General Secretary Xi Jinping emphasized at the second National Education Conference of the New Era that the education powerhouse we aim to build is one with socialism with Chinese characteristics, which should possess a strong ideological and political guiding force, a talent competitiveness force, a scientific and technological support force, a people’s livelihood guarantee force, a social synergy force, and an international influence force, thereby providing robust support for comprehensively advancing the building of a strong country and the great rejuvenation of the Chinese nation through Chinese-path modernization. This profoundly elucidates the scientific connotation of an education powerhouse and provides scientific guidance for education reform and development in the New Era. Taking the “six forces” of an education powerhouse as the goal to drive the construction of national medical strength is the foundational support for improving the quality of medical education and healthcare services, the core key to advancing the integrated reform of the systems and mechanisms for education, science and technology, and talent, and an important guarantee for building both an education powerhouse and a Healthy China.

Medical education cultivates the future guardians of the people’s life and health, and the new force for the national health cause. The particularity and importance of the medical profession require that it must possess noble professional ethics. Medical schools should take moral education as the primary content of medical talent cultivation, continuously strengthen mission-driven efforts, help students establish ideals and convictions of exploring important discoveries, solving major problems, and serving national needs, as well as the lofty professional spirit of “revering life, saving the dying, healing the wounded, being willing to dedicate, and having boundless love.” [1]1 This is a standard formulation of medical ethics in China, often cited in official documents and medical oaths. Through building medical humanities education bases, they should integrate ideal and conviction education, ideological and political education, and medical ethics and style cultivation throughout the entire process of talent cultivation, striving to cultivate more medical talents with benevolence. They should adhere to the combination of theoretical education and medical practice, expand a new pattern of comprehensive education with “grand ideological and political courses,” [2]2 “Grand ideological and political courses” (大思政课) refers to a comprehensive approach to ideological and political education that extends beyond the classroom to include social practice, campus culture, and other settings. combine the small classroom of ideological and political education with the big classroom of society, optimize the medical humanities curriculum system, and cultivate high-quality medical talents who possess both professional skills and humanistic care.

医学教育培养的是未来人民生命健康的守护者，是国家卫生健康事业的生力军，医生这一职业的特殊性和重要性要求其必须具备高尚的职业道德。医学院校要把德育作为医学人才培养的首要内容，不断强化使命驱动，帮助学生树立探索重要发现、解决重大问题、服务国家需求的理想信念和“敬佑生命、救死扶伤、甘于奉献、大爱无疆”的崇高职业精神。要通过建设医学人文教育基地，将理想信念教育、思想政治教育和医德医风培养贯穿人才培养全过程，着力培养更多怀有仁心的医学人才。要坚持理论教育与医学实践相结合，以“大思政课”拓展全面育人新格局，把思政小课堂和社会大课堂结合起来，优化医学人文课程体系，培养出既具备专业技能，又具有人文关怀的高素质医学人才。

Medical schools, especially those in comprehensive universities, should fully leverage the advantages of multidisciplinary integration to advance medical education reform, strengthen the deep integration of basic and clinical medicine, and preventive and clinical medicine, consolidate the main position role of affiliated hospitals in talent cultivation, construct an integrated curriculum system oriented toward post competency and modularized by disease systems, and form a teaching system that runs through the entire life process and the full health cycle. They should increase the cultivation efforts for compound top-notch innovative talents in “Medicine + X” and “Clinical Medicine + Public Health,” promote the integration of knowledge structures across different disciplines, form a new paradigm of multidisciplinary faculty team education, rely on high-level innovative practice bases to strengthen students’ scientific research practice in cross-cutting and innovative projects, and improve the quality of cultivating high-level compound medical talents. They should promote the empowerment of medical education development by artificial intelligence, integrate AI technology into the entire process of medical education and teaching and the full chain of talent cultivation, and accelerate the cultivation of teaching staff with digital and intelligent teaching capabilities.

Medical schools should aim at the world’s scientific and technological frontiers and major national strategic needs, continuously accelerate the construction of a medical innovation system oriented toward leading achievements, and build a life and health field science and technology innovation highland integrating a center for diagnosis and treatment of difficult and critical diseases, a source of innovation for personalized diagnosis and treatment technologies, and an incubation base for the health industry. They should strengthen interdisciplinary integration, make overall plans for strategic emerging disciplines such as digital and intelligent medicine, precision medicine, brain medicine, and aerospace medicine, and form an academic ecology of convergence between clinical medicine and engineering, information, and other disciplines, as well as cross-domain integrated innovation. They should promote major scientific and technological breakthroughs, accelerate the realization of original innovation, solve the “bottleneck” problems [3]3 “Bottleneck” problems (卡脖子问题) is a Chinese political and media term for key technologies or areas where China is dependent on foreign countries and faces restrictions or blockades. in the transformation of basic medical innovation achievements in China, enhance the ability to diagnose and treat major clinical diseases, and master a number of disruptive technologies in the life and health field.

医学院校要瞄准世界科技前沿和国家重大战略需求，持续加快以引领性成果为导向的医学创新体系建设，打造集疑难重症诊治中心、个性化诊疗技术创新源、健康产业孵化基地于一体的生命健康领域科技创新高地。要加强学科交叉，统筹布局数字与智能医学、精准医学、脑医学、航天医学等战略新兴学科领域，形成临床医学与工程、信息等学科会聚和跨领域融合创新学术生态。要推动重大科技攻关，加速实现源头创新，解决我国在基础医学创新成果转化中的“卡脖子”问题，提升临床重大疾病诊治能力，在生命健康领域掌握一批颠覆性技术。

Medical education should adhere to the people-centered development philosophy, face the people’s life and health, accelerate the upgrading and output of a series of new medical concepts such as translational medicine, systems medicine, personalized medicine, and smart medicine, continuously promote the clinical transformation of medical research results, and provide important support for disease prevention and treatment and health maintenance. They should adhere to the concept of great health, explore the establishment of specialties urgently needed by the national health strategy and lacking in traditional medical schools, form three major specialty groups—active health care, clinical technology, and pharmaceutical equipment rehabilitation—and serve the entire life cycle and the whole health process. They should give full play to the main role of high-level affiliated hospitals in safeguarding the people’s life and health, produce more standard guidelines suitable for China’s national conditions, achieve the expansion, sinking, and balanced layout of high-quality medical resources, consolidate the people’s livelihood guarantee force by improving medical service capabilities, and build a network for protecting the people’s health.

Openness is a distinctive marker of Chinese-path modernization, and the international influence of education is a significant indicator of an education powerhouse. It is necessary to deeply promote the opening up of education to the outside world, coordinate “bringing in” and “going global,” and continuously enhance the international influence, competitiveness, and discourse power of China’s education.

开放是中国式现代化的鲜明标识，教育的国际影响力是教育强国的显著标志。要深入推动教育对外开放，统筹“引进来”和“走出去”，不断提升我国教育的国际影响力、竞争力和话语权。

Medical schools should actively adapt to major national needs and the new pattern of education opening up, establish a talent cultivation concept of “whole-person cultivation, global cooperation, and full-chain practice,” share and co-build cutting-edge courses with overseas first-class universities, promote the construction of a multi-dimensional international talent cultivation system, and explore the cultivation of medical talents integrating Chinese and Western medicine. They should deepen cooperation with foreign first-class universities and research institutions, establish Sino-foreign cooperative education institutions, co-build international joint laboratories, etc., and form a source of innovation for cutting-edge research. They should continuously optimize the mechanisms and systems for international management of schools, strengthen the capacity for international communication, strive to enhance the international influence of clinical medicine, build a new highland of Chinese medicine for global open cooperation, and provide Chinese solutions for global medical education.

医学院校要主动适应国家重大需求和教育对外开放新格局，建立“全人培养、全球合作、全链实践”的人才培养理念，与海外一流高校共享共建前沿性课程等，推进构建多维度国际化人才培养体系，探索推进中西融合医学人才培养。要深化与国外一流大学和研究机构的合作，创办中外合作办学机构，共建国际联合实验室等，形成前沿研究创新策源地。要不断优化学校国际化管理的机制体制，加强国际传播能力建设，着力提升临床医学国际影响力，构建全球开放合作的中国医学新高地，为全球医学教育提供中国方案。

Medical schools should adhere to the socialist direction of running schools, take improving the people’s health and well-being as their own responsibility, correctly handle major relationships such as supporting national strategies and meeting people’s livelihood needs, knowledge learning and comprehensive development, cultivating talents and meeting social needs, maintaining order and stimulating vitality, and taking root in China and learning from international experience, and steadily march toward the goal of building an education powerhouse.
