Constructing a Systematic Doctrine of Contemporary Chinese Marxist Political Economy

General Secretary Xi Jinping is not only a pioneer in opening up new horizons for Marxist political economy, but also a practitioner who drives innovation in economic theory. Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has grasped the characteristics of the times, acted on the new requirements of practical development, comprehensively strengthened the Party's strategic planning and unified leadership over economic work, continuously summarized the experience of socialist economic construction with Chinese characteristics, put forward a series of new concepts, new ideas, and new strategies, constructed a systematic doctrine of contemporary Chinese Marxist political economy, and formed Xi Jinping's economic thought. Recently, the first volume of *Selected Works of Xi Jinping on Economy* (hereinafter referred to as the *Selected Works*) was published and distributed, providing an authoritative textbook for the entire Party and people of all ethnic groups across the country to deeply study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping's economic thought. It is of great significance for solidly promoting high-quality development, further deepening reform comprehensively, and striving in unity to comprehensively advance the building of a strong country and the great rejuvenation of the Chinese nation through Chinese-path modernization. The content of the *Selected Works* is extremely rich; the 74 works included are the latest achievements in adapting Marxist political economy to the Chinese context and the needs of the times, are classic documents of socialist political economy with Chinese characteristics, and have opened up new horizons for contemporary Chinese Marxist political economy.

习近平总书记不仅是马克思主义政治经济学新境界的开拓者，而且是推动经济理论创新的实干家。党的十八大以来，以习近平同志为核心的党中央把握时代特征、根据实践发展的新要求，全面加强党对经济工作的战略谋划和统一领导，不断总结中国特色社会主义经济建设经验，提出一系列新理念新思想新战略，构建了当代中国马克思主义政治经济学的系统学说，形成了习近平经济思想。近日，《习近平经济文选》第一卷（以下简称《文选》）出版发行，为全党全国各族人民深入学习贯彻习近平新时代中国特色社会主义思想特别是习近平经济思想提供了权威教材，对于扎实推动高质量发展，进一步全面深化改革，为以中国式现代化全面推进强国建设、民族复兴伟业而团结奋斗，具有重要意义。《文选》内容极其丰富，收入的74篇著作是马克思主义政治经济学中国化时代化的最新成果，是中国特色社会主义政治经济学的经典文献，开拓了当代中国马克思主义政治经济学新境界。

A Revolution in 21st-Century Chinese Economics

The cause of socialist construction with Chinese characteristics is an undertaking without precedent in history, and innovative practice requires the guidance of innovative theory. Political economy is an important component of Marxism. Since November 2015, when he proposed "continuously opening up new horizons for contemporary Chinese Marxist political economy" at the 28th group study session of the 18th Political Bureau of the Central Committee, General Secretary Xi Jinping has emphasized applying the methodology of Marxist political economy, deepening understanding of the laws of China's economic development, upholding and developing socialist political economy with Chinese characteristics, and continuously improving the theoretical system of socialist political economy with Chinese characteristics. This is the powerful call of the times issued by the Party Central Committee with Comrade Xi Jinping at its core in observing the general trend, planning the overall situation, and doing practical work, continuously summarizing the practical experience of China's reform and opening up and modernization drive, and deepening understanding of the laws of economic work. It is the clarion call and mobilization order for continuously opening up new horizons for Marxist political economy.

中国特色社会主义建设事业是前无古人的事业，创新的实践需要创新的理论指导。政治经济学是马克思主义的重要组成部分。自2015年11月在十八届中央政治局第二十八次集体学习时提出“不断开拓当代中国马克思主义政治经济学新境界”以来，习近平总书记强调运用马克思主义政治经济学的方法论，深化对我国经济发展规律的认识，坚持和发展中国特色社会主义政治经济学，不断完善中国特色社会主义政治经济学理论体系。这是以习近平同志为核心的党中央观大势、谋全局、干实事，不断总结中国改革开放和现代化建设实践经验、深化对经济工作规律性认识发出的时代强音，是不断开拓马克思主义政治经济学新境界的进军号和动员令。

Continuously opening up new horizons for contemporary Chinese Marxist political economy is a revolution in 21st-century Chinese economics and even world economics. For a long period after the first scientific and technological revolution, Western economics occupied a monopoly position on the stage of economics. Although the founding of Marxist political economy realized a revolution in political economy, the monopoly position of Western economics was not completely broken. Even in China, for a period of time, there existed a tendency for Marxist political economy to be marginalized and emptied of content, while Western economic theory was regarded as the gold standard. Although China's economics has achieved considerable development, the problems of having theories but being unable to articulate them, and being unable to spread them once articulated, still exist.

不断开拓当代中国马克思主义政治经济学新境界，是21世纪中国经济学乃至世界经济学的一场革命。在第一次科技革命之后的很长一段时间里，西方经济学在经济学舞台上一直占据垄断地位。虽然马克思主义政治经济学的创立实现了政治经济学的革命，但西方经济学的垄断地位并没有被完全打破。即使在中国，一段时间以来也存在着马克思主义政治经济学被边缘化、空泛化，西方经济学理论被奉为圭臬的倾向。我国经济学虽然取得了长足发展，但有理说不出、说了传播不开的问题依然存在。

At present, changes unseen in a century are accelerating, and a new round of scientific and technological revolution and industrial transformation, marked by information technology, digital technology, and artificial intelligence, is in the ascendant. Viewed from the course of human development, scientific and technological revolution and industrial transformation will inevitably promote great economic development and place strong demands on, while creating practical conditions for, the innovative development of economics. Facing the new situation and new requirements of the new round of scientific and technological revolution and industrial transformation, upholding the basic principles of Marxist political economy, constructing an independent knowledge system for Chinese economics, and continuously opening up new horizons for contemporary Chinese Marxist political economy are not only requirements of the development of the times, but also requirements of China's and the world's economic development, and moreover a revolution for economics to adapt to the development trend of the 21st century. In this wave of revolution in economics, Chinese Communists, with Comrade Xi Jinping as their chief representative, have stood at the forefront of the times and successfully opened up new horizons for contemporary Chinese Marxist political economy.

当前，世界百年未有之大变局加速演进，以信息技术、数字技术、人工智能等为标志的新一轮科技革命和产业变革方兴未艾。从人类发展历程看，科技革命和产业变革必然推动经济大发展，并对经济学的创新发展提出强烈要求、创造实践条件。面对新一轮科技革命和产业变革的新形势新要求，坚持马克思主义政治经济学基本原理，构建中国经济学自主知识体系，不断开拓当代中国马克思主义政治经济学新境界，既是时代发展的要求，也是中国和世界经济发展的要求，更是经济学适应21世纪发展潮流的一场革命。在这场经济学革命浪潮中，以习近平同志为主要代表的中国共产党人，勇立时代潮头，成功开拓了当代中国马克思主义政治经济学新境界。

Upholding Xi Jinping's Economic Thought to Guide Economic Research and Constructing an Independent Knowledge System for Chinese Economics

坚持以习近平经济思想指导经济学研究，构建中国经济学自主知识体系

Xi Jinping's economic thought is an important component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, is a systematic theoretical summary of the practical experience of China's economic development in the New Era, and is the precious intellectual crystallization formed by the Communist Party of China in its unremitting exploration of the path of socialist economic development. It not only provides a sharp ideological weapon for promoting high-quality development of China's economy, scientifically responding to major risks and challenges, and comprehensively building a modern socialist country, but also has made important original contributions to enriching and developing Marxist political economy. It is the fundamental guiding ideology and soul for constructing an independent knowledge system for Chinese economics.

习近平经济思想是习近平新时代中国特色社会主义思想的重要组成部分，是对新时代我国经济发展实践经验的系统理论概括，是中国共产党不懈探索社会主义经济发展道路形成的宝贵思想结晶，不仅为推动我国经济高质量发展、科学应对重大风险挑战、全面建设社会主义现代化国家提供了锐利思想武器，而且为丰富发展马克思主义政治经济学作出了重要原创性贡献，是构建中国经济学自主知识体系的根本指导思想和灵魂。

Constructing an independent knowledge system for Chinese economics is an important part of implementing Xi Jinping's economic thought and an important responsibility and mission of economic theorists. To fulfill this responsibility and mission well, it is necessary to uphold Xi Jinping's economic thought as guidance, especially to make good use of the scientific worldview and methodology contained in Xi Jinping's economic thought, adhere to integrating the basic principles of Marxist political economy with China's specific realities and with the excellent traditional Chinese culture, base ourselves on Chinese practice, uphold a problem-oriented approach, reflect the requirements of the times, and strive to reveal the special laws of movement of socialist economic construction with Chinese characteristics and the general laws of human economic development contained therein. At the same time, it is necessary to conduct in-depth theoretical and systematic interpretation of the era background, scientific connotation, and great significance of the founding of Xi Jinping's economic thought, and the new viewpoints, new concepts, and new judgments running through it, striving for comprehensiveness and accuracy, and avoiding emptying it of content or reducing it to labels.

构建中国经济学自主知识体系，是贯彻落实习近平经济思想的重要内容，是经济理论工作者的重要职责和使命。完成好这一职责使命，必须坚持以习近平经济思想为指导，特别是要用好习近平经济思想中蕴含的科学世界观和方法论，坚持把马克思主义政治经济学基本原理同中国具体实际相结合、同中华优秀传统文化相结合，立足中国实践、坚持问题导向、反映时代要求，努力揭示中国特色社会主义经济建设的特殊运动规律和包含其中的人类经济发展一般规律。同时，要对习近平经济思想创立的时代背景、科学内涵、重大意义和贯穿其中的新观点、新理念、新论断进行深入的学理性、系统性阐释，力求全面、准确，避免空泛化、标签化。

Recently, two textbooks on *Socialist Political Economy with Chinese Characteristics*, compiled respectively by the writing group of Renmin University of China and the writing group of Nankai University, were published and distributed. These are key textbooks of the Marxist Theory Research and Construction Project, are Chinese economics textbooks among the "China Series" original textbooks, and are important achievements in constructing an independent knowledge system for Chinese economics under the guidance of Xi Jinping's economic thought. In compiling the textbooks, we have gained the following understanding and insights.

日前，分别由中国人民大学编写组和南开大学编写组编写的两本《中国特色社会主义政治经济学》教材出版发行。这是马克思主义理论研究和建设工程重点教材，是“中国系列”原创性教材中的中国经济学教材，是在习近平经济思想指导下构建中国经济学自主知识体系的重要成果。在教材编写中，我们取得了如下认识体会。

First, adhere to keeping pace with the Party's theoretical innovation and strive to explain the original conceptual categories and systematic doctrines that have formed consensus in academia. It is necessary to uphold the basic principles of Marxist political economy, absorb the Party's theoretical innovation achievements and the latest research progress in academia, promote the economic thought in the excellent traditional Chinese culture, draw on the beneficial components of foreign economics, and take the basic socialist economic system, the new development philosophy, the new development pattern, high-quality development, and meeting the people's needs for a better life as the most core categories for constructing an independent knowledge system for Chinese economics. On this basis, abstract and condense the practical experience of socialist economic reform, construction, and development with Chinese characteristics, and deeply explain the theory of strengthening the Party's centralized and unified leadership over economic work, the theory of the essence of socialism and people-centeredness, the theory of the basic socialist economic system, the theory of the primary stage of socialism, the theory of Chinese-path modernization, the theory of gradually achieving common prosperity for all the people, the theory of the socialist market economy, the theory of socialist reform, the theory of advancing the modernization of the national governance system and governance capacity, the theory of establishing and improving modern enterprise systems with Chinese characteristics, the theory of the modernized economic system and industrial system, the theory of the regional economy, as well as the theory of basing ourselves on the new development stage, implementing the new development philosophy, constructing the new development pattern, and promoting high-quality development, the theory of comprehensively advancing the building of a strong country and the great rejuvenation of the Chinese nation through Chinese-path modernization, the theory of cultivating and developing new quality productive forces, the theory of coordinating development and security, and the theory of building a high-level open world economy, striving to construct a systematic doctrine containing a series of major innovative theories.

一是坚持与党的理论创新同步，努力阐释在学术界已形成共识的、具有原创性的概念范畴和系统学说。要坚持马克思主义政治经济学基本原理，吸收党的理论创新成果和学术界最新研究进展，弘扬中华优秀传统文化中的经济思想，借鉴国外经济学有益成分，把社会主义基本经济制度、新发展理念、新发展格局、高质量发展、满足人民美好生活需要等作为构建中国经济学自主知识体系最核心的范畴。在此基础上，对中国特色社会主义经济改革、建设、发展实践经验进行抽象和凝练，深入阐释加强党对经济工作的集中统一领导的理论、社会主义本质和以人民为中心的理论、社会主义基本经济制度的理论、社会主义初级阶段的理论、中国式现代化理论、逐步实现全体人民共同富裕的理论、社会主义市场经济理论、社会主义改革理论、推进国家治理体系和治理能力现代化的理论、建立完善中国特色现代企业制度的理论、现代化经济体系和产业体系的理论、区域经济理论，以及立足新发展阶段、贯彻新发展理念、构建新发展格局、推动高质量发展的理论，以中国式现代化全面推进强国建设、民族复兴伟业的理论，培育和发展新质生产力的理论，统筹发展和安全的理论，建设高水平开放型世界经济的理论等等，努力构建包含一系列重大创新理论的系统学说。

Second, it is necessary to always base itself on the practice of socialist economic construction with Chinese characteristics. To construct an autonomous knowledge system for Chinese economics, one must take the establishment of the socialist system with Chinese characteristics as the starting point, take the liberation and development of the social productive forces, the improvement of the socialist system, and the continuous satisfaction of the people's growing needs for a better life as the main line, and, following the logical sequence of economic system and reform, economic operation, economic development, open economy, and macroeconomic regulation, strengthen research and analysis on the micro-level operation of the socialist economy with Chinese characteristics, the improvement of the market system, and macroeconomic governance, and in particular conduct in-depth research on the important concepts and categories in Xi Jinping's economic thought, so as to continuously consolidate the theoretical foundation of the autonomous knowledge system, theoretical system, and logical structure of Chinese economics. On this basis, prominence should be given to the requirements of scientificity, authority, and standardization, striving for accurate concepts, in-depth explanations, scientific methods, and fluent expression.

二是始终立足中国特色社会主义经济建设实践。构建中国经济学自主知识体系，要以中国特色社会主义制度的建立为起点，以解放和发展社会生产力、完善社会主义制度、不断满足人民日益增长的美好生活需要为主线，按照经济制度和改革、经济运行、经济发展、开放经济、宏观经济调控的逻辑顺序，加强对中国特色社会主义经济微观运行、市场体系完善、宏观经济治理等的研究分析，特别是深入研究习近平经济思想中重要概念和范畴，不断筑牢中国经济学自主知识体系、理论体系和逻辑结构的学理基础。在此基础上，突出科学性、权威性、规范性的要求，力求概念准确、阐释深入、方法科学、表述通畅。

We must continue to study and research Xi Jinping's economic thought in depth, study and make good use of the *Selected Works*, and, under the guidance of the *Selected Works*, further accelerate the construction of an autonomous knowledge system for Chinese economics, continuously opening up new horizons for contemporary Chinese Marxist political economy.

我们要继续深入学习研究习近平经济思想，学好用好《文选》，在《文选》的指引下进一步加快构建中国经济学自主知识体系，不断开拓当代中国马克思主义政治经济学新境界。
