The Central Committee of the Communist Party of China and the State Council recently issued the *Outline for Building a Strong Education Country (2024–2035)*, which comprehensively and systematically deploys the acceleration of building a strong education country, oriented toward the goal of completing this task by 2035. Building a strong education country is a complex systemic project; it is necessary to adhere to and apply a systemic perspective, focus on the core issue of whom to cultivate, how to cultivate them, and for whom to cultivate them, take the New Era project of fostering virtue and nurturing talent [1]1 The “New Era project of fostering virtue and nurturing talent” (新时代立德树人工程) refers to a key initiative outlined in the *Outline for Building a Strong Education Country* to systematically implement the fundamental task of moral education and talent cultivation in the New Era. as the driving force, accelerate the construction of a new pattern of fostering virtue and nurturing talent, strive to perfect the mechanisms for fostering virtue and nurturing talent, and work hard to cultivate new generations of the era who can reassure the Party, love and contribute to the country, and shoulder the heavy responsibility of national rejuvenation.

中共中央、国务院日前印发了《教育强国建设规划纲要（2024—2035年）》，面向到2035年建成教育强国目标，对加快建设教育强国作出全面系统部署。建设教育强国是一项复杂的系统工程，必须坚持和运用系统观念，聚焦培养什么人、怎样培养人、为谁培养人这个核心课题，以新时代立德树人工程为牵引，加快构建立德树人新格局，着力完善立德树人机制，努力培养让党放心、爱国奉献、担当民族复兴重任的时代新人。

On the one hand, with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the core content, fully leverage the disciplinary and talent advantages of higher education institutions, coordinate the forces of relevant departments, strive to promote the development of teaching resources and innovation in teaching methods, coordinate the work of compiling unified textbooks, supporting courseware, model lectures, collective lesson preparation, practical research, and research and interpretation, and promote the transformation of the Party’s innovative theoretical achievements from a theoretical system to a textbook system and a teaching system. On the other hand, make efforts to explain deeply, thoroughly, and vividly, clearly explain the original theoretical contributions through the Marxist soul vein, clearly explain the national characteristics of the theory through the root vein of fine traditional Chinese culture, identify the theoretical interest points and excitement points of students, carry out targeted content transformation, make full use of different carriers and forms, organically integrate General Secretary Xi Jinping’s important discourses on the growth and success of college students into various types of propaganda and education, improve the mechanism and path for integrating successful cases of the great transformations of the New Era into ideological and political education, normalize the propaganda and lecture tours of the spiritual pedigree of the Chinese Communists, create distinctive brands for online ideological and political education, continuously enhance the affinity, appeal, and inspirational power of the Party’s innovative theory for young students, and guide students to enhance their ideological and action consciousness of listening to the Party and following the Party.

It is necessary to clarify the primary position of moral education in the talent cultivation system, use the core socialist values to solidify the soul and educate people, integrate the core socialist values into the entire process and all links of ideological and political education, carry out Party history learning and education on a regular and long-term basis, deepen education in patriotism, collectivism, and socialism, strengthen education on forging a strong sense of community for the Chinese nation, guide the vast number of students to understand great virtues, abide by public virtues, and strictly observe private virtues, and continuously strengthen their belief in Marxism, their conviction in socialism with Chinese characteristics, and their confidence in the great rejuvenation of the Chinese nation.

要明确德育在人才培养体系中的首要地位，用社会主义核心价值观凝心铸魂，把社会主义核心价值观融入思想政治教育全过程、各环节，常态化长效化开展党史学习教育，深化爱国主义、集体主义、社会主义教育，加强铸牢中华民族共同体意识教育，引导广大学生明大德、守公德、严私德，不断坚定马克思主义信仰、中国特色社会主义信念、中华民族伟大复兴信心。

It is necessary to adhere to the combination of points and surfaces, coordinate and promote, organically integrate the simultaneous development of the “five educations” [2]2 The “five educations” (五育) refers to moral, intellectual, physical, aesthetic, and labor education, which together constitute the comprehensive cultivation system for socialist builders and successors. into the entire process of student growth, all links of education and teaching, and all fields of “family-school-society” collaborative education, and effectively use the new pattern of fostering virtue and nurturing talent to cultivate the roots, cast the soul, lay the foundation, and empower students’ comprehensive development.

要坚持教育与生产劳动相结合，适应科技发展和产业变革新趋势，聚焦新质生产力和新发展理念，拓展和丰富劳动教育内容，创新劳动教育方式，因地制宜加强劳动教育的整体设计与内容供给，引导学生树立正确劳动观念，养成良好劳动习惯，不断提升劳动能力和素养。要坚持点面结合、统筹推进，将“五育”并举有机融入学生成长全过程、教育教学各环节、“家庭—学校—社会”协同育人各领域，切实以立德树人新格局为学生全面发展培根铸魂、奠基赋能。
