Core socialist values are a powerful force that unites people’s hearts and gathers popular strength. The Third Plenary Session of the 20th Central Committee of the CPC proposed “improving the institutional mechanisms for cultivating and practicing core socialist values.” Building a strong educational country and providing strategic support for comprehensively advancing the building of a strong country and the great rejuvenation of the Chinese nation through Chinese-path modernization cannot be separated from the cultivation and practice of core socialist values. On the new journey, it is necessary to continuously improve the institutional mechanisms for cultivating and practicing core socialist values, transforming institutional advantages into institutional guarantees that lead the entire nation in establishing confidence in the values and into institutional driving forces that promote high-quality development of education, thereby providing strong impetus for accelerating the building of a strong educational country.

社会主义核心价值观是凝聚人心、汇聚民力的强大力量。党的二十届三中全会提出“完善培育和践行社会主义核心价值观制度机制”。建设教育强国、为以中国式现代化全面推进强国建设、民族复兴伟业提供战略支撑，离不开社会主义核心价值观的培育与践行。新征程上，要不断完善培育和践行社会主义核心价值观制度机制，将制度优势转变为引领全民族树立价值观自信的制度保障和推动教育高质量发展的制度推力，为加快教育强国建设提供强大动力。

Efforts should be focused on integrating core socialist values into the rule of law, into social development, and into daily life, thereby gathering strong synergy for building a strong educational country.

完善培育和践行社会主义核心价值观制度是一项长期性、复杂性的战略工程，应着力把社会主义核心价值观融入法治建设、融入社会发展、融入日常生活，为建设教育强国汇聚强大合力。

Improve the system for integrating the cultivation and practice of core socialist values into the rule of law. Legislation, expressed in the form of law, inherently has a distinct value orientation. It is necessary to fully use the power of the rule of law to shape people’s concepts and regulate people’s behavior, transforming the practice of core socialist values from a soft constraint at the moral level into a hard regulation at the institutional level. From the First Session of the 13th National People’s Congress [3]3 The First Session of the 13th National People’s Congress was held in March 2018, during which the constitutional amendment incorporating core socialist values was adopted. writing “the state advocates core socialist values” into the Constitution, to the Fourth Plenary Session of the 19th Central Committee [4]4 The Fourth Plenary Session of the 19th Central Committee of the CPC was held in October 2019, focusing on the modernization of China’s system and capacity for governance. first explicitly proposing “integrating the requirements of core socialist values into the construction of the rule of law and social governance,” and then to the Third Plenary Session of the 20th Central Committee proposing “improving the institutional mechanisms for cultivating and practicing core socialist values,” the work of improving the system for integrating the cultivation and practice of core socialist values into the rule of law has been pursued unremittingly. To continue advancing the incorporation of core socialist values into laws and regulations, it is necessary to integrate core socialist values into the entire process of building a country, government, and society based on the rule of law, and into all links of scientific legislation, strict law enforcement, impartial justice, and law-abiding by all citizens, providing richer content for moral education and rule-of-law education, and providing the power of the rule of law for building a strong educational country.

完善培育和践行社会主义核心价值观融入法治建设制度。以法律为表现形式的立法，其本身就具有鲜明的价值导向，要充分运用法治力量塑造人们的观念、规范人们的行为，将践行社会主义核心价值观从道德层面软性约束转化为制度层面硬性规定。从十三届全国人大一次会议把“国家倡导社会主义核心价值观”写入宪法，到党的十九届四中全会首次明确提出“把社会主义核心价值观要求融入法治建设和社会治理”，再到党的二十届三中全会提出“完善培育和践行社会主义核心价值观制度机制”，完善培育和践行社会主义核心价值观融入法治建设制度行而不辍。继续推进社会主义核心价值观入法入规，要把社会主义核心价值观融入法治国家、法治政府、法治社会建设全过程，融入科学立法、严格执法、公正司法、全民守法各环节，提供更加丰富的德育和法治教育内容，为建设教育强国提供法治力量。

At the same time, integrate core socialist values into the construction of the social moral system, including social morality, professional ethics, family virtues, and personal character, fully exerting the shaping and cohesive power of core socialist values, stimulating the value consciousness of the whole society, and promoting the building of a strong educational country through the practice of the entire people.

完善培育和践行社会主义核心价值观融入社会建设制度。培育和践行社会主义核心价值观，有效整合社会意识，是社会系统得以正常运转、社会秩序得以有效维护的重要途径。为全面建成社会主义现代化强国，必须把培育和践行社会主义核心价值观作为社会治理的重要内容，以制度为重要载体，将社会主义核心价值观融入公共政策，同各领域的行政管理、行业管理和社会管理结合起来，形成齐抓共管的工作格局，积极发挥社会主义核心价值观维护社会安全稳定、促进社会公平正义、增进民生福祉的功能。同时，将社会主义核心价值观融入社会道德体系建设，包括社会公德、职业道德、家庭美德、个人品德，充分发挥社会主义核心价值观的塑造力和凝聚力，激发全社会的价值自觉，以全民实践推动教育强国建设。

It is necessary to innovate the system for publicity and education on core socialist values, improve the system for making educational concepts part of daily life, so that core socialist values radiate strong guiding power; improve the system for making educational content part of daily life, so that the content of core socialist values education closely revolves around the lives of the educated, both rooted in life and close to life, and capable of guiding the educated to create a better life; improve the system for making educational methods part of daily life, enhance the affinity and appeal of core socialist values education, while focusing on practical guidance, systematically promote core socialist values to be “used daily without awareness” [5]5 “Used daily without awareness” (日用而不觉) is a classical Chinese expression meaning that something is so deeply embedded in daily practice that people follow it without conscious reflection., and advance the implementation and refinement of building a strong educational country.

完善培育和践行社会主义核心价值观融入日常生活制度。要在日常生活中发挥社会主义核心价值观的引导和约束作用，将其制度化、规范化，实现全方位贯穿。要创新社会主义核心价值观宣传教育制度，完善教育理念生活化制度，使社会主义核心价值观焕发强大引领力；完善教育内容生活化制度，使社会主义核心价值观教育内容紧紧围绕教育对象生活，既根植生活、贴近生活，又能够引领教育对象创造美好生活；完善教育方式生活化制度，提升社会主义核心价值观教育的亲和力和感染力，同时注重实践引领，制度化推进社会主义核心价值观“日用而不觉”，推进教育强国建设落实落细。

The vitality of the system lies in its implementation. To improve the standardization and synergy of system operation, and to coalesce value consensus for comprehensively deepening comprehensive education reform and building a strong educational country, it is necessary to identify key focus points and continuously improve the long-term and normal operational mechanism of the system for cultivating and practicing core socialist values.

制度的生命力在于执行。提高制度运行的规范性和协同性，为全面深化教育综合改革、建设教育强国凝聚价值共识，需找准着力点，不断健全培育和践行社会主义核心价值观制度长效常态运行机制。

Improving the leadership and organizational mechanism is the fundamental prerequisite. The cultivation and practice of core socialist values must be placed at the height of enhancing the entire nation’s cultural confidence and advancing the realization of Chinese-path modernization for key deployment, arranged in an integrated manner within the practical process of accelerating the building of a strong educational country. We must uphold the Party’s overall leadership, clarify primary responsibilities, enhance organizational capacity and execution, and promote active participation from the whole of society. At the same time, we must strengthen awareness of the norms of institutional operation, reinforce the supervision and accountability mechanisms for institutional implementation, effectively uphold the authority of the institutions, and form a leadership mechanism of joint management and shared responsibility. Improving the coordination and linkage mechanism is an important safeguard. The improvement of the coordination and linkage mechanism is oriented toward achieving common goals. In the links of institutional design and specific implementation, it must ensure that the institutions and different implementing subjects achieve mutual coordination and consistent effects. We must improve the multi-dimensional coordination and linkage mechanism that spans departments, industries, and fields. We must enable multiple implementing subjects to effectively connect and form institutional synergy in advancing institutional operation, solidly advance the integrated construction of ideological and political education in schools at all levels from primary to tertiary, and at the same time strengthen the tripartite coordination and cooperation among families, schools, and society, continuously promoting the cultivation and practice of core socialist values to take root and yield results. We must build a platform for consultation and deliberation to ensure the efficient operation of institutions. Make full use of digital platforms to break down information barriers between different departments, promote information sharing, and provide a favorable consultative environment for multiple subjects to concentrate their efforts on advancing the cultivation and practice of core socialist values. Improving the incentive and punishment mechanism is a necessary means. By improving the incentive and punishment mechanism, we can leverage the tangible and perceptible characteristics of institutions, so that behaviors conforming to core socialist values are encouraged and publicized, and behaviors violating core socialist values are constrained and punished, thereby establishing a correct sense of honor and disgrace in the whole society and forming a social fashion that takes actively practicing core socialist values as an honor. We must improve the incentive systems in student codes of conduct, civic conventions, and industry norms, increase the intensity of commendation, expand the scope of education, use positive effects to drive the atmosphere of practicing good deeds and righteous acts, and achieve mutual promotion and a positive cycle between institutional guidance and educational leadership. We must establish a negative list system, and by formulating detailed punishment rules, mark the “red lines” and bottom lines for core socialist values education, ensuring the seriousness and standardized operation of the institutions. Improving the evaluation and feedback mechanism is a powerful support. We must construct a dynamic evaluation and feedback mechanism, dynamically grasp the effects, evaluations, and feedback of cultivating and practicing core socialist values, pay attention to whether the educational targets’ sense of gain, happiness, and security are fully satisfied, and prudently handle the relationship between standardized order and stimulating vitality. We must construct a systematic evaluation and feedback mechanism. Through various forms, carry out investigation and research, communicate public sentiment and public opinion, always maintain close contact with educational targets, pay attention to individuals’ ideological dynamics and behavioral patterns, comprehensively and deeply understand the current state of institutional construction, adhere to a problem-oriented approach, promptly discover problems, conduct in-depth summary and analysis, and form a virtuous cycle mechanism of “evaluation – feedback – improvement.”

健全组织领导机制是根本前提。要把培育和践行社会主义核心价值观置于提升全民族文化自信、推进实现中国式现代化的高度重点部署，放在加快建设教育强国的实践进程中统筹安排，坚持党的全面领导，明确主体责任，提升组织力执行力，推动全社会积极参与。同时，增强制度运行规范意识，强化制度执行的监督问责机制，切实维护制度的权威性，形成齐抓共管的领导机制。健全协同联动机制是重要保障。健全协同联动机制以实现共同目标为导向，在制度设计、具体执行等环节中，保证制度与不同执行主体之间达到相互配合、协调一致的效果。要健全跨部门、跨行业、跨领域的多元协同联动机制。要使多执行主体在推进制度运行中有效衔接、形成制度合力，扎实推进大中小学思想政治教育一体化建设，同时加强家、校、社三方协同合作，不断推进培育和践行社会主义核心价值观落地见效。要搭建议事协商平台，保证制度高效运行。充分利用数字化平台，打破不同部门间的信息壁垒，推进信息共享，为多方主体聚力推进培育和践行社会主义核心价值观提供良好的协商环境。健全激励惩戒机制是必要手段。通过健全激励惩戒机制，发挥制度的有形性和可感知性特点，使符合社会主义核心价值观的行为得到鼓励和宣传，使违背社会主义核心价值观的行为受到制约和惩罚，从而在全社会树立正确的荣辱观，形成以积极践行社会主义核心价值观为荣的社会风尚。要完善学生守则、市民公约、行业规范中的激励制度，加大褒奖力度，扩大教育范围，以正向效应带动践行善行义举的风气，实现制度引导和教育引领之间的相互促进和正向循环。要建立负面清单制度，通过制定详细的惩处细则，为社会主义核心价值观教育标明“红线”和底线，确保制度的严肃性和规范化运行。健全评价反馈机制是有力支撑。要构建动态的评价反馈机制，动态掌握培育和践行社会主义核心价值观的效果、评价和反馈，关注教育对象的获得感、幸福感、安全感是否得到了充分满足，稳妥处理好规范有序和激发活力之间的关系。要构建系统的评价反馈机制。通过多种形式开展调查研究、沟通民情民意，始终保持与教育对象的密切联系，关注个体的思想动态和行为方式，全面深入了解制度建设现状，坚持问题导向，及时发现问题，深入总结分析，形成“评价－反馈－完善”的良性循环机制。
