Exploring Educational Pathways to Empower the Cultivation of Young Marxists

The Chinese Communist Party has always attached importance to Marxist theoretical education for youth and to cultivating outstanding young political cadres. As the Party’s political organs and political schools, Party schools at all levels solidly cultivate more high-quality young Marxists and foster an educational atmosphere involving all personnel. This is an inherent requirement of adapting Marxism to the Chinese context and the needs of the times, and it is also a need of the times for our Party to achieve career development and pass on the torch from generation to generation.

中国共产党历来重视对青年的马克思主义理论教育，注重培养优秀的青年政治骨干。作为党的政治机关、政治学校，各级党校扎实培养更多高素质青年马克思主义者，营造全员育人的培养氛围，是推进马克思主义中国化时代化的应有之义，也是我们党实现事业发展、薪火相传的时代需求。

The Party School of the Guangdong Provincial Committee of the CPC (Guangdong Academy of Governance) (hereinafter referred to as “the Academy”) actively takes on responsibility and acts in fulfilling the original aspiration and founding mission of “educating talents for the Party and offering counsel for the Party.” It persistently uses the Party’s innovative theories to consolidate souls and build spirit, systematically carries out Party theoretical education, Party spirit education, and governance capacity training, and strives to promote the cultivation of young Marxists. This enables trainees to undergo a great洗礼 in ideological understanding, to re-study and consolidate theoretical accumulation, and to achieve new improvements in their thinking models.

Exploring the Pathway of Theoretical Education

探索理论育人路径

As an important base for the Party’s theoretical armament, it is necessary for Party schools to study and publicize the Party’s latest theories, lines, principles, and policies in a timely manner, and to do a good job of transmitting the Way, imparting professional knowledge, and resolving doubts in the New Era. The Academy regards the cultivation of young Marxists as a major political task, focuses on consolidating souls and building spirit, and strives to explore innovative pathways for theoretical education, ensuring that trainees gain new harvests in theoretical armament, new tempering in Party spirit and work style, and new improvements in ability and competence, and consciously become firm believers and faithful practitioners of adapting Marxism to the Chinese context and the needs of the times.

党校作为党的理论武装的重要基地，第一时间学习和宣传党的最新理论、最新路线方针政策，做好新时代的传道、授业、解惑工作很有必要。学院将青年马克思主义者的培育作为重大政治任务，注重凝心铸魂，着力探索理论育人创新路径，确保学员理论武装有新收获、党性作风有新锤炼、能力本领有新提升，自觉做马克思主义中国化时代化的坚定信仰者和忠实实践者。

Deepening curriculum construction. The Academy clarifies the training objectives for Marxist theory for Party cadres and officials in the New Era, and, integrating the trainees’ personal qualities, work needs, and the characteristics of the times, achieves rational planning, clear goals, and closeness to reality in curriculum construction. For example, by actively adopting various training methods such as thematic, case-based, seminar-style, scenario-simulation, interview-style, and on-site teaching, it highlights theoretical education and Party spirit education and enhances the ability to lead modernization construction; it innovatively conducts school-wide collective lesson preparation meetings and cross-department collective lesson preparation meetings, uses richer high-quality course resources as a carrier, and meticulously organizes the development of thematic courses and case courses, continuously promoting the iterative upgrading of the curriculum system, making the courses for main training classes more precise, and achieving mutual improvement between teaching and learning and among learners; it strengthens communication and exchange with the Central Party School of the CPC, Party schools of brother provinces and cities, universities, and research institutes, reinforces theoretical research, and focuses on key projects, pooling research efforts through organized scientific research to provide useful references and lessons for the cultivation of young Marxists.

深化课程建设。学院明确新时代党员干部马克思主义理论培养目标，结合学员个人素质、工作需求和时代特点，在课程建设上做到合理规划、目标明确和贴近现实。例如，通过积极开展专题式、案例式、研讨式、情景模拟式、访谈式和现场教学式等多种培训方法，突出理论教育和党性教育，增强领导现代化建设能力；创新开展全校集体备课会和跨部门集体备课会，以更加丰富的优质课程资源为载体，精心组织开发专题课和案例课，不断推动课程体系迭代升级，使主体班次课程更加精准，做到教学相长、学学相长；强化与中共中央党校、兄弟省市党校、高校和科研院所之间的沟通交流，加强理论研究、抓实重点项目，以有组织的科研汇聚研究合力，为青年马克思主义者的培养提供有益的参考和借鉴。

Creating a reading atmosphere. The Academy adheres to the principle that Party schools should be run in the Party spirit, insists on reading original works, studying original texts, and comprehending principles, and creates a good reading atmosphere through various functional pathways to overcome trainees’ “knowledge panic” and “capability panic.” For example, it holds a series of activities such as Reading Month and Good Books Shared Reading, encouraging trainees to read more, read good books, and love reading. Centering on the vast and profound theoretical study of Marxist classics, Chinese classics, and Western classics, it improves trainees’ theoretical literacy in an all-round and multi-dimensional way, enabling them to “regard learning as a pursuit, a hobby, and a healthy lifestyle.”

营造读书氛围。学院坚持党校姓党，坚持读原著、学原文、悟原理，通过多种功能途径营造良好读书氛围，克服学员的“知识恐慌”和“本领恐慌”。例如，举办读书月、好书共读等系列活动，鼓励学员们多读书、读好书、好读书。围绕马克思主义经典、国学经典、西方经典等庞博精深的理论学习，全方位多维度提高学员的理论素养，使学员能够“把学习当作一种追求、一种爱好、一种健康的生活方式”。

Exploring the Pathway of Practical Education

探索实践育人路径

The cultivation model for young Marxists should adapt to the requirements of the times and the characteristics of youth, possessing features such as openness, innovativeness, and practicality, in order to achieve significant results. To improve trainees’ Marxist theoretical literacy, it is also necessary to construct an educational mechanism that integrates theory and practice, guiding trainees to use Marxist standpoints, viewpoints, and methods to discover and solve problems. The Academy focuses on the Provincial Party Committee’s “1310” specific deployment [1]1 The “1310” specific deployment refers to a set of policy priorities announced by the Guangdong Provincial Party Committee, with “1” representing one overall goal and “3” and “10” representing three major tasks and ten specific actions, respectively., scientifically explores innovative pathways for practical education, and guides trainees to go deep into the front line and immerse themselves in the grassroots, achieving deep-level thinking on real social issues.

青年马克思主义者的培养模式应当适应时代要求和青年特点，具备开放性、创新性、实践性等特点，才能效果显著。提高学员的马克思主义理论素养，还需构建理论与实践相结合的育人机制，引导学员用马克思主义的立场观点和方法发现问题和解决问题。学院聚焦省委“1310”具体部署，科学探索实践育人的创新路径，引导学员深入一线、深耕基层，达到对现实社会问题的深层次思考。

Solidly carrying out thematic activities. The Academy held a themed salon activity on “‘Bay Area Certification’ Assisting High-Quality Development of the Greater Bay Area.” Through links such as keynote speeches, expert commentary, and interactive discussions, it gained a detailed understanding of the assisting role for the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area. At the same time, it set up a display and experience area for products certified under the “Bay Area Certification,” allowing trainees to experience high-quality products on-site, intuitively feel the social value of the “Bay Area Certification,” and deepen their understanding of the construction of the Greater Bay Area’s quality brand. The school organized Party Day activities with themes such as “Exploring New Pathways for Integrated Urban-Rural Development,” leading trainees to understand firsthand the gratifying results achieved in Guangdong Province in driving integrated urban-rural development through the “Hundreds, Thousands, and Tens of Thousands Project” [2]2 The “Hundreds, Thousands, and Tens of Thousands Project” (百千万工程) is a Guangdong provincial initiative to promote coordinated urban-rural development and rural revitalization, targeting counties, towns, and villages., and to feel the surging forward momentum of grassroots cadres and the masses.

扎实开展主题活动。学院举行“‘湾区认证’助力大湾区高质量发展”主题沙龙活动，通过主题演讲、专家点评、互动研讨等环节，详细了解对于粤港澳大湾区高质量发展的助力作用。同时，设置“湾区认证”获证产品展示体验区，让学员们现场体验优质产品，直观感受“湾区认证”的社会价值，深化对大湾区质量品牌建设的理解。学校组织开展“探寻城乡融合发展新路径”主题等党日活动，带领学员们实地了解广东省以“百千万工程”牵引城乡融合发展取得的可喜成效，感受到基层一线干部群众澎湃的前行动力。

Actively conducting social research. The Academy has successively formed numerous research groups focusing on different themes such as industrial technological innovation and developing new quality productive forces, implementing the “Hundreds, Thousands, and Tens of Thousands Project,” green development, and coordinated urban-rural regional development. They conducted field research in Dongguan, Zhaoqing, Qingyuan, Heyuan, Jiangmen, and other places, engaging in in-depth analysis and exchange with local enterprise managers and village and town cadres, comprehensively and systematically understanding the provincial conditions of Guangdong, accurately grasping the principal contradictions and key issues in the process of high-quality development, and stimulating trainees’ enthusiasm for starting undertakings and doing work. By conducting social research, trainees are prompted to maintain strategic focus at all times, to guard the bottom line and red line on major principled issues such as path, direction, and stance, to continuously improve professional competence and professional knowledge, to enhance the ability to respond to risks and challenges, to broaden innovative ideas for work, and to improve political judgment, political understanding, and political execution.

积极开展社会调研。学院先后组成众多调研组聚焦产业科技创新和发展新质生产力、实施“百千万工程”、绿色发展和城乡区域协调发展等不同主题，赴东莞、肇庆、清远、河源、江门等地开展实地调研，与当地企业管理者、村镇干部等进行深入剖析交流，全面系统认识广东省情、准确把握高质量发展进程中的主要矛盾与关键问题，激发学员干事创业的热情。通过开展社会调研，促使学员时刻保持战略定力，在道路、方向、立场等重大原则问题上守好底线红线，不断提高专业素养和专业知识，提高应对风险挑战的能力，拓宽工作创新思路，提升政治判断力、政治领悟力、政治执行力。

Promoting innovation in practical methods. Trainees from Guangdong and Beijing jointly initiated and innovatively created the “Yue-Jing-Cai” micro-salon learning brand [3]3 “Yue-Jing-Cai” (粤京彩) is a portmanteau combining the abbreviations for Guangdong (粤, Yue) and Beijing (京, Jing) with the character for “color” or “splendor” (彩, cai), suggesting a vibrant exchange between the two regions., adhering to “small-scale, high-frequency” exchanges, promoting mutual learning and mutual reference of experiences between the “frontier of reform” and the “region of the highest excellence,” forming a good complementarity of “Beijing policy wisdom + Guangdong industrial practice.” Focusing on national strategies such as the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the coordinated development of the Beijing-Tianjin-Hebei region, and centering on themes such as “development of the artificial intelligence industry” and “coordinated regional development,” trainees actively carry out scenario simulations, case deductions, and policy debates, combining what they have learned in the classroom with grassroots practice. They form high-quality research reports or decision-making consultation suggestions, submit them to the Party schools and relevant departments of both places, promote the effective implementation of policy suggestions, and jointly transform the Party’s innovative theories into “golden keys” for solving development problems.

推动实践方式创新。广东、北京两地学员共同发起，创新打造“粤京彩”微沙龙学习品牌，坚持“小规模、高频次”交流，推动“改革前沿”与“首善之区”经验互学互鉴，形成“北京政策智慧+广东产业实践”的良好互补。两地学员聚焦粤港澳大湾区建设、京津冀协同发展等国家战略，围绕“人工智能产业发展”“区域协调发展”等主题，结合课堂所学与基层实践，积极开展情景模拟、案例推演和政策辩论，形成高质量调研报告或决策咨询建议，报送两地党校及相关部门，推动政策建议有效落地，共同将党的创新理论转化为破解发展难题的“金钥匙”。
