Concentrate Efforts on Enhancing the Ideological and Political Guidance Capability of College Counselors

“The education powerhouse we aim to build is a socialist education powerhouse with Chinese characteristics, which should possess a strong ideological and political guidance capability, talent competitiveness, scientific and technological support, livelihood security capability, social coordination capability, and international influence, providing robust support for comprehensively advancing the building of a strong country and the great rejuvenation of the Chinese nation through Chinese-path modernization.” This important exposition by General Secretary Xi Jinping regards ideological and political guidance capability as the primary supporting force for building an education powerhouse, providing directional guidance and fundamental principles for the high-quality development of ideological and political work in colleges and universities in the New Era. Counselors, as the backbone force in the ideological and political education of college students, have the quality of their team construction directly affecting the effectiveness and depth of ideological and political guidance capability. It is necessary to forge the soul with “political nature,” strengthen the foundation with “professionalism,” and empower with “practicality,” systematically enhancing the ideological and political guidance capability of counselors and constructing a scientific and efficient guidance system.

“我们要建成的教育强国，是中国特色社会主义教育强国，应当具有强大的思政引领力、人才竞争力、科技支撑力、民生保障力、社会协同力、国际影响力，为以中国式现代化全面推进强国建设、民族复兴伟业提供有力支撑。”习近平总书记的这一重要论述将思政引领力视为教育强国建设的首要支撑力量，为新时代高校思政工作高质量发展提供了方向指引和根本遵循。辅导员作为大学生思想政治教育的骨干力量，其队伍建设的质量直接关系到思政引领力的效能与深度，应当以“政治性”铸魂、以“专业性”强基、以“实践性”赋能，系统提升辅导员的思政引领能力，构建科学高效的引领体系。

Forge the soul with “political nature,” consolidating the political foundation of ideological and political guidance. Political nature determines the correctness and authority of the guidance direction. College counselors must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, strengthen their faith through theoretical cultivation, firmly establish their political stance in ideological struggles, and strive to become guides for students’ ideals and beliefs. Strictly observe political discipline and safeguard ideological security. Colleges and universities are at the forefront of ideology; counselors should always maintain political acumen and discernment, steering the direction and holding the bottom line in a complex and changing environment. They should strengthen guidance and management in key areas such as student clubs, classroom lectures, and online discourse, resolutely resisting the infiltration of erroneous ideological trends; at the same time, they should be strict with themselves, abide by the Party’s political discipline and political rules, and set an example for students through exemplary words and deeds. Strengthen theoretical study and consolidate the ideological foundation. Continuously advance theoretical study and education, achieving thorough understanding, comprehensive integration, and the unity of knowledge and action. Systematically integrate theoretical study into thematic Party lessons, regular work meetings, thematic training, and project cultivation, comprehensively utilizing methods such as case studies, interactive teaching, and blended online-offline learning to continuously enhance counselors’ political literacy and theoretical interpretation ability, accurately and vividly transmitting the Party’s innovative theories. Establish a “grand ideological and political” framework and promote the integration of theory and practice. Promote the comprehensive integration of ideological and political education into professional teaching, practical teaching, and other links, strengthening collaborative education with professional teachers. In classroom teaching, guide students to use Marxist standpoints, viewpoints, and methods to analyze problems; in activities such as social practice, volunteer service, and red study tours, deepen students’ understanding of the advantages of the socialist system with Chinese characteristics, achieving the organic unity of knowledge transmission and value guidance.

以“政治性”铸魂，筑牢思政引领的政治根基。政治性决定了引领方向的正确性与权威性。高校辅导员必须坚持以习近平新时代中国特色社会主义思想为指引，在理论修炼中坚定信仰，在意识形态斗争中站稳政治立场，努力成为学生理想信念的引路人。严守政治纪律，维护意识形态安全。高校处于意识形态的前沿，辅导员应始终保持政治敏锐性和鉴别力，在复杂多变的环境中把稳方向、守住底线。要加强对学生社团、课堂讲授、网络言论等关键领域的引导与管理，坚决抵制错误思潮的渗透；同时严于律己，恪守党的政治纪律和政治规矩，以模范言行为学生树立标杆。强化理论学习，夯实思想基础。持续推进理论学习教育，做到学深悟透、融会贯通、知行合一。将理论学习系统融入专题党课、工作例会、主题培训、项目培育中，综合运用案例研讨、互动教学、线上线下混合式学习等方式，持续提升辅导员的政治素养与理论阐释能力，准确生动传递党的创新理论。树立“大思政”格局，推动理论实践融合。促进思政教育全面融入专业教学、实践教学等环节，强化与专业教师的协同育人。在课堂教学中引导学生运用马克思主义的立场、观点和方法分析问题；在社会实践、志愿服务、红色研学等活动中加深学生对中国特色社会主义制度优势的感受，实现知识传授与价值引领的有机统一。

Strengthen the foundation with “professionalism,” enhancing the professional competence of ideological and political guidance. Professionalism affects the persuasiveness and depth of the guidance process. As a science, ideological and political education requires counselors not only to be proficient in Marxist theory but also to extensively absorb knowledge from multiple disciplines such as psychology and management, responding to student concerns with professional ability and improving work effectiveness with scientific methods. Systematically construct a knowledge system and consolidate the theoretical foundation. Ideological and political education has strong disciplinary professionalism and regularity; counselors should deeply study professional courses such as Principles of Ideological and Political Education, Outline of Modern Chinese History, and Basic Principles of Marxism, master the laws of ideological and political education, expand their study of related disciplines such as psychology, management, and sociology, and construct a composite knowledge structure to address students’ diverse growth demands and ideological confusions. Enhance professional skills and increase work effectiveness. As organizers, implementers, and guides of daily ideological and political education for college students, counselors should continuously improve their abilities to discover, analyze, and solve problems, proficiently mastering professional skills such as heart-to-heart talks, organizational management, and activity planning. Facing the development of the information age, they should make good use of technologies such as big data and artificial intelligence to analyze students’ ideological dynamics, use online platforms to strengthen interaction and communication, accurately grasp key nodes in educational management, and enhance the appeal and coverage of ideological and political work. Strengthen practical research and promote work innovation. Combining practical experience with theoretical research and conducting project research helps counselors deeply explore new methods and new paths for ideological and political work, enhancing the scientific nature and innovativeness of their work. Counselors should focus on hot issues of concern to students and difficult issues in ideological and political education, collect data through methods such as questionnaire surveys, interviews, and case analysis, and use scientific research methods for analysis and argumentation, both solving practical problems in work and contributing to the high-quality development of ideological and political education in colleges and universities.

以“专业性”强基，提升思政引领的专业素养。专业性影响引领过程的说服力与深度。思想政治教育作为一门科学，要求辅导员既熟练掌握马克思主义理论，又广泛汲取心理学、管理学等多学科知识，以专业能力回应学生关切，以科学方法提升工作实效。系统构建知识体系，夯实理论根基。思想政治教育具有极强的学科专业性和规律性，辅导员应深入研究思想政治教育学原理、中国近现代史纲要、马克思主义基本原理等专业课程，掌握思想政治教育规律，拓展学习心理学、管理学、社会学等相关学科知识，构建复合型知识结构，以应对学生多样化的成长诉求与思想困惑。提升专业技能，增强工作实效。作为大学生日常思想政治教育的组织者、实施者和指导者，辅导员应不断提升发现问题、分析问题、解决问题的能力，熟练掌握谈心谈话、组织管理、活动策划等专业技能。面对信息时代的发展，应善用大数据、人工智能等技术分析学生思想动态，借助网络平台加强互动交流，精准把握教育管理中的关键节点，增强思政工作的吸引力与覆盖面。加强实践研究，推动工作创新。将实践经验与理论研究相结合，开展课题研究，有助于辅导员深入探索思政工作的新方法、新路径，提升工作的科学性和创新性。辅导员要围绕学生关心的热点问题、思政教育中的难点问题，通过问卷调查、访谈、案例分析等方法收集数据，运用科学的研究方法进行分析和论证，既解决工作中的实际问题，又为高校思政教育的高质量发展贡献力量。

Empower with “practicality,” enhancing the actual effect of ideological and political guidance. Practicality runs through the entire process of guidance actions. Ideological and political education cannot be divorced from reality; it must be integrated into the frontline fields of students’ learning, life, and development, demonstrating the power of value guidance in responding to real problems. Improve the practical training mechanism and enhance combat capability. Establish a dual-track training system of “on-campus practice + off-campus secondment,” creating practical training projects such as “workshops” and “training camps,” and enhance counselors’ on-site handling capabilities by simulating real cases such as psychological crises and online public opinion. Select counselors for secondment to frontline areas of rural revitalization, industry-university-research bases, etc., to enhance their understanding of social reality and improve their policy interpretation and micro-guidance capabilities. Promote scenario-based guidance and integrate into students’ growth fields. Guide counselors to go deep into frontline scenarios such as student employment, volunteer service, and internship training, explain national policies in conjunction with industry dynamics, promote core socialist values through stories around them, make ideological and political education concrete, life-oriented, and situational, and achieve effective transformation from “cognition” to “identification” and then to “practice.” Highlight the evaluation of practical effectiveness and establish a multi-dimensional assessment system. Establish a three-dimensional evaluation system based on “student satisfaction + problem resolution rate + growth influence,” setting quantifiable practical indicators such as the success rate of psychological counseling and the effectiveness of employment assistance. Introduce a longitudinal dynamic tracking mechanism for student growth to assess the long-term effects of ideological and political guidance. Promote counselors to shift from focusing on “how much has been done” to pursuing “how effective it is,” truly achieving an effective alignment between guidance capability and student growth.

以“实践性”赋能，增强思政引领的实际效果。实践性贯通引领行动的全过程。思政教育不能脱离实际，必须融入学生学习、生活与发展的一线场域，在回应现实问题中彰显价值引领的力量。健全实践培养机制，提升实战能力。建立“校内实践+校外挂职”双轨培养体系，打造如“工作坊”“训练营”等实践培训项目，通过模拟处理心理危机、网络舆情等真实案例，提升辅导员现场处置能力。选派辅导员到乡村振兴一线、产学研基地等挂职，增强对社会现实的理解，提升政策解读与微观引导能力。推动场景化引领，融入学生成长场域。引导辅导员深入学生就业、志愿服务、实习实训等一线场景，结合行业动态阐释国家政策，通过身边故事弘扬社会主义核心价值观，使思政教育具体化、生活化、情景化，实现从“认知”到“认同”再到“践行”的有效转化。突出实践成效评价，建立多维评估体系。建立以“学生满意度+问题解决率+成长影响力”三维评价体系，设置可量化的实践指标，如心理疏导成功率、就业帮扶成效等。引入学生成长纵向动态追踪机制，评估思政引导的长期效果。推动辅导员从注重“做了多少”转向追求“成效如何”，真正实现引领力与学生成长的有效契合。
