Systematically Grasping the Value Connotations of Building a Strong Education Country

The Central Committee of the Communist Party of China and the State Council recently issued the *Education Strong Country Construction Plan Outline (2024–2035)* (hereinafter referred to as the *Outline*). Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, it thoroughly implements the spirit of the National Education Conference, closely follows the concerns of the Party Central Committee, the concerns of the masses, and the attention of society. It runs the deepening of education reform throughout the entire text, highlights the integrated planning of education, science and technology, and talent, and adheres to the unity of a goal-oriented, problem-oriented, and effect-oriented approach, reflecting a systematic view of building a strong education country. To implement the goals and tasks set forth in the *Outline*, it is necessary to adhere to and apply systematic thinking, deeply grasp the value connotations of building a socialist education strong country with Chinese characteristics, and better leverage the pioneering, foundational, and strategic supporting role of building a strong education country in comprehensively advancing the construction of a strong country and realizing the great rejuvenation of the Chinese nation.

中共中央、国务院日前印发《教育强国建设规划纲要（2024—2035年）》（以下简称《纲要》），以习近平新时代中国特色社会主义思想为指导，深入贯彻全国教育大会精神，紧扣中央关心、群众关切和社会关注，将深化教育改革贯穿全文，突出教育科技人才一体统筹部署，坚持目标导向、问题导向和效果导向相统一，体现了建设教育强国的系统观。落实《纲要》提出的目标任务，需要坚持和运用系统思维，深刻把握建设中国特色社会主义教育强国的价值内涵，更好发挥教育强国建设在全面推进强国建设、实现中华民族伟大复兴伟业中的先导性、基础性、战略支撑作用。

Education, as a social phenomenon, is an activity that purposefully cultivates people and possesses a distinct political attribute. Upholding the Party’s overall leadership over education occupies a core position in building a socialist education strong country with Chinese characteristics and provides a fundamental guarantee for the construction of a strong education country.

教育作为一种社会现象，是有目的地培养人的活动，具有鲜明的政治属性。坚持党对教育事业的全面领导在建设中国特色社会主义教育强国中居于核心地位，为教育强国建设提供根本保证。

Building a strong education country is a systematic project. It is necessary to properly handle the relationships between the overall situation and the partial, the present and the long-term, and the macro and micro within the education field, and to integrate the Party’s overall leadership over education work throughout the entire process of running schools and governing education. The *Outline* makes comprehensive arrangements for building a strong education country and is a clear manifestation of the Party’s overall leadership over education. To implement the spirit of the *Outline*, it is necessary to be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the Party’s education policy, and consolidate the political foundation for building a strong education country. It is necessary to establish and improve the organizational system, institutional system, and working mechanism for upholding and strengthening the Party’s overall leadership, comprehensively strengthen Party building in the education system, maintain political security and harmony and stability in the education system, implement the responsibility for Party building work, improve the working mechanism of unified leadership by the Party committee, division of labor and cooperation between the Party and government, and coordinated operation, effectively shoulder the political responsibility for building a strong education country, include the promotion of building a strong education country on the important agenda, and make the education field a strong bastion for upholding the Party’s leadership.

建设教育强国是一个系统工程，要把握好教育领域全局与局部、当前与长远、宏观与微观的关系，把党对教育工作的全面领导贯穿到办学治校全过程。《纲要》对建设教育强国作出了全面部署，是党对教育事业全面领导的鲜明体现。落实《纲要》精神，必须以习近平新时代中国特色社会主义思想为指导，全面贯彻党的教育方针，夯实教育强国建设的政治根基。要建立健全坚持和加强党的全面领导的组织体系、制度体系和工作机制，全面加强教育系统党的建设，维护教育系统政治安全与和谐稳定，落实党建工作责任，健全党委统一领导、党政分工合作、协调运行的工作机制，切实扛起教育强国建设的政治责任，把推进教育强国建设纳入重要议事日程，让教育领域成为坚持党的领导的坚强阵地。

培养什么人，是教育的首要问题，是教育政治属性的集中体现。坚持立德树人是建设中国特色社会主义教育强国的根本任务，也是实现优质教育的基本要求。

The *Outline* requires “shaping a new pattern of fostering virtue and nurturing talent, cultivating new-era talents capable of shouldering the great task of national rejuvenation.” To build a strong education country, it is necessary to adhere to using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to forge souls and educate people, strengthen and improve ideological and political education in schools, implement the project of fostering virtue and nurturing talent in the new era, integrate school ideological and political education into the disciplinary system, teaching system, textbook system, and governance system, and incorporate it into ideological and moral, cultural knowledge, and social practice education. It is necessary to adhere to the synchronous advancement of ideological and political course construction and the armed forces with the Party’s innovative theories, build a good course group for “Introduction to Xi Jinping Thought on Socialism with Chinese Characteristics

《纲要》要求“塑造立德树人新格局，培养担当民族复兴大任的时代新人”。建设教育强国，要坚持用习近平新时代中国特色社会主义思想铸魂育人，加强和改进学校思想政治教育，实施新时代立德树人工程，把学校思想政治教育贯穿学科体系、教学体系、教材体系、治理体系，融入思想道德、文化知识、社会实践教育。要坚持思政课建设与党的创新理论武装同步推进，建好“习近平新时代中国特色社会主义思想概论”课程群；强化一体化“大思政课”建设，不断拓展实践育人和网络育人空间阵地。要加强党的创新理论体系化学理化研究阐释和成果应用，提升思政引领力。要加大国家通用语言文字推广力度，铸牢中华民族共同体意识，引导广大学生坚定马克思主义信仰、中国特色社会主义信念、中华民族伟大复兴信心，努力成为担当民族复兴大任的时代新人。

It is necessary to further strengthen the ideological and political work of the teaching force, deeply implement the action of forging the spirit of educators to cast the soul and strengthen the teaching force, give full play to the exemplary and vanguard role of Party-member teachers, guide teachers to keep in mind the duty and mission of educating people for the Party and cultivating talent for the country, and establish the aspiration and ambition of "devoting oneself to teaching, strengthening the country with me." It is necessary to adhere to the first standard of teacher ethics and professional conduct, improve the long-term mechanism for building teacher ethics and professional conduct, and strictly implement "zero tolerance" for misconduct in teacher ethics and professional conduct. It is necessary to enhance the professional quality and ability of teachers, cultivate and build a high-level teaching force for the New Era, and lay the foundation for a strong country.

建设教育强国必须建强教师队伍。《纲要》提出要“建设高素质专业化教师队伍，筑牢教育强国根基”。要进一步加强教师队伍思想政治工作，深入实施教育家精神铸魂强师行动，发挥好党员教师先锋模范作用，引导教师牢记为党育人、为国育才的职责使命，树立“躬耕教坛、强国有我”的志向和抱负。要坚持师德师风第一标准，健全师德师风建设长效机制，严格落实师德失范“零容忍”。要提升教师专业素质能力，培养造就新时代高水平教师队伍，奠定强国根基。

教育是民族振兴、社会进步的重要基石。坚持服务中华民族伟大复兴是建设中国特色社会主义教育强国的内在要求和重要使命。

The *Outline* proposes correctly handling the relationships between supporting national strategy and meeting people's livelihood needs, between knowledge learning and comprehensive development, between cultivating talent and meeting social needs, between standardization and order and stimulating vitality, and between taking root in China's soil and drawing on international experience. This reflects the unity of the political attribute, the people's attribute, and the strategic attribute of education.

《纲要》提出，正确处理支撑国家战略和满足民生需求、知识学习和全面发展、培养人才和满足社会需要、规范有序和激发活力、扎根中国大地和借鉴国际经验的关系。这体现了教育的政治属性、人民属性和战略属性的统一。

Building a strong education system must, in accordance with the deployment of the *Outline*, profoundly understand its strategic goals and tasks from a perspective of universal connection, comprehensive system, and development and change, and actively serve the overall situation of Chinese-path modernization and the great rejuvenation of the Chinese nation. It is necessary to enhance the comprehensive strength of higher education, further optimize the layout guided and oriented by national strategic needs, comprehensively enhance the capacity of education to serve high-quality development, and lay the foundation for the development of China's strategic scientific and technological forces, innovative knowledge system, and its governance model. It is necessary to focus on improving innovation capacity, improve the scientific and technological innovation system and mechanism in universities, strengthen the construction of basic disciplines, emerging disciplines, and interdisciplinary disciplines, and the cultivation of top-notch talents, and establish an effective mechanism for scientific and technological innovation and talent cultivation to support each other and drive the high-quality development of disciplines. It is necessary to focus on constructing China's independent knowledge system, accelerate interdisciplinary integration and the construction of new liberal arts, continuously produce results with significant academic value, cultivate and strengthen the national strategic scientific and technological force, and accelerate the construction of world-class universities and advantageous disciplines with Chinese characteristics. It is necessary to strengthen the deep integration of industry, academia, and research, enhance the efficiency of the transformation of scientific and technological achievements in universities, and inject strong educational momentum into the development of new quality productive forces. It is necessary to improve the strategy and policy for opening up education to the outside world, build an important education center with global influence, strengthen the brand and capacity building of "Study in China," and attract international students to study in China; learn from international advanced experience, expand international academic exchanges and cooperation in education and scientific research, encourage and support the selection of outstanding talents to study at internationally renowned universities and research institutions, expand exchanges between Chinese and foreign youth, broaden students' international perspectives, and promote the building of a community with a shared future for mankind.

建设教育强国要按照《纲要》部署，从普遍联系的、全面系统的、发展变化的视角深刻理解其战略目标任务，主动服务中国式现代化和中华民族伟大复兴大局。要增强高等教育综合实力，以国家战略需求为牵引和导向进一步优化布局，全面提升教育服务高质量发展能力，为我国战略科技力量、创新型知识体系及其治理模式的发展奠定根基。要着眼提高创新能力，完善高校科技创新体制机制，加强基础学科、新兴学科、交叉学科建设和拔尖人才培养，建立科技创新与人才培养相互支撑、带动学科高质量发展的有效机制。要着力建构中国自主的知识体系，加快学科交叉融合与新文科建设，不断推出具有重大学术价值的成果，培育壮大国家战略科技力量，加快建设中国特色、世界一流的大学和优势学科。要加强产学研深度融合，提高高校科技成果转化效能，为发展新质生产力注入强劲的教育动能。要完善教育对外开放战略策略，建设具有全球影响力的重要教育中心，加强“留学中国”品牌和能力建设，吸引国际留学生来华留学；借鉴学习国际先进经验，扩大国际学术交流和教育科研合作，鼓励支持选拔优秀人才到国际知名高校、研究机构研修，扩大中外青少年交流，拓展学生的国际视野，推动构建人类命运共同体。

教育关系千家万户，以教育之力厚植人民幸福之本是我们党以人民为中心的发展思想在教育领域的具体体现。

The *Outline* proposes that by 2027, important phased results will be achieved in building a strong education system; by 2035, a strong education system will be built. To implement this major task, it is necessary to always take running education to the satisfaction of the people as a value pursuit, make basic education strong and excellent, consolidate the strategic foundation for improving the overall quality of the people, improve the mechanism for the coordinated allocation of basic education resources adapted to population changes, and deeply implement the project to expand quality and improve efficiency in basic education. It is necessary to promote educational equity, deepen the reform of the education system and mechanism, optimize the allocation of regional education resources, ensure that citizens enjoy the right to education according to law, accelerate the high-quality and balanced development of compulsory education and urban-rural integration, and gradually narrow the gaps between urban and rural areas, regions, schools, and groups. It is necessary to improve the student financial aid system covering all school stages and the balanced development mechanism for compulsory education. It is necessary to strengthen the construction of education resource sharing and public service platforms, accelerate the construction of a learning society, and improve the level of public services for lifelong learning. It is necessary to improve the mechanism for matching talent cultivation with the needs of economic and social development, accelerate the construction of a high-quality employment service system for college graduates, and promote high-quality and full employment for college graduates. It is necessary to improve the education quality evaluation system, construct an assessment content system that guides students' comprehensive development in moral, intellectual, physical, aesthetic, and labor education, and focus on strengthening the examination of students' key abilities, disciplinary literacy, and thinking quality. It is necessary to improve the comprehensive cultivation system for moral, intellectual, physical, aesthetic, and labor education, accelerate the filling of shortcomings in physical, aesthetic, and labor education, and explore evaluation methods that promote students' comprehensive development. It is necessary to deeply implement the national education digitalization strategy, take promoting the application of information technology as a starting point, and explore effective ways for digital empowerment to improve education quality.

《纲要》提出到2027年，教育强国建设取得重要阶段性成效；到2035年，建成教育强国。落实这一重大任务，要始终将办人民满意的教育作为价值追求，办强办优基础教育，夯实全面提升国民素质战略基点，健全与人口变化相适应的基础教育资源统筹调配机制，深入实施基础教育扩优提质工程。要促进教育公平，深化教育体制机制改革，优化区域教育资源配置，保障公民依法享有受教育的权利，加快义务教育优质均衡发展和城乡一体化，逐步缩小城乡、区域、校际、群体差距。要完善覆盖全学段学生资助体系和均衡发展的义务教育发展机制。要加强教育资源共享和公共服务平台建设，加快建设学习型社会，提升终身学习公共服务水平。要完善人才培养与经济社会发展需要适配机制，加快构建高校毕业生高质量就业服务体系，促进高校毕业生高质量充分就业。要完善教育质量评价制度，构建引导学生德智体美劳全面发展的考核内容体系，重点强化学生关键能力、学科素养和思维品质考查。要健全德智体美劳全面培养体系，加快补齐体美劳育短板，探索促进学生全面发展的评价方式。要深入实施国家教育数字化战略，以推进信息技术应用为抓手，探索数字赋能教育质量提升的有效途径。
