Deeply Grasp the Milestone Significance of the Great Transformations in the New Era over the Past Decade

Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has led the entire Party and the people of all ethnic groups across the country to overcome many long-standing unresolved difficulties, accomplish many major matters of long-term importance, withstand tests and challenges from political, economic, ideological, natural and other domains, achieve historic accomplishments and undergo historic transformations in the cause of the Party and the state, elevate China’s development to a new historical starting point, and usher socialism with Chinese characteristics into a new stage of development. In his important speech at the special seminar for provincial- and ministerial-level leading cadres on “Studying the Spirit of General Secretary Xi Jinping’s Important Speeches and Welcoming the 20th National Congress of the CPC,” General Secretary Xi Jinping pointed out, “The great transformations of the past decade in the New Era have milestone significance in the history of the Party, the history of New China, the history of reform and opening up, the history of socialist development, and the history of the development of the Chinese nation.” [1]1 The 20th National Congress of the CPC was held in October 2022. The seminar mentioned was convened in July 2022 to prepare for the congress. This important exposition, proceeding from the strategic overall situation of the development of the Party and the state’s cause, highly evaluates the great significance of the great transformations of the past decade in the New Era, inspiring and motivating the entire Party, the entire military, and the people of all ethnic groups across the country to strive vigorously and persevere unremittingly on the new journey of the New Era, and to work hard to write a brand-new chapter in comprehensively building a modern socialist country.

党的十八大以来，以习近平同志为核心的党中央带领全党和全国各族人民攻克了许多长期没有解决的难题，办成了许多事关长远的大事要事，经受住了来自政治、经济、意识形态、自然界等方面的风险挑战考验，党和国家事业取得历史性成就、发生历史性变革，我国发展站到了新的历史起点，中国特色社会主义进入了新的发展阶段。习近平总书记在省部级主要领导干部“学习习近平总书记重要讲话精神，迎接党的二十大”专题研讨班上发表重要讲话指出，“新时代10年的伟大变革，在党史、新中国史、改革开放史、社会主义发展史、中华民族发展史上具有里程碑意义”。这一重要论述从党和国家事业发展的战略全局出发，高度评价了新时代10年伟大变革的重大意义，鼓舞和激励全党全军全国各族人民在新时代新征程上踔厉奋发、笃行不怠，奋力谱写全面建设社会主义现代化国家崭新篇章。

Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has adopted a series of major strategic measures, upheld and strengthened the Party’s overall leadership, persistently corrected work styles, enforced discipline, and combated corruption, continuously achieved new results in comprehensive and strict governance of the Party, and the CPC has developed into the world’s largest ruling party with significant global influence, becoming the strong leading core of the cause of socialism with Chinese characteristics and the mainstay of the people of all ethnic groups across the country. Party leadership has been comprehensively strengthened. The decisive significance of the Two Establishments has been deeply rooted in people’s hearts and has become a universal consensus among all the people; the political consciousness of the entire Party in strengthening the Four Consciousnesses, strengthening the Four Confidences, and achieving the Two Upholds has been unprecedentedly elevated; the authority of the Party Central Committee and its centralized, unified leadership have been effectively ensured; the entire Party is more unified in thought, more united politically, and more consistent in action; and the Party’s political leadership, ideological guidance, mass organization, and social appeal have been significantly enhanced. The Party’s organism has become healthier and more robust. Our Party started by formulating and implementing the Eight-Point Regulations, adhered to leading great social revolution with great self-revolution, resolutely eliminated all factors that weaken the Party’s advanced nature and impair its purity, curbed unhealthy tendencies and evil practices that had not been curbed for many years, solved many long-standing stubborn and chronic problems, eliminated serious hidden dangers existing within the Party, the state, and the military, fundamentally reversed the lax and soft situation in Party management and governance, and explored a successful path for the Party to break out of the historical cycle of rise and fall through its self-revolution. [2]2 The “historical cycle of rise and fall” refers to the traditional Chinese dynastic cycle of establishment, prosperity, decline, and collapse, which the CPC aims to break out of through self-revolution. The Party’s original aspiration and founding mission have grown stronger with time. Our Party has always kept in mind the fundamental question of what the CPC is and what it should do, nourished its original aspiration and led its founding mission with the Party’s innovative theory, sought its original aspiration and inspired its founding mission from the Party’s extraordinary history, and tempered its original aspiration and comprehended its founding mission in serious intra-Party political life, always remaining as steadfast as a rock in its original aspiration and shouldering its mission. The Party’s mass base has become more solid. The Party Central Committee with Comrade Xi Jinping at its core has responded to the people’s aspiration for a better life, adhered to the people-centered development philosophy, upheld the principle of putting the people first and valuing life above all else, focused on ensuring and improving people’s livelihoods, developed various social undertakings, guaranteed the people’s rights to equal participation and equal development, and continuously satisfied the people’s sense of gain, happiness, recognition, and belonging.

党的十八大以来，以习近平同志为核心的党中央采取一系列重大战略举措，坚持和加强党的全面领导，持之以恒正风肃纪反腐，推动全面从严治党不断取得新成效，中国共产党已经发展成为具有全球重大影响力的世界第一大党，成为中国特色社会主义事业的坚强领导核心和全国各族人民的主心骨。党的领导得到全面加强。“两个确立”的决定性意义深入人心并已成为全体人民的普遍共识，全党增强“四个意识”、坚定“四个自信”、做到“两个维护”的政治自觉空前提升，党中央权威和集中统一领导得到有力保证，全党思想上更加统一、政治上更加团结、行动上更加一致，党的政治领导力、思想引领力、群众组织力、社会号召力显著增强。党的肌体更加健康有力。我们党从制定和落实中央八项规定破题，坚持以伟大自我革命引领伟大社会革命，坚决清除一切弱化党的先进性、损害党的纯洁性的因素，刹住了一些多年未刹住的歪风邪气，解决了许多长期没有解决的顽瘴痼疾，清除了党、国家、军队内部存在的严重隐患，管党治党宽松软状况得到根本扭转，探索出依靠党的自我革命跳出历史周期率的成功路径。党的初心使命历久弥坚。我们党始终牢记中国共产党是什么、要干什么这个根本问题，以党的创新理论滋养初心、引领使命，从党的非凡历史中找寻初心、激励使命，在严肃党内政治生活中锤炼初心、体悟使命，始终做到初心如磐、使命在肩。党的群众基础更加坚实。以习近平同志为核心的党中央顺应人民群众对美好生活的向往，坚持以人民为中心的发展思想，坚持人民至上、生命至上，以保障和改善民生为重点，发展各项社会事业，保证人民平等参与、平等发展权利，不断满足人民群众的获得感、幸福感、认同感、归属感。

Since the 18th National Congress of the CPC, our Party has propelled comprehensive national strength to a new level. The balance, coordination, and sustainability of China’s economic development have been significantly enhanced; GDP has exceeded the 100 trillion yuan mark; per capita GDP has surpassed US$10,000; the country’s economic strength, scientific and technological strength, and comprehensive national power have reached new heights; the share of the economy in the world economy has risen from 11.3% to over 18%; the global innovation index ranking has risen from 34th a decade ago to 12th now; and China’s economy has embarked on a path of development that is higher quality, more efficient, fairer, more sustainable, and more secure. The first centenary goal has been achieved. Since the 18th National Congress of the CPC, our Party has placed the completion of building a moderately prosperous society in all respects at the forefront of the Four-Pronged Comprehensive Strategy, organized and implemented the largest and most intensive poverty alleviation campaign in human history, lifted nearly 100 million impoverished people out of poverty, solved the problem of absolute poverty that had plagued the Chinese nation for thousands of years, and comprehensively built a moderately prosperous society that benefits the largest population and has the largest scale in human history. A new journey of comprehensively building a modern socialist country has been embarked upon. Building a modern socialist country has been the unremitting goal of the Party and the state since the founding of New China and is a major theme running through the more than 70-year history of New China. Entering the New Era, our Party has coordinated the advancement of the Five-Sphere Integrated Plan, promoted the coordinated implementation of the Four-Pronged Comprehensive Strategy, set the Two Centenary Goals, clarified the strategic arrangements for the development of socialism with Chinese characteristics in the New Era on the basis of completing the building of a moderately prosperous society in all respects, embarked on a new journey of comprehensively building a modern socialist country, and led the Chinese people to forge ahead courageously towards a bright future of common prosperity.

党的十八大以来，我们党推动综合国力跃上了新台阶。我国经济发展平衡性、协调性、可持续性明显增强，国内生产总值突破百万亿元大关，人均国内生产总值超过一万美元，国家经济实力、科技实力、综合国力跃上新台阶，经济总量占世界经济比重从11.3%上升到超过18%，全球创新指数排名从十年前的第34位提升到现在的第12位，我国经济迈上更高质量、更有效率、更加公平、更可持续、更为安全的发展之路。实现了第一个百年奋斗目标。党的十八大以来，我们党把全面建成小康社会放在“四个全面”战略布局的首位，组织实施了人类历史上规模最大、力度最强的脱贫攻坚战，近1亿贫困人口实现脱贫，解决了困扰中华民族几千年的绝对贫困问题，全面建成了人类有史以来惠及人口最多、规模体量最大的小康社会。开启了全面建设社会主义现代化国家新征程。建设社会主义现代化国家，是新中国成立后党和国家坚持不懈的奋斗目标，是贯穿70多年新中国史的重大主题。进入新时代，我们党统筹推进“五位一体”总体布局，协调推进“四个全面”战略布局，确定“两个一百年”奋斗目标，在全面建成小康社会基础上，明确新时代中国特色社会主义发展的战略安排，开启了全面建设社会主义现代化国家新征程，带领中国人民朝着共同富裕的美好未来奋勇前进。

The New Era began within the grand process of reform and opening up, and at the same time, through continuously deepening reform and expanding opening up, it solved many long-standing difficulties that had been desired but unresolved and accomplished many major matters that had been desired but unaccomplished in the past, and clearly proposed grasping the new stage of development, implementing the new development philosophy, building a new development pattern, and accelerating the promotion of high-quality development. In the New Era, our Party has adhered to the Four Confidences and propelled the path of socialism with Chinese characteristics to become ever broader. The path of socialism with Chinese characteristics emerged from reform and opening up. In the New Era, our Party has guided the broad masses of the people to strengthen confidence in the path, theory, system, and culture of socialism with Chinese characteristics, proving with irrefutable facts that the path of socialism with Chinese characteristics is the path to national prosperity, national rejuvenation, people’s happiness, and peaceful development, the only correct path that conforms to China’s actual conditions, reflects the will of the Chinese people, and meets the requirements of the times; it is not only correct and workable but also sure to be stable and successful. In the New Era, our Party has adhered to comprehensively deepening reform and vigorously advanced the modernization of the national governance system and governance capacity. Our Party has taken the improvement and development of the system of socialism with Chinese characteristics and the advancement of the modernization of the national governance system and governance capacity as the overall goal of comprehensively deepening reform, from laying foundations, setting up pillars, and erecting beams to comprehensively advancing and accumulating momentum, and then to strengthening system integration, coordination, and efficiency, launching over 2,000 reform plans in various fields, consolidating fundamental systems, improving basic systems, and innovating important systems, promoting a systematic and holistic reshaping of the Party and state organizational structure and management system, basically establishing the framework of basic systems in various fields, making the system of socialism with Chinese characteristics more mature and well-defined, continuously raising the level of modernization of the national governance system and governance capacity, and infusing the cause of the Party and the state with new vitality.

The decade of the New Era is a decade in which our Party has continuously promoted the integration of the basic principles of Marxism with China’s specific realities and with the best of traditional Chinese culture, establishing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It has profoundly answered a series of major questions concerning the development of world socialism in the 21st century, deepened, with a new vision, the understanding of the laws governing the governance of the Communist Party, the laws of socialist construction, and the laws of the development of human society. It is the Marxism of contemporary China and the Marxism of the 21st century. It has not only pointed the direction for socialism with Chinese characteristics but has also become a valuable intellectual asset in the history of the world socialist movement. The decade of the New Era is a decade in which China successfully embarked on the path of Chinese-path modernization and created a new form of human civilization. It has provided a new pathway for developing countries to achieve modernization, offered a new choice for those countries and nations that both desire rapid development and wish to maintain their independence, broken the practical superstition and theoretical paradigm that “modernization equals Westernization,” declared the bankruptcy of the “end of history” thesis with facts, and caused the historical evolution and contest between the two ideologies and two social systems of socialism and capitalism worldwide to undergo a major shift favorable to socialism. The decade of the New Era is a decade in which the concept of a community with a shared future for mankind was proposed and implemented. Our Party has deeply grasped the historical experience and laws of human society, proposed the concept of building a community with a shared future for mankind, including a “health community,” a “security community,” a “development community,” and a “cultural community,” proposed building a world of lasting peace, universal security, common prosperity, openness, inclusiveness, clean and beautiful, promoted the high-quality development of the Belt and Road Initiative, responded to the universal demands of people of all countries for peace, development, and cooperation, and China has become a builder of world peace, a contributor to global development, and a defender of the international order.

新时代十年是我们党不断推动把马克思主义基本原理同中国具体实际相结合、同中华优秀传统文化相结合的十年，创立了习近平新时代中国特色社会主义思想，深刻回答了关系21世纪世界社会主义发展的一系列重大问题，以全新的视野深化了对共产党执政规律、社会主义建设规律、人类社会发展规律的认识，是当代中国马克思主义、二十一世纪马克思主义，不仅为中国特色社会主义指明了方向，也成为世界社会主义运动史上宝贵的思想财富。新时代十年是成功走出中国式现代化道路、创造人类文明新形态的十年，为发展中国家实现现代化提供了新路径，给世界上那些既希望加快发展又希望保持自身独立性的国家和民族提供了全新选择，打破了“现代化就是西方化”的实践迷信和理论范式，用事实宣告了“历史终结论”的破产，使世界范围内社会主义和资本主义两种意识形态、两种社会制度的历史演进及其较量发生了有利于社会主义的重大转变。新时代十年是人类命运共同体理念提出并实施的十年。我们党深刻把握人类社会历史经验和发展规律，提出构建包括“卫生健康共同体”“安全共同体”“发展共同体”“人文共同体”等在内的人类命运共同体理念，提出建设持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的世界，推动共建“一带一路”高质量发展，回应了各国人民求和平、谋发展、促合作的普遍诉求，中国成为世界和平的建设者、全球发展的贡献者、国际秩序的维护者。

As socialism with Chinese characteristics enters the New Era, the Chinese nation has ushered in the best period of development since modern times. The decade of the New Era has solidified the consciousness of the Chinese nation as a community, consolidating the political and ideological foundations for national unity and development. Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has held high the banner of great unity of the Chinese nation, adhered to a correct view of Chinese national history, and guided all ethnic groups to continuously enhance their high identification with the great motherland, the Chinese nation, Chinese culture, the Communist Party of China, and socialism with Chinese characteristics, using concepts such as the big family of the Chinese nation, the community of the Chinese nation, and forging a strong sense of community for the Chinese nation, promoting greater unity and solidarity in ideals, beliefs, emotions, and culture. It has propelled the Chinese nation from standing up and growing prosperous to becoming strong, a great leap, consolidating the material foundation for the great rejuvenation of the nation. Since the 18th National Congress of the CPC, our Party, guided by the Chinese Dream of the great rejuvenation of the Chinese nation, has united and led the people of all ethnic groups in self-confidence, self-reliance, upholding fundamental principles and breaking new ground, providing more complete institutional guarantees, a more solid material foundation, and a more proactive spiritual force for the great rejuvenation of the Chinese nation. China is increasingly moving closer to the center of the world stage, and the great rejuvenation of the Chinese nation has entered an irreversible historical process. Today, we are closer to the goal of the great rejuvenation of the Chinese nation than at any time in history, and we are more confident and capable of achieving this goal than at any time in history. The decade of the New Era has promoted the creative transformation and innovative development of the best of traditional Chinese culture, consolidating the cultural foundation for the nation’s prosperity and development. Since the 18th National Congress of the CPC, our Party, standing at the height of strengthening cultural confidence and realizing national rejuvenation, has drawn governance concepts and wisdom from the best of traditional Chinese culture, highlighted in the New Era the Chinese civilization as the unique spiritual symbol of the Chinese nation, manifested the Chinese people’s worldview, view of the world, view of society, and view of morality, better constructed the Chinese spirit, Chinese values, and Chinese strength, and enabled the over 5,000-year-old Chinese civilization to radiate even more vigorous vitality in the New Era.
