Integrate Deepened Theoretical Arming into Every Aspect and Throughout the Entire Process of Ideological-Political Course Construction in Higher Education

“Persist in advancing the construction of ideological-political courses in tandem with the arming of the Party’s innovative theories” is an important directive issued by General Secretary Xi Jinping for the construction of ideological-political courses in schools as we embark on the new journey of the New Era, and it has been written into the *Outline of the Plan for Building China into a Leading Country in Education (2024–2035)*. We must deeply understand the extreme importance of deepening theoretical arming for the construction of ideological-political courses in higher education, implement the spirit of General Secretary Xi Jinping’s important directive with a high sense of political responsibility and mission, continuously open up new prospects for ideological-political education in the New Era, and strive to cultivate more new-era talents who can reassure the Party, love and dedicate themselves to the country, and bear the heavy responsibility of national rejuvenation.

“坚持思政课建设与党的创新理论武装同步推进”，是习近平总书记面向新时代新征程，对学校思政课建设作出的重要指示，并被写入《教育强国建设规划纲要（2024－2035年）》。我们要深刻认识深化理论武装对于高校思政课建设的极端重要性，以高度的政治责任感和使命感贯彻落实习近平总书记重要指示精神，不断开创新时代思政教育新局面，努力培养更多让党放心、爱国奉献、担当民族复兴重任的时代新人。

Taking Marxism as the fundamental guide, persistently arm the mind with the Party’s innovative theories. Marxism is the fundamental guiding ideology for our Party to build the Party and the country, and to rejuvenate the Party and the country. We should take the construction of ideological-political courses in colleges and universities as the main lever, and through systematically teaching the Marxist scientific world outlook and methodology, guide students to correctly understand the basic laws of the development of human society, thereby strengthening their lofty ideal of communism and the common ideal of socialism with Chinese characteristics. The Party’s innovative theories are a powerful ideological weapon guiding the continuous progress of the Party’s and the nation’s undertakings. To improve the quality of ideological-political course construction in colleges and universities, studying, implementing, interpreting, and disseminating the Party’s innovative theories should be taken as a key task. Persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to cultivate people and shape their souls, enabling the vast number of teachers and students to deeply grasp its spiritual essence and practical requirements, and continuously enhance their political judgment, political comprehension, and political execution capacity in the process of deepening theoretical arming.

将马克思主义作为根本遵循，持之以恒用党的创新理论武装头脑。马克思主义是我们立党立国、兴党兴国的根本指导思想。应以高校思政课建设为主抓手，通过系统讲授马克思主义科学的世界观和方法论，引导学生正确认识人类社会发展的基本规律，从而坚定共产主义远大理想和中国特色社会主义共同理想。党的创新理论是指导党和国家事业不断前进的强大思想武器。提升高校思政课建设质量，应将学习贯彻、阐释传播党的创新理论作为关键任务，坚持不懈用习近平新时代中国特色社会主义思想铸魂育人，使广大师生深刻领会其精神实质和实践要求，在深化理论武装中不断提高政治判断力、政治领悟力、政治执行力。

Resolutely implement the Party’s educational policy and adhere to the socialist direction of running schools. In the construction of ideological-political courses, we should always keep in mind the Party’s educational policy, bravely undertake the major mission of educating people for the Party and cultivating talent for the country, and integrate ideological-political education throughout the entire process of education and teaching. In curriculum design, prominently highlight the core position of ideological-political courses. Through the positive interaction between ideological-political courses and curriculum-based ideological-political education, excavate the elements of ideological-political education in various types of courses, and strive to enhance the synergistic educational effectiveness of ideological-political courses with other courses, truly achieving all-staff education, whole-process education, and all-round education. At the same time, ideological-political courses in colleges and universities should take cultivating students’ firm ideals and convictions and patriotic sentiments as an important task. Teachers of ideological-political courses should not only be transmitters of knowledge but also guides of values. Persist in integrating the core socialist values into the entire process of ideological-political course construction, continuously strengthen education on patriotism, collectivism, and social responsibility for students, and guide students to become young people of the New Era with ideals, skills, and a sense of responsibility.

坚决贯彻落实党的教育方针，坚持社会主义办学方向。在思政课建设中，应始终牢记党的教育方针，勇于承担为党育人、为国育才的重大使命，将思想政治教育贯穿教育教学全过程。在课程设置上，着重突出思政课的核心地位，在思政课程和课程思政的良性互动中，挖掘各类课程中的思想政治教育元素，着力提升思政课程与其他课程的协同育人成效，真正实现全员育人、全程育人、全方位育人。同时，高校思政课要把培养学生坚定的理想信念和爱国主义情怀作为重要任务，思政课教师不仅要做知识的传授者，更要做价值观的引导者，坚持将社会主义核心价值观融入思政课建设全过程，持续加强对学生的爱国主义教育、集体主义教育和社会责任感教育，引导学生成为有理想、有本领、有担当的新时代青年。

Colleges and universities are important platforms for the exchange of ideas and culture, and also the front line of ideological struggle. The construction of ideological-political courses in colleges and universities must strengthen the awareness of the ideological position, maintain a clear mind, resolutely resist the erosion of various erroneous ideological trends, and always safeguard national ideological security. For teachers of ideological-political courses in colleges and universities, they should pay attention to the ideological and behavioral dynamics of the young college student group, strengthen dynamic analysis and source governance, and systematically prevent and timely resolve potential ideological risks within the student group. Campus culture, as an important carrier of ideological education in colleges and universities, has a subtle influence on students’ thoughts and behaviors. This requires organically combining the arming of the Party’s innovative theories with strengthening campus cultural construction. By excavating school history and school situation resources, holding a series of activities such as “Red Culture Entering Campus,” strengthening campus network cultural construction and the supervision of campus network platforms, create a positive, uplifting, healthy, and civilized campus cultural atmosphere.

强化意识形态阵地意识，坚决抵制各种错误思潮侵蚀。高校是思想文化交流的重要平台，也是意识形态斗争的前沿阵地。高校思政课建设必须强化意识形态阵地意识，保持清醒头脑，坚决抵制各种错误思潮侵蚀，时刻维护国家意识形态安全。对于高校思政课教师而言，应关心关注青年大学生群体的思想行为动态，加强动态研判和源头治理，系统防范和及时化解学生群体中的潜在意识形态风险。校园文化作为高校意识形态教育的重要载体，对学生的思想和行为具有潜移默化的影响。这就要求将党的创新理论武装与加强校园文化建设有机结合起来，通过挖掘校史校情资源、举办“红色文化进校园”系列活动、加强校园网络文化建设和校园网络平台监管等，营造积极向上、健康文明的校园文化氛围。

Consolidate the content foundation of ideological-political course construction in colleges and universities

筑牢高校思政课建设的内容根基

Every time the Party’s theoretical innovation advances one step, theoretical arming must follow one step. The content construction of ideological-political courses in colleges and universities should be dynamically adjusted along with the continuously developing Party’s innovative theories, continuously enhancing the theoretical depth, historical profundity, and professional fulfillment of ideological-political courses, and comprehensively consolidating the theoretical foundation, cultural literacy, and professional ability of ideological-political course teachers.

党的理论创新每前进一步，理论武装就要跟进一步。高校思政课的内容建构，要随着不断向前发展的党的创新理论进行动态调整，不断提升高校思政课的理论厚重感、历史纵深感和专业获得感，全面夯实思政课教师的理论功底、文化素养和专业能力。

Strengthen the theoretical-elaboration-based interpretation of the Party’s innovative theories. On the one hand, construct a systematic theoretical teaching system for the Party’s innovative theories, from basic principles to the latest developments, from theoretical origins to practical applications, forming a logically rigorous and clearly layered knowledge system. Through forms such as special lectures and academic seminars, help students understand the essential characteristics and core meanings of the Party’s innovative theories from a deeper level, avoiding superficial and one-sided understanding. On the other hand, on the basis of clearly explaining the reasoning, academic principles, and philosophical principles of the Party’s innovative theories, strengthen the speculative nature of theoretical teaching. Encourage students, while mastering basic theories, to engage in critical thinking training, enabling them to learn to examine problems from different perspectives, discern various social trends of thought, and enhance their ability to adhere to the correct political direction in complex environments.

加强对党的创新理论的学理化阐释。一方面，针对党的创新理论构建系统化的理论教学体系，从基本原理讲到最新发展，从理论渊源讲到实践应用，形成逻辑严密、层次分明的知识体系，并通过专题讲座、学术研讨等形式，帮助学生从更深层次理解党的创新理论的本质特征和核心要义，避免表面化、片面化的理解。另一方面，在讲清党的创新理论的道理、学理和哲理的基础上，强化理论教学的思辨性，鼓励学生在掌握基本理论的同时，开展批判性思维训练，使他们学会从不同角度审视问题，辨析各种社会思潮，提升在复杂环境中坚持正确政治方向的能力。

Focus on excavating the historical and cultural genes of the Party’s innovative theories. On the one hand, place the Party’s innovative theories within the historical process of the great rejuvenation of the Chinese nation for examination. By narrating the great journey of the Communist Party of China leading the people in revolution, construction, and reform and opening up, demonstrate how the Party’s innovative theories emerged, developed, and continuously guided practice, thereby enhancing students’ historical identity and national pride. On the other hand, fully excavate the intrinsic connection between the Party’s innovative theories and fine traditional Chinese culture. Both explain the rich nourishment that fine traditional Chinese culture provides to the Party’s innovative theories, and clearly articulate the creative transformation and innovative development of fine traditional Chinese culture by the Party’s innovative theories, guiding students to deeply understand the contemporary value of fine traditional Chinese culture and the historical and cultural foundation of the Party’s innovative theories.

注重挖掘党的创新理论的历史文化基因。一方面，将党的创新理论置于中华民族伟大复兴历史进程中考察，通过讲述中国共产党领导人民进行革命、建设、改革的伟大历程，展示党的创新理论是如何在实践中产生、发展并不断指导实践的，从而增强学生的历史认同感和民族自豪感。另一方面，充分挖掘党的创新理论与中华优秀传统文化的内在联系，既说明白中华优秀传统文化对党的创新理论的丰厚滋养，也讲清楚党的创新理论对中华优秀传统文化的创造性转化和创新性发展，引导学生深刻理解中华优秀传统文化的时代价值和党的创新理论的历史文化底蕴。

Scientifically configure course modules related to the Party’s innovative theories. Colleges and universities should fully utilize their intellectual advantages, platform advantages, and disciplinary advantages to promote the deep integration of the Party’s innovative theories with professional knowledge, enhancing the professionalism and attractiveness of the courses. For example, finance and economics colleges and universities can base themselves on their disciplinary strengths, strengthen interaction between the School of Marxism and the School of Economics in areas such as textbook compilation, resource sharing, and joint faculty development, and systematically and step-by-step offer and build courses such as “Introduction to Xi Jinping’s Economic Thought,” allowing students to feel more tangibly the relevance and professionalism in the ideological-political classroom. At the same time, promote the construction of curriculum-based ideological-political education, design ideological-political teaching cases with professional characteristics, enabling students to subtly receive ideological-political education during the process of professional learning, achieving the organic unity of knowledge transmission and value guidance.

科学配置党的创新理论相关课程模块。高校应充分利用智力优势、平台优势和学科优势，促进党的创新理论与专业知识深度融合，提升课程的专业性和吸引力。例如，财经类院校可以立足学科优势，在教材编写、资源共享、师资共建等方面加强马克思主义学院与经济学院的互动，有计划、有步骤地开设和建好“习近平经济思想概论”等课程，让学生在思政课堂中更加真切地感受到针对性和专业性。同时，推进课程思政建设，设计具有专业特色的思政教学案例，让学生在专业学习过程中潜移默化地接受思想政治教育，实现知识传授与价值引领的有机统一。

Facing the New Era and the new journey, promoting the high-quality development of ideological-political course construction in colleges and universities requires persistent and long-term effort. Use more thorough theoretical arming to strengthen ideals and convictions, and actively explore and form new ideas and new plans for the construction of ideological-political courses in colleges and universities.

面向新时代新征程，推进高校思政课建设高质量发展必须久久为功，以更加彻底的理论武装坚定理想信念，积极探索形成高校思政课建设的新思路、新方案。

Systematically organize and mobilize the entire university’s research forces. Party organizations at all levels in colleges and universities should take deepening the study and research of Marxist theory as their primary task, make good use of normalized mechanisms such as the theoretical study center group of the Party committee and teachers’ political theory study, regularly organize theoretical study sessions, and guide all teachers and students to deeply understand and grasp the scientific system, spiritual essence, rich connotations, and practical requirements of the Party’s innovative theories. At the same time, colleges and universities should proactively focus on the major strategic arrangements of the Party and the state, break down disciplinary barriers and departmental boundaries, systematically organize and mobilize the entire university’s research forces, and construct a theoretical arming system for collaborative research. For example, anchoring on the strategic task of comprehensively advancing the great rejuvenation of the Chinese nation through Chinese-path modernization, organize the establishment of special scientific research innovation platforms, actively integrate the advantageous resources of different disciplines, and carry out scientific research in an organized manner. In addition, strengthen cooperation and exchange with off-campus research institutions and academic groups, ensuring that theoretical research always keeps pace with the times and continuously injects new vitality into the construction of ideological-political courses in colleges and universities.

有序组织调动全校研究力量。高校各级党组织应将深化马克思主义理论学习与研究作为首要任务，用好党委理论学习中心组、教师政治理论学习等常态化机制，定期组织理论学习会，引导全校师生深刻理解和把握党的创新理论的科学体系、精神实质、丰富内涵、实践要求。同时，高校应主动聚焦党和国家重大战略安排，打破学科壁垒和部门界限，有序组织调动全校研究力量，构建协同研究的理论武装体系。例如，锚定以中国式现代化全面推进中华民族伟大复兴的战略任务，组织成立专项科研创新平台，积极整合不同学科的优势资源，有组织地开展科学研究。此外，加强与校外科研机构、学术团体的合作交流，保证理论研究始终紧跟时代步伐，持续为高校思政课建设注入新的活力。

Comprehensively enhance the teaching level of ideological-political course teachers. “Teaching well” is the core of ideological-political course instruction. Colleges and universities should take strengthening the teaching ability of ideological-political course teachers as a key link in improving the quality of ideological-political course construction, and strive to build a team of ideological-political course teachers who are politically strong, have deep feelings, think innovatively, have broad vision, are strict in self-discipline, and have upright character. To this end, teacher training and research work should be strengthened, ideological-political course teachers should be regularly organized to participate in various levels and types of training, and on-campus teaching seminars and teaching observation activities should be regularly held to continuously update teachers’ knowledge structures and enhance teaching skills; closely follow the important meetings and major time nodes of the Party Central Committee, make good use of the normalized collective lesson preparation mechanism, and effectively improve the efficiency of bringing the Party’s innovative theories into the classroom. Actively promote “micro-innovation” in ideological-political courses. For example, during the enrollment education period, organize all new students of the university to attend the “first ideological-political lesson of the semester” together, inviting scientific and technological experts, Olympic athletes, master craftsmen, and other exemplary models to step onto the podium, giving students a good start in their ideological-political course studies.

全面提升思政课教师教学水平。“讲好”是思政课教学的核心。高校应把增强思政课教师教学能力作为提升思政课建设质量的关键环节，着力打造一支政治强、情怀深、思维新、视野广、自律严、人格正的思政课教师队伍。为此，应加强教师培训与研修工作，定期组织思政课教师参加各级各类培训，定期举办校内教学研讨会、教学观摩活动，不断更新教师的知识结构，提升教学技能；紧扣中央重要会议和重大时间节点，用好常态化的集体备课机制，切实提升党的创新理论进课堂的效率。积极推动思政课“微创新”。例如，在入学教育期间，组织全校新生共上“开学第一堂思政课”，邀请科技专家、奥运健儿、大国工匠等榜样模范走上讲台，为学生思政课学习开好头、起好步。

Focus on tempering students’ theoretical application ability. Actively guide students to combine the theoretical knowledge they have learned with social practice, deepen their understanding of theory through practical exercise, and enhance their ability to solve practical problems. For example, focusing on the major national development strategies of the Party and the state, carefully organize students to go down to the grassroots level and step into the countryside, allowing students to perceive social changes through personal experience, understand the overall situation of national development, and enhance their sense of social responsibility and historical mission; strengthen cooperation with enterprises and institutions, establish high-quality practice teaching bases, allowing students to understand industry dynamics and experience enterprise development during internships and training, closely combining theoretical learning with social needs, and laying a solid foundation for entering society in the future; rely on university innovation and entrepreneurship platforms and university science and technology parks, guide students to carry out innovation and entrepreneurship projects around social issues, use the theories they have learned to solve practical problems, cultivate students’ innovative thinking and entrepreneurial ability, and cultivate more high-quality talents with innovative spirit and practical ability for society.

注重锤炼学生理论运用能力。积极引导学生将所学理论知识与社会实践相结合，通过实践锻炼，加深对理论的理解，提升解决实际问题的能力。例如，聚焦党和国家重大发展战略，精心组织学生走进基层、踏入乡村，让学生在亲身体验中感悟社会变迁，理解国家发展大局，增强社会责任感和历史使命感；加强与企事业单位的合作，建立高质量实践教学基地，让学生在实习实训中了解行业动态，感受企业发展，将理论学习与社会需求紧密结合，为将来步入社会打下坚实基础；依托高校创新创业平台和大学科技园区，引导学生围绕社会问题开展创新创业项目，运用所学理论解决实际问题，培养学生的创新思维和创业能力，为社会培养更多具有创新精神和实践能力的高素质人才。
