The Significance, Principles, and Methods of Integrating Clean Governance Culture with Teacher Ideological and Political Work in Universities in the New Era

The Third Plenary Session of the 20th Central Committee of the CPC deliberated and adopted the "Decision of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese-Path Modernization," which explicitly calls for "strengthening the construction of a clean governance culture in the New Era." [1]1 The Third Plenary Session of the 20th Central Committee of the CPC was held in July 2024. It is a major meeting focused on comprehensively deepening reform and advancing Chinese-Path modernization. Universities are high grounds for cultural inheritance and innovation. They not only bear the great mission of "fostering virtue through education" but also carry a rich accumulation of historical culture and a unique university spirit, making them the front line of ideological and cultural work. [2]2 "Fostering virtue through education" (立德树人) is a core mission of Chinese education, emphasizing moral cultivation as the foundation of talent development. University teachers, as practitioners of "fostering virtue through education," play a significant role in the construction of a clean governance culture and ideological and political work. It is necessary to start from the self-construction of university teachers, take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, integrate the ideological and political work of university teachers into the construction of campus clean governance culture, combine clean governance education with education on intra-Party regulations and the promotion of fine traditional Chinese culture, promote the integrated development of clean governance culture and ideological and political work in universities in the New Era, and achieve mutual promotion and progress among the Party's conduct and government conduct, teacher ethics and professional conduct, and campus atmosphere and academic conduct in universities.

党的二十届三中全会审议通过《中共中央关于进一步全面深化改革、推进中国式现代化的决定》，明确提出要“加强新时代廉洁文化建设”。高校是文化传承与创新的高地，不仅承担着“立德树人”的重大使命，也承载着厚重的历史文化积淀和独特的大学精神，是思想文化工作的前沿阵地。高校教师作为“立德树人”的践行者，在廉洁文化建设和思想政治工作中发挥着重要作用，必须从高校教师的自身建设入手，以习近平新时代中国特色社会主义思想为指导，将高校教师思想政治工作融入校园廉洁文化建设，将廉洁教育与党纪学习教育、弘扬中华优秀传统文化等相结合，推动新时代高校廉洁文化与思想政治工作一体化发展，实现高校党风政风、师德师风、校风学风互促互进。

I. The Great Significance of Doing a Good Job in Teacher Ideological and Political Work for Promoting the Construction of a Clean Governance Culture in Universities

一、做好教师思想政治工作对推进高校廉洁文化建设具有重要意义

General Secretary Xi Jinping emphasized: "We must place the construction of teacher ethics and professional conduct in the primary position, guide the vast number of teachers to inherit and carry forward the spirit of the older generation of educators who 'come with a heart, not taking half a blade of grass,' and devote themselves to the cause of education with sincerity, dedication, and benevolence." [3]3 This is a quotation from the educator Tao Xingzhi (1891–1946), often cited by Xi Jinping to praise selfless dedication in teaching. This points the direction for doing a good job in teacher ideological and political work in the New Era and has important guiding significance for further strengthening the construction of a clean governance culture in universities. "A teacher is one who teaches affairs and elucidates virtues." [4]4 This is a classical Chinese saying from the *Book of Rites* (《礼记》), emphasizing that a teacher instructs in practical matters and elucidates moral principles. To achieve fostering virtue through education, university teachers must first "establish their own virtue." First, establish correct value orientation. Ideological and political work can help teachers establish correct values, strengthen their communist ideals and beliefs, enhance their political judgment, political comprehension, and political execution ability, deeply understand the importance of clean practice, and increase their sense of responsibility and mission. Second, raise the level of teacher ethics. Effective ideological and political work can positively influence teachers' improvement of professional ethics and professional competence, help form a good atmosphere for teacher ethics construction, thereby enhancing their awareness of clean governance, consciously resisting unhealthy tendencies, and purifying the educational environment. Third, exert the exemplary role of teachers. Strengthening ideological and political work can prompt teachers to adhere to academic ethics in their daily teaching and scientific research work, set a good example for students, and drive students to establish a sense of integrity and clean governance. Fourth, enhance the sense of belonging and identification. Ideological and political work can enhance teachers' sense of belonging and identification with the university, enabling them to better understand and implement the decisions and deployments of the university Party committee, actively participate in the construction of a clean governance culture, and promote the rooting and flourishing of clean governance culture on campus. Fifth, form positive interaction. Strengthening ideological and political work can enhance communication among teachers, guide teachers to think and discuss clean governance culture, and promote the exchange and dissemination of clean governance culture. Therefore, strengthening the ideological and political work of university teachers can not only enhance the individual awareness of clean governance and self-discipline among teachers but also, through the demonstration and guidance of teachers, promote the construction of a clean governance culture throughout the university, forming a campus education ecology of clean and upright atmosphere.

习近平总书记强调：“要把师德师风建设摆在首要位置，引导广大教师继承发扬老一辈教育工作者‘捧着一颗心来，不带半根草去’的精神，以赤诚之心、奉献之心、仁爱之心投身教育事业。”这为做好新时代教师思想政治工作指明了方向，对进一步加强高校廉洁文化建设具有重要指导意义。“师也者，教之以事而喻诸德者也。”要做到立德树人，首先应该让高校教师“立己德”。一是树立正确的价值导向，思想政治工作能够帮助教师树立正确的价值观，坚定共产主义理想信念，提升政治判断力、政治领悟力、政治执行力，深入理解廉洁从业的重要性，增强责任感和使命感。二是提升师德水平，有效的思想政治工作可以为教师提升职业道德和专业素养带来积极影响，有助于形成良好的师德建设氛围，进而增强其廉洁意识，自觉抵制不正之风，净化教育环境。三是发挥教师模范作用，强化思想政治工作能促使教师在日常教学和科研工作中恪守学术道德，为学生树立良好的榜样，带动学生树立诚信、廉洁意识。四是增强归属感与认同感，思想政治工作可以增强教师对学校的归属感和认同感，使他们能够更好地理解和执行学校党委的决策部署，积极参与廉洁文化建设，促进廉洁文化在校园落地生根。五是形成良性互动，加强思想政治工作可以增进教师之间的沟通，引导教师开展关于廉洁文化的思考和讨论，促进廉洁文化的交流与传播。因此，加强高校教师的思想政治工作，不仅能够提升教师个人的廉洁自律意识，还能通过教师的示范和引导，促进整个高校的廉洁文化建设，形成风清气正的校园育人生态。

II. Four Principles to Be Followed in Strengthening the Integrated Construction of Clean Governance Culture and Ideological and Political Work in Universities

二、加强高校廉洁文化与思想政治工作一体化建设应遵循四个原则

The ideological and political work of university teachers is both a political task and a form of clean governance education for university teachers. It should follow the following four principles. The first is to adhere to the principle of Party spirit. Based on the Party's ideals and beliefs, sense of purpose, Party discipline and regulations, policies and laws, it should stimulate the sense of responsibility and dedication of the vast number of teachers, guiding them to deeply practice the original aspiration and founding mission of "educating people for the Party and cultivating talents for the country." The second is the principle of tailoring measures to individuals. The methods and content of ideological and political work should be determined according to the specific circumstances of university teachers. Each teacher has their own growth experience, living habits, ideological understanding, personality traits, etc. These differences constitute the cognitive and psychological differences among teachers. It is necessary to understand and grasp the teacher's personal resume, physical condition, family relationships, work performance, and conduct in advance, and then tailor measures to individuals, seeking truth from facts in carrying out ideological and political work, to achieve a targeted and precise effect. The third is the principle of equality and care. Carrying out ideological and political work with clean governance education as the theme is to educate the vast number of teachers to know reverence, maintain vigilance, and guard the bottom line, reflecting the organization's care and love. A "comrade-style" and "helping-style" work strategy should be adopted to enable them to establish loyalty and trust in the organization and reverence for discipline and law. The fourth is the principle of thoroughness and meticulousness. Adhering to the spirit of thorough self-revolution, through thorough and meticulous ideological and political work, we should deeply analyze the causes of the other party's existing problems, point out the direction for rectification, and enable them to consciously uphold truth, correct mistakes, and solidify their ideals and beliefs.

高校教师思想政治工作既是一项政治工作，也是对高校教师的一种廉洁教育，应遵循以下四个原则。第一是坚持党性原则，立足于党的理想信念、宗旨意识、党规党纪、政策法规，激发广大教师的责任心、事业心，引导其深入践行“为党育人、为国育才”的初心使命。第二是因人施策原则，要根据高校教师的具体情况来确定思想政治工作方法与内容，每一名教师都有各自的成长经历、生活习惯、思想认识、性格特征等，这些不同构成了教师之间认知与心理状态的差异。要提前了解掌握教师的个人履历、身体状况、家庭关系、工作表现、为人处世，然后因人施策、实事求是地开展思想政治工作，达到有的放矢、对症下药的效果。第三是平等关爱原则，开展以廉洁教育为主题的思想政治工作，是为了教育广大教师知敬畏、存戒惧、守底线，体现了组织的关心与爱护，要采取“同志式”“帮助式”工作策略，让其树立对组织的忠诚与信任、对纪律法律的敬畏。第四是深入细致原则，要本着彻底的自我革命精神，通过深入细致的思想政治工作，深入剖析对方存在问题的原因，指明整改方向，使其自觉坚持真理、改正错误，筑牢理想信念。

III. Emphasis on Method Application in Strengthening the Integrated Construction of Clean Governance Culture and Ideological and Political Work in Universities

三、加强高校廉洁文化与思想政治工作一体化建设要注重方法运用

Good methods are the key to enhancing the effectiveness of ideological and political work and promoting the construction of a clean governance culture. First, do a good job of teaching by precept and example. "If people do not lead, they will not follow; if one does not set an example, they will not be believed." [5]5 This is a classical Chinese saying from the *History of the Song Dynasty* (《宋史》), meaning that without exemplary leadership, others will not follow or believe. Ideological and political workers must first improve their political stance, adhere to their duty positioning, strengthen ideological tempering, cultivate a strong Party spirit, and achieve an accurate understanding of policies and exemplary compliance with laws and regulations, so as to convince people with the power of theory, guide people with noble sentiments, and influence people with the power of example. Second, be serious and patient. The transformation of thought cannot be achieved overnight or once and for all. The development of ideological and political work is a process from shallow to deep, touching the soul, requiring patience and tolerance. In this process, we should constantly examine whether the methods of work are appropriate, whether the attitude is sincere, whether the response is flexible, and whether the language is infectious. At the same time, for teachers with shortcomings or errors, we should sincerely point out the root cause of the problem, put forward requirements seriously, and help them completely correct behavioral deviations and fill the shortcomings of ideals and beliefs. Third, combine external guidance with self-education. Any external preaching, if not accepted by the object, cannot be transformed into internal cognitive motivation. In ideological and political work, teachers should be guided to conduct self-education, achieving self-evaluation, self-summary, and self-planning, realizing the organic combination of external guidance and self-education. Fourth, adhere to the unity of strength and warmth. Ideological and political work must convey the truth and emotion, having both strength and warmth. Strength is reflected in the aspects of thought, problem, fact, and responsibility, requiring teachers to face facts, analyze thoughts, and recognize problems. Warmth is reflected in caring for personality, caring for life, paying attention to self-esteem, and showing emotional care. Always achieve the unity of education and help with conveying care, the unity of analyzing problems with relieving pressure, and the unity of identifying shortcomings with enlightening consciousness.

好的方法是提升思想政治工作效果、促进廉洁文化建设的关键所在。一要做好言传身教。“人不率则不从，身不先则不信。”思想政治工作者首先要提高政治站位，坚守职责定位，强化思想淬炼，涵养过硬党性，做到准确理解政策、模范遵纪守法，才能用理论的力量说服人、用高尚的情操引导人、用榜样的力量感染人。二要严肃耐心。思想的转变不可能一蹴而就、一劳永逸，思想政治工作的开展是一个由浅入深、触及心灵的过程，需要耐心和包容，在这一过程中还应当不断检视工作的方法是否得当、态度是否真诚、应变是否灵活、语言是否有感染力。同时，针对存在问题短板或出现错误的教师，要诚恳地给其指出问题根源所在，严肃地提出要求，帮助其彻底纠正行为偏差，补齐理想信念短板。三要做到外部引导与自我教育相结合。任何外在的说教，如果不为对象接受，就不能转化为内在的认知动力。在思想政治工作中，要引导教师进行自我教育，做到自己评价自己、自己总结自己、自己规划自己，实现外部引导与自我教育的有机结合。四要坚持力度与温度统一。思想政治工作必须传道传情，既有力度又有温度。力度体现在思想、问题、事实、责任层面，要让教师直面事实、剖析思想、认清问题。温度则是在人格上关怀、生活上关心、自尊上关注、情感上关爱。时刻做到教育帮助与传递关爱相统一，剖析问题与疏导压力相统一，查摆不足与启迪觉悟相统一。

Teachers, as the foundation of education and the source of its flourishing, play an important role in the construction of a clean governance culture in universities in the New Era. It is necessary to start from the self-construction of teachers, strengthen the integrated construction of clean governance culture and ideological and political work, achieve their organic integration and mutual promotion, continuously enrich the theoretical system and practical experience of clean governance culture and ideological and political work, and promote the high-quality development of clean governance culture construction in universities in the New Era.

教师作为立教之本、兴教之源，在新时代高校廉洁文化建设中发挥着重要作用，必须从教师的自身建设入手，加强廉洁文化与思想政治工作一体化建设，实现二者有机融合、互相促进，不断丰富廉洁文化与思想政治工作的理论体系和实践经验，推动新时代高校廉洁文化建设高质量发展。
