPC is very rich in content, encompassing both political foresight and profound theoretical thinking, as well as scientific goal-setting and strategic deployment in work. [2]2 This is a paraphrase of a formulation from the official document on studying, propagating and implementing the spirit of the 20th National Congress of the CPC. Teachers of ideological and political courses should introduce to students the great significance of the 20th National Congress of the CPC, and educate and guide students to understand that this congress was a very important meeting convened after China had completed the building of a moderately prosperous society in all respects and was formally advancing on the new journey toward building a modern socialist country in all respects and realizing the great rejuvenation of the Chinese nation. It is a concrete manifestation of the Party’s overall leadership and has milestone significance in the history of the Party, the history of New China, the history of reform and opening up, the history of socialist development, and the history of the development of the Chinese nation.

党的二十大精神内容十分丰富，既有政治上的高瞻远瞩和理论上的深邃思考，也有目标上的科学设定和工作上的战略部署。[2]思政课教师要向学生介绍党的二十大的重大意义，教育引导学生了解这次大会是在我国全面建成小康社会以后、正式向全面建设社会主义现代化国家、实现中华民族伟大复兴的新征程迈进时召开的一次十分重要的会议，是党的全面领导的具体体现，在党史、新中国史、改革开放史、社会主义发展史、中华民族发展史上都具有里程碑意义。

Students should be educated and guided to recognize the series of important political, theoretical and practical achievements made by the 20th National Congress of the CPC, and effectively enhance their confidence in the theory and patriotic sentiments.

In the future, they should be able to use what they have learned to contribute to building a modern socialist country in all respects and comprehensively advancing the great rejuvenation of the Chinese nation.

要向学生介绍党的二十大的主题及其重要内涵，教育引导学生要认真学习习近平新时代中国特色社会主义思想，认真学习科学文化知识，坚持自信自强、守正创新，踔厉奋发、勇毅前行，致力于为全面建设社会主义现代化国家、全面推进中华民族伟大复兴而努力学习，将来能用自己的所学努力为全面建设社会主义现代化国家、全面推进中华民族伟大复兴作出贡献。

(4) The Scientific Summary of the Great Transformations in the New Era of the Past Decade by the 20th National Congress of the CPC

Teachers of ideological and political courses should accurately understand the great transformations of the past five years and the New Era of the past decade and the political implications behind them, accurately grasp the worldview and methodology of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the positions, viewpoints and methods that run through it, and introduce to students that the decade since the 18th National Congress of the CPC has been an extraordinary and remarkable decade. These great transformations of the decade were achieved under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, through the united struggle of the entire Party and the people of all ethnic groups across the country. Students should be educated and guided to understand the importance of sincerely loving the Communist Party of China, firmly supporting the Party’s overall leadership, sincerely identifying with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and firmly believing in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

思政课教师应准确理解过去五年和新时代十年的伟大变革及其背后的政治意蕴，准确把握习近平新时代中国特色社会主义思想的世界观、方法论以及贯穿其中的立场、观点、方法，向学生介绍党的十八大以来的十年是极不寻常、极不平凡的十年，这十年的伟大变革，是在以习近平同志为核心的党中央坚强领导下、在习近平新时代中国特色社会主义思想指引下全党全国各族人民团结奋斗取得的。要教育引导学生理解衷心热爱中国共产党、坚定拥护党的全面领导，衷心认同习近平新时代中国特色社会主义思想、坚定信仰习近平新时代中国特色社会主义思想。

(5) The Scientific Exposition by the 20th National Congress of the CPC on the New Realm of Adapting Marxism to the Chinese Context and the Needs of the Times

Students should be introduced to the fact that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the latest achievement in adapting Marxism to the Chinese context and the needs of the times. Students should be introduced to the fact that the 20th National Congress of the CPC further enriched the basic content of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era—including the “Ten Clarifications”, the “Fourteen Perseverances”, and the “Thirteen Aspects of Achievements” proposed at the 19th National Congress of the CPC and the Sixth Plenary Session of the 19th Central Committee. Students should be introduced to the worldview and methodology of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era—the “Six Musts”—first proposed by the 20th National Congress of the CPC. Students should be educated and guided to earnestly study and consciously practice Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and its worldview and methodology.

(6) The Mission and Tasks of the Communist Party of China on the New Journey Proposed by the 20th National Congress of the CPC

Students should be introduced to the statement that “from now on, the central task of the Communist Party of China is to unite and lead the people of all ethnic groups across the country to build a modern socialist country in all respects, achieve the Second Centenary Goal, and comprehensively advance the great rejuvenation of the Chinese nation through Chinese-path modernization.” Students should be educated and guided to understand and recognize the five essential characteristics of Chinese-path modernization and the five basic principles for realizing Chinese-path modernization, to be full of expectation and confidence in building a modern socialist country in all respects and realizing the great rejuvenation of the Chinese nation, and to study diligently and work hard for this purpose.

(7) The Major Deployments Made by the 20th National Congress of the CPC for the Party’s Future Key Work

Students should be introduced to the strategic deployments made by the 20th National Congress of the CPC around the historical mission of the Communist Party of China on the new journey—building a modern socialist country in all respects, achieving the Second Centenary Goal, and comprehensively advancing the great rejuvenation of the Chinese nation through Chinese-path modernization—from 12 aspects, including economy, science and education, politics, rule of law, culture, people’s livelihood, ecology, security, national defense, national reunification, diplomacy, and Party building. Students should be educated and guided to understand, comprehend, identify with, and support the series of major deployments made by the Party, and be guided to consciously implement relevant decisions and deployments in light of their own actual conditions.

(8) The Earnest Expectations for Youth Proposed by the 20th National Congress of the CPC

Students should be introduced to the theoretical background and profound connotations of the statements made by the 20th National Congress of the CPC, such as “a nation will prosper when its young people thrive” and “contemporary Chinese youth were born at the right time, with a vast stage to display their talents and a bright prospect to realize their dreams.” Students should be educated and guided to unswervingly listen to the Party and follow the Party, to cherish their dreams and be down-to-earth, to dare to think and act and to be good at doing so, to aspire to be good young people of the New Era who have ideals, dare to take responsibility, can endure hardship, and are willing to strive, and to let their youth bloom in the fiery practice of building a modern socialist country in all respects.

要向学生介绍党的二十大提出的“青年强，则国家强”，“当代中国青年生逢其时，施展才干的舞台无比广阔，实现梦想的前景无比光明”等论断的理论背景和深刻内涵，教育引导广大青年学生坚定不移听党话、跟党走，怀抱梦想又脚踏实地，敢想敢为又善作善成，立志做有理想、敢担当、能吃苦、肯奋斗的新时代好青年，让青春在全面建设社会主义现代化国家的火热实践中绽放绚丽之花。

II. How to Integrate: The Specific Paths for the Integrated Integration of the Spirit of the 20th National Congress of the CPC into Ideological and Political Courses in Universities, Middle Schools and Primary Schools

二、如何融入：党的二十大精神一体化融入大中小学思政课的具体路径

To advance the high-quality integration of the spirit of the 20th National Congress of the CPC into ideological and political courses in universities, middle schools and primary schools, we should focus on grasping the stages, content and methods, give full play to the role of ideological and political courses as the key courses for carrying out the fundamental task of fostering virtue through education, and achieve the integration of the spirit of the 20th National Congress of the CPC into the entire teaching process of ideological and political courses in universities, middle schools and primary schools in a manner that goes “from low to high,” “from less to more,” and “from shallow to deep.”

高质量推进党的二十大精神融入大中小思政课，应重点把握好阶段、内容与方法，充分发挥思政课这一落实立德树人根本任务的关键课程作用，做到将党的二十大精神“由低到高”“由少到多”“由浅到深”融入大中小思政课教学全过程。

First, we must grasp the stages, achieving “from low to high.” General Secretary Xi Jinping pointed out, “It is very necessary to offer ideological and political theory courses in a progressive and spiraling manner in schools and universities; this is an important guarantee for cultivating generations of socialist builders and successors.” [3]3 “From the shallow to the deep” (由浅到深) is a Chinese pedagogical principle emphasizing progressive learning, moving from simple to complex content. In the process of integration, we must proceed by educational stage and step, achieving from less to more, from shallow to deep, layer by layer, and orderly integration. First, starting from primary school. The primary school stage is the period of sowing and germination of students’ worldviews, outlooks on life, and values. For the spirit of the 20th National Congress of the CPC to enter classroom textbooks and students’ minds, it must first enter primary school ideological and political classrooms, textbooks, and students’ minds, so that the spirit of the 20th National Congress of the CPC sows seeds and takes root in students’ thinking from an early age. Second, deepening in middle school. Middle school is the period of nurturing seedlings and booting for students’ growth and talent development, where worldviews, outlooks on life, and values gradually take shape. The spirit of the 20th National Congress of the CPC must be continuously deepened in middle school in conjunction with textbook content and the requirements of the high school entrance examination and the college entrance examination, making the spirit of the 20th National Congress of the CPC an important part of their life memory and crucial nourishment for their life growth. Third, integrating in university. University is the period of maturity for students’ worldviews, outlooks on life, and values. For the spirit of the 20th National Congress of the CPC to enter ideological and political course textbooks and students’ minds, university must be the focus, making the spirit of the 20th National Congress of the CPC a powerful spiritual driving force and scientific action guide for university students to study diligently, innovate courageously, and engage in practice.

第一，要把握好阶段，做到“由低到高”。习近平总书记指出，“在大中小学循序渐进、螺旋上升地开设思想政治理论课非常必要，是培养一代又一代社会主义建设者和接班人的重要保障。”[3]在融入的过程中，要分学段、分步骤，做到由少到多、由浅到深、层层递进、有序融入。一是从小学开始。小学阶段是学生世界观、人生观、价值观的播种萌芽期，党的二十大精神进课堂教材和学生头脑，首先要进小学思政课堂、教材和学生头脑，要让党的二十大精神从小就在学生思想里播下种子、生根发芽。二是在中学深化。中学是学生成长成才的拔苗孕穗期，世界观、人生观、价值观逐步形成。党的二十大精神要结合教材内容、中考高考要求在中学不断深化，让党的二十大精神成为他们人生记忆中的重要内容与人生成长的重要养料。三是在大学集成。大学是学生世界观、人生观、价值观的成熟期，党的二十大精神进思政课教材和学生头脑要把大学作为重点，要让党的二十大精神成为大学生刻苦钻研、勇于创新和投身实践的强大精神动力和科学行动指南。

Second, we must grasp the content, achieving “from less to more.” General Secretary Xi Jinping pointed out, “Studying, propagating, and implementing the spirit of the 20th National Congress of the CPC is the primary political task of the entire Party and the entire country for the current and future period. To study and implement the spirit of the 20th National Congress of the CPC well, we must work hard on comprehensive study, comprehensive grasp, and comprehensive implementation.” [4]4 “Fostering virtue and nurturing talent” (立德树人) is a fundamental task of education in China, emphasizing moral cultivation and talent development. To promote the integration of the spirit of the 20th National Congress of the CPC into ideological and political courses in schools and universities, we must “disassemble and reassemble” and “chew carefully and swallow slowly” the specific content and framework structure of the 20th National Congress of the CPC, achieving a comprehensive grasp of its spiritual connotation and characteristics of the times. First, at the primary school stage, education guides students to achieve “preliminary understanding and sowing seeds” of the spirit of the 20th National Congress of the CPC. Students at this stage should preliminarily understand the great significance of the 20th National Congress of the CPC and know that the Communist Party of China is the backbone of the Chinese people and the Chinese nation. Second, at the junior high school stage, education guides students to achieve “basic understanding and laying a foundation” of the spirit of the 20th National Congress of the CPC. Students at this stage should basically understand the great significance of the 20th National Congress of the CPC and the importance of the Party’s overall leadership, be able to recognize the importance of the 20th National Congress of the CPC more comprehensively, and resolve to listen to the Party and follow the Party. Third, at the senior high school stage, education guides students to achieve “relatively good understanding and strengthened identification” with the spirit of the 20th National Congress of the CPC. Students at this stage should relatively well understand the important expositions and major deployments of key tasks in the new journey, relatively well understand the ardent expectations for youth in the report of the 20th National Congress of the CPC, and resolve to study diligently and contribute more for national prosperity and national rejuvenation. Fourth, at the university stage, education guides students to achieve “profound understanding and bravely undertaking the mission” of the spirit of the 20th National Congress of the CPC. On the basis of profoundly understanding and grasping its framework structure and spiritual connotation, students at this stage should consciously use the spirit of the 20th National Congress of

第二，要把握好内容，做到“由少到多”。习近平总书记指出，“学习宣传贯彻党的二十大精神是当前和今后一个时期全党全国的首要政治任务，学习贯彻好党的二十大精神需要在全面学习、全面把握、全面落实上下功夫。”[4]推进党的二十大精神融入大中小学思政课，要“拆装组合”“细嚼慢咽”党的二十大的具体内容和框架结构，做到全面把握其精神内涵和时代特征。一是在小学阶段教育引导学生做到对党的二十大精神“初步领会、埋下种子”。该阶段的学生应初步领会党的二十大的重大意义，知道中国共产党是中国人民和中华民族的主心骨。二是初中阶段要教育引导学生做到对党的二十大精神“基本领会、奠定基础”。该阶段的学生应基本领会党的二十大的重大意义、党的全面领导重要性，能够较为全面认识到党的二十大的重要性，立志要听党话、跟党走。三是高中阶段要教育引导学生做到对党的二十大精神“较好领会、强化认同”。该阶段的学生应较好领会新征程重点工作的重要论述、重大部署，较好领会党的二十大报告对青年的殷切希望，立志为国家富强、民族复兴勤奋学习、多做贡献。四是大学阶段要要教育引导学生做到对党的二十大精神有“深刻领会、勇担使命”。该阶段的学生应在深刻领会把握其框架结构和精神内涵基础上，自觉用党的二十大精神和习近平新时代中国特色社会主义思想武装头脑、指导思想、开展工作。

Third, we must grasp the method, achieving “from the shallow to the deep.” General Secretary Xi Jinping emphasizes that we must make good use of the “grand ideological and political courses” and that they must be combined with reality. Teaching ideological and political courses cannot simply involve reading documents aloud, which is lifeless and dry.[5]5 “Grand ideological and political courses” (大思政课) refers to a broadened approach to ideological and political education that integrates real-world contexts and diverse teaching methods beyond traditional classroom lectures. To advance the integration of the spirit of the 20th National Congress of the CPC into ideological and political courses in universities, middle schools, and primary schools, differentiated and diversified teaching forms should be adopted for students of different educational stages, ages, cognitive abilities, and educational goals, striving to achieve integration that is vivid, comprehensive, and layered. First, at the primary school stage, emphasis should be placed on “enlightenment,” primarily through storytelling and descriptive language, using vivid, concrete, and intuitively visual methods such as looking at pictures, watching videos, and visiting exhibitions, to educate and guide students to know what the 20th National Congress of the CPC is and why it was convened. Second, at the middle school stage, emphasis should be placed on “experiential learning,” primarily using concrete facts, vivid cases, and life experiences to educate and guide students to engage in preliminary rational thinking about the basic concepts, important judgments, and major deployments proposed in the report of the 20th National Congress of the CPC. Third, at the high school stage, emphasis should be placed on “common knowledge,” primarily using forms such as observation, analysis, reflection, and practice to educate and guide students to understand the great significance and main achievements of the 20th National Congress of the CPC, and to understand the basic concepts, important judgments, and major deployments proposed in the report of the 20th National Congress of the CPC. Fourth, at the university stage, emphasis should be placed on “theoretical depth,” primarily through systematic study and theoretical explanation, using methods that combine theory with practice and history with reality, and incorporating forms such as observation, analysis, reflection, and practice, to educate and guide students to have a profound understanding and comprehension of the spirit of the 20th National Congress of the CPC.

第三，要把握好方法，做到“由浅到深”。习近平总书记强调，“大思政课”我们要善用之，一定要跟现实结合起来。上思政课不能拿着文件宣读，没有生命、干巴巴的。[5]推进党的二十大精神融入大中小学思政课，要对不同学段、不同年龄、不同认知能力与育人目标的学生采取差异化、多样化的教学形式，努力做到融入鲜活、全面、有层次。一是小学阶段注重“启蒙性”，主要通过讲故事和描述性语言，运用看图画、看视频、看展览等生动具体、形象直观的方式，教育引导学生知道什么是党的二十大、为何要召开党的二十大。二是初中阶段注重“体验性”，主要以具体事实、鲜活案例、生活体验等，教育引导学生围绕党的二十大报告中提出的基本概念、重要论断、重大部署等进行初步理性思考。三是高中阶段要注重“常识性”，主要运用观察、辨析、反思和实践等形式，教育引导学生理解党的二十大的重大意义、主要成果，理解党的二十大报告中提出的基本概念、重要论断、重大部署。四是大学阶段需要注重“理论性”，主要通过系统学习和理论阐释的方式，运用理论与实践、历史与现实相结合的方法，并结合观察、辨析、反思和实践等形式，教育引导学生对党的二十大精神有深刻理解和领悟。

Regarding how to promote the high-quality integration of the spirit of the 20th National Congress of the CPC into ideological and political courses in universities, middle schools, and primary schools, teachers of ideological and political courses must neither wait, rely on, nor recite, nor simply copy and mechanically advance. Instead, they should adhere to a goal-oriented approach, combining the actual content of the eight aspects, the actual content of ideological and political textbooks for universities, middle schools, and primary schools, the actual conditions of students at different educational stages, and the actual educational resources, to continuously enrich teaching forms, innovate teaching methods, and enhance teaching effectiveness, striving to present the spirit of the 20th National Congress of the CPC to students in a vivid, comprehensive, and multi-layered manner, achieving deep understanding and thorough implementation.

如何高质量推进党的二十大精神融入大中小学思政课，思政课教师既不能等、靠、念，也不能照搬照抄、机械推进，而是应坚持目标导向，结合八个方面的内容实际，以及大中小思政教材实际、学段学生实际、教育资源实际，不断丰富教学形式、创新教学方法、提升教学实效，力求将党的二十大精神生动、全面、多层次地展现在学生面前，做到入脑入心、走深走实。
