Running High-Quality Affiliated Schools Well, Serving the High-Quality and Balanced Development of Basic Education

Building a strong educational nation has its foundation in basic education and its leading force in higher education. “Nurturing talent and cultivating scholars is the foundation of the state.” [1]1 A classical allusion to the importance of education and talent cultivation for the state, originating from the *Zizhi Tongjian* (Comprehensive Mirror for Aid in Government). Higher normal universities bear the dual responsibility and mission of serving as both the “foundation” of basic education and the “leading force” of higher education in building a strong educational nation. They must make due contributions in implementing the Party’s educational policies, serving the high-quality and balanced development of basic education, and cultivating a high-quality, professionalized teaching force. Basic education affiliated schools are the “experimental fields” of higher normal universities. They are an important manifestation of how higher normal universities apply basic education disciplines, implement talent cultivation reforms, and strengthen the positioning of teacher education. Running basic education affiliated schools well is an important strategy for higher normal universities to serve the high-quality and balanced development of basic education. Currently, the development and transformation of basic education is at a critical juncture. Higher normal universities should organize high-quality schooling in a structured manner, laying a solid foundation for the balanced and high-quality development of basic education.

建设教育强国，基点在基础教育，龙头是高等教育。“育才造士,为国之本”，高等师范院校在教育强国建设中肩负着基础教育“基点”和高等教育“龙头”的双重责任使命，要在落实党的教育方针政策，服务基础教育优质均衡发展，培养高素质专业化教师队伍方面作出应有贡献。基础教育附属学校是高等师范院校的“试验田”，是高师院校应用基础教育学科、实施人才培养改革、强化教师教育定位的重要表现，办好基础教育附属学校是高师院校服务基础教育优质均衡发展的重要战略。当前，基础教育发展变革正处于关键期，高师院校应有组织地促进高质量办学，为基础教育的均衡化与高质量发展奠定坚实基础。

To implement high-quality schooling in an organized manner, it is necessary to uphold the leadership of the Party, firmly grasp the correct direction of running basic education affiliated schools, and provide a strong organizational guarantee for the high-quality and balanced development of basic education. First, adhere to the correct direction of running schools, and strengthen the political nature, people-centeredness, and strategic orientation of basic education affiliated schools. Closely align with the key regional layouts of national strategic development to establish schools, promote the balanced development of basic education, and enable high-quality education to benefit more people. Improve the institutional mechanisms for schools to implement the fundamental task of fostering virtue through education [2]2 The fundamental task of education in China, emphasizing moral education as the core of cultivating talent., focus on cultivating socialist builders and successors who are well-developed morally, intellectually, physically, aesthetically, and labor-wise, and continuously provide a steady stream of talent support for building a strong nation and achieving national rejuvenation. Second, solidly advance the reform of the leadership system in primary and secondary schools, strengthen the Party’s overall leadership over educational work, and improve the institutional mechanisms for Party organizations in primary and secondary schools to play a leading role, ensuring that Party organizations fulfill their leadership responsibilities of setting the direction, managing the overall situation, making decisions, building the team, leading the team, and ensuring implementation. For affiliated schools of higher normal universities, some are secondary-level organizations of the university Party organization, while others have their Party organizational relations subordinated to the local Party committee. The university Party committee should effectively play the role of the Party organization in holding the banner and guiding the way, coordinate with the leadership of the local Party committee, take the Party building of primary and secondary schools as an important lever for optimizing the governance system and enhancing school-running capacity, leverage the role of grassroots Party organizations, strengthen the building of the Party member team, and make grassroots Party organizations a strong fighting fortress for teaching and educating in schools. Third, optimize ideological and political work in primary and secondary schools, construct a work pattern for the integrated development of ideological and political education across universities, middle schools, and primary schools, strengthen the guidance of Marxist colleges in higher normal universities over primary and secondary schools in terms of education and teaching, textbook updates, and teaching reforms, and orderly establish daily working mechanisms for Party and Youth League organizations in universities and primary and secondary schools.

有组织地实施高质量办学，必须坚持党的领导，牢牢把握基础教育附校办学的正确方向，为基础教育优质均衡发展提供坚强的组织保证。一是坚持正确的办学方向，强化基础教育附校办学的政治性、人民性和战略性。紧紧围绕国家战略发展重点区域布局设校，推进基础教育的均衡化发展，让优质教育惠及更多群众。健全学校落实立德树人根本任务的制度机制，着眼于培养德智体美劳全面发展的社会主义建设者和接班人，持续为强国建设和民族复兴提供源源不断的人才支撑。二是扎实推进中小学校领导体制改革，加强党对教育工作的全面领导，健全发挥中小学校党组织领导作用的体制机制，确保党组织履行好把方向、管大局、作决策、抓班子、带队伍、保落实的领导职责。高师院校附属学校，有的是高校党组织的二级组织，有的党组织关系隶属于属地党委，高校党委要切实发挥党组织的举旗领航作用，协同属地党委领导，把中小学党的建设作为优化治理体系、提升办学能力的重要抓手，发挥基层党组织作用，加强党员队伍建设，使基层党组织成为学校教书育人的坚强战斗堡垒。三是优化中小学校思想政治工作，构建大中小学思政一体化工作格局，加强高师院校马克思主义学院对中小学校在教育教学、教材更新、教学改革方面的指导，有序构建大学和中小学校党团组织的日常工作机制。

To implement high-quality schooling in an organized manner, the key is to leverage the organizational advantages of running schools, enhance the rich connotation of basic education affiliated schools, strengthen the standardization of running basic education affiliated schools, and use exemplary points to drive regional demonstration, leadership, and radiation. First, highlight the collectivization and intensification of school-running by higher normal universities. In the process of development, higher normal universities have established many basic education schools through direct sponsorship, regional cooperation, public-private partnerships, and other forms, or have supported the development of these schools through disciplinary resources and talent supply. These schools have become high-quality demonstration schools in various regions. In the stage of high-quality educational development, affiliated schools of higher normal universities should emphasize collectivization and intensification in school-running, achieving economies of scale through large-scale schooling. Second, strengthen the systematic support of disciplines and talent. The disciplinary construction of higher normal universities is mostly arranged around basic education disciplines, directly corresponding to the education and teaching systems of primary and secondary schools. In recent years, the curriculum standards and textbooks for basic education have been in a period of concentrated adjustment. Higher normal universities should fully leverage their disciplinary advantages, rely on the faculty, students, and experts from the departments corresponding to basic education disciplines, and in their affiliated basic education schools, interpret curriculum standards well, use textbooks well, and reform classrooms well. Third, promote the spirit of educators and strengthen the construction of a high-quality teaching force. Higher normal universities are the main force in teacher education, bearing the important task of teacher cultivation and training. Higher normal universities should cultivate a large number of normal university students, treat basic education affiliated schools as the “second campus” for normal university student cultivation, and strengthen the educational internships and daily practice of normal university students. Highlight the high-quality and balanced nature of the full-chain cultivation and full-region training of teachers.

有组织地实施高质量办学，重点是发挥办学的组织优势，提升基础教育附校办学的丰富内涵，加强基础教育附校办学规范性，以点带面形成区域的示范引领和辐射带动。一是突出高等师范院校办学的集团化和集约化，高师院校在发展过程中，通过直接举办、区域合作、民办公助等形式办了许多基础教育学校，或通过学科资源、人才输送支撑了这些学校的发展。这些学校已经成为各地的优质示范校，在教育高质量发展阶段，高师院校附校要突出办学的集团化与集约化，通过规模化办学实现规模化效益。二是强化学科和人才的系统化支撑。高师院校的学科建设大多围绕基础教育学科布局，直接对应中小学校教育教学体系，近年来，基础教育课标和教材正处于集中调整期，高师院校应充分发挥学科优势，依托基础教育学科所在院系师生专家，在所属的基础教育学校解读好课标、使用好教材、改革好课堂。三是弘扬教育家精神，加强高素质教师队伍建设。高等师范院校是教师教育主力军，承载着教师培养培训的重要任务，高师院校应培养大量的师范生，把基础教育附属学校作为师范生培养的“第二校园”，加强师范生的教育实习和日常实践。突出教师全链条培养、全区域培训的优质均衡。

To implement high-quality schooling in an organized manner, the key is to effectively mobilize the organizational guarantee functions of higher normal universities and basic education schools, jointly serve the goals and tasks of building a strong educational nation, and create pioneering and exemplary models for the high-quality development of basic education. First, higher normal universities should construct a community for the common development of basic education. At the national level, a normal university collaborative quality improvement plan has been formed. Beijing Normal University and other schools have also taken the lead in establishing a basic education work community for higher normal universities. The fine traditions and school-running experiences of higher normal universities in serving basic education in various regions should be continuously leveraged to form a development community advancing in unison. Second, higher normal universities should construct a product system that supports the high-quality development of basic education. Higher normal universities have rich research in education and teaching, teaching research and reform, and school management. Some of these have been widely applied in primary and secondary schools. Looking to the future, efforts should be made to deeply explore cutting-edge research and products such as artificial intelligence, brain science research, examination evaluation, and smart campuses, treating primary and secondary schools as “demonstration fields” for the high-quality and balanced development of basic education. Third, higher normal universities should leverage the high-quality spillover effect of running one school well and serving an entire region. Higher normal universities run basic education affiliated schools not only based on their own needs but also based on the basic education needs of the region and locality where they are located. Therefore, higher normal universities should run every basic education affiliated school well, and more importantly, use this school as a base point, through various forms such as resource sharing, achievement sharing, and joint teacher training, to serve the balanced development of basic education in the region.

有组织地实施高质量办学，关键是有效调动高等师范院校和基础教育学校的组织保障功能，共同服务于教育强国的目标任务，创造基础教育高质量发展的先行示范样本。一是高师院校要构建基础教育共同发展的共同体，国家层面已经形成了师范协同提质计划，北京师范大学等学校也牵头成立了高师院校基础教育工作共同体，应持续发挥高师院校服务各地区基础教育的优良传统和办学经验，形成齐头并进的发展共同体。二是高师院校要构建支撑基础教育高质量发展的产品体系，高师院校在教育教学、教研教改、学校管理等方面有着丰富的研究，有的在中小学校形成了广泛应用，应着眼未来，深挖人工智能、脑科学研究、考试评价、智慧校园等前沿研究和产品，将中小学校作为基础教育优质均衡的“示范田”。三是高师院校要发挥办好一所、服务一片的优质外溢效果。高师院校办基础教育附属学校，既是立足于高师院校自身需要，也是立足于所在区域所属地方的基础教育需求。因此，高师院校要办好每一所基础教育附属学校，更应以此所学校为基点，通过资源共享、成果共担、师资共育等多种形式，服务区域基础教育的均衡发展。
