The Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese-Path Modernization, adopted at the Third Plenary Session of the 20th Central Committee of the CPC, clarifies the overall goal of further deepening reform comprehensively. It is meticulously designed around advancing Chinese-path modernization and implementing the strategic deployments of the 20th National Congress of the CPC, proposing the "seven focal points": focusing on building a high-level socialist market economy, focusing on developing whole-process people's democracy, focusing on building a socialist cultural power, focusing on improving the quality of life of the people, focusing on building a beautiful China, focusing on building a higher-level peaceful China, and focusing on improving the Party's leadership level and long-term governance capacity. These seven focal points encompass the strategic priorities for advancing Chinese-path modernization. General Secretary Xi Jinping, in his explanatory remarks on the Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese-Path Modernization, pointed out: "The Party Central Committee's decision to have the Third Plenary Session of the 20th Central Committee focus on studying the issues of further deepening reform comprehensively and advancing Chinese-path modernization demonstrates the firm resolve and strong sense of mission to carry reform through to the end. It is a re-declaration of what banner to hold and what path to take on the new journey of the New Era, and it is of great and far-reaching significance for comprehensively advancing the building of a strong country and the great rejuvenation of the Chinese nation through Chinese-path modernization." On the new journey, the key to further deepening reform comprehensively lies in fully grasping and implementing the strategic priorities and preferred directions of reform, rationally arranging the order, pace, and timing of reform measures, fully mobilizing the enthusiasm of all parties, making every effort to organize and implement reform tasks, and continuously pushing reform forward.

党的二十届三中全会通过的《中共中央关于进一步全面深化改革、推进中国式现代化的决定》，明确了进一步全面深化改革的总目标，并紧紧围绕推进中国式现代化、落实党的二十大战略部署精心设计，提出聚焦构建高水平社会主义市场经济体制、聚焦发展全过程人民民主、聚焦建设社会主义文化强国、聚焦提高人民生活品质、聚焦建设美丽中国、聚焦建设更高水平平安中国、聚焦提高党的领导水平和长期执政能力“七个聚焦”，从总体上囊括了推进中国式现代化的战略重点。习近平总书记在关于《中共中央关于进一步全面深化改革、推进中国式现代化的决定》的说明中指出：“党中央决定党的二十届三中全会重点研究进一步全面深化改革、推进中国式现代化问题，彰显了将改革进行到底的坚强决心和强烈使命担当，是对新时代新征程举什么旗、走什么路的再宣示，对以中国式现代化全面推进强国建设、民族复兴伟业具有重大而深远的意义。”新征程上，进一步全面深化改革，关键在于全面把握和落实改革的战略重点和优先方向，合理安排改革举措的先后顺序、节奏时机，充分调动各方面积极性，全力抓好改革任务的组织实施，不断把改革推向前进。

The socialist market economy, as a great innovation in the exploration of the path of socialism with Chinese characteristics, is an economic system formed by combining the basic principles of Marxism with the practice of socialist modernization, adapting to the objective needs of China's development. This economic system organically integrates the socialist system with the market economy, leveraging both the strengths of the market economy and the superiority of the socialist system, fully reflecting our Party's profound grasp of the laws governing China's economic development. One of the important reasons for the tremendous achievements in China's economic and social development since reform and opening up is that we creatively proposed and established the socialist market economy, achieving a major breakthrough and elevation in the theory of socialist development and opening a new path for the development of socialism with Chinese characteristics. On the new journey of the New Era, facing new challenges such as the accelerated evolution of changes unseen in a century, the in-depth development of a new round of scientific and technological revolution and industrial transformation, and the gradual emergence of deep-seated contradictions in the process of economic reform and development, only by further deepening reform comprehensively and building a high-level socialist market economy can we further liberate and develop the social productive forces and lay a solid material foundation for realizing Chinese-path modernization.

Without the flourishing and development of socialist culture, there can be no socialist modernization." Over more than a century of struggle, the Communist Party of China has inherited and promoted the profound, splendid, and brilliant fine traditional Chinese culture, created an inspiring revolutionary culture and a vibrant advanced socialist culture, providing strong spiritual support for national rejuvenation. Especially since the 18th National Congress of the CPC, our Party has elevated cultural construction to a new historical height. Cultural system reform has continued to deepen and expand from a new starting point, advancing the modernization of the governance system and governance capacity in the cultural field, and promoting great achievements in China's cultural construction through clarifying origins and upholding fundamental principles while breaking new ground. On the new journey, further deepening reform comprehensively and advancing Chinese-path modernization requires, more than ever before, the guidance of thought, the nourishment of culture, and the support of spirit. As General Secretary Xi Jinping emphasized, "The people's aspiration for a better life is our goal," and "Grasping reform and promoting development ultimately aim to enable the people to live better lives." Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has adhered to a people-centered approach, insisting that wherever the people call, reform responds. In the magnificent and surging process of comprehensively deepening reform, it has written a new chapter of putting the people first. On the new journey, we must further deepen reform comprehensively, proceed from the overall interests of the people, and always insist that all reform and development are for the people and that all achievements of reform and development are shared by all the people. General Secretary Xi Jinping pointed out: “The modernization we are building is one in which humanity and nature coexist harmoniously. We must not only create more material and cultural wealth to meet the people’s growing needs for a better life, but also provide more high-quality ecological products to meet the people’s growing needs for a beautiful ecological environment.” Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has placed the construction of an ecological civilization in a prominent position in the overall work, adhering to the principle that “protecting the ecological environment means protecting productive forces, and improving the ecological environment means developing productive forces.” It has blazed a new path of civilized development featuring increased production, affluent living, and sound ecology, pointing the direction and providing the guidance for simultaneously advancing material civilization and ecological civilization construction, and for promoting modernization in which humanity and nature coexist harmoniously. On the new journey, we must further deepen reform comprehensively, firmly establish and practice the concept that lucid waters and lush mountains are invaluable assets, place the building of a Beautiful China in a prominent position in building a great country and achieving national rejuvenation, comprehensively plan and advance the construction of an ecological civilization as a whole, continuously improve the institutional system for ecological civilization, coordinate efforts to reduce carbon emissions, cut pollution, expand green development, and pursue growth, actively respond to climate change, and support high-quality development with a high-quality ecological environment.

The prerequisite for realizing the Chinese Dream of the great rejuvenation of the Chinese nation, promoting high-quality economic and social development, and ensuring the people’s peaceful life is national security and social stability. Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to the construction of a Peaceful China, coordinated development and security, and placed the construction of a Peaceful China within the overall plan for the development of the cause of socialism with Chinese characteristics for planning and advancement. The systems and mechanisms for building a Peaceful China have been gradually improved, creating a good situation in which the people live and work in peace and contentment and society is stable and orderly. The people’s sense of gain, happiness, and security have become more substantial, and China has become one of the safest countries in the world. This has created a safe and stable social environment for embarking on the new journey of comprehensively building a modern socialist country and realizing the Chinese Dream of the great rejuvenation of the Chinese nation. On the new journey, the connotation and extension of China’s national security are richer than at any time in history, the temporal and spatial domains are broader than at any time in history, and the internal and external factors are more complex than at any time in history. The Party must exercise leadership over everything – the Party, the government, the military, the civilian sectors, the east, the west, the north, and the south. [2]2 This is a standard formulation in Chinese political discourse, derived from Mao Zedong’s statement “The Party must exercise leadership over everything” (党领导一切), emphasizing the Party’s comprehensive leadership across all sectors and regions. As the highest political leadership force, the Communist Party of China occupies the core position in the national governance system and plays the leading core role of commanding the overall situation and coordinating all parties. The Party’s leadership level and long-term governance capacity directly determine the success or failure of our cause. General Secretary Xi Jinping pointed out, “The leadership of the Communist Party of China is the most essential feature of socialism with Chinese characteristics and the greatest advantage of the socialist system with Chinese characteristics.” Since the 18th National Congress of the CPC, our Party has continuously improved its own leadership level and governance capacity, paid more attention to playing the leading core role, deeply promoted comprehensive and strict governance of the Party, maintained a high degree of consciousness in using the Party’s self-revolution to lead social revolution, and greatly enhanced the Party’s political leadership, ideological guidance, mass organization, and social appeal, promoting historic achievements and historic changes in the cause of the Party and the state.
