It emphasizes "adhering to upholding fundamentals and breaking new ground, unwaveringly upholding socialism with Chinese characteristics, keeping pace with the times, conforming to the development of practice, highlighting a problem-oriented approach, and promoting theoretical innovation, practical innovation, institutional innovation, cultural innovation, and innovation in all other areas from a new starting point."
