In recent years, when studying Marx's political philosophy and his critical theory of modernity, scholars have focused on the relationship between morality and politics. Some scholars point out that "in the reflection and critical understanding of modernity, there is an essential connection between political issues and moral issues." "The tension and conflict between morality and politics is a fundamental problem that modern society must face." From the perspective of intellectual history, Hobbes and Locke demonstrated the rationality of individuals pursuing "private interests" in civil society, advocating the principle of particularity or the individual principle. Rousseau was the first to recognize that the development of modernity dominated by the principle of particularity caused the separation of morality and politics, as well as the many contradictions resulting from this separation. He further pointed out that the demoralization of politics would aggravate the state of human enslavement, and therefore advocated the reconstruction of "moral politics." However, Rousseau's plan for reconstructing "moral politics" had internal conflicts, which left rich theoretical space for Marx to critique and transcend the dilemma of "moral politics." Between Rousseau and Marx, Hegel played an important bridging role. On the basis of his critique of Rousseau, Hegel distinguished between "ethical life" [Sittlichkeit] and "morality" [Moralität], thereby perfecting the construction of the system of philosophy of right and restoring the moral essential requirement of politics. This had a direct impact on the transformation of Marx's political stance and view of democracy. Ultimately, by distinguishing forms of property rights in the historical process, Marx thoroughly critiqued bourgeois property rights, thereby transcending the path of reconstructing bourgeois "moral politics."

I. The Necessity of Constructing "Moral Politics": The Stance and Purpose of Rousseau's Political Philosophy

In the history of modern political philosophy, Rousseau's significance is embodied in his profound reflection on modernity. Strauss points out: "The second wave of modernity originated with Rousseau. Like Machiavelli, he profoundly changed the moral climate of the West." [1]1 Leo Strauss, "The Three Waves of Modernity," in An Introduction to Political Philosophy: Ten Essays by Leo Strauss, ed. Hilail Gildin (Detroit: Wayne State University Press, 1989), p. 91. In the first wave of modernity, Machiavelli first advocated separating morality from politics and reducing politics to a technical problem. This led to "nature" becoming an artificial concept, the relationship between politics and natural right as well as morality being severed, and people's understanding of nature and natural law also changing. On this basis, Hobbes and Locke deepened a one-sided understanding of human nature, taking human self-preservation and the satisfaction of needs as important premises, and on the basis of the legitimacy of individuals pursuing private interests, constructed a modern political system that excluded classical virtue. Rousseau, in reflecting on modern political principles, re-examined the relationship between moral principles and the political system, proposing the necessity of constructing "moral politics" and demonstrating its rationality.

(1) Hobbes's Assumption of Human Nature and His View of the State

In Hobbes's system of political philosophy, the assumption of the state of nature is an important premise for constructing his view of the state as "absolute monarchy." In Leviathan, Hobbes imagines human beings existing as independent individuals in the state of nature, describing the dangerous situations people constantly face from nature and others, thereby deducing that the primary and sole purpose of human beings is "self-preservation." For the sake of "self-preservation," Hobbes points out that everyone "confer all their power and strength upon one man, or upon one assembly of men, that may reduce all their wills, by plurality of voices, unto one will." [2]2 Thomas Hobbes, Leviathan, ed. C. B. Macpherson (Harmondsworth: Penguin, 1968), Part II, Chapter 17, p. 227. This transfer of power forces everyone to enter into a contract, thereby establishing the legitimacy of the state. Moreover, to ensure the validity of the contract and the absoluteness of the collective power, Hobbes stipulates the contract's content as a one-way execution: the people transfer power to the sovereign (a third party), who may not be bound by the contract's terms, while the people must execute them. At the same time, the sovereign possesses supreme power and can change legal provisions and the content of the contract. Influenced by Machiavelli, when comparing democratic, aristocratic, and monarchical forms of government, Hobbes leans toward monarchy. In his view, different representatives of interests in a democratic polity would harm the public interest for private gain, whereas in a monarchy, the purpose of the people in entering the contract is consistent with the rights and interests the sovereign can provide. Therefore, only absolute monarchy can safeguard the people's interests and the nation's prosperity. In reality, however, absolute monarchy not only cannot fully guarantee the fundamental interests of the people but also causes tyranny resulting from the concentration of power, thereby oppressing the people. This also prompted later thinkers to deeply reflect on political-philosophical issues such as the state of nature and the state of society, the individual and the community, and rights and justice.

(2) Locke's Assumption of Equality and His View of the State

Locke first recognized the drawbacks of Hobbes's advocacy of absolute monarchy, so he re-assumed the state of nature and elucidated the legitimacy of constitutional monarchy. In Locke's view, the state of nature is not an unstable state of the strong preying on the weak, but rather a "state of equality" in which everyone possesses property and personal freedom. Locke's "state of nature" is neither a "state of license" nor the "state of war" of every man against every man that Hobbes identified. Locke points out: "Men being, as has been said, by nature all free, equal, and independent, no one can be put out of this estate and subjected to the political power of another without his own consent. The only way whereby any one divests himself of his natural liberty and puts on the bonds of civil society is by agreeing with other men to join and unite into a community... to prevent the invasion of others." [3]3 John Locke, Two Treatises of Government, ed. Peter Laslett (Cambridge: Cambridge University Press, 1988), Second Treatise, §95, p. 330. In Locke's "state of nature," changes in human nature and the lack of a common judge often lead to criminal acts. For this reason, a political entity needs to be established to protect the people's rights. This political entity ("government"), unlike the absolute authority advocated by Hobbes, is always subject to the people's interests and is therefore a limited authority. In Locke's view, people already possess property in the state of nature; property is a necessity for preserving life, so property conforms to both natural law and human nature. Therefore, he particularly emphasizes the government's protection of property rights. In "Of Property," Locke points out: "Thus labour, in the beginning, gave a right of property wherever any one was pleased to employ it upon what was common... For labour being the unquestionable property of the labourer, no man but he can have a right to what that is once joined to." [4]4 John Locke, Two Treatises of Government, Second Treatise, §40, p. 298. Locke believes that people's self-ownership and private ownership are prior to politics, and the government cannot tax the people without their consent. Therefore, Locke opposes absolute monarchy with unlimited power and advocates establishing a government where the highest power is held by a popularly elected parliament. It can be seen that the state or political society in Locke's system of political philosophy is subordinate to the people's property rights. However, Locke did not answer how to guarantee everyone's rights and how to deal with the situation of property inequality, but merely confined himself to defending bourgeois ownership.

(3) Rousseau's Theory of the Social Contract and Its Critical Character

Rousseau's theory of the social contract expresses his concern and critique of modern political theory. Although Hobbes and Locke imagined the conditions and possibilities for the formation of a contract in the state of nature, Rousseau points out that neither of them solved the problem of inequality existing in society. Rousseau believes that Hobbes and Locke's understanding of human beings is too negative and one-sided, whereas the human beings he imagines have a nature of continuous development and self-perfection, which prompts humans to move from the state of nature to "civil society." However, after entering "civil society," the relationships between people become increasingly close, and at the same time, people develop vanity, competing with each other for profit, which causes the problem of inequality to become increasingly prominent. Rousseau points out: moral or political inequality, "depending on a kind of convention, and is established, or at least authorized, by the consent of men... consists in the different privileges which some men enjoy to the prejudice of others, such as that of being more rich, more honored, more powerful, or even in a position to exact obedience." [5]5 Jean-Jacques Rousseau, Discourse on the Origin and Foundations of Inequality Among Men, in The Discourses and Other Early Political Writings, ed. and trans. Victor Gourevitch (Cambridge: Cambridge University Press, 1997), Part I, p. 185. In response to Locke's theoretical premise, Rousseau believes that the formulation of the social contract is not based on a natural state of equality, but is a product of the state of nature developing into the state of civil society.

First, unlike Hobbes, Rousseau believed that individuals in the state of nature possess compassion and pity, along with noble moral character. From the philosophical standpoint of the “free subject,” Rousseau proposed that pity is a natural morality inherent in humans. He was more inclined to agree with Mandeville’s description of humans as sentient beings, while opposing Hobbes’s theory of innate human evil. However, Rousseau did not accept Mandeville’s explanation that individual morality tends toward self-interest. Rousseau pointed out: “What Mandeville failed to see is that all the social virtues of mankind (which Mandeville denied humans possess) are derived from this quality (pity—author’s note).” [1]1 Leo Strauss, "The Three Waves of Modernity," in An Introduction to Political Philosophy: Ten Essays by Leo Strauss, ed. Hilail Gildin (Detroit: Wayne State University Press, 1989), p. 91. In response to Mandeville’s tendency to explain individual morality as self-interest, Rousseau recognized the important role of pity in human morality. Rousseau strongly opposed the priority of individual interests and advocated for reconstructing the social contract through natural morality.

Second, in comparing states of inequality, Rousseau opposed Hobbes and Locke’s attribution of the cause of the social contract to the state of nature, emphasizing that the issue of inequality should be understood from the “social” dimension. This was also Rousseau’s important answer to the problem left by Locke. Rousseau pointed out that people in the state of nature do not exist in a state of enslavement or being enslaved; the chain of servitude is formed in the social state where people are mutually dependent and in need of each other. Since neither Hobbes’s theory of the state of nature nor Locke’s theory of property could explain the actual “relations of inequality” or “relations of servitude,” Rousseau re-examined the difference between the state of nature and the social state, thereby placing the problem of inequality within society and institutions. Rousseau discovered that Hobbes and Locke, in order to achieve the social contract, deliberately simplified political issues, excluded moral factors from politics, and selected only those parts of human nature that suited their arguments.

Third, Rousseau criticized the legitimacy of modern politics based on the actual situation of human enslavement. Rousseau believed that the meaning of the state’s existence lies in protecting people’s rights, but the states envisioned by Hobbes and Locke could not truly protect the rights of ordinary people; the people and the state were always in opposition. Against Hobbes, Rousseau strongly criticized his view that “the people willingly submit to despotic rule,” and also criticized the political-authority contract theory represented by Pufendorf. He believed that despotic power originates from inequality and exacerbates the condition of inequality, so the establishment of the state cannot take despotic power as its institutional form. Regarding Locke’s position on constitutional monarchy, Rousseau pointed out: “Even if he (the monarch—author’s note) becomes their master, in a certain sense he is also their slave: if he is rich, he needs their service; if he is poor, he needs their help; even if he is neither rich nor poor, he cannot do without them.” [2]2 Thomas Hobbes, Leviathan, ed. C. B. Macpherson (Harmondsworth: Penguin, 1968), Part II, Chapter 17, p. 227. In Rousseau’s view, private property led to problems such as the polarization of rich and poor, greed, envy, and harming others for one’s own benefit. Therefore, Rousseau insisted on taking the natural state of the “savage” as the ideal form of human civilization.

Because of his radical critical stance toward private property rights and the modern political state, Rousseau is often regarded as a precursor to Marx’s political philosophy. As Sabine pointed out: “Rousseau’s attack on private property in his *Discourse on Inequality* might also be classified among the aforementioned communist ideas. But he never seriously considered abolishing property rights, nor did he clearly consider the place of property rights in society.” [3]3 John Locke, Two Treatises of Government, ed. Peter Laslett (Cambridge: Cambridge University Press, 1988), Second Treatise, §95, p. 330. Since Rousseau’s era had not yet formed the force of “the critique of weapons,” he could only proceed from the subjective rights of the people to construct a new government and state. In terms of philosophical premises, Rousseau re-examined human nature from a comprehensive perspective of material and spiritual development, opening the path of enlightenment for modern democratic politics. In terms of theoretical construction, through a historical investigation of inequality, Rousseau demonstrated that the despotic system was an important cause of the people’s enslavement. Therefore, his understanding of modern politics was no longer confined to the institutional premise of “the inviolability of property rights,” but transcended the discourse system of the debate between “self-interest” and “morality,” providing intellectual nourishment for promoting the construction of a democratic state.

II. The Construction of Rousseau’s “Moral Politics” Scheme and Hegel’s Critique

After a profound reflection on modernity, Rousseau envisioned reconstructing a modern political system centered on “moral politics” through the “general will.” Starting from the universality of safeguarding the common interest, Rousseau constructed the concept of “moral politics” based on the assumption of rational man, providing a solid democratic principle for modern politics. Influenced by the French Revolution and Rousseau’s “moral politics” scheme, Hegel both affirmed Rousseau’s principle of will and criticized its philosophical premises, thereby proposing an “ethical politics” that transcends “moral politics.”

(I) Rousseau’s Principle of the “General Will” and Its Universality

Rousseau proposed establishing the “general will” as the democratic principle of the community and the foundation of “moral politics.” In Rousseau’s view, the state’s “entire aim of governance is to ensure the protection of individual property.” [4]4 John Locke, Two Treatises of Government, Second Treatise, §40, p. 298. To this end, Rousseau envisioned that when human productive activities encounter obstacles, humans should change the organizational form of the community to promote their development. Under this vision, Rousseau pointed out: “To find a form of association that defends and protects with all common force the person and goods of each associate, and by which each, uniting with all, nevertheless obeys only himself and remains as free as before.” [5]5 Jean-Jacques Rousseau, Discourse on the Origin and Foundations of Inequality Among Men, in The Discourses and Other Early Political Writings, ed. and trans. Victor Gourevitch (Cambridge: Cambridge University Press, 1997), Part I, p. 185. Based on this, Rousseau proposed the theory of the “general will” based on the public interest, i.e., the associating individuals transfer all their rights to the collective. The individual’s unreserved transfer of rights to the collective means that individuals are equal; since the association is nearly perfect, the individual gains the protection of greater collective force.

In Rousseau’s view, the “general will,” as the foundation of moral politics, possesses universality. Rousseau pointed out: “The general will is always upright and always tends to the public good; but it does not follow that the deliberations of the people are always equally upright.” [6]6 Jean-Jacques Rousseau, *Discourse on the Origin and Foundations of Inequality Among Men*, in *The Collected Works of Rousseau*, Vol. 2, trans. Li Ping’ou (Beijing: The Commercial Press, 2012), p. 73. [Translator’s note: This is a back-translation from the Chinese edition; the original English text may vary.] This is a core principle in Rousseau’s political philosophy. To explain the nature of the “general will,” Rousseau distinguished the essential difference between the “will of all” and the “general will,” emphasizing that the “general will” is the universalization of individual wills within the community, while the “will of all” is merely the sum of individual wills that have not achieved universalization. Since the “general will” requires that the individual will be consistent with the will of all, it can be transformed into law. It is precisely the universalized will, or the universality of the will, that ensures it is necessarily moral or good; seemingly, an individual will can only become the “general will” if it is universal; otherwise, it degenerates into the “will of all.” In short, Rousseau believed that the “general will” is a will with universality formed by individual citizens, which is different from individual wills and does not represent personal interests, thereby severing the contradictory relationship between private interest and public good in modern Enlightenment thought. Rousseau broke away from human natural nature, established moral and political concepts, replaced empirical natural man with human reason, and provided a developmental democratic principle for modern politics.

(II) Rousseau’s “Moral Politics” Scheme for Addressing Inequality and Its Significance

First, Rousseau proposed that the government should maintain the “general will” by reconstructing moral politics and good customs and mores, thereby preventing the problems of inequality and poverty that Locke failed to address. Facing the actual problems of wealth disparity and inequality, Rousseau pointed out: “The most necessary thing for the government to do, and perhaps the most difficult, is to be impartial to all, and especially to protect the poor from the bullying of the rich. As soon as there are poor people to protect and rich people to restrain, a great danger has already taken shape; at this point, the force of the law only works on the middle class, and is powerless against the wealth of the rich and the misery of the poor.” [7]7 Jean-Jacques Rousseau, *The Social Contract*, in *The Collected Works of Rousseau*, Vol. 2, trans. He Zhaowu (Beijing: The Commercial Press, 2003), p. 19. [Translator’s note: This is a back-translation from the Chinese edition; the original English text may vary.] Based on the theory of the “general will,” Rousseau attempted to transform the political system of the natural rational tradition through the moral shaping of politics.

Second, Rousseau proposed that citizens with good qualities should be cultivated through education. Unlike the British tradition of relief, Rousseau’s envisioned plan was a preventive route with positive significance, which is inseparable from his starting point of the “general will” and his stance on the value of virtue. Rousseau saw the “degeneration of man” in modern commercial society; for this reason, he advocated using good moral politics to cultivate people’s understanding of and identification with the “general will.” On a concrete level, Rousseau envisioned cultivating people into virtuous citizens through education, thereby preventing the degeneration and decay of “moral politics.” Rousseau pointed out: “The method of prevention is not to deprive the rich of their property, but to prevent them from accumulating property by all means; not to build poorhouses to shelter the poor, but to ensure that citizens do not become poor.”

Finally, Rousseau proposed that the government should protect individual property rights and abolish the poll tax system. Rousseau pointed out: “Property rights are the most sacred of all the rights of citizens, and in some respects even more important than liberty.” In Rousseau’s view, individual property rights are the foundation of society and its contract, embodying common values and maintaining the stability of the social order. Furthermore, Rousseau proposed that the government should use an appropriate tax system to alleviate the poverty of the poor while preventing an increase in idlers. It can be seen that Rousseau did not seek to achieve equality through “leveling,” but he still took the political rights of modern people as an important prerequisite for political virtue and the construction of community, which runs counter to his direction of criticizing private property. Nevertheless, Rousseau once again infused virtue and ideals into modern politics, guiding Kant and Hegel to discuss the issues of modernity and universality.

(III) Hegel’s Critique and Its Significance

Influenced by Rousseau’s political philosophy and the French Revolution, Kant and Hegel also paid attention to the relationship between morality and politics. Some scholars have pointed out that, taking the French Revolution as a dividing point, Kant’s views on politics and morality experienced two lines of thought: ascent and descent. Initially, Kant, building on Rousseau, proposed the principle of autonomy of “individual legislation” and established “autonomy” as a moral principle, pushing the principle of universality in modern politics to a new height. However, the French Revolution caused Kant to shift from holding lofty moral-political ideals to focusing on the reality of modern politics. In *Perpetual Peace*, Kant pointed out: “One cannot expect morality to produce a good state constitution; rather, one must expect a good state constitution to produce a nation’s good moral cultivation.” It can be seen that in his later years, Kant paid more attention to the influence of political institutions. He changed his original concept of freedom centered on autonomy, making the concept of right the core meaning of the concept of freedom. In other words, Kant adjusted the weight of morality and politics, placing moral demands within the individual, while taking natural freedom as the basis of political power. However, Kant’s recognition of the priority of nature caused his theory to “descend” to the standpoint of the principle of particularity, which once again sparked debates on social inequality and servitude, prompting Hegel to reflect on the relationship between morality and politics left by Rousseau.

First, Hegel criticized Rousseau’s concept of freedom centered on the will. Hegel questioned the rationality of Rousseau’s grounding of law on the individual will: “(Rousseau believes—author’s note) what becomes the substantive foundation and primary thing is not the will that exists in and for itself, the rational will, but the will of the individual in his particular caprice, nor is it spirit as true spirit, but spirit as a particular individual,” and pointed out that this view only focuses on external and formal freedom, and cannot attain the recognition of the freedom of law or the Idea, and is therefore a concept of freedom lacking in speculation. In fact, due to the “Reign of Terror” of the French Jacobins, Hegel cautiously confronted the resonance between Rousseau’s political philosophy and the terror of absolute freedom. In the section “Absolute Freedom and Terror” of the *Phenomenology of Spirit*, Hegel pointed out: “Universal freedom can produce neither any positive work nor any positive action; all it can do is a negative action; it is merely the fury of destruction.” Just as formal conscience can turn into evil, the state formed by universal freedom will ultimately fall into political terror due to subjectivization. For this reason, Hegel opposed Rousseau’s principle of freedom by reconstructing reason, that is, opposing the grounding of the validity of law on any external basis opposed to the rational will.

Second, by distinguishing “morality” (*Moralität*) and “ethical life” (*Sittlichkeit*), Hegel proposed the ethical concept of freedom. Hegel believed that world history is the progress of the “consciousness of freedom,” and therefore it is necessary to constantly seek its rationality in the social politics of the times. Rousseau, on the other hand, believed that modern society failed to create space for the development of the subject, leading to the degeneration of man and the failure of freedom, and thus advocated restoring the status of the subject. Kant transcendentalized Rousseau’s political freedom, pointing out the transcendental nature of freedom and its inherent requirement for self-legislation. In response, Hegel questioned: “What is the content of this moral law? Here what we see is again nothing but contentlessness. For what is called the moral law is nothing other than identity, self-consistency, universality, and nothing else.” Hegel saw that Kant’s self-legislation only pursued universality, while the highest universality excludes all particular content, leaving only pure form; thus self-legislation leaves only the empty demand of “ought.” Similarly, in Hegel’s view, Rousseau’s political philosophy was merely an abstract theory that remained within the “ought” and contradicted social reality, and this abstract theory would lead to an excessive elevation of the subject.

In response to Rousseau’s concept of freedom based on moral law, Hegel believed that it was necessary to link universality and particularity to redefine the essence of freedom. For this reason, Hegel proposed the sphere of “ethical life” to overcome the one-sidedness of the sphere of “morality.” Hegel pointed out: “The right of individuals to be subjectively determined as free is realized only when individuals belong to an ethical actuality, for only in this objectivity does the individual’s certainty of his own freedom possess truth, and only in ethical life does the individual actually possess his own essence and his inner universality.” In Hegel’s view, “ethical life” is no longer merely the subjectivity of the moral sphere and its self-legislating goodness, but the substantive “institutions and laws” unified with objective law. This combines the universal form of legislation with the concrete content of real life, thereby providing freedom with a substantive basis beyond subjectivity. In other words, Hegel believed that freedom should be concrete, and the basis of ethical freedom should be speculative logic rather than an empty moral law. In the system of the philosophy of right, Hegel regarded the state as the representative of the universal will, and substantivized the universal will into institutions and laws and the power institutions that act accordingly, pointing out that freedom is the unity of the individual will and the universal will. This subjects the individual will to the constraint of the universal will, preventing it from being “capricious.” Thus, Hegel supplemented and perfected Rousseau’s “half-understanding” of the concept of freedom, advancing freedom from the dimensions of possibility and blindness to the dimension of substantiality.

Finally, Hegel assessed the contributions and limitations of Rousseau’s concept of “will.” On the one hand, Hegel praised Rousseau’s contribution. He pointed out: “In seeking this concept, Rousseau made his contribution; the principle of the state he proposed was not only in form (like the gregarious instinct, divine authority), but also in content as thought, and indeed as thinking itself; that is to say, he proposed the will as the principle of the state.” [15]15 G. W. F. Hegel, *Elements of the Philosophy of Right*, ed. Allen W. Wood, trans. H. B. Nisbet (Cambridge: Cambridge University Press, 1991), §258, Remark, p. 276. Translation modified. Taking the will as the basis for the validity of law is the core of the Enlightenment, and both Hegel and Rousseau adhered to this basis. Hegel noted: “The will is free only as thinking will. Now the principle of freedom [in Rousseau] emerged, which gave this infinite power to the person who understands himself as infinite.” [16]16 Ibid., §258, Remark, p. 277. Hegel believed that the principle of freedom arose with Rousseau, and this principle provided an important foundation for the idea of the state. At the same time, Hegel opposed basing the validity of law on anything outside the rational will, which reflected his grasp of the rational content and thought-form of the state. On the other hand, Hegel criticized Rousseau’s contractarian view of the state and proposed the idea of the state. In Hegel’s view, “the will that Rousseau understood was merely the will of the individual in a particular form (as was later the case with Fichte); the general will he understood was not the absolutely rational element in the will, but merely the common element… The combination of these individuals into a state thus becomes a contract, and the contract is based on the caprice, opinion, and arbitrarily expressed consent of the individuals.” [17]17 Ibid., §258, Remark, p. 277. Here, Hegel accused Rousseau not only of elevating the contract to the level of the state, but also of using the principle of abstract individual will to lead the French Revolution into the abyss.

Thus, on the basis of the demand for “moral politics,” Hegel completed the construction of “ethical politics.” He pointed out: “The state in and for itself is the ethical whole, the actualization of freedom… The ground of the state is the power of reason realizing itself as will.” [18]18 Ibid., §258, Remark, p. 276; §258, Addition, p. 279. Hegel pushed Rousseau’s demand for “moral politics” to the level of “ethical politics.” The “rational state” he proposed is the institutional embodiment of the common good, an ethical reality that transcends morality—highlighting the universality of the idea of the state, which is also unified with the particularity of civil society. However, how the state as an ethical entity becomes actuality remained an unresolved question for Hegel. In other words, when the state attains universality, whether the political rights of individuals are universally realized is a common difficulty faced by actual particular states. If the political rights of individuals are not universally realized, it will result in the falsity of universality, and the state will be nothing but a formalistic facade. In fact, Hegel’s idea of the state formally uses universality to determine particularity, leading not only to the lack of protection for universal civil rights, but also to their suppression by the privileges of particular state estates. Hegel’s analysis of contract and morality demonstrates his profound understanding of social structure, but his obsession with constructing the idea of the state or ethical entity through dialectics prevents the essence of the actual state from being clarified. Although Hegel’s “ethical politics” dealt a blow to “moral politics” oriented toward the critique of modernity, the root causes of the predicament of the political state and “moral politics” remained insufficiently elucidated. In response to this, Marx provided a scientific answer.

III. Marx’s Resolution and Transcendence of the “Moral Politics” Problem

Although Hegel proposed the idea of the ethical state as superior to the demand of “moral politics,” he merely refined Rousseau’s “moral politics” scheme on the basis of the principles of will and reason, and was still unable to surmount the predicament of “moral politics.” The reason for this is that both failed to deeply understand the economic base of modern politics. Facing modern society at a certain stage of maturity, Marx recognized the limitations of “moral politics.” In his intertextual reading of Rousseau and Hegel, Marx discovered that the contradiction between private interest and the common good is not a problem of the identity of individual will and general will, but a more fundamental and core problem of property rights or ownership. In moving toward the depths of history, Marx not only absorbed the critical reflections on modernity from modern political philosophy, but also employed the viewpoints and methods of historical materialism to conduct an in-depth exploration of political issues, thereby extricating himself from the predicament of “moral politics,” achieving a transcendence of the political philosophies of Rousseau and Hegel, and pointing the way toward the correct direction of human emancipation.

(I) The “Rousseau Notebooks” and Marx’s Critique of Hegel’s Philosophy of Right

In July–August 1843, in Kreuznach, Marx excerpted Rousseau’s *The Social Contract* in French, forming the so-called “Rousseau Notebooks” (also referred to as the “Rousseau Excerpts”). This content primarily concerns Rousseau’s views on property rights and political institutions, especially democratic political institutions. Marx pointed out: “Rousseau believes that, as the main point of democracy, the individual’s attention shifts from the universal perspective to particular objects, all influenced by private interest in public affairs, and then becomes corrupted in public affairs in the capacity of a legislator.” [19]19 Karl Marx, “Rousseau Excerpts,” in *Marx-Engels Gesamtausgabe (MEGA²)*, vol. IV/2 (Berlin: Dietz Verlag, 1981), p. 89. Paraphrased. It can be seen that, through Rousseau, Marx had already taken note of the intrinsic connection between the troubling problem of material interests and political-legal relations. It was no accident that Marx excerpted and formed the “Rousseau Notebooks.” Furet believed that Marx constantly studied works on the French Revolution and reflected on the relationship between “civil society and the state.” [20]20 François Furet, *Marx and the French Revolution*, trans. Deborah Kan Furet (Chicago: University of Chicago Press, 1984), p. 15. In the “Rousseau Notebooks,” Marx focused his excerpts on Rousseau’s concept of the “general will,” with the main purpose of understanding how the “general will” constitutes the basis of the social contract. This provided useful reference for Marx’s reflection on and critique of Hegel’s philosophy of right.

On the one hand, Marx drew on Rousseau’s idea of popular sovereignty to critique Hegel’s idea of monarchy. Although Hegel, in his assessment of Rousseau, pointed out the merits and problems of the principle of “will,” Hegel seemed to deliberately ignore Rousseau’s distinction between the “general will” and the “will of all.” This led to controversy among later scholars regarding Hegel’s assessment of Rousseau, and Marx was one of them. In criticizing “monarchy,” Marx pointed out: “Hegel proceeds from the state and turns man into the subjectified state. Democracy proceeds from man and turns the state into objectified man. … In democracy, the formal principle is at the same time the material principle. Only democracy, therefore, is the true unity of the universal and the particular.” [21]21 Karl Marx, “Critique of Hegel’s Doctrine of the State,” in *Marx-Engels Collected Works*, vol. 3 (Moscow: Progress Publishers, 1975), p. 29. Marx believed that Hegel mistakenly understood the “general will” as the “crude conception of the people,” thereby “uncritically taking some empirical existence as the actual truth of the idea.” [22]22 Ibid., p. 8. Marx pointed out that Hegel mistakenly inverted the relationship between the people and the monarch, mystifying the origin of state sovereignty. At this point, Marx was also logically moving step by step toward philosophical communism.

On the other hand, on the basis of Rousseau’s view of democracy, Marx used the idea of “true democracy” to critique Hegel’s “state formalism.” Marx pointed out: “Hegel merely expounds state formalism. For Hegel, the true material principle is the idea, the abstract thought-form of the state regarded as subject, the absolute idea which in itself contains no negative element, no material element.” [23]23 Ibid., p. 16. From the perspective of content and form, Marx believed that democracy should not be merely a formal element, but rather an element formed from actual content. Furthermore, Marx advocated abolishing the political state through “true democracy,” thereby resolving the conflict between the individual and the species, which continued Rousseau’s opposition to the view that “the people willingly submit to despotic rule.” In criticizing Hegel’s idea of the state, Marx emphasized the determining role of civil society over the state, which was also a further development of Rousseau’s contractarian thought. Additionally, in distinguishing between the “actual individual” and the “citizen,” Marx was also influenced by Rousseau. In *On the Jewish Question*, Marx pointed out that Rousseau’s discussion of the abstract concept of the political person had positive significance, and then proposed that the goal of “human emancipation” lies in restoring the “abstract citoyen [citizen]” to the “actual individual.”

(II) The Philosophical Methodology of Marx’s Resolution of the “Moral Politics” Problem

Marx transcended the philosophical premise of “moral politics” through the methodology of historical materialism. Whether Rousseau or Hegel, their philosophical inquiries into morality and politics were both grounded in the presupposition that human beings exist as will. Rousseau hoped to achieve the unity of morality and politics through the “general will,” while Hegel placed his hopes in the “rational state” (ethical life) to transcend “moral politics.” Both, on the basis of acknowledging the legitimacy of private property, explored the relationship between the individual and the community, falling either into individualism or into abstract concepts. Marx pointed out: “What individuals are depends on the material conditions of their production.” [24]24 Karl Marx and Friedrich Engels, *The German Ideology* (1845–1846), in *Marx-Engels Collected Works*, vol. 5 (Moscow: Progress Publishers, 1976), p. 31. Starting from material production and the practice of intercourse, Marx believed that only by concretely analyzing the objects and conditions of human production can a scientific understanding of human beings and human society be formed. Marx opposed viewing human beings as isolated individuals, stating that “the essence of man is no abstraction inherent in each single individual. In its reality it is the ensemble of the social relations.” [25]25 Karl Marx, “Theses on Feuerbach” (1845), in *Marx-Engels Collected Works*, vol. 5 (Moscow: Progress Publishers, 1976), p. 4. In Marx’s view, human beings are not abstract rational beings or sensuous beings, nor are they merely beings as will; rather, they are beings within social relations.

Furthermore, Marx employed the methodology of historical materialism to critique Rousseau’s concept of the natural human. In the 1857 “Introduction to the Critique of Political Economy,” Marx pointed out: “Rousseau’s social contract, which brings naturally independent subjects into relations and connection through contract, is not based on this naturalism either. This is an illusion, merely the aesthetic illusion of the little and great Robinsonades.” [26]26 Karl Marx, “Introduction to the Critique of Political Economy” (1857), in *Marx-Engels Collected Works*, vol. 28 (Moscow: Progress Publishers, 1986), p. 18. “Robinsonades” refers to the literary trope of the isolated individual (like Robinson Crusoe) that classical political economists used as a methodological starting point. Rousseau’s advocacy of “moral politics” is inseparable from the construction of the social contract; he placed his hopes in the self-perfecting individual will. But Marx believed that the social contract is not the result of subjective will, but rather the result of objective material conditions. Regarding Rousseau’s postulation of the “natural human” and the “political human,” Marx pointed out that it is the product of the dissolution of feudal social forms combined with new productive forces. Therefore, Marx insisted on understanding the individual and its history from the perspective of concrete material production. Only in this way can one avoid falling into Rousseau-style utopianism and moral idealism.

In Marx’s theory of community, the existing conditions of existence of individuals, along with the productive forces and forms of intercourse of each epoch, are the roots of social forms (formations). With regard to Rousseau’s social contract theory and theory of community, Marx pointed out: “The association of the past, far from being arbitrary as depicted in *The Social Contract*, was merely the necessary association concerning such conditions… These conditions of existence are, of course, only the productive forces and forms of intercourse of each epoch.” [27]27 Karl Marx and Friedrich Engels, *The German Ideology*, in *Marx-Engels Collected Works*, vol. 5, p. 80. In Marx’s view, the common interest restricts the subordinate interest relations or class relations of individuals; individuals form communities as members of a class. The formation of this common relationship does not originate from the individual rights of freedom as Rousseau claimed; it is itself constrained by the actual movement of material forces. In *The German Ideology* (hereinafter referred to as *The German Ideology*), Marx, starting from relations of production and forms of intercourse, not only scientifically revealed the essence of the individual, society, and the state, but also delved into the historical laws of the development of human society, broke through the conceptual shackles of “moral politics” and the “ethical state,” gradually extricated himself from the real predicament of the divergence between morality and politics, and thus moved towards a more correct path of human emancipation.

(III) Transcending the Predicament of “Moral Politics”: Marx’s Critique of Political Economy

First, Marx opposed reducing the problem of political inequality to a moral problem, insisting on understanding it as an economic problem, and thereby pointing out the crux of the issue in his critique of political economy. Although Rousseau attacked the right of private property in *Discourse on Inequality*, when constructing “moral politics” he still regarded property rights as “the most sacred of all the rights of citizens” and property as “the true foundation of political society.” [28]28 Jean-Jacques Rousseau, *The Social Contract* (1762), Book I, Chapter 9; and *Discourse on the Origin and Foundations of Inequality Among Men* (1755), Part II. Although Hegel, in *Elements of the Philosophy of Right*, used the concept of ethical life to critique Rousseau’s theory of “moral politics,” he also acknowledged that “property is the first embodiment of freedom and is itself an essential end.” [29]29 G. W. F. Hegel, *Elements of the Philosophy of Right* (1821), §45. While upholding property rights, both Rousseau and Hegel failed to direct the spear of critique at the economic level, ultimately either moving towards “moral politics” or towards “ethical politics.” For Marx, influenced by the principle of the rights of the poor established by the French Revolution, he focused on the issue of the rights of the poor (workers or the proletariat) and the relationship between private property and alienated labor. In the *Economic and Philosophic Manuscripts of 1844*, Marx pointed out: “From the relationship of alienated labor to private property it also follows that the emancipation of society from private property, etc., from servitude, is expressed in the political form of the emancipation of the workers; not because their emancipation alone is at stake, but because their emancipation includes universal human emancipation; and it includes this, because the whole of human servitude is involved in the relation of the worker to production, and all relations of servitude are but modifications and consequences of this relation.” [30]30 Karl Marx, *Economic and Philosophic Manuscripts of 1844*, in *Marx-Engels Collected Works*, vol. 3 (Moscow: Progress Publishers, 1975), p. 280. Marx saw in modern society that the wealth of the propertied is built upon the poverty of the propertyless, and that the industriousness of the wage-laborer becomes the source of poverty. Therefore, Marx replaced the rights of the abstract individual will with the rights of the worker, emphasizing the need to emancipate human beings from private property and the system of servitude. From this perspective, Marx did not confine himself to Rousseau’s “moral politics” solution to the problem of alienation; he clearly pointed out that only through the emancipatory movement of the workers can the contradictions of wealth and poverty and the problem of inequality caused by private ownership be eliminated.

Second, Marx delved into the investigation of relations of ownership, revealing the limitations of the “moral politics” and “ethical politics” solutions. In *The German Ideology*, Marx pointed out: “Since private property emancipated itself from the community, the state has acquired an independent existence alongside and outside civil society; in reality, the state is nothing but the form of organization which the bourgeois necessarily adopt both for internal and external purposes, for the mutual guarantee of their property and interests.” [31]31 Karl Marx and Friedrich Engels, *The German Ideology*, in *Marx-Engels Collected Works*, vol. 5, p. 90. The political goals of both Rousseau and Hegel lay in resolving the conflict between the individual and the community by changing the institutions of the state. Unlike Rousseau and Hegel, Marx indicated that the essence of the modern state lies in its economic base of private ownership. In Marx’s view, under conditions of natural division of labor, the state is an instrument for safeguarding the interests of a particular class; therefore, whether a democratic state or a monarchical state, both are illusory communities, and “moral politics” and “ethical politics” are merely demands for improvement put forward on the basis of acknowledging the state. The solution Marx proposed was to promote the progress of productive forces; only in this way could private property rights and their state form be abolished, and what would replace the state would be the “true community.” This is precisely the communist movement that Marx expounded in *The German Ideology*. The communist movement differs from previous revolutionary movements; “it overturns the basis of all earlier relations of production and intercourse, and for the first time consciously treats all naturally evolved premises as the creations of previous generations, strips them of their natural character, and subjugates them to the power of the united individuals.” [32]32 Karl Marx and Friedrich Engels, *The German Ideology*, in *Marx-Engels Collected Works*, vol. 5, p. 81. The core requirement and characteristic of communism lies in the abolition of bourgeois private property.

Third, Marx scientifically resolved the inherent dilemma of the “moral politics” project by distinguishing between two types of private property. In *Capital* and its manuscripts, Marx profoundly revealed the history of the separation of labor from ownership, elucidating the theoretical difficulty of presupposing property rights. Particularly in his analysis of “so-called primitive accumulation” and “the modern theory of colonization,” Marx distinguished between two types of private property: “one based on the producer’s own labor” and “the other based on the exploitation of others’ labor,”[33]33 Karl Marx, *Capital*, vol. 1, ch. 26, “The Secret of Primitive Accumulation.” thereby rationally explaining that the dilemma of “moral politics” lies in the confusion over private property rights by Rousseau and others. As noted earlier, in the *Discourse on Inequality*, Rousseau criticized the moral decay caused by capitalist private property and its modern development. Yet in the *Discourse on Political Economy*, Rousseau could not deny the rationality of the self-sufficient mode of production under feudal private property dominated by small-scale peasant agriculture, revealing a clear physiocratic tendency. In response, Marx explicitly pointed out: “Political economy confuses, in principle, two very different kinds of private property, one of which is based on the producer’s own labor, and the other on the exploitation of the labor of others. It forgets that the latter not only stands in direct opposition to the former, but also grows only on the former’s grave.”[34]34 Karl Marx, *Capital*, vol. 1, ch. 33, “The Modern Theory of Colonisation.” In Marx’s view, Rousseau and others confused the understanding of private property and the issue of private property rights, thereby taking a path that indirectly defended capitalist private property. From the perspective of intellectual history, Locke’s theory of labor-based property rights confronted the first type of private property, while Rousseau confronted both types coexisting in a period of transition. Hence, it is not difficult to understand why he fell into a dilemma when constructing “moral politics.”

Finally, Marx proposed taking the proletariat as the revolutionary subject to rebuild new economic forms and social institutions. Rousseau’s theory of the “general will” touched on the demand for social reconstruction, but it was insufficiently thorough due to the lack of a universal revolutionary subject. Hegel, in turn, assigned the universal force for social reconstruction to the state. Marx, however, clarified that only the proletariat possesses thorough revolutionary character and genuine universality. In Marx’s view, the proletariat “has a universal character because of its universal suffering,”[35]35 Karl Marx, “Contribution to the Critique of Hegel’s Philosophy of Law: Introduction,” in *Marx-Engels Collected Works*, vol. 3, p. 186. and the emancipation of the proletariat also encompasses “the emancipation of humanity in general.”[36]36 Ibid. Therefore, Marx pointed out that the proletariat “has nothing of its own to protect; it must destroy everything that has hitherto protected and guaranteed private property.”[37]37 Karl Marx and Friedrich Engels, *Manifesto of the Communist Party*, ch. 1. Building on Rousseau’s “moral politics” and Hegel’s “ethical politics,” Marx found the real force of universality, thereby elevating this issue to an unprecedented height. At the same time, Marx revealed that bourgeois property rights, presupposed as the condition for freedom, in fact produce only inequality, which is also the reason why modern social development inevitably generates dilemmas. Furthermore, Marx opposed the capitalist private property that causes exploitation and advocated for the reconstruction of “individual property.” In Marx’s view, since capitalist private property replaced the private property “based on the producer’s own labor,” the expropriating nature of private property “based on the exploitation of others’ labor” ultimately leads to its own negation, and “with the appropriation of all productive forces by the associated individuals, private property comes to an end.”[38]38 Karl Marx, *Capital*, vol. 1, ch. 32, “The Historical Tendency of Capitalist Accumulation.” As Marx stated, “This negation does not re-establish private property, but re-establishes individual property on the basis of the achievements of the capitalist era, that is, on the basis of cooperation and the common possession of the land and the means of production produced by labor itself.”[39]39 Ibid. “Individual property” is the form of the negation of capitalist private property; the essence of this negation is the establishment of a new form of public property under advanced material conditions of production. In *The Civil War in France*, Marx also pointed out: “The Commune… the political form of the economic emancipation of labor… aims to transform the means of production, land and capital, which are now primarily instruments of enslavement and exploitation of labor, into instruments of free and associated labor, thereby making individual property a reality.”[40]40 Karl Marx, *The Civil War in France*, section III. As Marx said, the emancipation of the working people cannot be separated from economic emancipation. In fact, relying solely on “moral politics,” the working people can hardly achieve genuine emancipation and often fall into the constraints of “moral politics” itself. Therefore, Marx’s critique and transcendence of “moral politics” have important implications for promoting social progress and realizing human freedom and liberation.

The construction and reflection on “moral politics” manifest the predicament of modern political philosophy in the face of the changes of the times. Although Rousseau’s “moral politics” and Hegel’s “ethical politics” touched on the problem of human existence, they failed to penetrate the essential level of the development of human society, ultimately moving toward romanticism and statism. From a theoretical lineage, Marx, building on Rousseau’s conception of democracy, used the idea of “true democracy” to critique Hegel’s “state formalism,” while simultaneously understanding individuals and their history from the perspective of concrete material production, thereby avoiding Rousseau’s utopianism and moral idealism. Starting from the analysis of relations of production and forms of intercourse, Marx proposed a new social principle that transcends the principle of particularity, profoundly unraveling the root of the dilemma of “moral politics.” Through the scientific distinction of the issue of private property rights, he put forward a practical path to transcend “moral politics”: taking the proletariat as the revolutionary subject to rebuild new economic forms and social institutions, thereby achieving emancipation with universal significance. In this regard, Marx eliminated the antagonistic relationship between morality and politics in modernity, opened up a new path of modern development, provided a scientific practical guide for gradually eliminating the gap between rich and poor and realizing genuine democracy and equality, and also pointed the way to overcoming the existential predicament of modern people.
