1. 优化组织管理机制。习近平总书记指出，“要坚持把立德树人作为中心环节，把思想政治工作贯穿教育教学全过程，实现全程育人、全方位育人”[6]。首先，健全党委参与决策和监督机制。完善党委会、校长办公会等议事规则，要专题研究大学生党建和思想政治工作，充分发挥校院领导力量、管理力量、思政力量、服务力量的合力育人作用，邀请知名院士、教授和专家、校友走进课堂，走近学生，言传身教，形成“大思政”育人模式。其次，完善党建思政工作体系。要高度重视党建工作与思想政治工作的融合，坚持党建指导与引导，深化思想政治教育内容和内涵，激发党建工作生机与活力。例如，华中科技大学抓好党建工作体系系统化建设，遵循学生成长规律，创造性地提出“党旗领航工程”，通过“早日站在党旗下”“党旗在我心中”“我为党旗添光彩”三个阶段，引导学生听党话、跟党走。在持续加强党建工作的基础上，推动思想政治工作有效创新，形成“党建+思政”协同育人格局。结合本科生、研究生等不同类型、不同学科的学生成长发展规律，分别设定理论培训和实践锻炼的内容和形式，不断提高学生骨干的理论素养和能力素质。再次，强化学工部门开展学生党建和思想政治教育的主体责任。在学校党委领导、各职能部门协同配合的前提下，学生工作部门要切实担负起学生党建和思想政治工作的牵头责任，推动学生党建与思想政治工作的融合发展。

2. Constructing a collaborative linkage mechanism. First, actively integrate education platforms. Establish and improve a collaborative education mechanism with multi-party participation and deep integration. For example, Huazhong University of Science and Technology actively promotes the construction of “one-stop” student communities, fully utilizing existing physical space to form a three-level education spatial layout of “university – district – building,” practicing the education concept of “campus is community, community is classroom,” and striving to build a “five-type community” of pioneer type, learning type, safe type, beautiful type, and vibrant type, allowing the Party’s organization, the Party’s voice, and the Party’s warmth to enter the community. Second, strengthen the integrated construction of Party, League, and class organizations. In practice, through the integration of organizational construction (cross-appointment of student Party members and League and student cadres), integration of organizational operation (joint meeting system of Party branch committees, League branch committees, and class committees), and integration of role exertion (the “Party building +” model), a model of ideological and political work led by Party building has been constructed. Some universities have also explored and formed effective measures such as regular Party lectures by Party members, Party members driving class atmosphere construction, and Party members pairing up for academic assistance through models like “Party building + ideological guidance,” “Party building + behavior cultivation,” “Party building + academic assistance,” “Party building + volunteer service,” and “Party building + employment service.” Third, innovate forms of education management. Organize “walking ideological and political courses,” finding the correct life direction in the “social classroom,” learning, thinking, practicing, and comprehending Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, integrating the “small self” into the “big self”; clarifying mission and tasks in “national conditions observation,” establishing correct life goals in the historical trend of building a strong country and national rejuvenation; tempering solid skills in frontline practice, achieving the goal of measuring the land with one’s feet, irrigating ideals with sincerity, and saluting youth with sweat, jointly completing vivid and lively “walking ideological and political courses.”

2. 构建协同联动机制。首先，积极融合育人平台。建立健全多方共同参与、深度融合的协同育人机制。例如，华中科技大学积极推进“一站式”学生社区建设，充分利用现有物理空间，形成“学校—片区—楼栋”三级育人空间布局，践行“校区就是社区，社区就是课堂”的育人理念，着力打造先锋型、学习型、平安型、美丽型、活力型的“五型社区”，让党的组织、党的声音和党的温暖进社区。其次，加强党团班一体化建设。在实践中，通过组织建设一体化（学生党员、团学骨干交叉任职）、组织运行一体化（党、团支部委员会和班委会三会联席制度）、作用发挥一体化（“党建+”模式），构建起了以党建为引领的思想政治工作模式，还有部分高校通过“党建+思想引领”“党建+行为养成”“党建+学业帮扶”“党建+志愿服务”“党建+就业服务”等模式，探索形成党员常态化讲党课、党员带动班风建设、党员结对学业帮扶等有效举措。再次，创新教育管理形式。组织开展“行走的思政课”，在“社会课堂”中找准人生航向，学思践悟习近平新时代中国特色社会主义思想，将“小我”融入“大我”；在“国情观察”中明确使命任务，在强国建设、民族复兴的历史潮流中树立正确的人生目标；在一线实践中锤炼过硬本领，做到用双脚丈量土地，用真心浇灌理想，用汗水致敬青春，共同上好生动鲜活的“行走的思政课”。

3. Perfecting the evaluation and assessment mechanism. By improving the evaluation and assessment mechanism for grassroots Party building work in universities, solidly promote the concretization of university Party building responsibilities, the standardization of Party building work, the institutionalization of organizational life, and the precision of service activities, making the integration of university Party building work and ideological and political work closer. First, in terms of assessment methods, combine daily assessment with annual assessment, quantitative evaluation with qualitative evaluation, and organizational evaluation with mass evaluation. Comprehensively use standardized assessment tools such as on-site visits and inspections, checking ledgers, holding symposiums, scoring evaluations, and questionnaire surveys, as well as information tools like network systems, to form a set of scientific, effective, and clearly oriented constraint and incentive mechanisms. Also, smooth feedback channels, actively solicit opinions and suggestions from Party members and non-Party member student groups, and provide feedback through annual duty reports and evaluations, comprehensive assessments, and other forms. Second, in terms of assessment content, conduct a full-cycle assessment of student Party members from multiple dimensions such as virtue, ability, diligence, and performance. Strictly control the entry, development, and probationary-to-full-member transition gates for student Party members. Examine student Party members’ performance in ideals and beliefs, theoretical literacy, moral character, academic achievements, lifestyle, dedication spirit, and mass foundation, incorporating this into the assessment of developing Party members to ensure the quality of Party member development, forming a positive atmosphere of “comparing, learning, catching up, and surpassing.” Third, in terms of assessment application, adhere to the principle of strict and practical assessment, minimizing to the greatest extent the problems prone to occur in university grassroots Party building assessments, such as formalization, lack of seriousness, lack of standardization, and insufficiency. Fully leverage the incentive role of assessment results, using them as an important basis for evaluating the annual Party building work of the organization to which the student Party member belongs and for student Party members’ selection for awards, honors, and rewards. The Party organization should commend outstanding student Party members who perform prominently in study and work, promptly criticize and educate student Party members who fail the assessment, and strictly handle student Party members who violate discipline or regulations in accordance with the Party Constitution and intra-Party regulations.

3. 完善评价考核机制。通过完善高校基层党建工作考核评价机制，扎实推进学校党建职责具体化、党建工作规范化、组织生活制度化、服务活动精准化，使高校党建工作与思想政治工作的融合更为紧密。首先，在考核方式上，将日常考核与年度考核相结合、定量测评与定性评价相结合、组织测评与群众评价相结合，综合使用实地走访考察、查询台账、召开座谈、测评打分、问卷调查等标准化考核手段和网络系统等信息化工具，形成一套科学有效、导向明确的约束、激励机制，还要畅通反馈渠道，积极征集党员、非党员学生群体的意见建议，并通过年度述职评议、综合考评等形式反馈。其次，在考核内容上，从德、能、勤、绩等多个维度对学生党员进行全周期考核。严把学生党员的入口关、发展关、转正关，考察学生党员的理想信念、理论素养、道德品质、学业成绩、生活作风、奉献精神和群众基础等多方面表现，将其纳入对发展党员的考核，保证党员发展的质量，形成“比学赶超”良好氛围。再次，在考核应用上，要坚持从严从实的考核原则，最大程度避免考核形式化、不严肃、不规范、不充分等高校基层党建考核易出现的问题。要充分发挥考核结果的激励作用，将考核结果作为评价学生党员所在党组织年度党建工作情况和学生党员评先评优、荣誉奖励的重要依据；党组织应表彰在学习、工作中表现突出的优秀学生党员，及时批评教育考核不合格的学生党员，对违纪违规的学生党员依照党章党规严肃处理。

4. Strengthening the guarantee and support mechanism. Achieving high-quality Party building leadership requires systematic effort; support must be strengthened and guarantees optimized. First, the Party’s political construction determines the direction and effectiveness of Party building. Political construction is the primary task in perfecting the quality assurance system for university student Party members. Take political construction as the guide, take political stance as the fundamental standard, strengthen the dynamic management of college student Party members, and ensure that student Party members firmly uphold the Marxist stance and stand firm on the Party’s stance and the people’s stance. Second, student Party branches, as the most grassroots Party organizations in universities, are always on the front line of educating and managing college student Party members. Universities must attach great importance to student Party building work and incorporate it into their work priorities. Scientifically and rationally set up student Party branches, further strengthen the standardized construction of student Party branches, enhance the level of scientific management, continuously improve mechanisms for the development, assessment, education, and training of college student Party members, strengthen the evaluation of grassroots Party organization cadres, standardize organizational management, promote the exemplary and vanguard role of college student Party members, and provide a strong organizational guarantee for strengthening the high-quality development work of college student Party members. Third, the construction of the management team is the foundation and guarantee for the high-quality development of student Party building work in universities. Focus on the construction of the Party building work team and provide talent guarantees. In accordance with the requirements of “emphasizing responsibility, emphasizing work style, emphasizing dedication, and emphasizing innovation,” select and strengthen a student cultivation, education, and management team covering college-level deputy Party secretaries, counselors, and class advisors, and appropriately expand the team size through a combination of full-time and part-time personnel; formulate training plans, carry out categorized and thematic student work training, and continuously improve the team’s educational ability and professional level. Fourth, provide strong policy support. In terms of team building, organizational construction, daily management, etc., establish a complete set of evaluation, incentive, and guarantee support mechanisms to ensure that all work can proceed in an orderly manner, promote the high-quality development of Party building work, and effectively assist the high-quality development of ideological and political work.

4. 强化保障支撑机制。做好高质量党建引领需要系统发力，必须做强支撑、做优保障。首先，党的政治建设决定党的建设方向和效果，政治建设是完善高校学生党员质量保障体系的首要任务。要以政治建设为统领，以政治立场为根本性标准，加强对大学生党员的动态管理，确保学生党员坚定马克思主义立场，站稳党性立场和人民立场。其次，学生党支部作为高校的最基层党组织，始终处在教育管理大学生党员的第一线。高校要高度重视学生党建工作，将其纳入工作重点来抓。要科学合理地设置学生党支部，进一步加强学生党支部规范化建设，提升科学化管理水平，不断完善大学生党员的发展考核、教育培养等机制，加强对基层党组织干部的考评，规范组织管理，促进大学生党员先锋模范作用的发挥，为加强大学生党员高质量发展工作提供坚强的组织保证。再次，管理队伍建设是高校学生党建工作高质量发展的基础和保障。要注重党建工作队伍建设，提供人才保障。要按照“讲责任、讲作风、讲情怀、讲创新”要求，选优配强一支涵盖院系党委副书记、辅导员、班主任的学生培养教育管理队伍，并通过专兼结合的方式适当扩大队伍规模；制定培训计划，开展分类式、专题化学生工作培训，不断提升队伍的育人能力和专业水平。最后，提供强有力的政策支持。在队伍建设、组织建设、日常管理等方面，建立一套完善的评价激励和保障支持机制，确保各项工作能够有序开展，推动党建工作的高质量发展，并有效助力思想政治工作的高质量发展。
