Lenin’s Exploration of Preventing and Curing Bureaucratism and Formalism
Since the New Era, our Party has made the persistent strengthening of work style building a key fulcrum for continuing to write “the great essay of upholding and developing socialism with Chinese characteristics” and an entry point for comprehensive and strict governance of the Party. Beginning with the formulation and implementation of the “Eight-Point Regulations of the Central Committee” as the breakthrough, proceeding from the rectification of the “Four Work Styles” [1]1 The “Four Work Styles” (四风) refers to formalism, bureaucratism, hedonism, and extravagance, which were the focus of the Party’s mass-line education and practice campaign launched in 2013. of bureaucratism, formalism, hedonism, and extravagance, it has put forward and implemented the general requirements for Party building in the New Era. Xi Jinping has deeply discerned the prominent problems existing in Party building and repeatedly stressed that “formalism and bureaucratism kill people.” In the process of leading socialist construction, Lenin actively explored the phenomena of bureaucratism and formalism existing in the proletarian ruling party and the socialist state power, as well as their harms, roots, and methods of prevention and cure. A systematic examination and in-depth study of Lenin’s theoretical conceptions and practical explorations in opposing bureaucratism and formalism can provide important theoretical support and enlightening reference for our Party to effectively prevent and cure bureaucratism and formalism and to enhance the Party’s leadership capacity and level.
I. Lenin’s Exposure and Critique of the Manifestations and Harms of Bureaucratism and Formalism
Since the emergence of class society and the state, bureaucratism has followed closely the generation of public power and accompanied bureaucratic politics; it is a status concept and work style gradually formed by state public officials to satisfy personal interests. “Bureaucratism is a long-standing, complex historical phenomenon.” Formalism is “a metaphysical viewpoint, method, and work style that one-sidedly pursues form while neglecting content.” Although bureaucratism and formalism differ in their forms of manifestation and objects of implementation, both belong to stubborn work-style maladies and are deep-seated chronic diseases that corrupt the Party’s governing image, shake the Party’s governing foundation, and ruin the Party’s cause and future.
Lenin believed that only the Communist Party “is capable of leading all the exploited working masses” and “is capable of leading the working class to profoundly and fundamentally change the old society,” but at the same time he recognized that a party in a governing position, holding state power, is prone to breeding bureaucratism and formalism. Lenin had a clear understanding of the phenomena of bureaucratism and formalism existing in the Soviet state power and the proletarian ruling party, as well as their harms. As bureaucratism and formalism spread and proliferated within Soviet organs, Lenin conducted a profound analysis and sharp critique of their harms.
(1) Sharp Critique of the Phenomena of Bureaucratism and Formalism in the Soviet State and Party Organs
The October Revolution smashed the bureaucratic machine of the tsarist Russian bourgeoisie and established the world’s first socialist state. The newborn Soviet state power was once full of vitality, but within only half a year, phenomena of bureaucratism appeared. Lenin promptly discerned this phenomenon and pointed out: “Now there is a petty-bourgeois tendency to turn Soviet members into ‘parliamentarians’ or into bureaucrats.” [2]2 V. I. Lenin, “The Immediate Tasks of the Soviet Government,” 1918. As phenomena such as abstract empty talk, sluggish handling of affairs, excessive issuance of documents, abuse of power, bloated institutions, and overstaffing proliferated in various fields and departments, and especially as various bureaucratist phenomena infiltrated Party organs, Lenin subjected bureaucratism to profound critique: “Bureaucrats are to be found not only in Soviet organs but also in Party organs.” [3]3 V. I. Lenin, “Report on the Party Program at the Eighth Congress of the RCP(B),” 1919. “The biggest malady in all the work of our economic institutions is bureaucratism.” [4]4 V. I. Lenin, “To the Presidium of the All-Russian Central Executive Committee,” 1921. He also exposed to the Party and the people the different manifestations of bureaucratism in various aspects and fields, such as treating the masses with “an air of officialdom,” “showing a tendency to become divorced from the masses, to stand above the masses, and to become persons with privileges”; and, toward the socialist cause, manifesting as arrogant self-importance, standing above the real cause.
Serious bureaucratism inevitably leads to the prevalence of formalism. Lenin profoundly exposed the phenomena of formalism existing in the Soviet state and Party organs and summarized the manifestations of formalism into three major aspects: First, an obsession with meetings. Everyone was in a state of endless “always holding meetings and constantly holding meetings,” “only knowing how to set up all kinds of committees, only knowing how to hold meetings and talk, without even doing simple things.” [5]5 V. I. Lenin, “On the Trade Unions, the Present Situation and Trotsky’s Mistakes,” 1920. Second, the prevalence of red tape. Within the organs, official documents piled up like mountains, while the implementation of decrees was not checked, and administrative personnel engaged in bureaucratic document games. “The abominable bureaucratic habit has plunged us into a state of issuing excessive documents, discussing decrees, and giving random instructions, and lively work is drowned in this vast sea of documents.” [6]6 V. I. Lenin, “On the Struggle Against Bureaucratism,” 1921. Third, serious procrastination. All work was handled according to rigid, red-tape regulations, resulting in low efficiency. “Procrastination is especially common in Moscow organs and central organs.” [7]7 V. I. Lenin, “Draft Resolution on the Work of the People’s Commissariat for Foreign Affairs,” 1922. To this end, Lenin demanded, “Sing less political high notes, pay more attention to the most ordinary but vivid things in communist construction that come from life and have been tested by life,” [8]8 V. I. Lenin, “The Great Beginning,” 1919. and advocated that Party members and organ staff focus on solving practical problems.
(2) Profound Revelation of the Harms of Bureaucratism and Formalism in the Soviet State and Party Organs
Lenin figuratively compared bureaucratism and formalism to a “new abscess” and regarded them as the most detestable enemy. He constantly criticized the various ills of bureaucratism and formalism with deep concern, sharply exposing their serious harms: “If anything is going to destroy us, it is this. For the State Bank, the most dangerous thing is to turn into a bureaucratic organ.” [9]9 V. I. Lenin, “To the State Bank,” 1921. In his view, the greatest harm of bureaucratism and formalism is that they prevent the normal and flexible functioning of state organs and cause the cause of socialist construction to stagnate.
First, bureaucratism and formalism damage the image of the Party and state organs and affect the construction of good Party-mass relations. The victory of the October Revolution convinced the masses that the proletarian ruling party is the vanguard of the proletariat, and they believed that Party members and state public officials were public servants guaranteeing the people’s right to be masters of the country. However, the breeding of bureaucratism and formalism in the Soviet state organs and Party organs ruthlessly shattered the good image of the proletarian ruling party in the minds of the masses. Lenin pointed out at a meeting in 1919 that we had driven out the old bureaucrats, but they had returned under the name of “controllers.” [10]10 The term “controllers” (控产党人) is a pun in Russian, playing on the word “Communists” (共产党人) to mock those who sought to control “Because they dare not call themselves Communists, they put on red collar badges and want to grab a cushy job.” [11]11 Oblomovism: A term derived from the protagonist of Ivan Goncharov’s 1859 novel *Oblomov*, referring to a state of lethargic inertia, laziness, and resistance to change, which Lenin used to criticize the backwardness and passivity of Russian society and bureaucracy.
Second, bureaucratism and formalism harm the interests of the masses and hinder the consolidation and development of the proletarian state power. Bureaucrats inevitably use their positions to seek personal gain, embezzle public property, plunder by trick or force, and engage in corruption. They turn from public servants of the people into social masters riding roughshod over the people, seriously infringing on the interests of the masses. Lenin emphasized that the bureaucratism prevalent in many chief administrations and central organs often seriously harms the legitimate interests of the masses and is one of the most important sources of discontent with the Party. Formalists, on the other hand, often ignore the needs of the masses, engage in empty talk about decrees, and are habitually dilatory, making it difficult to satisfy the people’s basic rights and interests. In 1918, Lenin criticized the formalism of the People’s Commissariat for Food for seriously hindering the transportation of potatoes, expressing deep disgust for such matters that mislead the country and the people. [12]12 The Duma (State Duma) was the lower house of the legislative assembly in the Russian Empire, established after the 1905 Revolution. Badaev was a Bolshevik deputy in the Fourth Duma (1912–1917).
Third, bureaucratism and formalism affect the smooth progress of all work in the Party and state organs, delaying and slowing down the cause of socialist construction. Socialist construction requires the mutual cooperation of Party organs and state organs to actively work for the restoration and development of the national economy. However, bureaucratism and formalism cause the needs of the cause to give way to the pursuit of personal interests, distance various organs from the grassroots, slow down the process of socialist construction, and even hinder the implementation of national policies and guidelines. In 1921, an article published in *Izvestia of the All-Russian Central Executive Committee* reported: “Due to formalism and procrastination, the Naro-Fominsk Textile Mill lacks fuel and cannot continue production.” [13]13 The Central Control Commission was a body established in 1920 to supervise Party discipline and combat bureaucratism, parallel in status to the Central Committee.
Fourth, preventing and curing bureaucratism and formalism concerns the life or death of the Party and the state. Although Lenin’s analysis and reflections on preventing and curing bureaucratism and formalism were very profound, after his death the Soviet Party and state organs failed to continue his guiding principles, and the maladies of bureaucratism and formalism not only were not alleviated but further spread. During the Stalin period, a privileged stratum gradually emerged; during the Brezhnev period, the system of lifelong tenure for leading cadres took shape; during the Gorbachev period, the “glasnost and democratization” movement provided a legal basis for the vested interests of corrupt elements. This also caused the Soviet Party and state organs in the later period to be permeated by a mentality of privilege, hedonism to prevail, and extravagance to run rampant, and together with formalism, it made the Soviet Communist Party’s research and propaganda work on Marxist theory hollow and powerless, rigid and ossified, ultimately losing its ideological leadership. The maladies of bureaucratism and formalism ultimately became an important cause of the Soviet Union’s Party collapse and state dissolution.
II. Lenin’s Profound Analysis of the Roots of Bureaucratism and Formalism
Up to the present in the development of human society, there have existed two kinds of bureaucratism that differ in nature, namely, the bureaucratism of the exploiting classes and the bureaucratism of the non-exploiting classes. In states ruled by the exploiting classes, the bureaucracy is “above society” and “the representative of a force alienated from society,” a “special stratum that specializes in administrative affairs and occupies a privileged position before the people.” It is precisely this special stratum that enables the huge state machine to operate without cease, just as Lenin pointed out, “whether in a monarchy or in the most democratic bourgeois republic, bureaucratism at all times links state power with the interests of the landlords and capitalists.” With the establishment of the dictatorship of the proletariat, what followed was what Lenin called “today’s ‘communist bureaucratism.’” This kind of bureaucratism “means subordinating the interests of the cause to the need to climb upward, means pursuing status single-mindedly while neglecting work.” Although it differs in essence from the bureaucratism in the state machine of the exploiting classes, it has great corrosive and destructive effects on the Party and the socialist cause. Formalism is bred and driven by bureaucratism and is a typical manifestation among the many expressions of bureaucratism. Bureaucratism and formalism always follow each other like shadow and form, arising together. Formalism stimulates and abets bureaucratism, and bureaucratism to a certain extent shelters formalism. Lenin often mentioned the two together, calling formalism the formalism of bureaucratism. Both in essence belong to the subjective idealism of being divorced from reality and from the masses, both are liberalism that abandons principles and Party spirit, and both belong to utilitarianism that craves fame and profit. Lenin deeply recognized that although the Soviet state system is incompatible with bureaucratism, because the Soviet state was born out of the tsarist autocratic system, its levels of political, economic, and cultural development were not high, and it inevitably bore the traces of the old system. Therefore, from the very beginning the Soviet regime could not eradicate the growth of bureaucratism and formalism.
(I) The Political Roots of Bureaucratism and Formalism
With a profound historical dialectics, Lenin perceived the internal connection between the bureaucratism and formalism existing in the Soviet regime and the remnants of old Russian feudal autocracy, holding that the poisonous legacy of tsarist Russian feudal autocracy was their political root. “We learned the worst things from tsarist Russia, namely, the bureaucratism and Oblomovism that are simply suffocating us…” [11]11 Oblomovism: A term derived from the protagonist of Ivan Goncharov’s 1859 novel *Oblomov*, referring to a state of lethargic inertia, laziness, and resistance to change, which Lenin used to criticize the backwardness and passivity of Russian society and bureaucracy. “The people are completely powerless before the officials, and the privileged bureaucracy is completely unsupervised,” which was the inevitable product of backward Russia and its autocratic system, and an important reason why the officials of tsarist Russia abused their power and violated people’s rights to an astonishing degree.
The newborn Soviet regime was precisely nurtured in such a social environment. At that time, Russia, which was at the weak link in the chain of world imperialism, still had a strong remnant of feudal autocracy, which provided conditions for the growth of bureaucratism and formalism in the newborn Soviet state organs and Party organs. Lenin believed that “our state organs as a whole are most seriously bound and infected by the old spirit.” He pointed out, “There is no Great Wall between the working class and the old bourgeois society. … When the old society dies, its corpse cannot be put into a coffin and buried in a grave. It rots and stinks among us and poisons us.” Historical materialism tells us that social consciousness has relative independence; although the old state machine was smashed, the ideological superstructure standing upon it still remains in people’s minds. Bureaucratism and formalism are the projection within the state organs of the proletariat of the reactionary style of the reactionary classes toward the people.
(II) The Economic Roots of Bureaucratism and Formalism
The economic base determines the superstructure, and complex social phenomena can always find their corresponding socio-economic roots. As Marx pointed out: “Men cannot freely choose their productive forces—this is the basis of all their history, for every productive force is an acquired force, the product of previous activity.” The new Soviet state power was not in a vacuum; what it inherited was also the product of previous activity. At that time, Russia was suffering from the underdevelopment of capitalism; what was spread across the country was not developed large-scale machine industry, but scattered and backward small-scale production economy. This was precisely the economic root of bureaucratism and formalism in the Soviet state organs.
Before the October Revolution, tsarist Russia’s economic development was very backward, with total industrial output far lower than that of developed capitalist countries such as the United States, Germany, Britain, and France. After the First World War and the domestic and foreign armed rebellions and interventions following the October Revolution, Russia’s economic burden became even heavier. In 1920, Soviet Russia’s total industrial output was only 15.5% of the pre-war level, and total agricultural output was only half of the pre-war level. That year, landlords’ land was nationalized, and 105 million hectares of land were distributed to peasants for free use, but that year “collective peasants accounted for only 5‰ of total peasant households, and by 1924, the year of Lenin’s death, it was still less than 1%. As for agricultural technological transformation, by 1928, on the eve of the great development of agricultural collectivization, mechanical power still accounted for only 4%, while draft animals accounted for 96%.” The superstructure after the October Revolution had to be built on top of this small-scale production economy. Lenin believed that bureaucratism and formalism were “the superstructure of the scattered and oppressed state of the small producers,” and, influenced by their cognitive foundation of poverty and lack of enlightenment, what the small producers revered was the “unrestricted government power” standing above them. Although after the October Revolution the peasants and other small producers of the Soviet Union became the masters of society, the past mode of production still exerted influence for a short time, thereby providing an objective environment and soil for the existence of bureaucratism and formalism. Lenin pointed out: “The more scattered the peasants are, the more difficult it is to avoid bureaucratism in the central organs.”
(III) The Cultural Roots of Bureaucratism and Formalism
The rampant spread of bureaucratism and formalism is inseparable from Russia’s cultural backwardness and the ignorance of the broad working masses caused by their lack of access to education. Lenin had a very profound understanding of the reality of “Russia’s underdeveloped culture,” and he believed that this cultural backwardness enabled the bureaucratic system to revive. He pointed out: “Bureaucratism and red tape are mainly connected with the low cultural level in Russia, the severe economic devastation and poverty caused by the war, and other consequences.” The emergence of bureaucratism and formalism was closely related to the cultural level of the managerial personnel in Soviet organs at the time, as well as the cultural level of the entire nation. Lenin also explained, from the perspectives of government education funding, schooling, and teachers’ salaries, that Russia was a barbaric country with the most backward education in Europe, where the people’s right to education was severely deprived. He even cited the speech of Duma [12]12 The Duma (State Duma) was the lower house of the legislative assembly in the Russian Empire, established after the 1905 Revolution. Badaev was a Bolshevik deputy in the Fourth Duma (1912–1917). representative Badaev: “Among the Negroes in America, illiterates account for only 44% (in Europe, illiterates account for only 1–2%), while in Russia, illiterates account for 79%!” The low level of national education at that time created two difficulties for the management of the Soviet Union as a new type of political power, becoming a non-negligible cause of bureaucratism and formalism. On the one hand, because the cultural literacy and political-ideological consciousness of the masses were not high, the “public servants” who joined the Soviet organs inevitably became contaminated with the bad habits of the “old managers” in those organs. In Lenin’s view, the staff recommended to important positions by the culturally insufficiently developed masses also lacked the necessary management skills, and “had to hastily bring in old specialists to participate in work,” thus causing “bureaucratism to partially revive within the Soviet system.” On the other hand, although the Soviets were organs of management implemented through the working people, due to the low cultural level and insufficient numbers of educated personnel, it was impossible to achieve the participation of all residents in management work. Management could only be carried out through the advanced elements of the proletariat on behalf of the masses, which led to a lack of effective supervision over the management of Soviet organs of political power. Unlike bourgeois republics, what hindered the working people from participating in management at this time was not the law, but the cultural level of the working masses. Once government organs and their managerial personnel could not be effectively supervised, bureaucratism and formalism became difficult to avoid.
III. Lenin’s Effective Measures to Prevent and Combat Bureaucratism and Formalism
Lenin regarded the bureaucratism and formalism manifested in practical work as a “great disgrace” and advocated waging a resolute struggle against bureaucratism and formalism. Regarding how to effectively prevent and combat bureaucratism and formalism, he emphasized that one must never believe that “this bad phenomenon can be overcome by paper resolutions and contentless criticism,” and explicitly demanded the adoption of practical measures and forceful actions to combat the phenomena of bureaucratism and formalism. At the same time, Lenin deeply recognized that bureaucratism and formalism would not be cut away like a tumor immediately; the Soviet state political power and the ruling proletarian party had to wage a long and tenacious struggle against bureaucratism and formalism. Lenin regarded the development of socialist democracy, the improvement of the socialist legal system, the reform of state organs, and the purification of the ranks of Party cadres and members as important measures to prevent and combat bureaucratism and formalism. In practice, he also adopted many effective specific measures, such as streamlining institutions, selecting talent, establishing individual work responsibility systems, and implementing inspection and supervision.
(A) Overcoming Bureaucratism and Formalism by Developing Socialist Democracy
In Lenin’s view, developing democracy was the fundamental political measure to overcome bureaucratism and formalism. To effectively combat bureaucratism and formalism, it was necessary to ensure the people’s position as masters of the country and to guarantee the effective implementation of the people’s democratic rights.
First, it was necessary to maintain close ties with the masses and listen to their voices. Lenin deeply understood the extreme importance of winning the absolute trust of the masses. In his view, “without getting close to the masses, nothing can be accomplished.” “The leaders must not be divorced from the led masses; the vanguard must not be divorced from the entire army of labor.” Only by maintaining close ties with the masses could the ruling proletarian party and state organs understand the demands of the people, represent the interests of the people, continuously cleanse the filth of bureaucratism and formalism, and preserve the advanced nature and purity of the proletariat. To this end, Lenin attached great importance to the work of receiving letters and visits from the masses. He personally drafted the “Draft Regulations on the Management Work of Soviet Organs,” which detailed specific measures for doing a good job of handling letters and visits from the masses. He believed that doing a good job of handling letters and visits was not only an important channel for leading organs to understand the situation at the grassroots level, gauge public opinion, and listen to the voices of the masses, but also provided convenient conditions for the broad masses to expose bureaucratism and formalism and to struggle against them.
Second, it was necessary to implement an electoral system to prevent the alienation of power. Lenin drew lessons from the Paris Commune and used the electoral system to prevent state organs from becoming masters over society. He made it clear that the power of state public officials originated from the masses, and that the masses had the right to remove or recall incompetent state public officials through certain democratic procedures. In addition, public officials were only in the position of ordinary trustees, and their “remuneration should not exceed the ordinary wages of a skilled worker.” Lenin hoped by this means to prevent public officials from enjoying monetary privileges and to prevent Party members and state public officials from transforming from public servants into masters over society.
Third, it was necessary to improve the supervision mechanism and safeguard the people’s right to supervision. While developing socialist democracy, Lenin also emphasized the continuous improvement of the supervision mechanism. He believed that enabling the broad masses of workers and peasants to participate in state management and supervision work was an effective measure to eliminate the evil practice of bureaucratism in Soviet organs. The Ninth All-Russian Conference of the Russian Communist Party (Bolsheviks) decided to establish a Central Control Commission parallel to the Central Committee. [13]13 The Central Control Commission was a body established in 1920 to supervise Party discipline and combat bureaucratism, parallel in status to the Central Committee. Lenin demanded that all public officials must regularly make factual work reports to the masses, so that the broad masses of workers and peasants could supervise and criticize the work of the Party and state organs. The Soviet state political power also established a specialized state supervision body—the People’s Commissariat of Workers’ and Peasants’ Inspection—and demanded that central and local Soviet organs supervise the implementation of various directives and severely punish bureaucratism, formalism, and red tape. From 1921 to 1922, Lenin personally presided over the adoption of the “Resolution on the Control Commission” and the “Regulations on the Control Commission.” Later, while bedridden, Lenin dictated “How to Reorganize the Workers’ and Peasants’ Inspection” to better improve the state supervision mechanism and ensure the effective exercise of the people’s right to supervision.
(B) Severely Punishing Bureaucratism and Formalism by Improving the Socialist Legal System
Improving the socialist legal system was an important guarantee for developing socialist democracy and also an important means of overcoming bureaucratism and formalism within the Soviet organs of political power. First, importance was attached to the construction of the socialist legal system. On the night of the victory of the October Revolution in 1917, Lenin hastily drafted the “Decree on Land.” Under his impetus, a batch of new socialist laws, such as the “Constitution (Fundamental Law) of the Russian Soviet Federative Socialist Republic” (1918) and the “Land Code of the Soviet Union” (1922), were enacted, and judicial work also became more standardized. He also demanded that staff of state organs must abide by laws and discipline. In 1918, the Sixth Extraordinary All-Russian Congress of Soviets adopted a resolution on revolutionary legality, demanding that all citizens of the republic, all organs, and all public officials of the Soviet political power must strictly abide by the laws of the Russian Soviet Federative Socialist Republic and the decisions, regulations, and orders already promulgated and being promulgated by the central political power. To this end, Lenin specially compiled a popular propaganda pamphlet and attached a letter urging strict implementation.
Second, use legal weapons to punish serious bureaucratists and formalists, subjecting them to judicial accountability. Lenin emphasized that through the trial of typical cases of dereliction of duty such as bureaucratism and red tape, officials’ sense of responsibility should be heightened, a deterrent effect achieved, and at the same time the attention of workers and peasants drawn to such issues. In 1919, personnel at the Kursk Central Procurement Bureau office delayed sending grain to starving people in Moscow. Lenin immediately sent a telegram demanding severe investigation and punishment of those who treated their work with formalism and bureaucratism. In May of the same year, a peasant wrote a letter complaining that local authorities had illegally requisitioned his horses. The letter was passed to a special committee in charge of such matters, but a staff member of that committee replied: “Too busy to attend to trivial affairs.” Lenin was extremely indignant at this kind of bureaucratism and formalism involving dereliction of duty, buck-passing, and procrastination. He personally wrote to the State Inspectorate, requesting that “the bureaucrat who gave such a reply be arrested.”
(3) Improving state organs to combat bureaucratism and formalism
Even under socialist conditions, many Soviet organs still suffered from overstaffing and redundant personnel. Lenin used precise data to expose this situation. In 1922, he compared survey data on Moscow organs from 1918 and 1922. The results showed that in 1918, the staff of state and Soviet organs in Moscow totaled 231,000; after streamlining bloated institutions, by 1922 the number had actually increased to 243,000. He pointed out that inflated institutions not only failed to work for the Soviets and the people but also hindered the development of the Party and state’s cause. Regarding how to improve state organs, Lenin proposed and adopted the following views and measures.
First, streamline state institutions. Whether the establishment of state institutions is scientific and rational directly affects their flexible and efficient operation. Lenin believed that large institutions easily led to mutual buck-passing and irresponsibility among staff, so he made streamlining institutions a fundamental measure to overcome bureaucratism and formalism. “There may be only a few dozen brave and willing workers, but there are hundreds who idle or half-idle, buried in piles of documents…” Bureaucratism and formalism constantly breed in such government institutions. To this end, Lenin carefully studied Soviet institutions and persistently pushed forward institutional streamlining, demanding that “the number of various committees be reduced to a minimum,” and that “superfluous officials be mercilessly expelled, staffing reduced, and Communists who do not seriously study management be replaced.” Lenin himself set an example by taking the lead. The general affairs office under his leadership, including telephone operators, typists, dispatchers, messengers, and cleaners, totaled only 43 people, and his secretariat was also relatively lean.
Second, establish a work responsibility system. While streamlining institutions, it was also necessary to establish a work responsibility system, clearly define the scope of authority, and clearly implement individual responsibility and collective leadership. Lenin demanded that leaders of each department must be familiar with the work situation and independently provide the necessary materials for the issues they submitted for discussion. On Lenin’s proposal, the Council of People’s Commissars limited the number of people each department could send to report on a given agenda item. It required that each organ be absolutely responsible for its work, and when encountering problems, it must solve them independently or in coordination with relevant departments, and not pass problems upward. Lenin clearly stipulated that individual responsibility did not mean excluding collective leadership. Collective leadership was mainly reflected in decision-making, while specific practical work must be handled by individuals. Individual responsibility made “everyone clear about their own tasks, truly responsible, even to the point of staking their heads on it.” The establishment of the work responsibility system effectively prevented bureaucratism and formalism such as procrastination and shirking of responsibility.
Third, streamline meetings. In response to Party members and public officials being “in a state of endless meetings, forming committees, and drafting plans,” Lenin adopted many measures to streamline meetings and improve efficiency: First, he stipulated that Soviet government organs should hold as few meetings as possible, and set rules on the frequency and duration of meetings of the Council of People’s Commissars and the Council of Labor and Defense. Second, he valued punctuality at meetings. He himself was never late for meetings, and the meetings he chaired always started on time; latecomers were recorded, and those who repeated the offense without justifiable reason would be criticized or given a demerit. Third, he drafted meeting regulations specifying the exact duration for reports, speeches, and voting procedures at Council of People’s Commissars meetings.
(4) Preventing bureaucratism and formalism by purifying the ranks of Party members and cadres
Purifying the ranks of Party members and cadres is key to preventing bureaucratism and formalism. Lenin had relatively in-depth reflections and explorations on purifying the ranks of Party members and cadres. First, he focused on improving the quality of Party members. The starting point was strict control over Party admission. Lenin had a famous saying: “We do not want Party members who are Party members in name only, even if they are given to us for free.” The Soviet state power adopted methods such as mobilizing people to go to the front and participate in voluntary labor to screen out those who only wanted benefits but were unwilling to bear heavy responsibilities. Later, a probationary period for Party membership was introduced, and stricter conditions for admission were formulated. Second, Party purges were carried out. The Soviet state power repeatedly re-registered Party members, conducted strict Party purges, and promptly removed “those who had sneaked into the Party,” “those who put on airs as committee members,” and “bureaucratized” disloyal and wavering elements. In the Party purge of 1921 alone, 170,000 Party members were expelled, accounting for about one-quarter of the total Party membership at the time. “This reduction in the number of Party members means a great increase in the Party’s strength and role.” The Party purge effectively prevented and combated bureaucratism and formalism, enhancing the combat effectiveness of Party organizations.
Second, strengthen the construction of state organs and the Party’s cadre ranks. Lenin repeatedly emphasized that no matter how good the resolutions and decrees were, without capable cadres to implement them, they were nothing but scraps of paper. To effectively prevent and combat bureaucratism and formalism, it was necessary to be good at selecting personnel to inspect work. Lenin’s relevant measures included: First, requiring cadres to study science and technology and master professional knowledge. He believed that only with scientific literacy could they meet the requirements of managing the economy and politics under the new conditions. Lenin always encouraged those who seriously studied professional knowledge and severely criticized those arrogant Party members and cadres who did not study seriously. Second, he made the cadre assessment system an important measure to improve the quality of the cadre ranks. On the one hand, cadres with both political integrity and professional competence were promoted to important positions through examinations. On the other hand, leading cadres were required to go deep into various organs and provinces to truly understand the work situation of cadres at the upper, middle, and lower levels, facilitating the inspection and selection of talent. Third, an award system was implemented. At the critical juncture of transitioning from war communism to the New Economic Policy, Lenin proposed using an award system to prevent bureaucratism and formalism, demanding that “as many people as possible who work quickly, increase output, and expand domestic and foreign trade be rewarded.”
Conclusion
结语
In the process of leading the construction of a socialist state, Lenin left behind a wealth of valuable experience in the unremitting struggle against bureaucratism and formalism. This provides important inspiration and reference for the Communist Party of China to scientifically understand the manifestations and essence of bureaucratism and formalism in the New Era, and to effectively prevent and combat their breeding and harm. To effectively overcome bureaucratism and formalism, our Party, on the basis of fully inheriting and absorbing Lenin’s thoughts and practices on opposing bureaucratism and formalism, has carried out fruitful explorations and accumulated very rich experience. Especially since entering the New Era, our Party’s explorations in preventing and combating formalism and bureaucratism have also kept pace with the times, adhering to and innovatively developing Lenin’s relevant explorations.
Formalism and bureaucratism are stubborn and recurrent; only through sustained, constant, and meticulous effort, only through continuous exertion and persistent work, can we win the protracted and enduring battle against formalism and bureaucratism. It is necessary to deeply draw on the experience and lessons of preventing and combating bureaucratism and formalism, to further study the soil in which formalism and bureaucratism breed in the New Era, and to explore the path choices for preventing and combating new and hidden forms of formalism and bureaucratism, thereby providing a strong institutional guarantee for strengthening the Party’s leadership in further deepening reform comprehensively and advancing Chinese-path modernization.
